Compare the amount you will actually pay for the entire stay—not the large nightly number in an advertisement. Use the same dates, guests, room, cancellation terms and included services on every site; identify mandatory fees; remove optional add-ons you do not want; and read the final payable amount immediately before payment. A “discount” or “only one room left” message is a prompt to verify the underlying offer, not proof that it is the best or only deal.
Start with the stay-level total
A hotel advertisement is useful only when it describes a room you can book on your dates and under your conditions. Record the total for all nights, including mandatory charges and applicable taxes shown at checkout. A low nightly rate can be outweighed by a per-night resort, destination, facility or service fee, or by a per-stay booking charge.
Use this comparison target:
- Exact check-in and check-out dates.
- Number and ages of guests, including children.
- Room category, bed configuration and occupancy limit.
- Refundable or nonrefundable terms and the cancellation deadline.
- When payment is due and which currency is charged.
- Services included, such as breakfast, parking, Wi-Fi or resort access.
- Mandatory fees, taxes and payment surcharges.
Compare the complete stay total for each matching offer. A weekday room cannot establish that a weekend search is discounted, and a nonrefundable room is not a like-for-like alternative to a refundable one.

A practical inspection workflow
1. Capture the advertised conditions
Write down the headline price, dates, occupancy, room name, cancellation wording and any “from,” “member,” mobile-only or limited-inventory qualification. A lowest available total can be advertised when consumers can actually book it and the pricing information is not otherwise misleading. Do not assume that a price shown for different dates or one guest applies to your search.

2. Change the search to your real trip
Enter the exact dates and guests before comparing properties. Some pages display a price for one night or one adult until the search form is completed. Check whether the room can accommodate your party and whether the displayed currency, taxes and local charges match your destination.
3. Open the room and rate details
Read the rate rules rather than relying on the room title. Note the cancellation window, no-show policy, payment timing, deposit, included meals, parking terms and whether the room is assigned at check-in. “Pay later” may still permit a deposit or card preauthorization; “free cancellation” may end several days before arrival.
4. Locate every additional charge
Look for resort, destination, facility, amenity, service, cleaning, booking, administrative and payment charges. Ask four questions for each line:

- Is it mandatory for this room and stay?
- Is it charged per night, per room, per guest or once per booking?
- Who collects it—the hotel, platform or local authority?
- Is it already in the displayed total, or merely disclosed elsewhere?
A different label does not make a fee optional. An automatically charged resort fee is still mandatory even if it is described as an amenity package.
5. Check taxes and excluded government charges
Tax treatment differs by country and by booking system. In the United States, the Federal Trade Commission’s Rule on Unfair or Deceptive Fees allows government charges, shipping charges and charges for optional ancillary goods or services to be excluded from the initial total, provided the excluded amounts and their purposes are disclosed before payment. The final payable amount must include applicable taxes and those disclosed charges. Do not apply this U.S. rule as a worldwide standard.
6. Remove or confirm add-ons
Inspect trip protection, breakfast, airport transfers, parking, late checkout, room upgrades and other extras. If you must affirmatively select an optional service, its price may be added after selection. If an item is preselected or effectively unavoidable, treat it as a mandatory cost and challenge the presentation. Before payment, make sure the extras you want are selected and the ones you do not want are removed.
7. Read the last payment screen
Stop at the final screen before authorizing payment. Confirm the room, dates, guests, cancellation deadline, payment date, currency and full amount. The FTC compliance FAQ says a clear and conspicuous disclosure is “easy for people to understand and difficult for them to miss.” Save the confirmation and price breakdown for your records; a screenshot or downloaded confirmation can show what was presented if the amount later changes.

How mandatory and optional fees should be treated

The FTC’s illustrative example shows why headline comparison fails: a $199 nightly room plus a $39 daily mandatory resort fee is not a $199-per-night stay. The figures are a hypothetical example, not a prevalence statistic or a quote for any particular hotel.
Read the wording behind the price
Small qualifiers can change what a headline amount means. “From” generally points to the lowest qualifying option, not necessarily the room, date or cancellation policy you need. A member rate, app-only rate or email rate may require an account or other condition. Check that the rate remains available after you enter your actual occupancy and dates, and note whether joining a program creates a separate cost or commitment.
“Per night” can also conceal a different billing basis. A fee may be calculated per room per night, per person per night, or once for the stay. Multiply the stated basis by the number of rooms, guests and nights. Ask whether the first and last nights are treated differently, and whether a local levy is collected separately at check-in.
Do not confuse a deposit or authorization hold with the final price. A card hold can affect available credit even if it is later released. The booking confirmation should state what is charged now, what is charged later, and what the property may collect on arrival.

A large discount beside a crossed-out price
Ask what the reference price represents. It may be a different date, room, occupancy, cancellation policy or package. Compare the exact total for the same conditions, not merely the percentage shown beside the offer. In the European Union, general consumer guidance says a seller making a price-reduction claim should indicate the lowest price applied during at least the preceding 30 days; that requirement applies within its relevant EU context and is not a universal hotel rule.
“Only one room left” or a countdown timer
Scarcity language may refer to a particular room type, a particular rate, or the number of rooms shown on that platform rather than the hotel’s entire inventory. Treat it as a reason to open the terms and confirm the room, dates and cancellation rules. The message alone does not establish that an advertisement is unlawful or false.
The price changes after selecting a room
First check whether the search changed occupancy, currency, dates or room category. Then compare the initial and final breakdown line by line. A legitimate optional service can raise the amount after you select it; a mandatory fee appearing only at the end is a material warning sign, particularly where the earlier page suggested an all-in price.

Search-result position presented as a recommendation
Platforms may rank results using commission, availability, relevance or other factors. A high position is not proof of the lowest total or the best room. Open the ranking explanation when available and sort or filter by the stay-level total after matching your conditions.

Payment at the hotel does not eliminate taxes or mandatory fees. Confirm the amount due at booking and identify any balance payable on arrival, including local charges collected by the property. If the platform cannot state what is included, contact the hotel or choose an offer with a transparent breakdown.
Use a worked like-for-like comparison
Suppose Offer A advertises $199 per night for three nights, refundable until seven days before arrival, with breakfast excluded. Offer B shows $225 per night, refundable until one day before arrival, with breakfast included and no stated resort fee. Offer A is not automatically cheaper. Add every mandatory fee, tax and booking charge, then value the different cancellation and meal terms. If Offer A adds a $39 nightly mandatory fee, its room-and-fee subtotal is $714 before taxes; Offer B’s subtotal is $675 before any taxes or other charges. The correct choice depends on the complete final amounts and the conditions you actually need, not on the first number shown.
When comparing two platforms, use the same currency and make sure one has not displayed a total for one room while the other reflects two rooms. Check whether one platform includes taxes in search results and the other places them below the total. If currency conversion is offered, record the exchange-rate basis and any card issuer fee separately; do not treat an approximate converted amount as the final charge.
Questions to ask a hotel or platform
Customer support should be able to answer specific questions. Ask: “What is the exact total for these dates, guests and room?” “Which charges are mandatory?” “What is collected now, by whom, and in what currency?” “Is any amount due at the property?” “What is the cancellation deadline in the property’s local time?” and “Are taxes or local levies excluded from the displayed total?” Request a written breakdown in the message thread or confirmation email.

A room description that says “all fees included” should be reconciled with the itemized total; unexplained contradictions are a reason to stop.
Current U.S. rule: what it covers and what it does not
The FTC Rule on Unfair or Deceptive Fees took effect May 12, 2025. It covers specified short-term lodging and live-event ticketing in the United States. For covered lodging, mandatory fees must be included in the total price. A business may itemize those fees, but the itemization cannot overshadow the total. Online disclosures must be unavoidable, understandable and written in plain language; another statement cannot contradict them.

The rule requires the final amount—including applicable taxes, charges excluded from the initial total and optional items selected by the consumer—to be shown before payment is requested. It does not prohibit a particular fee type or set a maximum fee amount. A hotel can charge a resort fee; the issue is whether the required disclosure and total-price presentation meet the rule.
This is a U.S. federal requirement, not a worldwide standard. The rule’s effective-date announcement and compliance FAQ are the appropriate references for U.S. scope and examples. For a booking elsewhere, consult the consumer-protection authority applicable to that country.
UK and EU context
The UK Competition and Markets Authority’s hotel-booking case page, last updated September 13, 2019, examined hidden charges, discount comparisons, scarcity messages and whether commission affected search ordering. It reports undertakings from six booking sites in February 2019 and sector-wide principles signed by 25 more sites in September 2019. Those are dated enforcement developments, not a current certification that every booking site complies.
European Commission coordinated actions have addressed price presentation on accommodation platforms, including changes reported from Airbnb in 2019. The EU “Your Europe” guidance, last checked April 30, 2026, covers price supplements and discount claims. Use those materials for the applicable European context. A UK or EU rule should not be presented as the law in the United States, and vice versa.
Why headline-only comparisons mislead
The FTC’s 2017 economic analysis concluded that separating mandatory resort fees from room rates is likely to increase consumers’ search and cognitive costs. You must mentally add each fee, remember which results included it, and recalculate when dates or occupancy change. That conclusion explains the practical value of a single stay-level total; it is not a measured current dollar loss or a statistic about how many listings use separate fees.

Do not rank an offer until every row is complete. If a cell cannot be established, contact the property or platform and treat the unknown amount as a booking risk rather than assuming it is zero.

What to do when the amount changes
- Stop before paying and save the earlier and later breakdowns.
- Check for changed dates, occupancy, currency, room type, rate plan or selected extras.
- Expand every fee and tax line; identify whether the charge is per night, per room, per guest or per stay.
- Ask customer support to explain any mandatory charge that was not included in the earlier total.
- If the explanation does not resolve the difference, leave the checkout and compare another clearly itemized offer.
- Keep the confirmation, terms and payment record if you proceed.
One warning sign does not prove that a listing violates the law. Laws differ by jurisdiction, and a particular advertisement requires a fact-specific assessment. The safest consumer decision is still to compare a complete, payable total under matching conditions.
Final pre-payment checklist
- Are the dates, guests and room exactly the ones you need?
- Is the displayed amount for the whole stay?
- Are mandatory resort, destination, facility or service fees included?
- Are taxes, booking charges and payment surcharges identified?
- Can every optional add-on be declined, and are unwanted items unchecked?
- Do cancellation, refund and payment deadlines match the alternative you are comparing?
- Does the final screen show the amount you will authorize now and any balance due later?
- Have you saved the final breakdown and confirmation?

Is a hotel advertisement misleading if a resort fee appears at checkout?
A late fee is a warning sign, but legality depends on the jurisdiction and the exact earlier disclosures. Determine whether the fee is mandatory, how it is calculated and whether it was included in the advertised total. In the United States, covered lodging offers under the FTC rule must include mandatory fees in the total price and show the final amount before payment.
Can a hotel leave taxes out of the first price?
Rules vary. Under the U.S. FTC rule, certain government charges may be excluded from the initial total if their amount and purpose are disclosed before payment; the final payable amount must include them. Do not assume the same treatment applies in another country.
What does “from” mean in a hotel ad?
It usually identifies the lowest qualifying offer, not a guarantee for your dates, occupancy, room or cancellation terms. Enter your exact trip details and confirm that the advertised rate remains bookable under those conditions.
Are trip insurance and breakfast mandatory fees?
They are optional only if you can genuinely decline them. Checkboxes should not be preselected, and an item that is effectively unavoidable should be treated as part of the required cost. Selected optional services must appear in the final amount.
Should I compare a refundable rate with a cheaper nonrefundable rate?
Only after recognizing that they are different products. Compare cancellation deadlines, refund rights, payment timing and the complete totals. A cheaper nonrefundable rate may not be the better value if your plans could change.
What should I do if the price changes just before payment?
Stop, save both breakdowns, check for changed dates, occupancy, currency, room type or selected extras, and expand every fee line. Ask the platform to explain any unexplained mandatory charge. If the difference remains unresolved, do not authorize payment.
Does a top search position mean the hotel is the best deal?
No. Ranking can reflect commission, availability, relevance or other factors. Match the stay conditions first, review any ranking explanation and compare the full payable totals rather than relying on position.
Is “only one room left” proof that I must book immediately?
No. The message may concern one room type, one rate or only the platform’s displayed inventory. Verify the dates, room, terms and total, and treat the message as a prompt to inspect details rather than proof of a unique deal.

Ignore the headline number until you have a matching, stay-level total. Identify every mandatory charge, decline unwanted extras, compare cancellation and payment terms, and confirm the final amount immediately before authorizing payment.
