A chatbot showing you a tailored shopping list does not, by itself, mean that a retailer gave you a personalized price. Recommendation personalization changes which products, sellers or explanations appear first. Personalized pricing uses data about an individual to set or tailor the amount that person is asked to pay. Dynamic pricing changes prices in response to broad conditions such as demand, inventory, timing or location. Those mechanisms can coexist, but they are not interchangeable.
The practical way to investigate is to compare the same item with the same seller and checkout conditions, record every variable, and change one observable factor at a time. A different result is a reason to investigate; it is not proof that a chatbot or retailer inferred your willingness to pay.
Start with the three mechanisms people commonly confuse

A chatbot and a retailer may also be separate actors. A chatbot can rank a merchant’s listing without controlling the merchant’s pricing system. Conversely, a retailer can personalize an offer without the chatbot knowing why. Treat the hand-off between the two systems as an important boundary in your investigation.

The OECD’s Personalised Pricing in the Digital Era (2018) describes personalized pricing in digital business-to-consumer markets as the use of automated data tools to infer what a particular consumer may be willing to pay and to adjust the offer accordingly. The defining feature is not simply that prices differ. It is the use of personal information to set an individual’s amount.

The OECD’s 2019 consumer-policy work separates that concept from dynamic pricing. An airline seat becoming more expensive as available inventory falls is dynamic pricing, even if a website knows your location. A discount shown only to a member after the retailer identifies your account may be a loyalty offer rather than personalized pricing in the willingness-to-pay sense. The labels matter because each has different ordinary explanations and different evidence requirements.
No cited source provides a reliable percentage for how often AI chatbot recommendations lead to individualized prices. The FTC material and the OpenAI shopping-help documentation support narrower conclusions about possible data use and recommendation tailoring; they do not establish a chatbot-specific prevalence rate.
What a chatbot may personalize—and what it cannot prove
Recommendation behavior
Shopping assistants can remember preferences, use details you provide in the conversation and build a buyer’s guide around them. OpenAI’s help page for shopping research, for example, describes personalized buyer’s guides and notes that memory may be used to tailor recommendations. That supports a claim about what the assistant displays or explains. It does not establish that the assistant sets a merchant’s price, sends the merchant a willingness-to-pay score or directs the merchant to charge you more.
Potential pricing signals
In a preliminary January 2025 staff release, the Federal Trade Commission listed examples of information that intermediary firms might use in surveillance-pricing systems: location, demographics, browsing and shopping history, mouse movements and items left in an unpurchased cart. The FTC said the examples were hypothetical and that its study was ongoing. They should not be read as a finding that every retailer, intermediary or chatbot uses those signals to set prices.
Separate the assistant’s text from the merchant’s transaction
A recommendation sentence such as “this is the best value for you” can be generated from your stated budget or preferences while the merchant page shows the same public price shown to everyone else. Conversely, the assistant might quote an outdated cached price while the retailer has changed the live listing. The only amount relevant to a purchase comparison is the merchant’s current price under documented checkout conditions.

A controlled way to check a suspicious recommendation
The following procedure is an observational comparison, not a validated universal detector. Its purpose is to remove obvious confounders and create a record that another person can examine.
1. Define one target before opening the chatbot
- Choose an exact product or service, model, variant, quantity and seller. If the item has storage, color, size or service-tier options, write down the selected option.
- Choose a checkout stage to compare: product-page price, cart subtotal or the final amount before payment. Do not compare a pre-tax headline in one session with a tax-and-shipping total in another.
- Decide which conditions you will hold constant, including delivery address or apparent location, currency, account status, membership, device, browser, app or web channel, and promotion eligibility.
Use a neutral, repeatable request such as Find the exact [model and variant] from [seller] and show the current listed price, shipping and any stated promotion. Do not add a personal budget, urgency or statement that you would pay more if your goal is to test whether the prompt itself changes the recommendation.

2. Capture the chatbot baseline
- Save the full prompt, the date and time, the account or memory state visible to you, and the assistant’s response.
- Record each merchant or listing the assistant cites. Note whether it supplies a direct link, a price, a range or only a description.
- Run the same prompt again if the assistant’s results are unstable. A changed ranking or wording, without a changed merchant price, is recommendation variation rather than evidence of personalized pricing.
3. Open the merchant independently
Use the retailer’s own listing rather than relying on the chatbot’s summary. Record the displayed price, seller identity, variant, quantity, availability, shipping charge, taxes, currency, delivery option, coupon or loyalty requirement and the final checkout total. Note whether the item is sold by a different marketplace seller than the one named by the assistant.
4. Keep a comparison log

5. Change one observable condition at a time
- Repeat while signed out, then repeat while signed in, keeping the item, destination, device and time as close as practical.
- Use a clean browser session or private window as a comparison condition, not as a presumed cure. Keep the same destination and checkout path.
- If you compare locations, change only the apparent location where possible and record that it changed. A location change can alter currency, taxes, inventory, shipping and legal terms simultaneously.
- Repeat at another time if inventory or demand may be moving. Record the exact times instead of treating a later result as a controlled duplicate.
Changing several variables at once makes the result uninterpretable. For example, a signed-out phone session routed through another country and using a different app is not a clean test of account personalization.
6. Check ordinary explanations before alleging targeting
Compare the merchant’s terms for inventory, demand, timing, geography, taxes, shipping, loyalty discounts, channel-specific promotions and seller identity. Confirm that the assistant did not substitute a different model or package. A lower-priced recommendation may simply be a smaller capacity or an older version. A higher checkout total may reflect delivery or tax rather than a changed base price.

7. Preserve the record
Keep screenshots or notes that show the product, conditions and time together. If you contact the seller or a regulator, describe the comparison neutrally: identify the two sessions, list the changed variable, provide the final totals and state which explanations you have already ruled out. Do not publish a claim of discriminatory or illegal pricing based on one unexplained mismatch.
How to interpret what you observe

Even a repeatable difference is not self-explanatory. Seller-side records, terms or an explicit response would be needed to establish that personal data was used to estimate your willingness to pay. A browser experiment can reveal a pattern; it cannot reveal the server-side rule that produced it.
Does incognito mode or a VPN reveal a lower price?
Private browsing
A private window can give you a session without some existing cookies, saved logins or local storage. That makes it a useful comparison condition. It is not a detector and it is not guaranteed to produce a discount. Websites and apps may also use device fingerprinting, advertising identifiers, app identifiers, accounts and other signals. The FTC’s consumer guidance describes cookies, pixels, fingerprinting and advertising identifiers as tracking mechanisms; their presence does not prove that a merchant uses them to set prices.
VPNs
A VPN can change the apparent network location, which may help you compare a site configured for another region. It can also introduce new differences: currency, tax rules, shipping availability, inventory, fraud checks, language, promotions or a blocked payment method. Keep the destination and all other conditions documented, and do not assume that a changed IP defeats account or device-based tracking. A VPN is neither a pricing test nor a guaranteed way to pay less.
How to use these tools without misleading yourself
- Run the normal session first and save its conditions.
- Repeat in a private window without changing the destination, item or checkout stage.
- If you test a VPN location, record the selected region and treat geography as the changed variable.
- Compare final totals and terms, not only the large number at the top of the page.
- Return to the original conditions to see whether the difference persists, recognizing that time and inventory may have changed.
Personal data that could be relevant—and the limits of the evidence
The FTC’s January 2025 preliminary surveillance-pricing release names a broad set of possible inputs: location and demographic characteristics; browsing and shopping history; mouse movements; and products left in a cart without purchase. These examples illustrate what an intermediary might collect or analyze. They are not findings that a named retailer or chatbot actually uses each signal.

Tracking technology is also not the same as pricing technology. A pixel can measure a visit; a device identifier can recognize an app installation; a cookie can retain a session. None of those facts alone demonstrates that the merchant changed the amount you pay. To connect tracking to personalized pricing, you would need evidence of the seller’s decision rule or a clear, repeatable pattern that excludes ordinary explanations.
Do not infer causation from the chatbot’s knowledge of your preferences. A memory feature can make recommendations more relevant while the retailer still presents one public price. Likewise, a retailer may use account data even when the chatbot has no memory of you. Keep the assistant, the merchant and any intermediary distinct in your notes.

On August 19, 2026, the Federal Trade Commission solicited public comment on a draft enforcement policy statement concerning personalized pricing. The notice defined personalized pricing as using personal data to set prices according to what a company believes an individual is willing to spend. It said undisclosed collection or use of data for that purpose could implicate the FTC Act and other laws the agency enforces.
That notice was a proposed enforcement position, not a final rule and not a blanket ban. The agency’s chairman, Andrew Ferguson, said: “When consumers see a listed price, they expect it to be same price that everyone else sees, not the retailer’s estimate of how much they are willing to pay based on their personal data.” The same notice also quoted him saying that the FTC cannot ban personalized pricing in every circumstance. Because the status of a draft can change, check the FTC’s current docket and statement before relying on it for a complaint or compliance decision.
The policy discussion does not establish that AI shopping assistants are charging individualized prices. It addresses the potential use of personal data by companies generally. Your comparison should therefore document the factual pattern first and characterize the legal issue cautiously.

What consumer research says about disclosure
An OECD experiment published in 2021 studied online disclosures about personalized pricing with participants in Ireland and Chile. In that specific laboratory design, disclosures had limited effects on participants’ ability to identify and understand personalized pricing and did not confirm a significant effect on purchasing behavior. The result does not predict how every shopper, country or interface will respond, but it explains why a notice or label may not make a complex pricing system obvious.
The finding also supports a practical habit: read the actual promotion and account terms, save the transaction conditions and compare like with like. A disclosure can tell you that data is used without telling you whether the amount on your screen was individually calculated.
When and how to ask for an explanation
Ask the seller a factual question
Give the seller the product identifier, session dates, locations, account states, displayed and final totals, and the promotion or delivery terms. Ask whether the difference came from inventory, taxes, shipping, membership, geography, channel or an account-specific offer. Request the applicable eligibility rule rather than accusing the seller of an unlawful practice.

Escalate with a clear evidence packet
- A one-page timeline with dates and times.
- Side-by-side screenshots showing the same variant and seller.
- The full checkout breakdown, including tax, shipping and fees.
- The exact chatbot prompt and response, if the assistant is part of the question.
- A list of variables held constant and the one variable changed in each repeat.
- The seller’s response or the absence of one.
If you contact a regulator, describe the conduct as a suspected discrepancy or possible data-driven pricing and let the agency assess jurisdiction and evidence. Avoid publishing personal account details, payment information or another person’s identifying data.
A concise checklist for future comparisons
- Is it the exact same item, variant, quantity and seller?
- Are you comparing the same price stage and the final amount, including tax and shipping?
- Did date, time, inventory or delivery availability change?
- Did account, loyalty, coupon, cart or promotion eligibility change?
- Did device, browser, app, channel, currency or apparent location change?
- Did the chatbot merely reorder recommendations, or did the merchant’s amount change?
- Could the assistant be quoting a different seller, model or stale listing?
- Did you change one condition at a time and save dated evidence?
- Do you have evidence connecting a personal signal to the price, rather than only an unexplained difference?
The defensible conclusion from a careful test is often narrower than “the AI charged me more.” You may be able to show that recommendations changed, that a merchant price moved, or that an account-specific promotion appeared. Establishing personalized pricing requires the additional link between personal data and the amount set for you.
