Turn off the selected VPN’s Always-on VPN setting: open Settings, go to Network & internet > VPN, tap the gear or settings icon beside the VPN, and switch Always-on VPN off. If Android’s setting is already off, open the VPN app and disable its Auto-connect, Connect on launch, or Reconnect automatically option. Those are separate controls, so changing one may not stop the other.
Stop the automatic reconnection in Android Settings
These steps apply to the standard Android settings layout. Phone manufacturers may rename or rearrange the menus. If you do not see the labels below, use the Settings search box and search for VPN.
- Open Settings.
- Tap Network & internet, then VPN. On some phones, VPN appears under a similarly named connection or network section.
- Find the VPN that keeps returning and tap its gear, settings icon, or information button.
- Switch Always-on VPN off.
- Leave Settings and wait a few seconds. The VPN should no longer start automatically when Android starts the service or when the device reconnects to a network.
Android’s Always-on VPN feature is available on Android 7.0 and later. It tells the operating system to start a configured VPN service when the device boots and keep it active while the device, or a managed work profile, is in use. Turning this switch off changes that operating-system behavior; it does not uninstall the VPN app or erase its saved connection.
Always-on is an operating-system instruction, not merely a reminder to reconnect after a dropped signal. Android can restart the VPN service after a network transition or other interruption. That is why disconnecting from the notification shade may appear to work only temporarily when Always-on remains enabled.

Google’s Android Help documentation notes: “If you use a VPN app, you won’t have the always-on option.” In that situation, the app controls automatic connections instead of exposing the switch in Android’s VPN details screen.
Understand which control is making the VPN return
Three settings are often confused because they affect what happens when a VPN disconnects. Identify the relevant one before changing anything.
| Control | Where it is managed | What it does | What to change if you want no automatic reconnection |
|---|---|---|---|
| Always-on VPN | Android Settings, beside the saved VPN | Starts and maintains the VPN service at the operating-system level | Turn it off |
| Auto-connect, Connect on launch, or Reconnect automatically | The VPN app’s own settings | Lets the provider’s app connect when it opens, when a network changes, or after a pause or interruption | Disable the app’s automatic-connection option |
| Block connections without VPN | Android’s VPN details screen | Blocks traffic that is not travelling through the VPN | Do not treat this as an auto-connect switch; change it only if you accept the privacy and connectivity consequences |
Android can therefore reconnect even when only one of these controls is active. For example, turning off Always-on VPN will not stop an app configured to connect whenever it launches. Conversely, disabling an app’s auto-connect will not override an Always-on VPN policy configured by Android or an administrator.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe controls can also create misleading symptoms. If the VPN is not actually reconnecting but Block connections without VPN is active, apps may be offline until a tunnel is available. If a second VPN profile or app connects, changing the first profile will not affect it. Always check the name of the active profile before assuming one setting controls every VPN on the phone.
Turn off the VPN immediately without deleting it
If the immediate goal is simply to restore a normal connection, use Android’s disconnect command rather than changing every setting.
- Open Settings > Network & internet > VPN.
- Tap the active VPN.
- Choose Turn off or the equivalent disconnect command.
This ends the current tunnel but leaves the VPN configuration available for later use. If Always-on VPN or an app-level reconnect rule remains enabled, the tunnel can come back after you disconnect it. Disable the relevant automatic-connection control as described above when you want the disconnection to persist.
A manual disconnect is useful as a diagnostic step. If the VPN reconnects within seconds, an automatic rule is still active. If it stays off until you open the app or change networks, look specifically for a launch or network-change trigger rather than repeatedly using Turn off.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallRemove the saved VPN configuration with “Forget”
Use Forget when you no longer want Android to retain that VPN profile. Forgetting is different from turning off Always-on VPN:
- Turn off disconnects the current session.
- Always-on VPN off stops Android from automatically maintaining the service.
- Forget removes the saved VPN configuration from Android’s VPN list.
For an app-based VPN, the saved account, subscription, or profile may still exist inside the app even after Android forgets a system-level entry. If the app continues to reconnect, open the app and disable its automatic connection behavior or sign out according to that app’s current controls.
Do not choose Forget merely to stop a temporary reconnection if you may need the profile again. You might have to enter server details, certificates, or account credentials again. Forgetting a work-managed profile may also be unavailable or may be restored by the organization’s management system.

Disable auto-connect inside the VPN app
When the Always-on switch is missing or already off, the VPN application is the next place to check. Providers use different labels and may move them between releases, so there is no universal app menu path. Open the app and inspect sections named Settings, Preferences, Connection, Network, or Startup.

- Auto-connect or Automatically connect
- Connect on launch or Connect when the app starts
- Reconnect automatically
- Connect on Wi-Fi, Connect on mobile data, or network-specific rules
- Untrusted networks, New network, or similar network-change triggers
- Snooze or a timed pause that promises to reconnect later
Some apps have more than one rule. A global auto-connect switch may be off while a separate rule still connects on unsecured Wi-Fi, on mobile data, or whenever a particular app launches. Turn off each applicable rule, then test on both Wi-Fi and mobile data if the problem occurs on only one type of connection.
Check for a timed pause
Some VPN apps offer a snooze function rather than a permanent disconnect. A snooze can intentionally reconnect after the selected pause period ends. Private Internet Access, for example, documents a snooze feature that reconnects after the selected pause period. If the VPN returns at a predictable interval, cancel the snooze and disable the app’s reconnect rule instead of repeatedly disconnecting from Android’s notification shade.
Check startup and background permissions
If the app connects whenever the phone starts, its own launch or background setting may be responsible. Look for a startup, boot, or background-connection preference inside the VPN app. Android battery-management screens can also restrict background activity, but changing battery settings alone is not a dependable way to disable a VPN’s intended auto-connect feature; use the app’s explicit connection control first.
Some providers document Android’s Always-on integration separately. OpenVPN Connect, for instance, has instructions for enabling Android’s Always-on behavior. A vendor help page can therefore clarify whether a setting belongs to the app or to Android, especially after an app update changes its labels.
Do not confuse “Block connections without VPN” with Always-on VPN
Block connections without VPN is a separate Android control. When enabled, Android blocks network traffic that is not travelling through the configured VPN. If the VPN cannot authenticate, loses its server, or is still reconnecting, your internet access can stop until the tunnel is available again.
This option is a traffic-enforcement or kill-switch behavior, not a command to keep the VPN connected. It can make a VPN appear to be “forcing” reconnection because ordinary traffic remains blocked while Android waits for the tunnel. Decide based on your priority:
- Keep it enabled when preventing any non-VPN traffic is more important than uninterrupted internet access.
- Turn it off only if you accept that apps may use the ordinary connection while the VPN is disconnected.
To inspect it, return to the VPN’s gear or settings screen in Android. Read the warning shown by your phone before changing the option. Disabling Always-on VPN and disabling traffic blocking solve different problems.
Per-app VPN behavior can add another layer on managed devices: an administrator may route only work-profile traffic through the tunnel while personal apps use the regular network. In that arrangement, seeing ordinary traffic on one side of the phone does not prove that the VPN has stopped or that the policy is broken.

What to do when “Always-on VPN” is not listed
A missing switch does not necessarily mean Android is malfunctioning. Google documents that VPNs configured through an app may not expose the Always-on option in Android Settings. In that case, use the app’s own settings.

First, search Settings for VPN. Google’s guidance says: “If you can’t find it, search for ‘VPN.’ If you still can’t find it, get help from your device manufacturer.” Manufacturer software can place VPN controls under different connection menus, and some versions show only the currently active profile.
If search returns no VPN controls at all, check these possibilities:
- The VPN is controlled entirely by its application.
- The phone uses a manufacturer-specific Settings layout.
- A work profile or device-management policy hides or locks the control.
- The VPN profile was removed, while the app still has its own connection rule.
Use the phone maker’s current support instructions when the VPN page remains unavailable. Do not assume that uninstalling random network components will remove a managed VPN or preserve your other network settings.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Check whether a work profile or administrator is enforcing the VPN
On a work-managed phone or work profile, an administrator can configure an always-on VPN, require traffic to use it, or restrict changes to system VPN settings. Android Enterprise documentation describes always-on behavior and controls that organizations can apply to managed devices.
Signs that management is involved include a VPN entry marked as work-related, a lock icon, greyed-out switches, a message saying the setting is controlled by your organization, or the VPN returning after you change it. A work profile may also connect only when that profile is active.
If a control is locked or immediately restored, contact the organization’s administrator. Removing a work profile or management agent without authorization can delete business data and violate company policy; it is not a normal troubleshooting step for a personal VPN.
Troubleshoot a VPN that keeps returning
Work through the checks in this order. Each step tests a different cause, so you can stop once the reconnection is resolved.

1. Identify which VPN is active
Open Android’s VPN page and note the profile name. If more than one VPN app or profile is installed, disconnecting one does not prevent another from connecting. Check the active VPN notification and the VPN list before changing settings.
2. Disable Android’s Always-on setting
Open the profile’s gear icon and turn Always-on VPN off. Disconnect the VPN once, then wait through a screen lock, Wi-Fi change, or restart only after saving the setting. If it returns, continue to the app-level checks.
3. Disable every relevant app rule
Open the VPN app and turn off auto-connect, launch, network-change, and reconnect options. Cancel any active snooze or timed pause. Apps can use different rules for Wi-Fi and mobile data, so inspect both if the interface provides separate choices.

4. Inspect traffic blocking
Check whether Block connections without VPN is enabled. If the VPN is not actually reconnecting but all apps remain offline, this setting may explain the symptom. Choose whether to keep the block for privacy or disable it for availability.

5. Check management status
Look for work-profile indicators, locked controls, or organization messages. If an administrator policy is present, only the administrator may be able to change the behavior.
6. Restart after saving changes
Restarting is useful only after the relevant settings are changed. It confirms whether the VPN starts at boot, which is a strong sign that an Always-on or managed policy remains active. A restart by itself does not disable either policy.
7. Test one trigger at a time
After changing settings, test opening the VPN app, turning Wi-Fi off and on, switching to mobile data, locking the screen, and rebooting separately. This identifies whether a launch trigger, network-change rule, or boot policy remains. Record the exact event that brings the VPN back before changing additional settings.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why menu paths differ between Android phones
Android’s VPN feature is part of the operating system, but manufacturers can change Settings names, groupings, and icons. One phone may show Network & internet directly; another may place VPN under a connection, wireless, or advanced-network section. Android version updates can also move the search result or add a separate work-profile entry.
Use the exact words visible on your phone rather than following an assumed path. The reliable method is to search Settings for VPN, open the profile that is actually active, and inspect its gear icon. If the search result is empty, consult the manufacturer’s current help page as Google recommends.
The Android version matters because the documented Always-on feature begins with Android 7.0. Older devices may expose different controls or lack the feature entirely. A current manufacturer support page is more reliable than a menu path copied from another model or Android release.
What changes when you stop automatic reconnection
With Always-on and app-level auto-connect disabled, Android will not deliberately start that VPN simply because the phone booted, the app opened, or a network changed. You can still connect manually from the VPN page or the app whenever you need the tunnel.
If traffic blocking remains enabled, apps may still lose internet access while the VPN is off. If you disable traffic blocking as well, the phone can use its ordinary Wi-Fi or mobile-data route during the gap. That is the main privacy-versus-availability decision in this troubleshooting process.
Stopping automatic reconnection does not cancel a VPN account, remove an app, or change your carrier and Wi-Fi settings. It changes when the VPN starts and whether Android insists on a tunnel before allowing traffic.

Frequently Asked Questions
Why does my VPN reconnect after I turn it off?
Either Android’s Always-on VPN or the VPN app’s own auto-connect rule is still enabled. Check both controls, and also check whether a work administrator is enforcing the connection.
What is the fastest way to stop it right now?
Open Settings > Network & internet > VPN, tap the active profile, and choose Turn off. Then disable Always-on VPN or the app’s reconnect rule if you do not want it to return.
Should I disable Block connections without VPN?
Only if you accept ordinary Wi-Fi or mobile-data traffic when the VPN is unavailable. That setting blocks traffic without a tunnel; it does not control whether the VPN starts automatically.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Why can’t I find Always-on VPN?
Google says VPNs configured through an app may not show the Always-on option. Search Settings for VPN, then inspect the VPN app’s settings. If no VPN controls appear, consult the phone manufacturer.
What is the difference between Turn off and Forget?
Turn off ends the current connection. Forget removes the saved Android VPN profile. Forgetting may require you to enter its details again later, and it may not be available for a managed profile.
Can a work profile force the VPN back on?
Yes. An organization can configure an always-on VPN, block non-VPN traffic, or lock the relevant settings. Contact the administrator rather than removing management software yourself.
Why does the VPN return after a predictable number of minutes?
A timed snooze or pause in the VPN app may be expiring. Cancel the snooze and disable the app’s automatic reconnection setting.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Will stopping auto-connect cancel my VPN subscription?
No. Turning off automatic connection changes when the tunnel starts; it does not cancel an account, uninstall the app, or remove your subscription.
The Bottom Line
Start with the active profile in Settings > Network & internet > VPN and switch Always-on VPN off. If the VPN still returns, disable the provider app’s auto-connect, launch, network-change, or timed-snooze rules. Treat Block connections without VPN separately because it can cut off internet access even when the VPN is not reconnecting. On a managed phone, locked or restored settings require the organization’s administrator.
