Look for bleeding, an obviously broken or dangling wing or leg, lying on its side, abnormal eyes, or an eagle that cannot fly, walk, stand, or move away when approached from a safe distance. Remaining in one place on the ground for more than 24 hours is also a warning sign. Keep people and pets back, do not offer food or water, and contact a federally permitted wildlife rehabilitator, a veterinarian experienced with raptors, or a wildlife officer.
Bald eagles can inflict serious injuries even when sick or young. The safest public response is observation and prompt reporting, not amateur rescue.
Signs that a bald eagle may be sick or injured
Audubon’s distressed-wildlife guidance identifies several observable signs that justify calling a professional. These signs do not diagnose a disease; they indicate that a licensed rehabilitator or raptor-experienced veterinarian should assess the bird.
| What you see | Why it warrants a call | What to do |
|---|---|---|
| Bleeding | Visible blood can indicate trauma or another serious problem. | Keep everyone away and report the exact location. |
| A wing or limb hanging at an unusual angle | A broken bone, dislocation, or severe soft-tissue injury is possible. | Do not straighten, splint, or test the limb. |
| Lying on its side | This posture is listed as a general distressed-wildlife indicator. | Stay back and call qualified help immediately. |
| Closed, squinted, crusty, weepy, swollen, or bleeding eyes | Abnormal eyes can accompany injury or illness and need professional assessment. | Do not apply drops, ointment, or other home remedies. |
| Unable to fly | An eagle that cannot take off may be injured, ill, exhausted, or entangled. | Observe without chasing it; arrange a professional response. |
| Unable to walk or stand when it tries to escape | Failure to move away when it attempts to do so is a warning sign. | Do not force movement or pick it up unless a professional directs you. |
| On the ground in one spot for more than 24 hours | Extended grounding is specifically identified as a reason to seek help. | Record when you first noticed it and contact a wildlife authority or rehabilitator. |
A bird that is temporarily on the ground is not automatically sick. The practical test is whether it can move away or fly when it needs to, viewed from a distance. Do not approach closely to make it “prove” that it can fly.

What to do first: a safe response sequence
1. Stop and create distance
Move people, dogs, cats, and other pets away from the eagle. Keep bystanders quiet and prevent anyone from surrounding it, taking close-up photographs, or attempting a rescue. Raptors remain capable of striking with their talons and beak, and an eagle that feels cornered may defend itself.
Choose a viewing position that does not block the bird’s route away from you. If the eagle is near a road, trail, work site, or other hazard, tell people to avoid that area rather than trying to herd the bird.
2. Observe without disturbing it
From a safe distance, note the location, time, posture, behavior, visible injuries, and whether the bird can fly or otherwise escape. Record landmarks, an address, a trail name, or GPS coordinates if available. A short description is more useful than repeated approaches.

3. Contact qualified help immediately
Call a federally permitted wildlife rehabilitator, a veterinarian with experience treating raptors, or a wildlife officer. In the United States, the U.S. Fish and Wildlife Service (USFWS) provides a Migratory Bird Rehabilitation Facility locator. A local wildlife agency can also direct you to the appropriate permitted facility.

Explain that the animal is a bald eagle and provide:
- Your exact location and the safest access point for responders.
- When you first saw the eagle and whether it has moved.
- Whether it can fly, walk, or stand.
- Any bleeding, hanging wing or limb, abnormal eyes, entanglement, or contact with a vehicle or structure.
- Whether bait, carcasses, chemicals, or several dead animals are nearby, which may indicate poisoning.
- Whether people, dogs, cats, livestock, or traffic create an immediate hazard.
Follow the responder’s instructions about waiting, monitoring, or containment. Wildlife authorities—not an untrained bystander—determine whether an eagle may be handled.

Do not feed the eagle, pour water into its beak, offer medication, or use a home remedy. Audubon warns that food or water can do more harm than good when a wild animal is sick or injured. An eagle may aspirate liquid, react badly to an inappropriate food, or become harder and more dangerous to handle after a well-meant intervention.
Do not clean wounds, remove fishing line, pull at a suspected fracture, or apply a bandage. Keep the area calm until a qualified professional arrives.
Why handling an eagle is dangerous
The USFWS Eagle Handling and Distribution Handbook states that “sick and injured eagles require very careful handling and treatment” and must be transferred to a veterinarian or rehabilitator experienced in injured raptors. The same handbook cautions that eagles are powerful animals capable of causing serious injury. Audubon’s raptor guidance likewise warns that raptors can be dangerous even when sick, injured, or young.

Stress also changes the risk. A frightened bird may strike suddenly, and a person who grabs the wrong part of the body can be injured while the eagle is trying to escape. Several people attempting to help can create more noise, block the bird’s flight path, and increase the chance of a bite, talon strike, or traffic incident.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Should you move a grounded bald eagle?
Usually, no. Unless you are properly trained and a wildlife professional or authority instructs you, do not approach or handle an eagle except when an immediate life-threatening hazard makes action unavoidable and professional direction is available. USFWS policy says injured or sick eagles should be promptly reported to Service law enforcement, which determines whether the bird may be handled or must remain undisturbed.
| Situation | Preferred response | Why |
|---|---|---|
| The eagle is in a quiet, open area and can move away | Keep your distance, keep pets and people back, and call a permitted professional. | Approach can cause unnecessary stress and may provoke a defensive strike. |
| Visible trauma or inability to escape | Report it immediately and wait for instructions. | The bird may need specialized capture, transport, and medical care. |
| The eagle is in immediate danger from traffic, machinery, or another hazard | Call wildlife authorities and the responsible emergency service; do not improvise a capture. | Moving a raptor safely requires training and a plan for containment and transport. |
| Possible poisoning | Do not touch the eagle, carcasses, bait, soil, or other suspicious material. Tell responders what you saw. | Poisoned wildlife can expose people and pets to hazardous substances. |
| A professional gives specific containment instructions | Follow those instructions exactly, including the container, timing, and destination. | The responder can match the method to the bird’s condition and the available safety equipment. |
If a professional tells you to contain the bird
Containment should happen only under professional direction. Audubon Center for Birds of Prey describes a method using a ventilated box slightly larger than the bird: place the box over the eagle and slide it onto a flat surface, keeping the container dark and at room temperature. That description is not a general invitation to capture wildlife. Do not attempt it without instructions from a qualified responder who has assessed the scene and confirmed that you can do so safely.
If directed to assist, clarify before moving:
- Who is responsible for the capture and who will receive the bird.
- What size and type of ventilated container to use.
- Where to place the container and how to keep it secure.
- Whether gloves, eye protection, or other safety equipment are required.
- How quickly and by what route the bird should be transported.
- What to do if the eagle becomes active, escapes, or appears to worsen.
Do not hold the bird on your lap, carry it uncovered, open the box repeatedly, or transport it to an unapproved destination. Keep the container dark and at room temperature only as directed, and avoid unnecessary noise and handling.
Suspected poisoning requires extra precautions
Poisoning is not a situation for a do-it-yourself rescue. USFWS guidance says a suspected-poisoned eagle should not be handled without proper training, appropriate safety equipment, and the ability to transport it safely. The same caution applies when several animals are dead or ill, or when bait, pesticides, chemicals, or an unusual carcass is present.

Move people and pets away from the area without touching the suspected source. Tell the wildlife officer or rehabilitator what substances or objects you noticed, where they were located, and whether anyone or any animal may have been exposed. Do not collect a sample unless the responding authority specifically instructs you to do so.
What not to do
- Do not feed it. Food can cause harm to a sick or injured animal and can complicate professional care.
- Do not give water. Pouring liquid into the mouth can injure the bird or lead to aspiration.
- Do not medicate it. Human and pet medicines are not substitutes for raptor veterinary care.
- Do not pet or restrain it for a photograph. Talons and beak can cause serious injury.
- Do not test its flight. Chasing can drive an injured bird into traffic, water, trees, or other hazards.
- Do not crowd the site. Noise and blocked escape routes increase stress and defensive behavior.
- Do not transport it without authorization. A permitted facility must coordinate the destination and care.
Legal responsibilities in the United States
USFWS states that possession of live migratory birds and eagles requires a permit. A licensed veterinarian may provide care under the applicable authorization and generally must transfer the bird to a federally permitted rehabilitator after care, with limited exceptions for birds held less than 24 hours.
These rules mean that finding an eagle does not give a member of the public permission to keep it at home, attempt rehabilitation, or choose a permanent caretaker. Report the bird and let the relevant wildlife authority decide what handling and transfer are lawful.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to make the call useful
Give observations, not a diagnosis
Say “the right wing hangs below the body and there is blood on the feathers,” not “the wing is definitely broken.” Describe what the bird does when people remain at a distance. This helps the responder choose an appropriate team without encouraging you to perform a closer examination.
Protect the responder’s access
Once you have reported the eagle, keep the route clear and ask others to leave. If the bird moves, update the responder instead of following it. If conditions become unsafe—such as traffic, fire, or an aggressive crowd—tell the dispatcher or wildlife officer immediately.

Stay available if asked
A rehabilitator may need you to point out the original location or explain what happened before the eagle moved. Remain at a safe distance and continue observing only if doing so does not expose you to traffic, chemicals, weather, or other hazards.
Common situations and the safest branch
An eagle is perched but looks unwell
Do not assume that a quiet or motionless perch is an emergency based only on appearance. Watch from far enough away that it behaves naturally. If you see bleeding, abnormal eyes, a hanging limb, or an inability to fly when it needs to, make the call and report the specific sign.
An eagle is on the ground near a home
Bring pets indoors, keep children away, and remove the opportunity for people to gather around the bird. Do not place food or water nearby. Contact a permitted rehabilitator or wildlife officer and follow the instructions you receive.
An eagle is beside a road
Do not stand in traffic or attempt a roadside capture. Move yourself to a safe location, alert the appropriate authority, and provide the direction of travel or nearest landmark. A responder can coordinate traffic control and wildlife handling.
An eagle has fishing line or another object around it
Do not pull, cut, or unwind the material yourself. Entanglement can tighten when the bird struggles, and approaching it exposes you to the same talon and beak hazards. Report the location and describe the material from a distance.
The eagle flies away before help arrives
Tell the responder that it left, the direction it traveled, and whether its flight appeared normal or labored. Do not chase it or attempt to intercept it. The information can help determine whether follow-up is needed.
A simple decision checklist
- See a possible problem: Look for trauma, abnormal eyes, inability to escape, or more than 24 hours on the ground.
- Secure the scene: Move people and pets away and reduce noise.
- Observe from distance: Note location, behavior, visible signs, and hazards without testing the bird.
- Call qualified help: Use a federally permitted rehabilitator, raptor-experienced veterinarian, wildlife officer, or the USFWS facility locator.
- Follow instructions: Do not feed, water, medicate, chase, or handle unless specifically directed.
- Escalate hazards: Report suspected poisoning or immediate danger and do not touch contaminated material.
The safest role for an untrained finder is to protect the scene, provide accurate observations, and connect the eagle with a permitted professional. That approach protects you, the public, and the bird while allowing trained responders to decide whether examination, capture, treatment, or continued monitoring is appropriate.
