To stress-test a data center business case for tariff and export-control changes, start with the project’s bill of materials and procurement calendar—not a country headline or a product label. Map every material and equipment package to its origin, importer of record, tariff classification, customs value, destination, supplier, contract terms and delivery date. Then model tariffs as both a direct landed-cost change and a potential second-round effect on suppliers, labor, input prices and customer demand. Model export controls separately as an eligibility, licensing, sourcing and schedule decision tree.

No defensible project-level conclusion is possible without the facility location, sourcing mix, item classifications, ownership and end-user facts, procurement dates and financial model. The method below turns those facts into an auditable set of cost, schedule, revenue and financing sensitivities.

What a useful stress test must answer

A business case is decision-useful only when a reviewer can trace each policy assumption to a specific purchase, contract, shipment or customer consequence. The stress test should answer:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which project inputs are exposed to a duty, and on what customs value and effective date?
  • Who bears that cost under the purchase contract, and how quickly can the supplier pass it through?
  • Can the project substitute another source, and what qualification, security or performance work is required?
  • Could an export-control rule require a license, prohibit the shipment, change the eligible end user or delay commissioning?
  • How do those changes affect capex, operating cost, construction completion, revenue start, liquidity and the sponsor’s established return metric?

Keep three categories separate in every workbook and memo: sourced policy facts, confirmed project inputs and assumptions. A policy fact can be updated; an input can be verified; an assumption can be challenged and sensitized.

Build the baseline fact pack before applying policy

The baseline is the project as contracted and scheduled today. Create one record for each equipment package, construction input and operating input material to the economics. “Server equipment” or “electrical gear” is too broad for a tariff or export-control analysis.

Record the transaction facts

  • Facility location, operating geography and the destination country for each shipment.
  • Supplier, manufacturing site and country of origin. Do not infer origin from the seller’s headquarters or the brand on a product.
  • Importer of record, customs broker and the party responsible for declarations.
  • Tariff classification, such as the applicable HTSUS line for a US import, and the classification rationale.
  • Customs value, currency, valuation method, freight and insurance treatment, and the duty basis.
  • Purchase order, Incoterm, escalation clause, change-in-law language and any contractual tariff pass-through.
  • Order date, production slot, shipment date, delivery date, installation date and commissioning dependency.
  • Whether the item is a complete system, a component, replacement part, software-enabled device or construction material.

Have qualified customs or trade counsel verify classifications, origin and applicable measures before treating a rate or exclusion as a legal conclusion. A product description or a country-wide announcement is not a substitute for the line-level rule and its effective date.

Record the project economics

  • Capex by package and procurement lot, including contingency and committed versus uncommitted spend.
  • Operating costs affected by imported inputs, such as power equipment maintenance, replacement inventory, networking support and facility services.
  • Construction milestones, energization, equipment installation, testing, customer handover and revenue ramp.
  • Contracted capacity, pricing, utilization assumptions, customer concentration and any customer pass-through rights.
  • Debt draw schedule, interest during construction, minimum liquidity, covenant tests and the sponsor’s chosen return measure.
  • Substitution options, qualification tests, factory acceptance requirements, security reviews and lead times.

Label every field as confirmed, pending verification or assumed. Preserve the source document and date for each confirmed field so an investment committee can reproduce the baseline.

Model direct tariff exposure at the procurement-lot level

For each affected lot, calculate the duty-bearing landed-cost delta rather than applying a single percentage to total capex. A simple structure is:

Duty = dutiable customs value × applicable duty rate

Landed-cost delta = duty + freight/insurance changes + broker and compliance cost + supplier price pass-through − recoveries or exclusions

The applicable duty rate must be tied to the specific classification, origin, destination, effective date and any exclusion or quota. Record whether the rate is a permanent measure, a stated-duration measure, a temporary surcharge or an assumption pending confirmation. If a contract makes the supplier responsible for duty, model the supplier’s likely replacement quote and delivery response rather than assuming the project pays nothing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate duty from commercial pass-through

A duty is only the first channel. A supplier may absorb it, pass it through at cost, reprice a whole package, change the manufacturing location or impose a minimum-order condition. Ask the supplier for a written bridge from the pre-policy quote to the revised quote, identifying duty, freight, labor, currency and margin components. Put each component in a separate model line.

For construction packages, test whether a contractor’s escalation clause passes through its own input-cost increase. A tariff on imported electrical components can appear in a construction change order months after the import, while a tariff on a direct equipment purchase may appear at customs clearance. Match the model timing to the contract mechanism.

Capture second-round tariff effects without hiding them in a single multiplier

Trade costs can propagate through imported inputs, domestic wages, global value chains, final demand and prices. A national average is not a substitute for the project’s sourcing mix. Build separate sensitivities for:

  • Supplier input costs: steel, copper, power electronics, cooling equipment, controls, packaging and replacement parts.
  • Construction labor and wages: scarcity caused by a rush to re-source or rebuild capacity.
  • Global value-chain exposure: a domestic supplier that still relies on controlled or tariffed subcomponents.
  • Customer demand: customers whose own imported inputs become more expensive or whose expansion plans slow.
  • Operating prices: maintenance contracts, spare parts and upgrade pricing after commissioning.

Use supplier quotes, contract clauses and the project’s spend shares to set ranges. Do not substitute an economy-wide estimate for a project-specific pass-through assumption.

Use published estimates only with their qualifications

A United States International Trade Commission summary reports that Section 301 duties on computer equipment reduced imports by 5%, increased US prices by 0.8% and increased US production value by 1.2%. The summary page does not state the year. These are retrospective sector estimates, not a data-center result or a current tariff forecast; use them as context, not as a project input.

A 2025 Bank for International Settlements multi-sector simulation, using tariff announcements through August 25, 2025, reports a 1.75% fall in import demand for a 1% tariff-induced price rise under its selected short-run elasticity. The simulation constrains firms from establishing entirely new supplier relationships in the short run. That coefficient is a modeling assumption for the study’s scenario, not an observed universal rule and not a data-center-specific forecast.

Make supplier substitution an explicit short-run and long-run assumption

For each exposed package, list the currently qualified suppliers and the realistic alternatives. Then assign two different flexibility cases.

Short-run case

Constrain the project to existing supplier relationships, approved factories and available inventory unless the schedule explicitly allows qualification. This reflects the BIS tariff simulation’s short-run treatment and is often realistic for long-lead transformers, switchgear, cooling systems, networking equipment and specialized controls. Model higher prices, allocation risk and a shipment delay when no approved alternative exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Longer-run case

Allow a new sourcing relationship only after accounting for engineering redesign, factory audits, cybersecurity review, testing, certification, customer approval, tooling and a new production slot. State the elapsed time and one-time qualification cost as assumptions. A lower unit price is not a mitigation if it moves revenue commencement beyond debt or customer deadlines.

Measure substitution quality

Measure Question to answer
Landed cost Does the alternative remove the duty, or merely move it to another component or origin?
Export-control status Is the alternative eligible for the destination, end user and intended end use, and is a license required?
Qualification and delivery How long do testing, security review, factory acceptance and production take?
Scale Can the source supply the full deployment, spares and future expansion?
Performance and operations Will efficiency, capacity, reliability, interoperability or maintenance change?
Compliance burden What screening, recordkeeping, physical controls and reporting are added?
Schedule and returns What commissioning date and return-metric change results?

Build a separate export-control decision tree

Do not express a possible license denial as a tariff percentage. Export controls can affect whether an item may be shipped, who may receive it, where it may be used, what authorization is needed and how much compliance work is required.

Check the item

  • Identify the item’s regulatory classification, including relevant ECCN or other control status, technical thresholds and bundled software or technology.
  • Determine whether a component, firmware update, technical support or spare part changes the control analysis.
  • Record the rule version and date used; export-control rules can change during a procurement cycle.

Check the transaction

  • Destination and transit countries.
  • End user, ownership and ultimate parent. Current BIS guidance states that a license is required for certain advanced-computing exports to entities headquartered in Country Group D:5 or Macau, including certain ultimate parents in those locations even when the entity itself is located elsewhere.
  • Intended end use, including data-center operation, artificial-intelligence training, research, military or government-linked use.
  • License requirement, license exception or authorization basis, and all conditions attached to it.
  • Screening, recordkeeping, end-use statements, physical-security controls and post-shipment obligations.

Convert the result into project consequences

For every controlled item, create branches for approved shipment, delayed approval, alternate source, alternate equipment, alternate site and unavailable supply. Assign the economic consequence that actually follows: license-compliance cost, a shipment hold, redesign, reduced usable capacity, a delayed commissioning milestone, a different customer path or a lost end-user opportunity. Use current Bureau of Industry and Security guidance for the actual transaction and decision date.

Evaluate Data Center Validated End User only when the facts fit

The Data Center Validated End User (VEU) framework is an authorization path, not a blanket approval for a project. The Bureau of Industry and Security describes interagency review and security and compliance conditions. The sponsor must establish that the proposed entity, ownership, location, controls and use satisfy the current framework; do not assume a project qualifies because it is a data center.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where VEU is relevant, model:

  • Preparation time for applications, ownership information, technical descriptions and security documentation.
  • Interagency review and the possibility of conditions, additional controls or non-approval.
  • Implementation cost for monitoring, access controls, recordkeeping, audits and compliance personnel.
  • Schedule exposure if authorization arrives after a factory slot or shipment date.
  • Residual risk if a customer, ultimate parent or expansion path changes.

In a September 30, 2024 release, Under Secretary of Commerce for Industry and Security Alan F. Estevez said: “BIS is committed to facilitating international AI development while mitigating risks to U.S. and global security.” Treat that statement as the program’s stated policy objective, not as a prediction that a particular project will be approved. Verify amendments before relying on the framework.

Use a scenario set that separates policy channels

At minimum, run four cases. A probability belongs in the model only when the sponsor has a defensible basis; otherwise present cases without invented odds.

Case Policy condition Required project assumptions Outputs
Baseline Confirmed rules and contracted sourcing Current rates, dates, quotes, contingencies and financing Base capex, schedule, revenue ramp and return metric
Targeted tariff Duty on identified lines, origins and dates Dutiable share, contract pass-through, exclusions and mitigation Landed-cost delta, cash timing and revised capex
Broad cost shock Tariff plus supplier, labor, freight or currency pass-through Input-cost ranges, wage pressure, demand sensitivity and operating effects Capex and opex range, revenue sensitivity and liquidity draw
Disruption Tariff combined with license delay or unavailable controlled supplier Hold duration, redesign or alternate source, qualification time and customer impact Commissioning slippage, capacity reduction, financing stress and return-metric change

For each case, document the measure, affected line and origin, destination, effective date and duration, duty treatment, mitigation action, residual risk and the person responsible for updating the assumption.

Translate scenarios into the financial model

Cost and cash timing

Apply duty and pass-through to the procurement lot and payment date, not only to the annual capex total. Add broker fees, classification work, compliance labor, redesign, testing, expedited freight, inventory carrying cost and cancellation or restocking charges where applicable. Separate one-time cost from recurring operating cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Schedule and revenue

Link each hold, qualification task and production slot to the project network schedule. A shipment delay can move installation, integrated systems testing, customer acceptance, debt draw and revenue start. Calculate interest during construction and any liquidated damages or customer credits that follow from the shifted milestone.

Demand and revenue

Run a separate demand branch when customers face their own tariff or export-control constraints. Sensitize contracted utilization, price, ramp speed and customer concentration rather than burying demand risk in an equipment-cost percentage.

Return and financing resilience

Use the sponsor’s established return metric—such as the project’s approved internal rate of return, net present value or coverage ratio—without changing the definition between cases. Show minimum liquidity, contingency draw, covenant headroom and the debt-funded portion of the shock. Identify the mitigation that restores the investment hurdle and the residual exposure after that mitigation.

Report outputs an investment committee can audit

For each scenario, show a one-page bridge from baseline to downside and back to mitigated case:

  • Capex delta by package, procurement lot and cost driver.
  • Operating-cost delta by year and by imported input.
  • Commissioning and revenue-start date range.
  • Capacity or usable-equipment reduction, if any.
  • Return-metric change using the approved definition.
  • Liquidity and contingency draw, debt and covenant effect.
  • Mitigation cost, timing, owner and residual risk.
  • Sensitivity to duty magnitude, affected spend share, contractual pass-through, substitution delay and license timing.

Include a source-and-assumption register. For each line, identify whether it is a current agency rule, a supplier document, a project fact or an assumption. Date every rule and quote, and assign an owner to refresh items that can change before procurement.

Common failure modes and corrections

Applying a headline rate to total capex

Why it fails: only specific lines, origins, destinations and dates may be covered, and customs value may differ from invoice value.

Correction: classify and value each lot, then aggregate the verified duty-bearing deltas.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming a domestic supplier eliminates exposure

Why it fails: the supplier may import components or pass through its own cost increase.

Correction: request a component-origin and pricing bridge and model indirect pass-through separately.

Treating a license as a routine shipping step

Why it fails: eligibility, ownership, end use, conditions and review timing can change the project path.

Correction: run approved, delayed, alternate and unavailable branches with explicit schedule consequences.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using a national elasticity as a project forecast

Why it fails: the project’s supplier concentration, qualification barriers and customer contracts may be very different.

Correction: use agency estimates as contextual evidence and calibrate ranges to project documents.

Hiding uncertainty in a single contingency

Why it fails: money cannot automatically cure a license denial, a factory slot or a lost revenue date.

Correction: separate cost, time, eligibility, demand and financing risks, then test their combinations.

Implementation checklist

  1. Freeze the baseline bill of materials, procurement calendar, contracts and financial model version.
  2. Assign origin, importer, classification, customs value, destination, supplier and delivery date to every material lot.
  3. Obtain customs and export-control reviews for uncertain classifications and ownership or end-use facts.
  4. Calculate direct duty and landed-cost deltas with contract pass-through shown separately.
  5. Map second-round supplier, labor, value-chain, operating-cost and demand channels.
  6. Define short-run qualified-source constraints and longer-run substitution requirements.
  7. Screen each controlled item for classification, destination, end user, ownership, end use, authorization and compliance conditions.
  8. Test VEU only if the project facts fit the current framework, and include review and compliance timing.
  9. Run baseline, targeted tariff, broad cost and combined disruption cases.
  10. Link every cost and delay to commissioning, revenue, financing and the approved return metric.
  11. Compare mitigations on landed cost, eligibility, qualification, scale, performance, compliance and schedule.
  12. Publish an assumption register, sensitivity table, decision owner and next verification date.

Bottom line

A credible data-center stress test is a traceable transaction model, not a percentage applied to construction cost. Start with the actual sourcing and schedule, separate direct duties from second-round economics, and keep export-control eligibility and licensing in their own scenario tree. The investment decision should show what happens to cost, commissioning, revenue, liquidity and returns when suppliers cannot be changed quickly, an authorization is delayed or demand weakens—and which mitigation restores the project’s hurdle.
