A discounted PC is a genuinely good deal only when its exact configuration suits your work and its complete, delivered cost is competitive with comparable computers. A sale badge, crossed-out list price or large percentage-off claim does not prove value. Add required upgrades, missing accessories and the cost of weaker warranty or return protection before deciding.
Use the process below for a laptop or desktop, whether it is new, open-box, refurbished or used. You will finish with a like-for-like comparison and a clear reason to buy, negotiate or walk away.
Start with the job, not the discount
Microsoft’s official Windows buying guide puts the decision in the right order: a “good” PC is defined by what you need it to do, not by one price tag. Write down the applications and tasks you actually expect to run. The same low price can be excellent for schoolwork and unsuitable for video editing or modern games.

For web browsing, documents, video calls and ordinary productivity, prioritize a responsive processor, enough memory for your normal number of browser tabs, a comfortable display and the ports you use. Microsoft gives 8 GB of RAM and 256 GB of storage as illustrative starting points for basic use. Those are vendor examples, not universal minimums: a heavy browser workflow, large local files or a long ownership period may justify more.

Creative applications
Photo, video, music and 3D applications can stress the processor, memory, storage and graphics hardware at the same time. Microsoft’s guidance uses 16 GB of RAM as an illustrative level for creators, gamers and multitaskers, and 512 GB or more for larger media, game and creative collections. Check the requirements of your specific applications and projects rather than treating those figures as a guarantee.
Gaming
For gaming, record the exact graphics processor, not merely a family name such as “gaming graphics.” The graphics model, available memory, processor, cooling design and game settings all affect results. Microsoft points buyers toward dedicated graphics for gaming or creative work and cites 120 Hz or higher as an example of a gaming display capability. A high-refresh panel is useful only if the system can drive the games you play at an appropriate frame rate.
Heavy multitasking
If you routinely run meetings, dozens of tabs, spreadsheets, virtual machines or creative tools together, memory capacity and upgradeability become important. A system that is adequate today may become frustrating if its memory is soldered or its storage cannot be expanded. Confirm the manufacturer’s specifications for the exact model before paying.

Record the exact configuration before comparing prices
A product-family name is not a specification. Two machines with the same series name can contain different processors, memory, drives, displays and operating systems. Copy the complete configuration from the listing and verify it against the manufacturer’s specification page for that model or service tag.
Components and features to capture
- Processor: write the full model designation, not just the manufacturer or series.
- Memory: record capacity, type when stated, number of modules and whether it is upgradeable.
- Storage: note whether it is a solid-state or hard-disk drive, its capacity, and whether a second drive can be added.
- Graphics: distinguish integrated graphics from the exact dedicated GPU model.
- Display: record laptop screen size, resolution, panel specification when provided and refresh rate for gaming.
- Ports and connectivity: list the physical ports, wireless standard when relevant, card readers and docking connections you need.
- Battery claim: capture the stated capacity or runtime and the test conditions if the seller provides them; do not assume a used battery performs like a new one.
- Included software and accessories: confirm that the operating system is licensed and included, and list the charger, power cable, keyboard, mouse and other items.
Do not assume memory or storage can be changed. Check the service manual or manufacturer specification for the exact machine. An apparently cheap computer can require an expensive, model-specific upgrade—or have no practical upgrade path.

Calculate the real cost of the deal
Compare the final amount you must pay to make the computer usable, not the headline price. A practical calculation is:
Total deal cost = purchase price + shipping and taxes where applicable + required upgrades + missing accessories − clearly documented included value.

Use a like-for-like comparison
- Find the exact model and configuration, or identify the closest configuration whose specifications you can verify.
- Record each alternative’s final checkout price, including delivery and applicable taxes.
- Add the same upgrades and accessories to every option. Do not compare a bare computer with one that includes them.
- Write down the condition, warranty, return period and seller identity beside the price.
- Compare the resulting totals and the risk you would accept, not the advertised percentage off.
Illustrative calculation
The following numbers are an example of the method, not a current market quote. Suppose a used laptop is listed at $620. It lacks the correct charger ($45), needs an additional 8 GB memory module ($40) and has $20 shipping. Its usable total is $725. A comparable refurbished configuration costs $760 delivered and includes the charger, a written one-year warranty and a return period. The $35 difference buys documented protection and removes two compatibility risks; the used listing is not automatically the better deal.

The example does not establish that refurbished systems are always preferable. It shows why the advertised price cannot be the comparison’s final number.

Evaluate laptops before components you can replace
Dell’s refurbished-computer buying guide recommends starting with features that are difficult or impossible to upgrade, particularly laptop screen size and resolution, before moving to the processor and other components. Apply that order to discounted laptops.

Choose the screen size, resolution and viewing characteristics you can live with for the entire ownership period. A memory upgrade will not fix a display that is too small for your work. Check the keyboard layout, trackpad, hinge condition and chassis photos, especially for refurbished or used units.
Ports and connectivity
Count the ports required for your monitor, storage, network, peripherals and charging setup. If an inexpensive adapter or dock is needed, add it to total cost and verify compatibility. Missing ports can become a permanent daily inconvenience.
Battery expectations
Battery condition is a separate risk from the processor specification. Ask for a recent health reading or a clear capacity statement when buying used. Dell notes that battery life is commonly excluded from the typical boilerplate warranty described in its guide, so read the actual written terms rather than assuming the battery is covered.

- Who performed the inspection or repair.
- Which components were tested, replaced or reset.
- How cosmetic condition is graded and what marks are allowed.
- Whether the operating system is licensed and included.
- Which accessories are included.
- The written warranty duration, exclusions and claim procedure.
- The written return period, restocking fee and return-shipping responsibility.
Terms vary by listing. Save the product page and warranty language at purchase so you can prove what was promised.
Used from a private seller or marketplace
Tom’s Hardware advises asking for evidence that the system works, checking seller credibility and paying special attention to used graphics cards and storage. Request a dated video or live demonstration showing the computer booting, identifying its components and running the functions relevant to your workload. When safe and practical, inspect it in person before payment.
Storage drives have finite lifespans. Ask for current SMART health data and check that the reported drive model and capacity match the listing. SMART data is one indicator, not a guarantee: a healthy report cannot reveal every intermittent fault, so retain a return option whenever possible.
Price the protection and the risk
Two computers with identical components are not equivalent if one comes from an established seller with a written return policy and the other is a final-sale private transaction. Add a separate protection assessment to your price comparison.

- Is the seller a business or an individual, and can you verify its history?
- What exactly does the warranty cover, for how long and through whom?
- Are batteries, screens, cosmetic defects, chargers and accidental damage excluded?
- How many days do you have to return the computer, and who pays shipping?
- Is there a restocking fee or a final-sale condition?
- What happens if the advertised configuration differs from the delivered unit?
Warning signs
- The listing uses only a processor family or “gaming PC” label and omits the exact model numbers.
- The discount is calculated from an unverifiable list price rather than a current comparable price.
- Photos show a different configuration, missing serial information or stock images only.
- The seller will not demonstrate operation or provide drive-health evidence for used equipment.
- The operating system, charger, memory amount or storage type is unclear.
- Warranty and return language is absent, contradictory or limited to “as-is.”
- The low price depends on immediate purchases of adapters, storage or memory that were not disclosed.
Compare new, open-box, refurbished and used options
Condition is one of the comparison axes, not a simple ranking. Use the category that accurately describes the listing and then verify the evidence behind it.

Do not pay a new-equipment price for a used condition unless the included protection and verified configuration justify it. Conversely, a modestly discounted refurbished unit can be rational when its documented terms remove expensive uncertainty.
A repeatable decision worksheet
Copy this checklist for every listing and fill it out before checkout:
- Purpose: list the applications, games and number of simultaneous tasks.
- Exact configuration: enter full CPU, RAM, storage type and capacity, GPU, display, ports and battery information.
- Upgrade path: mark memory and storage as upgradeable, limited or unknown; resolve unknowns before buying.
- Delivered cost: add shipping, taxes where relevant, required upgrades and every missing accessory.
- Comparable price: record the final price of the same or closest verifiable configuration.
- Condition evidence: note inspection records, cosmetic grade, operating-system status, seller identity and drive-health evidence when applicable.
- Protection: record warranty coverage, battery exclusions, return days, fees and who pays return shipping.
- Decision: buy only if the workload fit is clear, the total cost is competitive and the remaining risk is acceptable.
When to negotiate or walk away
Ask for a lower price or different terms when the configuration is verified but the computer needs a charger, memory, storage or cosmetic concession. Make the request using your calculated total, not the advertised discount. For example, show that a missing charger and required drive upgrade bring the listing above comparable delivered prices.
Walk away when a critical specification is unknown, the seller refuses a basic operation test, storage health cannot be checked on a used system, or the return and warranty terms do not cover the risks you identified. A deal that cannot be verified is not made safer by a larger percentage-off claim.
What the evidence can—and cannot—tell you
Microsoft’s buying guide supplies workload and feature criteria, including illustrative memory, storage and gaming-display guidance. Dell’s guide explains why refurbishment process, condition, warranties, returns and battery exclusions need listing-specific checks. Tom’s Hardware adds practical safeguards for used hardware, including proof of operation, seller credibility and SMART checks for drives. None establishes a universal discount percentage, a current market price or a guarantee for any particular listing. Your conclusion must therefore remain specific to the computer, seller, date and terms you can verify.
