Check Google Search Console’s Manual Actions report first. If it lists an action, read its issue and affected scope: that is direct evidence of a manual action. If the report is empty for the property you inspected, there is no currently reported manual action for that property—but the empty report does not tell you why rankings or traffic fell. An algorithm update is one possibility; technical trouble, security issues, changing search demand, seasonality, or a site move can also explain a decline.

What distinguishes a manual action from an algorithmic drop?

A manual action is an explicit Search Console notice that Google has taken action over a policy issue. Google says policy violations can be detected by automated systems and, when needed, by human review that results in a manual action. The notice identifies the issue and provides information about its scope. Start with that evidence rather than diagnosing a penalty from a ranking chart.

An algorithmic ranking decline has no equivalent notice in the Manual Actions report. Google’s core updates are broad changes to its search algorithms and systems, not actions aimed at a particular site or page. A decline that overlaps a core update’s rollout may be consistent with a ranking reassessment, but timing alone cannot establish that the update caused it. And an empty report does not establish that a core update—or any other single cause—is responsible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction is important because “penalty” is often used casually to describe any steep loss in traffic. A performance decline is an observation, not a diagnosis. The Manual Actions report tells you whether Google currently reports a manual action for the property you checked. Performance data shows what changed; it does not, by itself, tell you why it changed. Keep those questions separate: first establish whether there is an action, then investigate the loss.

Signal Manual action Algorithmic or other decline
Direct evidence in Search Console An action appears in Manual Actions, with an issue and scope. No action appears. Algorithmic, technical, demand, security, and migration causes remain possible.
Possible scope May affect the whole site or particular sections or pages. Can affect some pages or query groups differently from others; inspect the pattern.
Timing The report is the direct check; timing by itself does not prove an action. Compare with confirmed update dates, while also checking demand and technical changes.
Next step Correct the reported policy issue and request reconsideration when ready. Investigate affected pages, queries, technical status, and demand before choosing a remedy.

The remedy follows the evidence. A reported action calls for addressing the stated policy issue and, once the correction is complete, using the reconsideration process. An empty report calls for diagnosis rather than a reconsideration request. The two paths should not be conflated: a reconsideration request does not explain an unreported ranking decline.

Check the Manual Actions report

  1. Open the correct Search Console property. Confirm that the property represents the site or URL prefix where the decline occurred. A report for a different property does not answer whether the affected site has a reported action. If you are comparing data from a particular subdomain or URL prefix, make sure the property you check covers the same area.
  2. Navigate to Security & Manual Actions > Manual Actions. If an action is listed, open it and record the stated issue, affected pages or sections, and Google’s instructions. The scope matters: a notice affecting a subset of pages is not the same as a site-wide action. Use the notice, rather than a general guess about what Google might have objected to, to define the work.
  3. If the report is empty, treat that as a limited finding. It rules out a currently reported manual action for the property inspected. It does not diagnose an algorithm change, a technical problem, demand loss, or any other cause.

Do not infer a manual action merely because a page disappeared from results, a site lost traffic, or a decline began suddenly. The report is the direct signal; a chart is evidence of a performance change, not evidence of the kind of intervention that caused it.

Understand what the notice affects

Read the notice’s own scope and issue before deciding how much of the site to investigate. Manual actions can be site-wide or limited to a set of pages or a section. The effect also depends on the action type. For example, a structured data manual action removes eligibility for rich-result appearances; it does not affect ordinary ranking in Google web search. A change in rich-result visibility is therefore not, by itself, evidence that ordinary web rankings were lowered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is why it helps to record the specific search measure that fell. If clicks or impressions tied to a rich result changed, compare the relevant search appearance as well as ordinary web-search performance. A notice about structured data should not be treated as proof that all rankings have been suppressed. Conversely, if the notice names other affected content, investigate the scope and issue Google actually reports rather than assuming the structured-data example applies.

Older Google documentation describes site-wide and partial-match actions; treat that terminology as background, not as a reason to rely on outdated interface directions. Follow the current notice and current Search Console interface for the property you are checking.

Measure the decline before assigning a cause

Use the Search Console Performance report to establish when the loss began, how large it is, and where it is concentrated. Compare the affected period with a relevant prior period or year. Google recommends using up to 16 months of context when assessing seasonality, and the report’s comparison filters can separate results by query, URL, country, device, and search appearance.

  1. Set dates around the observed change. Compare the decline period with a comparable earlier period. For a seasonal business or topic, a year-over-year comparison can be more informative than comparing with the immediately preceding weeks. Note whether the shift was abrupt, gradual, or limited to a short interval.
  2. Break down the results. Compare queries, pages, countries, devices, and search appearances. Check web search separately from image, video, and news search so a change in one search type is not mistaken for a site-wide web-ranking loss. A country or device filter may reveal that the apparent overall decline is concentrated in one slice of the audience.
  3. Compare clicks, impressions, and average position. Stable impressions with fewer clicks can point toward a change in how results attract clicks, such as titles, snippets, or competing rich results. Falling impressions as well as clicks suggests a broader visibility change worth investigating across affected pages and queries.
  4. Look at average position in context. Do not make it the sole measure of success or loss. Google cautions against over-focusing on absolute average position; clicks and impressions are important measures, and the distribution of affected queries and pages helps explain what changed.

These comparisons describe the shape of the decline; they do not prove its cause. A drop limited to a few URLs calls for a different investigation from a broad fall across many sections, and a loss confined to one search appearance differs from a fall in ordinary web-search visibility.

Keep the comparison consistent. If you compare different date ranges, search types, or filters, you may end up attributing a difference to rankings when the underlying audience or report slice changed. Start with an overview, then apply one comparison dimension at a time—such as pages, then queries, then countries—so the pattern remains interpretable. Save the affected URLs and queries as a working list; those are the evidence to revisit when you inspect indexing, technical status, and possible content changes.

Find out whether the problem is site-wide or limited

Use the Performance report to identify the pages and queries that changed, then check whether the affected scope has a common feature. Ask whether the loss covers the whole site, one section, a small group of URLs, particular queries, or one search type. This scope can narrow the investigation without being treated as proof of a manual action or update.

  • Site-wide concern: Review the Page indexing report for patterns in indexing across the site.
  • Specific page or group: Use URL Inspection on representative affected URLs to check their status and investigate the individual pages.
  • Query or audience pattern: Compare queries, countries, and devices in Performance to see whether the change is concentrated in a particular market, search need, or device group.
  • Search appearance or type: Separate web results from image, video, and news results, and compare relevant search appearances when reviewing clicks and impressions.

A decline across a section may indicate a shared technical or content issue, while a decline limited to particular queries may reflect changes in search visibility or demand for those searches. These are useful diagnostic directions, not conclusions on their own.

For a site-wide concern, look for patterns rather than inspecting every URL at random. If a subset of pages shares a template, directory, or recent change, use representative examples to check whether the same issue is present across that group. URL Inspection helps with individual affected URLs; it does not replace the broader Page indexing view when the concern spans the site. If only a few URLs changed, examine those URLs directly before proposing a site-wide explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rule out other common explanations

Before attributing a decline to a core update, check for changes that can reduce visibility or clicks without a manual action. Google’s troubleshooting guidance includes technical problems, security issues, seasonality and changing interests, and site moves among possible explanations.

  • Crawling and indexing: Look for crawl or indexing errors and confirm that affected pages are available to Google. Check for accidental robots.txt blocking or noindex directives that could keep pages from appearing.
  • Server availability: Review whether the site or affected pages were unavailable or unreliable when Google attempted to access them.
  • Security: Check Search Console for security warnings that could affect how users or Google interact with the site.
  • Demand and seasonality: Compare the relevant queries over time and use Google Trends to investigate whether interest changed. Lower search demand can mean fewer impressions or clicks even if the site has not received an action.
  • Site moves and URL changes: If the site recently moved or changed URLs, investigate redirects, indexing, and the time needed for Google to recrawl and process the changed pages.
  • Data anomalies: Check whether a Search Console data anomaly could affect the period you are comparing.

Match each check to the observed scope and timing. For example, an indexing issue on a specific group of URLs is more relevant to a decline limited to those URLs than to a change affecting unrelated pages. Avoid changing several unrelated things at once: doing so makes it harder to determine which evidence explains the loss.

For demand changes, distinguish fewer searches from a loss of visibility for searches that are still happening. Search Console can show impressions and clicks for the queries and pages in its data, while Google Trends can help you assess whether interest in a topic or query has shifted. Neither comparison turns correlation into certainty, but together they can help test whether the loss is better explained by reduced demand than by a site-level change.

For a migration or URL change, assemble a simple timeline: when the move happened, which URLs changed, and when the performance decline appeared. Check affected and replacement URLs, redirects, indexing, and recrawling effects. A migration-related change can coincide with an algorithm rollout, so checking only the calendar date is not enough to distinguish them.

Assess whether a core update is a plausible factor

Check Google’s Search Status Dashboard for core update rollout dates, then compare those dates with the decline. Google recommends waiting at least a full week after a core update is complete before comparing performance with the period before it began. That gives you a more useful post-rollout comparison than reacting while the rollout is still underway.

A date overlap makes a core update a possibility, not a proven cause. Compare the pages and queries that lost visibility, inspect technical and demand factors, and assess whether the pattern is broad or concentrated. A small position movement is not a reason for drastic changes. For a sustained, large decline, Google recommends a broader assessment of the site as well as the affected pages.

Core updates are significant, broad changes to Google’s search systems; they are not aimed at a particular site or individual page. A site can nevertheless see pages gain or lose visibility as systems reassess results. Treat rollout dates as one useful timestamp in your investigation, not as a diagnosis. Compare performance after the rollout has finished, allow the recommended full week to pass, and use comparable date ranges and report filters.

If the timing does not line up with a confirmed rollout, that weakens the case for blaming that update, but does not identify the real cause. If it does line up, the relationship still needs to be checked against other possibilities: technical errors, security, demand, seasonality, or migration. The practical question is not only “Did a core update happen?” but “Which queries and pages changed, what else changed at that time, and does the observed scope fit the explanation?”

Choose a remedy that matches the evidence

If Search Console reports a manual action

  1. Read the notice and identify the exact policy issue and affected scope.
  2. Review the pages or structured data covered by the issue and correct the reported violation.
  3. When the issue has been addressed, submit a reconsideration request through the process described in Search Console.

Keep the remedy tied to the notice. If the action affects particular pages or a section, determine whether the correction needs to cover only those pages or a broader set with the same issue. Do not submit a reconsideration request before addressing the reported problem; the request is for Google to review the correction, not a way to ask what caused an unrelated performance loss.

A reconsideration request is for a reported manual action. It is not a substitute for diagnosing an unexplained decline when the report is empty.

If no manual action is reported

Continue with the evidence-led checks: affected queries and URLs, Page indexing, URL Inspection, technical availability, security, changing demand, migration history, data anomalies, and confirmed rollout dates. Make improvements where the page-level or technical evidence supports them; do not make drastic site changes in response to a small movement or assume that a coincident update explains every loss.

For a sustained, complex decline after these checks, a qualified technical SEO audit or consulting engagement may be useful. It should be framed as an investigation of the actual affected pages, queries, and technical evidence—not as a guaranteed penalty diagnosis or recovery service. The basic first checks remain available in Search Console and Google Trends; a paid service is not a requirement for determining whether the report lists a manual action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google says improvements may take days or months to show results, and it does not guarantee a ranking recovery. Evaluate changes against the affected pages and queries over an appropriate period rather than treating an immediate return to prior positions as assured.

What this diagnosis can and cannot establish

This workflow can distinguish a currently reported manual action from a decline with no such report and help locate the pattern behind the loss. It cannot identify the cause of a particular site’s decline without that site’s verified Search Console data, affected URLs and queries, timing, technical changes, and any relevant policy notice. Reports and policies can change, so use the current Search Console information and current rollout dates when investigating.

The most defensible conclusion may be narrower than a single cause. You may be able to establish that there is no manual action listed, that a defined set of pages lost impressions, and that the drop coincided with a particular period. Those findings are useful, but they should not be overstated as proof of an algorithmic penalty. Keep conclusions proportional to the evidence and revisit them as new data arrives.

Frequently Asked Questions

Does a drop in Google rankings mean my site has a manual action?

No. A traffic or ranking decline alone is not proof of a manual action. Check the Manual Actions report in the correct Search Console property for a direct notice. If it is empty, there is no currently reported manual action for that property, but the cause of the decline remains open.

If the Manual Actions report is empty, does that mean a core update caused the drop?

No. An empty report does not identify the cause. A core update is one possibility, but technical problems, security issues, seasonality, changing search demand, site moves, and data anomalies can also contribute. Compare the affected pages and queries and check those alternatives.

How long should I wait after a core update before comparing performance?

Google recommends waiting at least a full week after the core update rollout is complete before comparing performance with the period before it began. Check rollout dates on Google’s Search Status Dashboard and use comparable date ranges in Search Console.

Can a structured data manual action lower ordinary web rankings?

Google says a structured data manual action removes a page’s eligibility to appear as a rich result; it does not affect how that page ranks in Google web search. Review the notice and compare the relevant search appearance separately from ordinary web-search performance.

Should I submit a reconsideration request when my report is empty?

No. A reconsideration request is for a reported manual action after you have corrected the stated issue. If the report is empty, continue diagnosing the decline using affected queries and URLs, indexing and technical checks, demand patterns, security information, migration history, and rollout timing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which Search Console metrics should I compare after a traffic decline?

Compare clicks, impressions, and average position in context. Break results down by date, query, URL, country, device, search appearance, and search type. Stable impressions with fewer clicks may point toward changes in result presentation or competing rich results, while losses in both impressions and clicks warrant a broader visibility investigation.

The Bottom Line

Bottom line: A manual action is established by a notice in the correct Search Console Manual Actions report—not by a sudden ranking loss. An empty report is not a diagnosis. Map the decline by date, pages, queries, search type, clicks, and impressions; check technical, security, demand, seasonal, and migration factors; then compare confirmed core update dates before choosing a remedy.
