Windows 11 does not offer a universal consumer switch that blocks every future driver installation. Windows Update installs recommended drivers automatically, while optional driver updates require you to choose them in Settings. On an administrator-managed computer, enabling Do not include drivers with Windows Updates prevents driver packages from Windows quality updates, but Microsoft documents exceptions for drivers included with Windows itself and drivers needed during feature upgrades.
What Windows 11 installs automatically
Windows 11 uses Windows Update to keep hardware working with recommended drivers. A driver is the software Windows uses to communicate with hardware such as graphics adapters, Wi-Fi cards, printers, storage controllers, touchpads and audio devices. When Windows Update offers a newer recommended package, installing it can look like Windows has “replaced” your existing driver.
That replacement is usually part of normal servicing rather than a separate driver utility. Windows evaluates hardware compatibility and can deliver a package through the same update system that delivers operating-system fixes. The package might change the driver version, supporting components or the way Windows identifies the device. If a problem starts immediately after an update, note the device name, driver version and update date before changing settings.

This distinction matters. Not selecting an item under Optional updates does not prevent Windows Update from handling recommended drivers. Conversely, blocking quality-update drivers does not promise that no driver can ever be installed.

Optional does not mean unimportant. A listed package may address a known hardware issue, but it may also be an older or specialized release that your organization does not want deployed broadly. Review the device model and the reason for installing it rather than treating every optional item as mandatory.
Choose the control that matches your situation

These controls operate at different layers. Optional-update choices are a user decision in Settings. The Windows Update exclusion is a computer-management setting. Device Installation Restrictions govern whether selected hardware and its drivers may be installed or updated at all. Choosing the wrong layer can either fail to stop the unwanted change or block more hardware than intended.
For a personal PC: prevent unwanted selections without blocking Windows Update
1. Check Optional driver updates before installing them
- Open Settings.
- Select Windows Update.
- Open Advanced options.
- Select Optional updates.
- Open Driver updates.
- Install an item only when you have a reason to do so, such as a documented fix for your model or a compatibility requirement.
Windows 11’s current consumer behavior is that optional driver updates are not installed automatically. Leaving an optional package unchecked therefore preserves your choice, but it does not change how recommended drivers are serviced.
If the Driver updates section is empty, there is no optional package awaiting a manual decision at that moment. Windows Update can still later offer a recommended package through the regular update process. Keep screenshots or notes of a package you deliberately decline if you need to explain later why a particular driver version was retained.
2. Do not confuse “optional” with “recommended”
A driver can appear in Windows Update even when you never selected anything under Optional updates. That is normally a recommended driver being offered through the regular update channel. If your objective is to stop that class of package, the administrator policy described below is the supported Windows control; merely ignoring Optional updates is not equivalent.
3. Pause updates only as a short-term measure
Windows 11 lets you pause updates temporarily. Microsoft documents a maximum pause period of 35 days. When the pause ends, updates resume, so this is useful for waiting through a short compatibility window or scheduling maintenance, not for permanently managing drivers.
Use Settings > Windows Update and choose the available pause control. The exact pause button and date shown by Windows are the authority for your installation. Do not treat pausing as a driver-specific policy or as a permanent replacement for normal updating. A pause also delays other Windows updates, so record when it ends and plan to test the pending updates rather than forgetting about them.
4. Obtain a known driver from the device maker
If a Windows Update driver causes a problem or you need a particular release, download the driver from the hardware maker’s official support site for the exact model and Windows 11 edition. Microsoft advises against downloading drivers from other websites. Match the model, hardware revision and operating-system requirements before installing.

Keep a record of the driver version that worked, the installation date and the device it belongs to. That makes it easier to identify whether a later Windows Update package changed the behavior and gives an administrator precise information for a policy exception or targeted restriction.
Do not assume that a generic package for a similar product is interchangeable. Laptop and desktop manufacturers can customize graphics, audio, storage and power-management drivers for a particular model. If the manufacturer supplies a Windows 11 package, use its installation instructions and restart requirements.
For managed computers: exclude drivers from Windows quality updates
What the policy does
The supported Group Policy setting is named Do not include drivers with Windows Updates. When enabled, it excludes drivers from Windows quality updates. This is the appropriate control when an organization validates drivers separately and does not want Windows Update quality-update packages to deliver them automatically.

It is a driver-exclusion policy, not a general update shutdown. Security, quality and other applicable Windows servicing rules continue according to their own configuration. Administrators should therefore pair the policy with an approved process for testing, approving and deploying replacement drivers.
Open the policy
- Sign in with an account that can edit the applicable computer policy.
- Open the Local Group Policy Editor or the organization’s Group Policy management tool, depending on how the device is managed.
- Go to Computer Configuration > Administrative Templates > Windows Components > Windows Update.
- Open Do not include drivers with Windows Updates.
- Set the policy to Enabled.
- Apply the policy according to your organization’s normal policy-refresh process, then allow Windows Update to check again.
The setting is computer-wide. It is not a per-user preference, and it does not turn off Windows Update as a whole. Windows quality updates continue to be governed by the other policies and servicing rules that apply to the device.
If the setting is Disabled or left Not configured, Windows Update is allowed to include drivers under the normal behavior. Check the effective policy on the affected computer rather than assuming that editing a policy object automatically changed every device.
Understand the exceptions before relying on it
Microsoft states that this policy does not apply to drivers provided with the operating system. That includes drivers packaged with security or critical updates. It also does not apply when Windows dynamically installs a driver during a feature update because the driver is needed to complete the upgrade.
Those exceptions explain why a driver can still appear after the policy is enabled. The setting blocks the driver category covered by Windows quality updates; it is not a promise that Windows can never install or use a driver.

For troubleshooting, identify the update source and timing first. A package installed during a feature upgrade is different from a driver delivered in an ordinary quality update, and each follows a different policy boundary. Avoid escalating immediately to a broad installation ban when the event is one of the documented exceptions.
When the policy is the right fit
- The organization tests graphics, storage, network or specialized hardware drivers before broad deployment.
- A line-of-business application requires a validated driver branch.
- Administrators want Windows Update to continue delivering quality updates while driver servicing follows a separate process.
Document the manual driver process alongside the policy. Excluding automatic packages without assigning responsibility for approved driver updates can leave devices on an unsuitable or vulnerable driver version. Define who approves a package, where it is obtained, how it is tested and how an emergency rollback is handled.
Configure the MDM equivalent
Organizations managing Windows 11 through mobile-device management can use the Update CSP policy named ExcludeWUDriversInQualityUpdate. The policy uses these values:

Apply the setting to the device scope intended by your management design, not casually to every Windows computer. Confirm that the MDM profile reports success and that the device has received the policy before diagnosing Windows Update behavior. The same exceptions apply: operating-system-provided drivers and drivers dynamically installed during feature updates are outside this exclusion.
Use the exact policy name when building or reviewing the profile. A similarly named update setting may control a different behavior. After deployment, compare the policy status with Windows Update history and the driver’s installation date. That three-way check helps distinguish a profile-delivery problem from an exception that the policy is not designed to cover.
Use Device Installation Restrictions only for targeted hardware controls
Device Installation Restrictions are a different mechanism. They can target:
- Specific device IDs
- Specific device instance IDs
- Entire setup classes
These restrictions govern whether selected devices and their drivers can be installed or updated. They are not simply another name for excluding drivers from Windows quality updates.

When to consider them
Use this advanced control when the requirement is tied to identifiable hardware, such as preventing installation of a particular USB device family or stopping updates to a known device class on a dedicated workstation. Gather the exact identifiers and test the rule on a small group first.

Inventory the identifier from the actual hardware that must be controlled. A class-level rule can affect every device in that class, while an instance identifier may apply only to one physical installation. Record the intended scope and the support contact who can remove or override the rule.
Why broad restrictions are risky
A rule aimed at an entire setup class can block legitimate hardware, replacement devices and future updates for devices that happen to share that class. A restriction can also stop the first installation of a device, not just a later driver replacement. Use the narrowest identifier that satisfies the requirement, and maintain a documented exception process for support staff.
If Windows already replaced the driver
Identify what changed
Record the affected device, its current driver version and the date the behavior began. Check Windows Update history and the device’s properties in Device Manager so you can distinguish a Windows Update package from a manually installed package. The exact labels shown can vary by hardware and Windows build.

Restore a supported driver source
If you need a specific release, use the device maker’s official support/download page and install the package intended for the exact model. Avoid driver-download sites and generic driver utilities; Microsoft’s guidance is to obtain drivers from the manufacturer.
Prevent the next quality-update replacement
On an unmanaged personal PC, Windows does not provide a complete supported switch for blocking every recommended driver. You can leave optional drivers unselected and use a temporary update pause, but neither action permanently excludes recommended drivers.
On a managed PC, enable the Group Policy setting or configure ExcludeWUDriversInQualityUpdate through MDM. If the device still changes drivers, check whether the package came from one of the documented exceptions or whether a feature update was in progress.

The driver arrived during a feature update
This is expected behavior under the policy’s documented limits. Windows can dynamically install a required driver during a feature update to complete the upgrade. The quality-update exclusion does not override that requirement.

The driver was packaged with Windows or a security or critical update
The policy does not cover drivers provided with the operating system, including those packaged with security or critical updates. Identify the update source before changing policy; a broader Device Installation Restriction may create more problems than it solves.
The device is not receiving the policy
- Confirm that the setting is linked to the computer account or device scope, not only to a user scope.
- Verify that the policy is actually enabled rather than left Not configured.
- Check the device’s latest Group Policy or MDM status and allow the normal refresh cycle to complete.
- Confirm that the Windows Update service is checking after the policy arrives.
The wrong control was configured
Do not expect an Optional-update choice to block recommended drivers, and do not expect Device Installation Restrictions to behave like a quality-update exclusion. Recheck the requirement: optional packages need a user decision; quality-update packages need the Windows Update driver-exclusion policy; a specific hardware ban needs a targeted installation restriction.
A practical decision sequence
- Is this a personal computer? Leave Optional driver updates unselected, pause updates only for a short, documented period, and source required drivers from the device maker.
- Is the computer managed by an organization? Use Do not include drivers with Windows Updates through Group Policy, or configure ExcludeWUDriversInQualityUpdate through MDM.
- Must a particular device or class be blocked from installation or updates? Use Device Installation Restrictions with a narrowly scoped device ID, instance ID or setup class.
- Did a driver still install? Determine whether it was supplied with the operating system or dynamically installed during a feature update; those cases are outside the quality-update exclusion.
What not to do
- Do not claim that leaving Optional updates untouched blocks all driver updates.
- Do not present a 35-day update pause as a permanent driver-management solution.
- Do not disable all Windows updates as a routine response to one problematic driver.
- Do not apply a broad device-class prohibition when a single device identifier is sufficient.
- Do not download replacement drivers from unverified third-party websites.
The reliable answer depends on scope: consumers can decline optional packages but cannot completely switch off recommended driver servicing, while administrators can exclude drivers from Windows quality updates with clearly documented exceptions. Treat those exceptions as part of the design rather than as evidence that the policy failed.

The package may have been included with Windows, a security update or a critical update, or Windows may have dynamically installed it during a feature update to complete the upgrade. Those cases are outside the policy’s scope.
Should I use Device Installation Restrictions to stop one driver replacement?
