A GPS or navigation glitch by itself cannot show that space weather is to blame. Solar and geomagnetic activity can disturb the ionosphere and affect satellite signals, but buildings, reflected signals, radio interference, a receiver fault, or bad map data can produce similar symptoms. To judge whether space weather is plausible, match the incident’s time and location against NOAA’s geomagnetic conditions, then check what the device actually did and whether ordinary local causes fit better.
How space weather can affect GPS
GPS signals travel from satellites through the ionosphere, a region of the upper atmosphere whose conditions can change with solar and geomagnetic activity. Those changes can alter how long a signal takes to travel or cause rapid fluctuations in its amplitude and phase. The result may be degraded positioning accuracy or availability; in severe cases, reception can be disrupted. The European Space Agency (ESA) describes these ionospheric effects as relevant to GNSS, the broader family of satellite-navigation systems that includes GPS.
The important link is the signal’s path through the ionosphere. A changing path can affect the timing and behavior of signals arriving at a receiver, so the position calculated from them may become less accurate or harder to maintain. Scintillation is a name for rapid changes in received-signal amplitude and phase. Not every navigation error involves scintillation, and a user generally cannot identify it just by looking at a map display.
That mechanism makes space weather a possible explanation, not a diagnosis. A consumer device’s location error does not reveal whether the signal was disturbed in the ionosphere, blocked near the receiver, reflected by a nearby surface, affected by radio interference, or correctly received but shown against inaccurate map data. Nor does an error that happens during a storm automatically mean the storm caused it: several unrelated problems can produce a similar on-screen result.

Start by identifying what actually failed
Before checking storm reports, separate a positioning problem from a map or routing problem. A position that jumps, drifts, freezes, or disappears points to a different kind of issue than a stable position shown on the wrong road, a misplaced address pin, or an incorrect route. GPS.gov notes that mapping software can mislead users even when GPS hardware is working.
Write down the time and location, how long the issue lasted, and what the screen showed. Note whether the device lost satellite lock or continued reporting a position, and whether the problem affected one app, one receiver, or several receivers. These details make a NOAA alert more useful to interpret: its timing matters only if it overlaps the event, and its broad-scale description does not identify the cause of an individual device’s behavior.
Be specific about the symptom. “The map was wrong” could mean the location marker moved erratically, the marker stayed put but was placed on the wrong street, the route selected an unsuitable road, or the device stopped updating. Those are not interchangeable failures. If possible, save a screenshot and note whether the issue began suddenly, came and went, or remained consistent. A useful record describes observations rather than guesses about causes.
Also record whether the problem followed you or stayed in one place. An error that appears only in one building, under one bridge, or on one stretch of road suggests a local condition worth testing. An issue that follows one device across locations points toward that device, its receiver design, or its app, although it still does not prove a particular cause. If other receivers were available at the time, note whether they behaved similarly.
Check ordinary causes before attributing the issue to a storm
GPS.gov cautions that “Many things can degrade GPS positioning accuracy.” Its accuracy guidance identifies conditions such as buildings, bridges, trees, indoor or underground use, and reflected signals. These are especially worth checking when the problem is confined to one location or improves after moving into open sky.
- Blockage: If the receiver is indoors, underground, under a bridge, or surrounded by buildings or trees, try again where it has a clearer view of the sky. Compare what happens in the obstructed location with what happens in open sky, if it is safe and practical to do so.
- Reflections: Nearby surfaces can reflect signals before they reach a receiver. A problem near structures or other reflecting surfaces may be local rather than a broad space-weather effect. A reflected signal can complicate positioning even when the receiver is not completely unable to report a location.
- One-device or one-app issue: If another receiver at the same place and time works normally, check the affected device, app, and its positioning behavior before inferring a wider disruption. This comparison is a clue, not conclusive proof. Different receivers can perform differently, so one working device does not establish that conditions are ideal for every other one.
- Map or route error: If the reported position is stable but the road, address, place label, route, or pin is wrong, the mapping data may be the problem. Contact the mapping provider about incorrect map information rather than treating it as a satellite-signal failure.
GPS.gov says GPS-enabled smartphones typically have accuracy within a 4.9 m (16 ft.) radius under open sky. That is a typical figure, not a promise for every handset or location; the guidance says accuracy worsens near buildings, bridges, and trees. A phone’s visible error therefore cannot be compared with the figure as though it were a guaranteed tolerance in all conditions.

That open-sky context matters when judging a phone’s performance. A location marker that is less precise in a street canyon or beneath trees does not, by itself, indicate a storm effect. First compare the environment with the circumstances described in GPS.gov’s guidance. If the location error disappears or substantially changes after moving into a clearer view of the sky, that is useful evidence for a local obstruction or reflection, though not a definitive diagnosis.
Compare the incident with NOAA geomagnetic conditions
After noting the incident’s time and location, consult NOAA’s Space Weather Prediction Center (SWPC) geomagnetic scales, current and forecast products, and alerts. Its product catalog lists geomagnetic forecasts and planetary K-index products. Check the live products for the period relevant to the incident rather than relying on a general storm headline or a current reading to explain an earlier event.
NOAA’s scale gives useful context for possible navigation effects. At G3 (Strong, Kp=7), intermittent satellite-navigation problems may occur. At G4 (Severe, Kp=8, including 9−), satellite navigation may be degraded for hours. These are broad descriptions of potential impacts, not diagnostic thresholds for a particular phone, vehicle, or receiver. A storm alert that overlaps a glitch raises the plausibility of a space-weather contribution, but it does not establish that the storm caused that glitch.
In practical terms, check whether the reported geomagnetic conditions were relevant at the time of the incident, rather than treating a storm level observed later as an explanation for an earlier problem. Compare the event’s start and duration with NOAA’s products and alerts. NOAA’s scale describes possible effects across systems; it does not say that every receiver in every location will experience a problem at a given level, or that every navigation failure during a storm is caused by it.
A more persuasive case would combine an overlapping geomagnetic event with a compatible signal symptom, a relevant location, and corroboration—for example, similar behavior on multiple receivers or technical measurements of ionospheric disturbance. A single device’s symptom or a coincident alert is not enough to distinguish space weather from local obstruction, interference, receiver behavior, or map data.

A storm level can make an ionospheric explanation more plausible, especially when the timing fits and the issue involves impaired signal or positioning. But the same timing could overlap a receiver problem, local reflections, interference, or a map-data error. If there is no independent corroboration, it is more accurate to say the cause is uncertain than to label the incident a space-weather outage.

Use this diagnostic sequence
- Record the event: Note when and where it happened, its duration, whether the position jumped or drifted, and whether the receiver lost satellite lock. Separate a bad position from a wrong map feature or route.
- Compare the setting: If practical, test in open sky. Check whether the fault is limited to one place, device, app, or map feature, and whether another receiver behaves similarly.
- Review NOAA conditions for that time: Consult SWPC geomagnetic alerts, scales, and relevant forecast or K-index products. Treat an overlap as supporting context, not a device-specific finding.
- Look for a compatible pattern: Ask whether the incident involved impaired signal or positioning and whether other receivers or technical observations support an ionospheric disturbance. Without such corroboration, the cause remains uncertain.
- Follow the evidence: If the position is stable but map content is wrong, report the map error to the mapping provider. If radio interference is suspected, use the U.S. reporting channels described by GPS.gov.
For a more useful incident record, include the receiver or device involved, the app or navigation display, the location and approximate time, the duration, and whether the problem repeated. Note the surrounding conditions—such as being indoors, under a bridge, or near buildings—and whether moving into open sky changed the result. This information helps separate a location-specific problem from one that follows the device, and it makes a report to a provider or authority more concrete.
Do not treat every step as a pass/fail test. A second device may not be identical to the first; a clear-sky test may occur after conditions have changed; and a NOAA product gives broad-scale context rather than a diagnosis. The value comes from combining observations. If the evidence points in different directions, keep the conclusion provisional.
How the main explanations differ
| Possible explanation | Clues to check | What the clue cannot establish |
|---|---|---|
| Space-weather effect on the ionosphere | Geomagnetic activity overlapped the incident; positioning or signal behavior was impaired; other receivers or technical measurements provide corroboration. | A NOAA alert alone does not prove the cause of one device’s problem. |
| Local blockage or multipath | The issue occurred near buildings, bridges, trees, indoors, underground, or reflecting surfaces; performance improved in open sky. | A location-specific glitch can still coincide with a geomagnetic storm by chance. |
| Radio interference or jamming | Signal loss or suspected interference, possibly affecting several nearby receivers. | Symptoms alone do not show that interference was intentional or identify its source. |
| Receiver or satellite/service conditions | The fault is limited to one device, or receiver design, satellite geometry, or a temporary coverage gap may be relevant. | Signal-in-space performance is not the same as the performance of a particular device. |
| Map or routing data | The position remains stable while a road, address, place label, route, or pin appears wrong. | A mapping error calls for correction by the mapping service, not by GPS operators. |
The comparison is most useful when the clues are read together. A storm alert plus a navigation symptom is a coincidence worth noting; an alert plus a compatible signal problem and similar observations from other receivers is stronger context. Conversely, a stable position with a wrong road label points toward map data, while a fault that disappears in open sky is consistent with a local environmental issue. None of these patterns is a standalone proof.

Why GPS accuracy figures do not diagnose a phone
GPS.gov reports a U.S. government commitment of a daily global average user range error of ≤2.0 m (6.6 ft.) with 95% probability. This is a signal-in-space measure across healthy satellites; it is not a guarantee that an individual user, phone, car, or navigation display will locate them within that distance. Receiver design and local conditions matter, and map presentation can introduce a separate error.
That distinction is important when judging a complaint or comparing it with a published number. A signal-in-space commitment describes a service-level measure; the smartphone figure describes typical open-sky accuracy. Neither number identifies the cause of a particular fault, and they are not interchangeable measures of the same device performance.
The daily global average figure is not a promise that every position fix will fall inside a 2.0 m radius. It describes the signal provided in space under the commitment’s stated measure, not the combined result after a particular receiver, local environment, and mapping display are involved. Similarly, the 4.9 m (16 ft.) smartphone figure is typical under open sky rather than a universal handset guarantee. Comparing a reported error directly with either number without accounting for what is being measured can lead to the wrong conclusion.

In particular, a location marker that looks displaced on a map can reflect a positioning error, a map feature that is drawn or labeled incorrectly, or both. Before using an accuracy figure to make a claim about space weather, establish which layer appears to have failed: signal and position, receiver behavior, or map presentation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhen specialist scintillation measurements matter
Ionospheric scintillation refers to rapid changes in received-signal amplitude and phase. ESA describes S4 and sigma-phi indices for characterizing amplitude and phase fluctuations. These are specialist indicators, not ordinary status readings on a consumer navigation screen. Monitoring them requires dedicated high-rate GNSS receivers; ESA notes that receivers capable of the necessary sampling are less widely available.
For most users, a device symptom plus a storm alert cannot reproduce that kind of technical measurement. A consumer navigation display generally does not provide the specialist indices needed to characterize amplitude and phase fluctuations. Those measurements are relevant when a technical monitoring setup is available, not a reason for ordinary users to buy specialist equipment just to decide whether a phone glitch was caused by a storm.
ESA’s service pages also note that its Space Weather services are under review or construction, so confirm that a particular map or service is currently available before relying on it. Availability can change; the existence of a page or named service should not be taken as confirmation that a live product is currently operating.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if interference or a map error seems more likely
GPS.gov identifies radio interference as a possible cause of navigation problems, including nearby-band radio emissions and intentional or unintentional jamming. Several receivers experiencing trouble in the same area can be a reason to investigate interference, but the pattern does not prove jamming or reveal who caused it.
For U.S. civilian users who suspect radio interference, GPS.gov directs reports to the Coast Guard Navigation Center and/or the Federal Communications Commission (FCC). If the position itself appears sound but a road, address, route, or pin is wrong, contact the mapping provider instead. Those paths address different failure types; reporting a map-data issue as satellite interference will not correct the underlying map information.

Do not infer deliberate jamming from loss of signal, a bad location, or simultaneous problems on nearby devices. The symptoms can justify checking interference, but they do not identify whether emissions were intentional, where they came from, or what source produced them. The U.S. reporting direction is for suspected radio interference; map corrections belong with the service that maintains the map.
Practical conclusion
Use a NOAA geomagnetic alert as one piece of evidence, not as a verdict. A space-weather explanation becomes more plausible when the alert overlaps the incident and the signal symptoms, location, and independent observations also fit. If those checks do not distinguish the cause, record the details and describe the issue as unexplained rather than attributing it to a solar or geomagnetic storm.
Frequently Asked Questions
Can a NOAA geomagnetic alert prove that a GPS problem was caused by a solar storm?
No. An overlapping alert makes a space-weather contribution plausible, but NOAA’s scales describe possible broad effects and do not diagnose an individual phone, vehicle, receiver, or map error. Consider the symptom, location, timing, and whether other receivers or technical measurements corroborate an ionospheric disturbance.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What should I check first if GPS shows me in the wrong place?
First determine whether the position marker itself is jumping or drifting, or whether it stays stable while the road, address, pin, or route is wrong. The latter may be a map-data problem. Then note the time and location, check whether the receiver was indoors or obstructed, and, if practical, compare it in open sky.
What NOAA levels are associated with possible satellite-navigation problems?
NOAA’s Space Weather Scales say intermittent satellite-navigation problems may occur at G3 (Strong, Kp=7). At G4 (Severe, Kp=8, including 9−), satellite navigation may be degraded for hours. These are general potential impacts, not a threshold that identifies the cause of a particular consumer-device fault.
Does the 4.9 m smartphone accuracy figure guarantee that my phone will always be within 16 feet?
No. GPS.gov describes 4.9 m (16 ft.) as typical accuracy for GPS-enabled smartphones under open sky. It is not a guarantee for every handset or location; accuracy worsens near buildings, bridges, and trees. Map data and receiver behavior can also affect what appears on screen.
Where should I report suspected GPS interference or an incorrect map?
GPS.gov directs U.S. civilian users who suspect radio interference to the Coast Guard Navigation Center and/or the FCC. If the position is stable but a road, address, place label, route, or pin is wrong, contact the mapping provider. A symptom alone does not establish intentional jamming.
Recommended Free Tools
Can I use a normal phone screen to measure ionospheric scintillation?
The specialist indicators ESA describes include S4 and sigma-phi, which characterize amplitude and phase fluctuations. They require dedicated high-rate GNSS monitoring receivers and are not ordinary consumer navigation-screen readings.
The Bottom Line
Bottom line: A storm alert is context, not proof. Record what failed, rule out local blockage and map errors, compare the incident’s time with NOAA’s geomagnetic information, and look for corroboration before attributing a GPS problem to space weather. If the evidence remains inconclusive, say so.
