To stop a specific iPhone app from using cellular data, open Settings > Cellular (called Mobile Service or Mobile Data in some versions), find the app, and turn its switch off. That app can still use Wi‑Fi, but it cannot connect over cellular data when Wi‑Fi is unavailable. For broader restrictions, set Background App Refresh to Off or Wi‑Fi, and consider Low Data Mode for the selected cellular line.
Choose the control that matches the problem
iOS provides three different controls, and they do not have the same effect. A per-app cellular switch is the most reliable way to block one app’s cellular connection. Background App Refresh limits one kind of activity by suspended apps. Low Data Mode asks apps and system services to reduce data-intensive work across a line, but it can also alter downloads, backups and streaming.
| Control | Scope | What changes | Main trade-off |
|---|---|---|---|
| App cellular switch | One selected app | That app uses Wi‑Fi only for the service covered by the switch. | The app may stop working when Wi‑Fi is absent. |
| Background App Refresh | Suspended apps, across the phone or selected apps | Controls the feature that lets suspended apps check for updates and new content. | It is not a guarantee that every kind of background networking stops. |
| Low Data Mode | The selected cellular line | Reduces background activity and can pause automatic updates, downloads, backups and some iCloud updates; streaming quality may be reduced. | It affects more than the app you are investigating. |
Apple documents the per-app controls and usage screens in its cellular data settings guide, Background App Refresh in its app-switching guide, and Low Data Mode in its Low Data Mode support article.

1. Open the cellular settings
- Open Settings.
- Tap Cellular. Depending on your iOS version, region or language, the same area may be labelled Mobile Service or Mobile Data.
- If the iPhone has Dual SIM, check the data line shown on this screen. Open the line you want to manage before changing line-specific options.
Apple’s labels and layout can vary by iPhone model, carrier and iOS release. The app list is normally below the cellular-plan and cellular-options sections.

2. Turn off the app’s cellular switch
- Scroll to the list of apps that have used cellular data.
- Find the app you want to restrict.
- Turn its switch off.
With the switch off, Apple says the app uses Wi‑Fi only for that service. The app is not deleted, disabled or prevented from opening. It simply cannot reach the internet through cellular data. If you leave Wi‑Fi, online features may wait until you reconnect; offline features and data already stored on the phone can continue to work.
Repeat the change for every app that should be Wi‑Fi-only. This is preferable to disabling cellular data for the whole phone when only a few apps are responsible for unexpected usage.
3. Restore access when needed
Return to the same list and turn an app’s switch on again whenever you need it to work over cellular—for example, navigation, messaging or a travel app when no trusted Wi‑Fi network is available. The setting takes effect without reinstalling the app.
Limit background refresh across apps
Background App Refresh is separate from the per-app cellular switch. Apple describes it as a feature that allows suspended apps to check for updates and new content. Turning it off limits that mechanism, but it does not promise that an app or an iOS service will never perform any background network activity.
Turn Background App Refresh off
- Open Settings > General > Background App Refresh.
- Tap Background App Refresh at the top if a choice appears.
- Select Off to disable the feature.
Some iOS versions also offer Wi‑Fi. Choose that option when suspended apps may refresh, but only while the phone is connected to Wi‑Fi. You can also leave the feature enabled and switch off individual apps on the Background App Refresh screen if you want a narrower change.
Do not use this setting as a substitute for the app-level cellular switch when the requirement is “this named app must never use cellular.” Background refresh is only one route an app can use to communicate.

Use Low Data Mode for a broader reduction
Enable it on LTE or 4G
- Open Settings > Cellular (or Mobile Service).
- On a Dual SIM iPhone, tap the cellular line whose data behavior you want to change.
- Tap Cellular Data Options.
- Turn on Low Data Mode.
Apple documents this route for LTE/4G connections. Depending on the iPhone and carrier, the equivalent option may be under a data-mode menu.
Recommended Free Tools
Enable it on 5G
- Go to Settings > Cellular > Cellular Data Options, opening the selected line first if necessary.
- Tap Data Mode.
- Choose the option that enables Low Data Mode.
The exact label and availability depend on the iPhone, carrier, plan and region. Low Data Mode is broader than an app switch: it can pause automatic updates and background tasks, reduce streaming quality, stop some automatic downloads and backups, and pause some iCloud updates. Those side effects can be useful on a limited plan but inconvenient if you expect photos, backups or media to update automatically.
Use Low Data Mode when the goal is to reduce overall cellular consumption rather than to isolate one offending app. If one app must remain online over cellular while the rest are restricted, combine its app-level switch with your chosen system-wide settings.
Find which apps are using data
Read the cellular-usage list
Open Settings > Cellular and scroll through the app list. On some versions, tap Show All to expand the list. iOS displays device-side usage for the period represented by its statistics. Use the figures to identify unusually active apps, then apply the per-app switch to the ones you want to restrict.
The iPhone’s period is not automatically the same as your carrier’s billing cycle. If you reset statistics midway through a cycle, the phone’s number covers only the time since that reset. Apple says the carrier is the most accurate source for current-period totals, so consult the carrier’s account or usage records when checking a bill or resolving a discrepancy.
Start a clean comparison period
- In Settings > Cellular, scroll to the bottom.
- Tap Reset Statistics.
- Confirm the reset, then observe the app list during a period that matters to you.
Resetting does not change your carrier account and does not reduce data by itself. It only gives the iPhone a fresh device-side counter. Record the date and time of the reset if you plan to compare the result with a carrier billing period.

When cellular use continues unexpectedly
Check Wi‑Fi Assist or Connectivity Assist
An iPhone can use cellular data even while it appears to be connected to Wi‑Fi if the Wi‑Fi connection is poor. Apple’s Wi‑Fi Assist documentation explains that the feature can switch to cellular when Wi‑Fi connectivity is inadequate. Depending on iOS wording and settings, related documentation may call this behavior Connectivity Assist; Apple describes iPhone internet connections in its connectivity guide.
- Open Settings.
- Tap Cellular (or Mobile Service).
- Scroll to the bottom and look for Wi‑Fi Assist or the corresponding connectivity-assistance setting.
- Turn it off if you do not want cellular fallback when Wi‑Fi is weak.
Disabling the feature can prevent surprise cellular use, but a weak Wi‑Fi connection may then leave an app waiting or offline instead of silently switching networks.
Review System Services
The cellular settings page includes a System Services section that can show categories of system usage. It is useful for identifying whether the activity is associated with iOS services rather than a third-party app. Apple does not provide a switch to block each system service individually from that list, so treat it as a diagnostic view rather than a set of per-service off controls.
Confirm the correct SIM line
On a Dual SIM iPhone, usage and options can be associated with the selected cellular data line. Before interpreting a number or changing Low Data Mode, verify which line is selected. Otherwise you may restrict one plan while the other line continues to supply data.
Distinguish background activity from foreground use
A high total does not prove that an app used data while completely unattended. Video playback, navigation, automatic media loading and an app left open can all consume cellular data. Use the usage list and a fresh statistics period to narrow the cause, then apply the narrowest control that meets your goal.
What the app-level switch does—and does not do
The switch in the cellular app list is a network permission for cellular data, not a general app-management control. It does not uninstall the app, clear its cache, stop notifications delivered through every possible system channel or prevent the app from working on Wi‑Fi. It also does not change the app’s cellular permission on another iPhone, iPad or Apple device signed in to the same account.

For a named app, this is usually the least disruptive test: turn off its switch, use the phone normally for a while, and check whether the unexpected cellular total stops growing. If the app needs an urgent connection, reconnect to Wi‑Fi or turn the switch back on temporarily. Remember that navigation, messaging and safety-related apps may be less useful away from Wi‑Fi after the restriction.

How to test whether the change worked
- Note the app’s current figure in Settings > Cellular, or reset statistics if you need a clean baseline.
- Turn off cellular access for the selected app.
- Disconnect from Wi‑Fi and avoid using the app in the foreground during the test.
- After the test period, check the app list again. A carrier account may update on a different schedule, so use the iPhone counter only as a local comparison.
- If usage still appears, check whether another app, Wi‑Fi Assist or System Services is responsible rather than assuming the switch failed.
This test cannot prove that every byte came from one process, but it separates a targeted app restriction from wider line activity. It also avoids mistaking a billing-cycle total for the shorter period shown on the phone.
Which setting should you use?
| Your goal | Recommended action | What to expect |
|---|---|---|
| Stop one game, social app or streaming app from using cellular | Turn off that app under Settings > Cellular. | It remains available on Wi‑Fi and may be offline away from Wi‑Fi. |
| Prevent suspended apps from refreshing over cellular | Set Settings > General > Background App Refresh to Off or Wi‑Fi. | The Background App Refresh feature is limited; other network paths may remain. |
| Reduce most automatic cellular activity on a limited plan | Enable Low Data Mode for the relevant line. | Updates, backups, downloads, iCloud activity and streaming behavior may change. |
| Stop cellular fallback from an unreliable Wi‑Fi network | Disable Wi‑Fi Assist or the applicable connectivity-assistance option. | Bad Wi‑Fi may remain slow or offline instead of falling back to cellular. |
| Investigate a bill or carrier warning | Compare the phone’s list with carrier usage records. | The carrier’s current-period total is the authoritative figure for billing. |
Common pitfalls and fixes
“I turned off Background App Refresh, but data is still being used.”
That result is possible because Background App Refresh governs a specific suspended-app feature, not every background connection. Use the app’s cellular switch for a named app, check Wi‑Fi Assist, and review System Services when the usage list points to iOS activity.
“The app stopped working after I restricted it.”
That is the expected trade-off when cellular access is off. Re-enable the switch temporarily, or connect to Wi‑Fi. The restriction does not indicate a damaged installation.
“The number on my iPhone does not match my bill.”
Check whether statistics were reset and whether the phone’s measurement period matches the carrier’s billing period. Use the carrier’s records for the current-period total; the iPhone counter is primarily a local diagnostic.

“System Services is using data, but there is no switch.”
That is normal. The System Services list reports categories, but Apple does not offer individual cellular blocking controls for those categories there. Use the available line-level settings, Wi‑Fi Assist control and app-level switches instead.
A practical sequence for reducing usage safely
- Open Settings > Cellular and verify the active data line.
- Review the app list and note the largest unexpected users.
- Turn off cellular access for apps that should be Wi‑Fi-only.
- Set Background App Refresh to Wi‑Fi or Off if suspended-app checks are unnecessary.
- Enable Low Data Mode when you also want fewer automatic downloads, backups and media transfers.
- Disable Wi‑Fi Assist if weak Wi‑Fi is causing cellular fallback.
- Reset statistics only when you want a new local measurement period, and record the reset date.
- Use carrier records to validate current-period totals or investigate billing.
This sequence starts with the least disruptive, most targeted change and adds broader restrictions only when the situation requires them.
Frequently Asked Questions
Will turning off cellular data for an app delete it or stop notifications?
No. The app remains installed and can use Wi‑Fi. Online features that require cellular data may wait until Wi‑Fi is available; the switch is not an uninstall or a general app-disable control.
Is Background App Refresh the same as blocking background data?
No. It controls the feature that lets suspended apps check for updates and new content. Other app behavior, system services and network paths can still account for cellular use, so use the app-level cellular switch for a named app.
Should I use Low Data Mode or turn off individual apps?
Use the individual switch when one or a few apps must be Wi‑Fi-only. Use Low Data Mode when you want broader reductions across a cellular line and accept possible changes to updates, backups, downloads, iCloud activity and streaming quality.
Why does my iPhone use cellular data while connected to Wi‑Fi?
Wi‑Fi Assist or a related connectivity-assistance feature can switch to cellular when Wi‑Fi connectivity is poor. Check the bottom of the Cellular settings page and disable the feature if you prefer the phone to remain slow or offline rather than fall back to cellular.
Can I block individual System Services from cellular data?
Apple shows System Services categories for diagnosis but does not provide individual off switches for those categories in that list. Use app-level controls, line-level data settings and the Wi‑Fi Assist option instead.

The iPhone counter covers its own statistics period, which may have been reset or may not match the carrier’s billing cycle. The carrier’s current-period records are the more accurate source for billing and plan usage.
The Bottom Line
For one app, turn off its switch in Settings > Cellular; it will use Wi‑Fi only. Use Background App Refresh set to Off or Wi‑Fi for suspended-app checks, and Low Data Mode for broader savings. If usage still appears, check the selected SIM line, Wi‑Fi Assist, System Services and the carrier’s usage records.
