Keep fish cold from the moment you buy it until it is cooked. Chill seafood within two hours of purchase—or within one hour when temperatures reach 90°F (32°C) or higher—then refrigerate it at 40°F (4°C) or below if you will use it within two days. Freeze fish you will keep longer. Thaw it in the refrigerator overnight, in a sealed bag under cold water, or in the microwave only when you can cook it immediately. Never thaw fish on the counter.
The essential time-and-temperature rules
Fish is perishable. Bacteria can multiply quickly when seafood warms, so the safest routine is to control both the clock and the temperature. These rules apply whether you bought a whole fish, fillets, steaks, shellfish, or a frozen package:
- Put seafood on ice, in a refrigerator, or in a freezer within two hours after purchase.
- Use a one-hour limit when the fish has been exposed to 90°F (32°C) or higher, such as inside a hot vehicle or on a very warm day.
- Keep a refrigerator at 40°F (4°C) or below. A refrigerator thermometer is the practical way to verify the actual temperature rather than relying on the dial setting.
- Use refrigerated seafood within two days, or freeze it if you need to keep it longer.
- Thaw only by a cold method: refrigerator, cold water, or microwave immediately before cooking.
- Cook fish to 145°F (63°C), or until the flesh is no longer translucent and separates easily with a fork.
The two-hour and one-hour limits apply to the time before chilling. They are not a later allowance for leaving fish on a counter during preparation, a buffet, or a meal. If fish has already spent most of its allowable time traveling home, there is less safe time left once you start preparing it.
Choose fish carefully at the store
Fresh fish
Select seafood displayed in a refrigerator or on fresh ice. The fish should remain cold while you shop. Keeping the product cold at the point of sale reduces the amount of time it spends in the temperature range where bacteria can grow, but store display conditions cannot prove that fish will remain safe after you take it home. Treat the store display as one part of the cold chain, not as a substitute for prompt transport and refrigeration.

Frozen fish
Choose packages that are closed and intact. Do not select packages that are open, torn, crushed, soft, or bendable. Heavy frost or ice crystals can indicate long storage or that the fish thawed and refroze. A package that feels unusually soft may have warmed even if the label still looks normal. These are useful selection warnings, not a guarantee of safety once the package is home; you still need to keep the fish frozen or refrigerated within the recommended limits.
Plan the trip home
Take seafood home promptly and chill it as soon as you arrive. If the trip or weather could push the fish beyond the two-hour limit—or beyond one hour in heat—use a cold carrier or ice so the seafood remains cold. Count the time from purchase until the fish reaches ice, a refrigerator, or a freezer. Running additional errands with seafood in a warm car uses up the same limited time, even when the fish is still packaged.
Refrigerate fish for short-term use
Set the refrigerator to 40°F (4°C) or below
FoodSafety.gov recommends a refrigerator temperature of 40°F (4°C) or below for seafood. Check the temperature with a refrigerator thermometer, because a control dial does not show the temperature at the fish. Place the thermometer where you can read it and verify that the appliance stays at or below 40°F (4°C), including after the door has been opened repeatedly. If the refrigerator cannot maintain that temperature, move the fish to a reliably cold unit or freeze it rather than extending the storage time.
Use refrigerated fish within two days
FoodSafety.gov advises using seafood within two days when it is held at 40°F (4°C) or below. This is a short home-storage window, not a promise that every package remains safe for the full period. Start counting from purchase, and shorten the window if the fish spent significant time warm before chilling. For example, fish purchased Monday and chilled promptly should be planned for use by Wednesday; it should not simply remain in the refrigerator until the weekend.
Keep raw fish cold while deciding how to prepare it. Remove only the portion you will handle, and return the rest to the refrigerator promptly. Do not leave a package on the counter while you prepare other ingredients or wait for an oven to heat.
Cold-storage times by fish type
The FoodSafety.gov Cold Food Storage Chart separates refrigerator limits from freezer limits. The freezer figures below are for quality when food remains continuously frozen at 0°F (-18°C) or below; food kept continuously frozen remains safe indefinitely, although flavor and texture can decline.
| Fish category | Refrigerator storage | Freezer storage | What the number means |
|---|---|---|---|
| Fatty fin fish | 1–3 days | 2–3 months | Freezer period is a quality guideline at 0°F (-18°C) or below. |
| Lean fish, listed types | Not stated as one group-wide value in the chart | 4–8 months or 6–8 months, depending on the listed type | Use the range associated with the specific type; freezer periods address quality, not a safety expiration. |
Because “lean fish” covers several entries, do not apply one freezer number to every species. Use the chart entry for the fish you purchased when it is available, and prioritize the two-day refrigerator rule for thawed or fresh seafood. If you cannot identify the exact species, use the shorter practical storage plan rather than assuming the longest listed range applies.

Freezing is the correct choice when fish will be held beyond the recommended refrigerated period. Freeze it before the refrigerated two-day window ends, not after it has already sat warm or developed an off odor. Keep the package closed and protected from damage, and maintain a freezer temperature of 0°F (-18°C) or below for the quality periods in the storage chart.

Freezing preserves the food until cooking but does not destroy harmful germs. It therefore cannot rescue fish that was already mishandled or left warm too long; it only pauses growth while the fish remains frozen. A freezer is a holding method, not a way to reset the safety clock.
If a package becomes soft, open, or heavily covered with frost before you freeze it, treat those conditions as reasons to question the product rather than as proof that freezing will make it safe. Conversely, a little ice on a continuously frozen package is not a date stamp: the chart’s frozen periods describe best quality, while continuously frozen food remains safe indefinitely.
How to thaw fish safely
Choose the method that matches your schedule and whether you can cook immediately. FoodSafety.gov describes refrigerator thawing as the gradual option, while cold-water and microwave methods are faster but require immediate cooking.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Method | Time and handling | What to do after thawing |
|---|---|---|
| Refrigerator | Place the frozen seafood in the refrigerator overnight for a gradual thaw. | Keep it refrigerated and cook after thawing. |
| Cold water | Seal the fish in a plastic bag, immerse it in cold water, and change the water every 30 minutes. | Cook immediately. |
| Microwave defrost | Use the defrost setting; stop while the fish is still icy but flexible. | Cook immediately. |
The deciding questions are simple: How much time do you have, can you keep the fish cold, and can you cook as soon as thawing ends? Refrigerator thawing takes planning but gives the most flexible finish. Cold water is faster but requires attention to the 30-minute water changes. Microwave defrost is a last-minute option because thin edges may begin to heat before the center has softened.
Refrigerator thawing: the default method
Put the sealed fish in the refrigerator overnight. Place it in a dish or on a tray so any liquid remains contained and cannot contact ready-to-eat foods. This method keeps the seafood cold as it gradually softens and is the easiest option when you can plan ahead.
Once thawed, leave it refrigerated until cooking; do not move it to the counter to speed up the last part of the thaw. Treat thawed seafood as refrigerated seafood: keep it at 40°F (4°C) or below and use it promptly within the applicable short storage window.
Cold-water thawing: the faster method
- Place the fish in a leak-proof plastic bag. A sealed bag prevents water from contacting the seafood and limits contamination.
- Submerge the bag in cold water.
- Change the water every 30 minutes so it stays cold.
- Cook the fish immediately after it has thawed.
Do not use warm or hot water. The goal is to thaw the center while keeping the surface cold enough to limit bacterial growth. Set a timer for each 30-minute change, and do not walk away assuming the water will remain cold. If dinner is delayed, cold-water thawing is no longer the right plan; refrigerator thawing should have been used instead.
Microwave thawing: only when cooking follows
- Use the microwave’s defrost setting rather than a high-power cooking cycle.
- Stop when the fish is icy but flexible. Partial thawing is expected; the microwave may begin heating thin edges.
- Transfer the fish directly to cooking and cook it immediately.
Microwave thawing is not a method for thawing fish and storing it for later. If you cannot cook right away, use the refrigerator method instead. Arrange pieces so the thicker portions receive enough time to soften, but do not continue until the edges are hot or cooked.

Why counter thawing is unsafe
Do not leave frozen fish on the kitchen counter. The outside can warm into a bacteria-friendly temperature range while the center remains frozen, creating an uneven temperature profile that is hard to judge by touch. The two-hour rule does not make counter thawing safe; that rule is the maximum time before chilling, not a recommended thawing technique. Move the fish to the refrigerator, cold water, or the microwave according to the procedures above.
Prepare raw fish without cross-contamination
Raw seafood can transfer germs to foods that will not be cooked. Keep fish separate from ready-to-eat ingredients throughout preparation, including salads, fruit, bread, sauces, and cooked side dishes.
- Wash your hands with soap and water for at least 20 seconds after handling raw fish.
- Wash cutting boards, knives, plates, counters, and other utensils with soap and hot water after raw seafood touches them.
- Use clean dishes for cooked fish; do not put cooked portions back on a plate that held raw fish unless it has been washed.
- Keep raw fish away from foods that will be eaten without a cooking step.
- Handle thawed fish before assembling ready-to-eat foods, or clean and wash the work area completely between tasks.
Cleaning after contact matters even when the fish looked and smelled normal. Appearance is not a substitute for temperature control or sanitation. A clean plate for cooked fish is just as important as a safe cooking temperature.
Cook fish to a safe endpoint
FoodSafety.gov’s safe-minimum-temperature chart, last reviewed November 21, 2024, gives fish an endpoint of 145°F (63°C). A food thermometer provides the clearest check in the thickest part of the fillet. Insert it into the center rather than touching the pan or reading only a thin edge.
The chart also describes the visual and textural endpoint as flesh that is no longer translucent and separates easily with a fork. Use the thermometer or the visual endpoint after cooking, not before. A fish that is opaque on the surface can still be cooler in the center, especially when the fillet is thick. If a reading is below 145°F (63°C), continue cooking and check again.
How to tell if fish has gone bad
Odor is a discard cue, not a replacement for the time-and-temperature rules. Do not eat seafood with sour, rancid, fishy, or ammonia-like odors. Cooked seafood that has an ammonia odor should not be eaten.
When odor raises a concern, discard the fish rather than trying to wash, season, freeze, or cook the smell away. Cooking can kill some bacteria, but it does not make every mishandled product safe, and freezing does not destroy harmful germs. Do not taste a questionable piece to decide whether it is acceptable.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsConversely, a normal smell does not prove safety. Fish that exceeded the two-hour or one-hour limit, was stored above 40°F (4°C), or remained refrigerated beyond the recommended period can be unsafe without an obvious odor. Use the time and temperature history together with the odor check.

What to do in common situations
The fish was in the car for 90 minutes on a cool day
Chill it as soon as you arrive. The general limit is two hours before chilling, provided the seafood was not exposed to 90°F (32°C) or higher. If the vehicle or surrounding conditions reached that temperature, apply the one-hour limit instead. Do not add extra time because the fish was in a sealed package.
The fish sat out during preparation
Return it to the refrigerator or cook it promptly; do not treat the original two-hour purchase-to-chilling window as extra preparation time. If the fish has exceeded the applicable limit, discard it. A cool-feeling counter or a partly frozen center does not establish that the surface stayed safe.
The fish thawed in cold water but dinner was delayed
Cold-water thawing requires immediate cooking. If you cannot cook as soon as thawing finishes, the method did not meet the guidance; use a refrigerator thaw for future meals and discard seafood that has been held outside safe conditions.
The microwave thawed the edges
That is why the instruction says to stop while the fish is still icy but flexible. Cook it immediately after defrosting, checking the thickest part for the 145°F (63°C) endpoint. Do not return microwave-thawed fish to the refrigerator for later.
The refrigerator is warmer than 40°F (4°C)
Do not extend the two-day seafood window. Verify the temperature with a refrigerator thermometer, restore the refrigerator to 40°F (4°C) or below, and freeze or discard fish according to how long it was above the limit. If you cannot establish how long the fish was too warm, the safer choice is disposal.

Is frozen fish safe indefinitely?
Food kept continuously frozen at 0°F (-18°C) or below remains safe indefinitely. The chart’s two-to-three-month and four-to-eight-month ranges are quality guidance, so flavor and texture may deteriorate after those periods.
Does freezing kill germs?
No. Freezing preserves fish until cooking but does not destroy harmful germs. Freeze fish before it has been mishandled, and rely on safe thawing and cooking afterward.
How can I tell if fish has gone bad?
Discard seafood with sour, rancid, fishy, or ammonia-like odors, and do not eat cooked seafood with an ammonia odor. Remember that normal odor does not prove safety; time and temperature still control the decision.
