No: the evidence does not show certificates broadly replacing degrees in 2026. Employers are adding ways to evaluate skills and experience, while degrees remain important in many hiring decisions and some occupations require a degree, license, or other specific credential. A certificate can be a useful, targeted signal—but its value depends on the job, the credential, and whether it demonstrates skills employers recognize.
What employers are changing—and what they are not
Hiring is becoming less reliant on any single signal, not uniformly shifting from degrees to certificates. The World Economic Forum’s Future of Jobs Report 2025 surveyed more than 1,000 employers across 55 economies about their expectations for 2025–2030. In that survey, 81% expected to rely on work experience and 48% expected to use skills assessments; 43% expected to use a university degree as a hiring requirement. Fourteen percent anticipated considering online certificates, a figure the report says declined slightly from its 2023 report.
These are employer expectations, not a count of actual hires or proof that one credential causes better employment or earnings outcomes. The OECD’s 2026 report, A Skills-First Labour Market, likewise describes a broader mix of hiring signals while noting that “Work experience and university degrees continue to serve as the primary proxies for assessing individuals’ skills in recruitment.” It also identifies practical obstacles: validating skills can be difficult, and cultural resistance and unconscious bias can impede skills-first hiring.

Those are report-specific occupational analyses, not a rule that every worker needs a degree.

What “certificate” means in a hiring decision
Certificate is an umbrella term, not one standardized qualification. An educational certificate records completion of a course or program. An industry certification is issued by a professional or industry body, often after an assessment. A license is legal authorization to practise a regulated occupation, usually subject to jurisdiction-specific rules. Apprenticeship and vocational training combine structured learning with occupational preparation and may lead to a recognized credential.
Those distinctions matter because credentials can play different roles. A job may legally require a license or a particular degree; an employer may prefer a credential without requiring it; or a certificate may simply help signal relevant skills. These are not interchangeable claims. The U.S. Bureau of Labor Statistics (BLS) explains that its credentials measure covers training time required as a condition of hiring, which may result in certifications, licenses, or educational certificates. It excludes credentials that are merely desirable, unrelated to critical job tasks, or non-vocational attendance certificates.

How often do U.S. jobs require credentials?
BLS estimates for 2025, published in 2026, show that requirements differ sharply by occupation. The figures below describe U.S. civilian workers whose jobs required the credential type—not all workers who hold such credentials.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Credential requirement | Share of U.S. civilian workers in jobs requiring it |
|---|---|
| License or certification | 22.9% |
| Educational certificate | 6.5% |
| Apprenticeship | 1.2% |
The occupation-group differences are substantial: 93.4% of healthcare practitioners and technical workers were in jobs requiring a license or certification; 22.8% of healthcare support workers were in jobs requiring an educational certificate; and 17.3% of construction and extraction workers were in jobs requiring an apprenticeship. These categories are defined separately by BLS, so a license or industry certification should not be mistaken for an educational certificate. See the BLS Occupational Requirements Survey credentials factsheet for definitions and estimates.

Do employers consider degrees and certificates valuable?
Both can matter. A 2026 U.S. survey commissioned by Western Governors University (WGU) and fielded by Centiment from June 24 to July 7, 2026, asked 3,128 U.S.-based respondents directly involved in hiring about workforce issues. Seventy-three percent considered college degrees important, while 91% viewed certificates as valuable indicators of skills. These are reported attitudes from a sponsor-commissioned survey, not the share of hires made with either credential.
The same survey found that 38% of respondents said internships, apprenticeships, or project-based work were the most effective way for recent graduates to move from education into employment. That is an opinion about an effective transition, not a measured causal result. The survey’s findings, including its limitations and sponsor, are described by WGU.

Skills evaluation is also not a new or universal substitute for credentials. The WEF says only 4% of companies reported that they do not assess prospective employees’ skills, highlighting how widespread skills evaluation already is. The OECD notes that direct work-sample or cognitive assessments may predict job performance better than experience or years of education in some research, but that finding concerns measurement of skills; it does not establish that degrees have no value or that certificates produce better outcomes.
When a certificate can be a practical alternative
A certificate may be a sensible route when a specific employer or occupation recognizes it, the program teaches skills used in the target role, and the work does not legally require a degree or license you lack. It can also complement a degree or work history by documenting focused training. But the word “certificate” alone says little about rigor, recognition, or hiring value.

Before committing to a program, check these points for the exact occupation and location:
- Legal requirements: Verify whether the role requires a license, a particular degree, supervised hours, or another credential in your jurisdiction.
- Employer recognition: Look for the named certificate or issuing body in relevant local job postings and confirm its standing with employers in the field.
- Demonstrated skills: Check whether the curriculum and assessment reflect tasks used in the job; a completed course is not automatically evidence of job-ready ability.
- Time and total cost: Compare the full commitment, including fees and any required exams, supervised practice, or prerequisites.
- Transparent outcomes: Seek clearly defined completion, placement, and earnings data, including who was counted and how outcomes were measured.
- Portability: Determine whether the credential is recognized across employers and regions, or depends on one provider or local rules.
Compare the certificate with the degree or training route for one job goal, not with college in general. The available evidence does not establish a universal certificate-versus-degree return on investment, lifetime earnings advantage, or portability advantage for a particular field and region.
What the outcome evidence can—and cannot—tell you
Employer surveys describe expectations and opinions; occupational requirement estimates describe what jobs require under stated definitions. Neither alone establishes what credential a successful hire actually had, whether a credential caused the hire, or which path delivers higher earnings after accounting for completion and experience.
The U.S. Department of Labor’s CLEAR summary of Beyond Traditional Academic Degrees: The Labor Market Returns to Occupational Credentials in the United States describes a study using 2015–2016 Current Population Survey data and rates its causal evidence as moderate. It is older, nonexperimental evidence about occupational credentials—not a current, direct comparison of every certificate and degree pathway. The summary is available from DOL CLEAR.
For an individual decision, narrow the question to a named occupation, location, and credential. Verify current licensing rules, ask employers which qualifications they accept, and compare program costs and outcome data on consistent terms. Without that specificity, claims that certificates are “better” or degrees are “losing” go beyond what the evidence supports.
