If you meet an autonomous delivery robot on a sidewalk after dark, slow down, keep a clear path, and walk around it when you can do so safely. Do not push, block, open, ride, or tamper with the device. If it is stopped across the walkway, behaving unpredictably, or creating an immediate danger, move to a safe place and use your city’s reporting or emergency channel. The exact legal duties for the robot—and the correct reporting contact—depend on your state and city.

What a sidewalk delivery robot is

Many U.S. laws and municipal pages call a sidewalk delivery robot a personal delivery device (PDD). A PDD is a small, usually low-speed automated vehicle that carries food, groceries, parcels, or other goods without a person walking beside it continuously. It may use cameras, lidar, maps, remote monitoring, and onboard software to stay on a sidewalk or crosswalk.

“Autonomous” does not mean unattended or infallible. A device may be supervised remotely, pause for an obstacle, reroute, or require a human operator to intervene. You should not assume that it can see you perfectly, that it will always yield, or that its lights make it easy to notice at night.

The safest response when you first see one

  1. Slow down and make eye contact with the situation, not the machine. Look for pedestrians, bicycles, driveways, curb cuts, vehicles, and uneven pavement around the robot.
  2. Give it room. Keep enough space to avoid brushing the robot, its sensors, or a person who may be approaching to supervise it.
  3. Pass around it only when the route is clearly safe. Use the wider side of the sidewalk, remain visible to other road users, and do not step into traffic simply to get around the device.
  4. Do not touch or reposition it. Alexandria, Virginia, tells residents to “Feel free to simply walk around it” and says, “Do not attempt to push, block, or tamper with the device.” That is practical public guidance, not a requirement that you approach or troubleshoot the machine.
  5. Keep children and animals close. A sudden stop, turn, or sound can startle a child or dog.

If neither side of the sidewalk is safe, stop at a visible location and wait for the robot to move or for a human monitor to arrive. Do not stand directly in front of it to force a response.

A step-by-step way to pass at night

1. Check the whole scene

Night makes depth, speed, and surface hazards harder to judge. Before passing, scan behind you and ahead for bicycles, scooters, driveways, parked cars, and people entering or leaving buildings. A robot may be the most visible object while a faster road user is the greater hazard.

2. Choose the side with the most clearance

Prefer a level, unobstructed section of sidewalk. Avoid squeezing between the robot and a curb, wall, hedge, street furniture, or a person. If the only alternative is the roadway, wait or use a marked crossing according to ordinary pedestrian safety practice.

3. Move predictably

Walk at a steady pace and leave the robot a wide berth. Do not dart across its path, kick at it, wave objects over its sensors, or repeatedly change direction. Predictable movement gives both the device and nearby people more time to react.

4. Recheck after passing

Once past, look back briefly before stepping into a driveway, crossing a bike lane, or turning toward a building entrance. A robot may resume movement after waiting for you to clear its path.

What to do when a robot blocks the sidewalk

A stationary device can be inconvenient without being an emergency. First, look for a safe route around it. If the blockage leaves no accessible or reasonably safe path, do not drag it, tip it, unplug it, or place objects around it. Move to a safe waiting point and report the location.

Use the city’s non-emergency service, 311 system, transportation department, or other channel identified for sidewalk obstructions. Alexandria asks residents to report a malfunctioning or obstructive PDD through Alex311 and to include the keyword “personal delivery device.” Elsewhere, use the local government’s current contact route; operator support numbers displayed on the device may also be useful if they are clearly provided.

Information to include in a report

  • Exact location, including the nearest street address, intersection, or landmark.
  • Time and direction of travel, if the robot was moving.
  • What happened: stopped, circling, blocking a curb ramp, damaged, emitting smoke, making unusual sounds, or lacking visible lights.
  • Whether pedestrians, wheelchair users, cyclists, children, or vehicles were forced into a conflict.
  • A photo from a safe distance, only if taking it does not require stepping into traffic or approaching the device.

For fire, collision, a person injured, exposed wiring, or another immediate threat, move away and follow ordinary local emergency procedures. Do not remain beside the robot to investigate.

Accessibility: keep the pedestrian route usable

A robot that leaves a narrow gap may still create a serious barrier for someone using a wheelchair, walker, cane, or stroller. People with low vision may not detect an unlit or quiet device until they are close. A visually clear route for a standing adult is not necessarily an accessible route.

When choosing whether to pass, consider the entire usable width, curb ramps, tactile surfaces, driveway slopes, and the ability to turn around. Never move a robot onto a curb ramp, tactile warning surface, doorway, or bike facility to clear your own path. If the device prevents an accessible passage, report that fact explicitly so the city can prioritize the obstruction.

Why local law matters

There is no single nationwide rule that governs every delivery robot. State statutes, city codes, permits, and operating agreements can differ on where a PDD may travel, how it must yield, what lights it needs, whether a human operator must be nearby, and how residents should report problems. The examples below show that variation; they are not an exhaustive survey and do not establish rules outside the named jurisdiction.

Jurisdiction and scope Night visibility or equipment Yielding, signals, or operator rules What the rule does not mean
Texas, Chapter 552A (state statute) A PDD operated at night must have front and rear lights visible and recognizable under normal atmospheric conditions under the statute’s headlamp test. Local authorities may regulate operation consistently with the state subchapter. The Texas equipment requirement is not a nationwide lighting standard.
North Carolina, G.S. 20-175.16 (state statute) At night, front and rear lights must be visible and recognizable under normal atmospheric conditions from at least 500 feet on all sides under the statutory test. The PDD must yield to human pedestrians and obey traffic and pedestrian control devices. “500 feet” is an equipment specification, not a measured pedestrian-safety rate.
San Francisco Public Works Code, cited sidewalk-testing permit rules Headlights are required at night, sunrise, and sunset. Testing conditions include a maximum speed of 3 miles per hour, a human operator within 30 feet, yielding to pedestrians and bicycles, and obeying traffic signals. These figures apply to the limited permit program for sidewalk testing, not automatically to every deployment in the city or elsewhere.
West Virginia, §17C-24-2(a) (state statute) The cited provision does not establish a single distance figure comparable to North Carolina’s. On a sidewalk or crosswalk, a PDD has the rights and duties applicable to a pedestrian but must not unreasonably interfere with pedestrians or traffic, must yield the right of way to pedestrians, and must obey official traffic and pedestrian signals. Pedestrian-style rights do not authorize the device to obstruct people.
Alexandria, Virginia (city guidance) The city page provides resident-facing advice rather than a nationwide equipment rule. Residents are told to walk around a PDD and not to push, block, or tamper with it; malfunctioning or obstructive devices should be reported through Alex311 using “personal delivery device.” Deployment and contact details can change. The page was updated December 12, 2025.

Before relying on a legal detail, check the current state statute, city code, permit conditions, and reporting page for the place where you are walking. A robot operating under a temporary test permit may have different limits from one covered by a statewide law.

Lights help, but they do not guarantee visibility

Night-lighting provisions generally regulate the device. They do not promise that every robot will be equally conspicuous in rain, fog, glare, heavy traffic, or a poorly lit walkway. Lights can be obscured by dirt or damage, and a robot may approach from an angle where its front or rear lighting is less apparent.

Treat a lighted robot as an additional road user, not as a warning beacon that makes the surroundings safe. Keep your own attention on the sidewalk edge, crossing traffic, and other people. Do not wear headphones so loudly that you cannot hear bicycles, vehicles, alarms, or a person warning you about a hazard.

Situations that need extra caution

Blind corners and doorways

A robot may stop near a building entrance or emerge from behind a parked vehicle. Slow before corners and keep doorways clear. If you are exiting a building, pause until you can see the full sidewalk.

Bike lanes and shared paths

Passing a robot can put you in the path of a bicycle or scooter. Look both ways before crossing a marked lane and avoid stopping where riders cannot see you.

Rain, snow, and glare

Wet pavement reflects lights and reduces contrast. Snowbanks can narrow the path, while umbrellas can block your view and hearing. Increase your following distance and wait rather than forcing a tight pass.

Children and pets

Keep a child’s hand or stroller on the side away from the robot. Use a short leash and prevent a dog from sniffing, chasing, or standing in front of the device. Do not encourage children to test whether it reacts to waving or tapping.

What public studies do—and do not—establish

Government and university researchers have examined how sidewalk delivery robots interact with pedestrians and bicyclists. A Minnesota Department of Transportation policy white paper identifies traffic safety, crashworthiness, accessibility and Americans with Disabilities Act needs, public health, and local oversight as policy concerns. It is a policy overview, not proof that a particular robot or nighttime encounter is unsafe.

A U.S. Department of Transportation-hosted report titled Evaluation of Sidewalk Autonomous Delivery Robot Interactions with Pedestrians and Bicyclists describes two studies. One reviewed field-recorded video from Northern Arizona University and used post-encroachment time as a surrogate safety measure. The other examined reported comfort using video and a survey of people with experience of automated food delivery and robot interactions. The existence and methods of these studies should not be presented as a finding that robots cause harm or that all operations are safe.

The cited materials do not establish a universal nighttime incident rate. No national statistic should be inferred from North Carolina’s 500-foot lighting specification or San Francisco’s testing limits.

A practical night-walking checklist

  • Carry a charged phone, especially on routes with limited lighting or late-night service.
  • Use sidewalks and marked crossings where available; do not enter traffic merely to avoid a robot.
  • Keep your route predictable and leave clearance around the device.
  • Do not push, block, open, climb on, unplug, or otherwise tamper with a PDD.
  • Keep children, pets, and mobility equipment away from its path.
  • Report a blockage, damaged unit, missing light, or repeated malfunction through the local government channel.
  • Record the location and behavior from a safe distance if a report needs supporting detail.
  • Move away and use ordinary emergency procedures for fire, injury, collision, or another immediate hazard.

Common mistakes to avoid

Assuming the robot will always yield

Some laws require yielding to pedestrians, but a legal duty does not guarantee perfect detection or operation. Continue watching the device and leave room to stop.

Assuming every lighted robot is compliant

Lighting rules vary by jurisdiction, and a damaged or poorly aimed light may not provide the visibility intended by law. Report a device that appears unlit or unsafe instead of examining it yourself.

Moving the robot out of frustration

Relocating a PDD can create a new obstruction, damage sensors, or put it in a roadway. The safest public instruction is to go around when possible and report the problem.

Applying one city’s rule everywhere

San Francisco’s 3-mph and 30-foot operator conditions are testing-program terms. North Carolina’s 500-foot figure is a state equipment specification. Neither should be treated as a universal rule for your city.

How to check your local requirements

  1. Search your city or county website for “personal delivery device,” “sidewalk delivery robot,” or “autonomous delivery device.”
  2. Check the state motor-vehicle or transportation code for the same terms.
  3. Look for permit conditions if the city describes the operation as a pilot or test.
  4. Find the current 311, public-works, transportation, or police non-emergency reporting route.
  5. Confirm the page’s update date before relying on an operator, phone number, or deployment claim.

The most useful local information is whether sidewalk or crosswalk operation is allowed, what nighttime lights are required, how the device must yield and obey signals, whether a human monitor must be nearby, and where residents should report an obstruction.
