To see Outlook contacts in a Samsung phone’s Contacts app, use Sync Contacts in Outlook for Android. This sends Outlook contacts to the device address book; it does not make contact edits made in Samsung Contacts sync back to Outlook.
Sync Outlook contacts to your Samsung phone

Open Outlook for Android and tap Settings.

Select the Outlook account whose contacts you want available on the phone.

Turn on Sync Contacts.

If the switch is disabled and Outlook reports that contact sync is off in system settings, open Android Settings and enable Auto sync data in the Accounts area. Menu names and locations vary by Android version and phone maker; search Settings for “Accounts” if you cannot find it.

In Android app settings, confirm Outlook is allowed to access Contacts. Allow time for the phone and Outlook account to sync, then check the Contacts app.

Microsoft says Outlook searches both the Android address book and the Outlook address book when composing email. Syncing Outlook contacts to Android makes them available to other apps on the phone as well. Microsoft’s Android contact-sync guidance covers the account-level setting.
Understand which way contact changes sync
With Sync Contacts enabled, new contacts and edits made in Outlook for Android are saved to the device’s Contacts app. Microsoft says edits made directly in the device Contacts app are not saved back to Outlook for Android. Treat this as a way to make Outlook contacts available on the phone, not as fully two-way contact editing. See Microsoft’s description of contact sync behavior.

Choose the right app setup

Microsoft recommends Outlook for Android for easier email and calendar management. If you set up the account in Samsung Email instead, select Exchange or Exchange ActiveSync when contacts and calendar sync are required; IMAP and POP are not substitutes. Check Microsoft’s setup guidance and, for a work or school account, ask the administrator if Exchange setup is permitted.
Fix contacts that do not appear

Check the selected account: In Outlook, return to Settings, select the intended account, and verify Sync Contacts is on.

Check Android’s system sync: If Outlook says system contact sync is disabled, find Auto sync data in Android Settings under Accounts. The exact path depends on the phone and Android version.

Check Contacts permission: In Android app settings, make sure Outlook is allowed to access Contacts. Microsoft’s Outlook mobile troubleshooting guidance also recommends checking the in-app account sync control.

Confirm the account type: If the account is configured in Samsung Email or another mail app, verify it uses Exchange or Exchange ActiveSync for contacts and calendar. An IMAP or POP setup syncs email only.

Is Samsung Kies the current method?
A Samsung-hosted legacy PDF documents a desktop Kies workflow labeled “Sync contacts with Outlook.” That historical material does not establish Kies as a current Samsung phone-sync recommendation. The current documented routes are Outlook for Android’s Sync Contacts setting or an Exchange-capable Android mail setup. Samsung’s Kies guide describes the older workflow.
