The safest way to prevent international roaming charges is to control the home line before you leave: confirm your carrier’s destination rules, switch off its data roaming, choose a deliberate travel data connection, and set spending alerts or a cap. On an iPhone, use Settings > Cellular (or Mobile Data) > Cellular Data Options > Data Roaming and turn roaming off for the home line. Android menu names vary, but the equivalent Data roaming switch is usually under Mobile network or SIMs.
For data, use trusted Wi‑Fi, a local SIM or eSIM, or a portable Wi‑Fi router. Keep your home line active only when you understand the cost of calls, texts, voicemail and multimedia messages. On aircraft and ships, use flight mode or disable roaming because satellite or other non-terrestrial networks can add very high surcharges.
What to do before you leave
Roaming bills are easiest to prevent before your phone registers on a foreign network. Complete these checks while you still have normal access to your carrier account and customer service.

1. Confirm the destination and billing method with your carrier
Ask the carrier to confirm all of the following for every country on your itinerary:

- Whether your plan includes that destination and which partner networks you may use.
- Whether roaming is billed by the day, month, session or individual megabyte, minute and message.
- The price of outgoing and incoming calls, SMS, MMS, voicemail retrieval and data.
- Any fair-use allowance, speed reduction or overage rate.
- Whether a travel pass starts when the phone connects, when data is first used, or when a call is made.
- Available spending caps, usage alerts and a way to block roaming immediately.
The Office of the Communications Authority (OFCA) recommends checking these terms before departure. Get the answer in writing through the carrier’s app, email or chat so you can compare it with the eventual bill.
2. Turn off data roaming on the home line
On iPhone, Apple’s documented path is Settings > Cellular (or Mobile Data) > Cellular Data Options > Data Roaming. Turn the switch off. If the phone has two SIMs, select the home number first; changing the setting for the wrong line does not protect the line that can incur the charge.
On Android and other phones, open Settings and look under Mobile network, SIMs, Connections or Cellular. Select the home SIM and switch Data roaming off. Names and locations differ by manufacturer and carrier, so verify the current path in the phone maker’s support documentation.

3. Decide which line supplies mobile data
If you install a travel SIM or eSIM, set it as the phone’s cellular-data line. Disable Automatic Data Switching or its equivalent unless your carrier has confirmed that the home line cannot take over when the travel line loses coverage. A phone that silently falls back to the home line can create roaming usage even when the travel plan is active.
4. Reduce background data
Turn off automatic app and operating-system downloads, video autoplay, automatic photo backup, podcast downloads, frequent email fetching and unnecessary hotspot use. OFCA identifies background updates, media and tethering as common sources of unexpected mobile-data consumption. Re-enable them after you return or after you have confirmed that the active line has a suitable allowance.
5. Download what you need on Wi‑Fi
Save offline maps, boarding passes, translation packs, tickets, reservation details and entertainment before departure. Offline content prevents a navigation or streaming app from starting a cellular session when Wi‑Fi is weak. Exact behavior varies by app, so test that downloaded content works with cellular data disabled.
6. Set alerts and a spending ceiling
Ask the carrier for a roaming block, a maximum spend and threshold notifications. Request alerts at a low amount as well as at the final limit; an alert arriving after a large download is not a useful safeguard. Keep the carrier’s international support number and account credentials available in case you need to block the line from abroad.

7. Prepare for borders, aircraft and ships
Crossing a land border can move the phone onto a different operator and tariff. Operators in the European Union send an information message when a customer crosses a border, but the applicable fair-use rules and prices still depend on the plan and jurisdiction.
Aircraft and ships can expose phones to satellite or other non-terrestrial networks. European Commission guidance says these networks are outside the EU’s “Roam Like at Home” rules and can carry high surcharges. Enable flight mode before takeoff and keep it on until the aircraft has reached the gate, and use the same discipline on cruises or ferries unless you have deliberately purchased an onboard service.
Why a phone can charge you when you did not intentionally browse
Wi‑Fi can fail over to cellular
A weak, congested or captive-portal Wi‑Fi connection may cause the phone to use cellular data. Some devices have a feature that automatically assists Wi‑Fi with mobile data; turn that feature off while travelling. Do not assume the Wi‑Fi symbol means every transfer is staying on Wi‑Fi.
Background tasks run without an open app
App updates, cloud photo synchronization, email retrieval, podcast downloads, video previews, operating-system services and push notifications can all transfer data while the screen is locked. Tethered laptops and tablets can consume an allowance even faster because they may download large updates.

Turning off data roaming does not automatically make voice and messaging free. Incoming calls, outgoing calls, SMS, MMS, voicemail retrieval and calls to value-added numbers may be billed independently. European Commission guidance specifically warns that customer-service, airline, insurance and other value-added numbers can cost more while roaming.
Non-terrestrial networks have different tariffs
A phone connected to an aircraft or ship network is not necessarily using the same roaming arrangement as a land-based partner. EU guidance says these services generally have high surcharges and are outside Roam Like at Home protections.
Border changes alter the serving network
Near a national border, a phone may attach to a stronger signal from the neighboring country. The tariff follows the serving network, not your physical position or the country you intended to visit. Keep roaming disabled in border areas unless you have verified the applicable countries and partners.

Phone settings that prevent roaming data
iPhone
- Open Settings.
- Tap Cellular or Mobile Data.
- If you use two SIMs, tap the home number under the SIM section.
- Tap Cellular Data Options.
- Turn Data Roaming off.
- If you want Wi‑Fi-only operation, return to the previous screen and turn Cellular Data off as well.
- In Cellular, review which apps are allowed to use data and disable nonessential ones.
Apple’s support instruction is: “If you want to turn data roaming off, go to Cellular Data, then tap Cellular Data Options, and turn off Data Roaming.” On supported iPhones, Low Data Mode pauses automatic updates and background tasks away from Wi‑Fi, but it is an additional reduction measure rather than a substitute for turning roaming off.

Android and other phones
- Open Settings and search for roaming if the menu is difficult to locate.
- Open Mobile network, SIMs, Connections or Cellular.
- Select the home SIM.
- Switch Data roaming off.
- Set the travel SIM or eSIM as the preferred line for mobile data.
- Disable automatic data switching, background data for high-use apps, automatic updates and hotspot/tethering unless the active plan covers them.
Because manufacturers rename these controls, check the phone maker’s current instructions and confirm the setting after every SIM change or system update.
Ways to stay connected without home-line roaming
Each option trades convenience, number availability and cost control differently.
| Option | Cost predictability | Keeps home number available | Multi-device use | Main checks |
|---|---|---|---|---|
| Carrier international plan | High when the plan has a fixed fee and clear allowance | Usually yes | Usually one phone; hotspot rules vary | Destination, partner network, fair-use and overage terms |
| Local physical SIM | Often high | Requires swapping or dual-SIM setup | Hotspot depends on the local plan | Unlocked phone, local number and coverage |
| Travel eSIM | Often high | Can keep the home line for SMS if configured carefully | Hotspot depends on the provider | eSIM support, unlocked phone and destination coverage |
| Portable Wi‑Fi router | Fixed rental or purchase plus a data plan | Yes | Designed for several devices | Battery life, return terms, coverage and Wi‑Fi security |
| Wi‑Fi only or flight mode | Highest cost control | No cellular calls or SMS while offline | Multiple devices on Wi‑Fi | Wi‑Fi availability and emergency access |
Carrier international plan
This is the simplest choice when you need your normal number for calls, two-factor authentication or incoming texts. Confirm whether the fee is daily, monthly or triggered by first use, and determine what happens after the included allowance. A “daily” pass may renew on each calendar day or each 24-hour period; the carrier must define which.
Local physical SIM
The Canadian Radio-television and Telecommunications Commission (CRTC) identifies a local SIM or prepaid plan as a way to avoid roaming charges. Your phone must be unlocked and compatible with local network bands. Swapping the SIM can remove access to your home number, while a dual-SIM phone can keep the home line installed with its data roaming disabled.
Travel eSIM
An eSIM avoids handling a small physical card and can leave the home line available for SMS. Check that the phone supports eSIM and is unlocked, install the profile before departure while connected to Wi‑Fi, and assign it as the data line. Keep the home line’s data roaming off and verify that calls and SMS on that line have known prices.
Portable Wi‑Fi router
OFCA describes a Wi‑Fi router as a way for multiple users or devices to share connectivity. Check the rental or purchase period, battery capacity, return procedure and coverage. Protect the router with a strong password and avoid joining sensitive accounts over an unfamiliar network unless the connection is trusted.

Wi‑Fi only or flight mode
This provides the strongest cost control because the phone cannot register for ordinary cellular service. It also removes cellular calls and SMS, so arrange another method for emergencies and account verification. You can turn Wi‑Fi back on while flight mode remains enabled.

| Canada | Under the Wireless Code, a provider cannot charge more than $100 for roaming in one billing cycle unless you explicitly agree to pay more. | The limit applies to Canadian wireless service and its stated exceptions; confirm how your provider applies consent and alerts. |
| European Union | Data roaming can stop automatically at €50 of additional charges, or another predefined limit, unless the customer changes the setting. | EU roaming rules do not cover aircraft and ship non-terrestrial networks, which can have high surcharges. |
| India | International mobile roaming is inactive by default and is activated only at the consumer’s request; alerts are described at 50%, 75% and 100% usage. | These defaults and alerts come from India’s telecom framework and do not apply universally elsewhere. |
The CRTC also states that buying a local SIM, digital SIM (eSIM) or prepaid plan in the country you visit can avoid roaming charges altogether. Treat that as an option, not a guarantee: taxes, local fees, phone unlocking and hotspot restrictions can still apply.
How to use your phone during the trip
At the airport and after landing
- Keep the home line’s data roaming off until you have selected the intended data line.
- Read the carrier welcome message and save it; it may identify the serving network and rates.
- Check the phone’s SIM status and confirm that the travel line is marked for cellular data.
- Open a small webpage or messaging app and verify that usage appears on the intended plan before doing a large download.
When using hotel, café or public Wi‑Fi
- Confirm that the network requires no repeated sign-in after the phone sleeps.
- Disable Wi‑Fi assistance or automatic cellular fallback.
- Do not assume a Wi‑Fi call or message is free; your carrier may price it according to its Wi‑Fi-calling and roaming rules.
- Keep automatic updates and cloud backups paused until you are on a trusted connection.
At borders
Watch for a network-name change or an operator welcome message. If you are unsure which country’s network you are using, turn on flight mode or disable the home line temporarily. Re-enable service only after checking the carrier’s destination list.
On planes and ships
Use flight mode before the door closes and leave it on through landing. On ships, disable cellular service or keep the phone in flight mode until you are connected to a known shore network or a deliberately purchased onboard plan. The European Commission advises that a phone connecting to a non-terrestrial network should display an automatic warning; do not wait for the warning before protecting the line.
What to do when a roaming charge appears
- Preserve evidence. Screenshot the phone’s cellular or roaming-usage page, save the carrier’s welcome SMS and note your location, local time and the active SIM.
- Request the session record. Ask the carrier for the timestamp, serving network, data volume, service type and tariff or pass that generated every charge.
- Compare settings with the record. Check whether data roaming, automatic data switching, hotspot use, Wi‑Fi assistance or a second SIM could have allowed the connection.
- Ask for a correction or goodwill review. Explain that the usage was unintended or that the disclosure was unclear, and include screenshots and the carrier’s own terms.
- Escalate if necessary. If the carrier refuses to resolve a documented error, contact the national telecom regulator or consumer authority. European Commission guidance specifically recommends contacting the responsible national telecoms agency when a roaming dispute remains unresolved.
Quick decisions for common situations
You need your home number for verification texts
Keep the home line enabled for SMS, turn its data roaming off, and use a local SIM, travel eSIM or Wi‑Fi for data. Ask the carrier whether receiving SMS abroad is free and whether the phone may make a paid network registration when the line is active.
You need calls but very little data
Compare a fixed carrier pass with Wi‑Fi calling and a travel data line. Disable cellular data on the home line, and confirm the price of incoming calls, voicemail retrieval and calls to service numbers before answering.
You are travelling with several devices
A portable Wi‑Fi router or a travel line that explicitly permits tethering can be more predictable than separate roaming on every device. Check the data allowance, battery and coverage for every destination.
You want the strongest possible block
Use flight mode or disable the home line entirely, then turn Wi‑Fi on manually when needed. This prevents ordinary cellular calls, texts and data, so arrange emergency access and another method for account verification first.
