A changing price is a reason to check the offer, not proof that a retailer has used your personal data to charge you more. To make a useful comparison, match the exact item, seller, account and delivery conditions; record the full checkout price and time; and repeat the check while changing only one condition at a time. That helps separate ordinary price changes from a possible individualized price, though no price-screen comparison can conclusively prove personalization.
Dynamic pricing and personalized pricing are not the same thing
Dynamic pricing is the broad term for prices that change over time or in response to market conditions, such as demand, supply, timing or the sales channel. A retailer may change a listing price for many shoppers at once. That is dynamic pricing, but it does not by itself mean the retailer has identified you personally.
Personalized pricing is narrower: different consumers may be offered different prices for the same good or service based on personal data or inferences about their willingness to pay. “Surveillance pricing” describes using consumer data and behavior to target prices or offers; it can overlap with personalized pricing. A coupon or promotion tailored to a customer can also differ from a change to the underlying listed price.
These distinctions matter because a price that changes between visits—or differs between two screens—has several possible explanations. The listing may have changed for everyone, a sale may have started or ended, inventory may have shifted, or the two offers may differ in seller, delivery, tax, membership eligibility or another condition. Even a persistent difference is a clue to investigate, not a diagnosis.

It also helps to separate a price from the way an offer is presented. A retailer might show a different promotion to one account, or rank products differently in search results, without changing the base price of the item. Those practices can affect what a shopper sees and what they ultimately pay, but a search position or coupon alone does not establish that the underlying item price was personalized.
What official studies establish—and what they do not
U.S. FTC: data intermediaries and possible uses of data
In January 2025, the Federal Trade Commission (FTC) described initial staff findings from an ongoing market study under Section 6(b). The FTC said the intermediaries it examined used or could use information such as a person’s location, demographics, browsing and shopping history, mouse movements, and products left in a cart to tailor prices or promotions. Its examples were hypothetical, to protect confidential business information, and its findings were based on an initial analysis of documents supplied by Mastercard, Accenture, PROS, Bloomreach, Revionics and McKinsey & Co. The intermediaries worked with at least 250 clients selling goods and services including groceries and apparel. That is a count of clients the intermediaries worked with—not a count of retailers proven to have charged an individualized price, or evidence that the practice is universal. Read the FTC’s January 2025 release.
The breadth of possible signals is one reason a shopper should avoid treating a quick browser comparison as a definitive test. A location signal, for example, may relate to the delivery destination, while account history or a product left in a cart could be used in tailoring an offer. The FTC release identifies possible data inputs; it does not show that any one of them caused a particular shopper’s price to change.

European Commission: observed differences in a 2018 study
The European Commission’s 2018 consumer market study covered online personalization in the EU, Iceland and Norway. Its mystery-shopping component examined 160 e-commerce websites in eight EU member states and four sectors: televisions, sports shoes, hotel rooms and airline tickets. In cases where the study observed price differences, the median difference was less than 1.6%. That figure describes the observed cases and methods in that study; it is not a current market-wide estimate. The Commission also cautioned that advanced and developing forms of online personalization, including algorithmic approaches, can be difficult to detect. Read the European Commission study summary.
The 160-site study is useful context, but its scope matters: it examined particular sectors and locations in 2018. It cannot tell you what a retailer is doing today, whether a price difference you see is individualized, or how common such pricing is across all online shops now.

OECD: a specific experiment on disclosure
An OECD policy paper published in 2021 reported a laboratory experiment in Ireland and Chile. In that experiment, disclosures about personalized pricing had only limited effects on participants’ ability to identify and understand the practice, and the researchers could not confirm a significant effect on purchasing behavior. That result is specific to the experiment; it does not show that every disclosure is ineffective or predict how every shopper will respond. Read the OECD paper.
These sources do not provide a reliable figure for how common personalized pricing is across all online retail today, nor a consumer-side test that proves it from a price screen. Treat study figures as dated, study-specific evidence—not as a forecast of what is happening to a particular shopper.

Two prices are comparable only when they refer to substantially the same offer. Start by recording the conditions around each price, not just the large number shown beside the product. If a condition cannot be matched, note the difference rather than treating the offers as identical.
| What to match or record | Why it matters |
|---|---|
| Exact product identifier and variant, including size, color or configuration | A different model or variant is a different item, even when the listing title looks similar. |
| Seller, quantity and item condition | A marketplace listing from another seller, a multipack or a refurbished item may have a different price for a different offer. |
| Account, membership or loyalty status | A member price or account-specific benefit can change the offer without proving that a general listed price was personalized. |
| Coupon eligibility and discount terms | Some discounts depend on a code, account, minimum spend or other condition. Record whether the discount is available and applied. |
| Stock, fulfillment and delivery method | Availability, shipping speed or fulfillment options can change the offer or its total cost. |
| Time and promotion window | A sale beginning or ending, or a routine price update, can explain a difference between visits. |
| Location, delivery destination, currency, shipping and taxes | Location-based taxes and delivery charges can alter the checkout total without changing the item price itself. |
| Displayed price, discounts and final checkout total | A headline price is not equivalent to the amount payable after required charges and selected delivery. |
| Session or device conditions, such as signed-in status | Recording these details helps you identify what changed between observations; it does not establish that a session caused the price difference. |
For a clean record, keep the observations side by side. Include the date and time, the URL or listing identity, the displayed item price, each visible discount, delivery destination, shipping and tax amounts if shown, and the total at the same stage of checkout. Note whether you were signed in, using a membership benefit, or applying a coupon. Save a screenshot or page record where practical; a recollection that “it was cheaper yesterday” omits details that may explain the difference.
Do not combine unlike amounts. If the item price is unchanged but shipping or tax differs, record those amounts separately from the item price. Conversely, if the item price differs but one offer includes a discount or membership benefit, note the price before and after that discount. This makes it easier to ask a retailer a specific question about the offer instead of relying on the headline number alone.

How to check a changing or suspicious price
- Choose one exact offer. Open the product listing and note its product identifier, variant, seller, quantity and condition. Confirm that you are comparing the same item—not a visually similar result, a different marketplace seller or a different bundle.
- Record the offer at the same stage of checkout. Save a screenshot or page record, along with the date and time. Note the displayed price, discounts, seller, delivery destination, shipping charge, taxes if shown, and the checkout total. Record whether you were signed in, which delivery method you selected and whether a coupon or membership price applied. Do not compare one page’s headline price with another page’s final total.
- Repeat the observation without changing your conditions. Check the same listing again later, keeping the item, seller, account status, destination and delivery method as consistent as possible. Repeating the observation can help distinguish a lasting pattern from a brief promotion or a single update. It cannot identify the retailer’s reason for the change.
- If useful, compare one session condition at a time. For example, compare a signed-in session with a private browsing session, or use another device while keeping the listing and destination the same. Do not change account status, location, device and delivery details all at once: if the offer changes, you will not know which difference coincided with it. A VPN can also change apparent location, so it is not a clean test of personalization if the destination or location is no longer matched.
- Check ordinary explanations against your notes. Look for a sale window, coupon, stock or seller change, membership discount, destination, tax, currency or delivery method that differs. Compare the item price separately from delivery charges and other amounts in the total.
- Repeat any unexplained comparison and preserve the record. Save the pages or screenshots and note all the conditions, including those that did not match. A record of repeated, controlled observations is more informative than a memory of two prices seen at different times, but it still does not prove what data or pricing logic the retailer used.
- Ask the retailer or compare another seller’s total. If a difference persists and you cannot explain it, ask the retailer how the offers differ where appropriate. You can also compare another seller’s total price, while making sure the item and purchase conditions still match. Treat the result as a reason to investigate or choose another offer—not as conclusive evidence of individualized pricing.
Change only one comparison condition at a time. If you sign out, switch devices, use a VPN and change the delivery address in one go, any resulting difference could coincide with several changes. A simple log can make the comparison easier to interpret: observation A and observation B, followed by the one condition that changed. Then repeat if needed. This still cannot reveal the retailer’s internal decision process, but it reduces confusion about what you observed.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For example, if a signed-in account and a private session show different totals, first check whether the account receives a member discount, whether a coupon is available only when signed in, and whether the delivery destination and selected fulfillment method match. If the item price is the same and only the total differs because of shipping, that is not evidence of a different item price. If the item prices remain different across repeated, closely matched observations, record that as an unexplained difference and ask the retailer rather than labeling it a proven personalized price.
This is a practical comparison method, not a validated forensic test. The FTC’s 2025 release describes possible data inputs and hypothetical examples, while the European Commission’s study notes that some online personalization can be difficult to detect. Neither source establishes that a shopper can identify personalization from a price screen alone.
Keep price changes, targeted offers and added fees separate
A changing product price, a targeted coupon, a personalized ranking in search results and an unavoidable charge that appears late in checkout are different issues. A search result appearing higher on a page does not show that the item price changed; a coupon that appears for one account does not, on its own, establish a different underlying listed price; and an added fee may be a transparency problem rather than personalized pricing.
In the UK, the Competition and Markets Authority’s price-transparency summary says traders must present clear, complete and accurate total prices up front and include unavoidable charges. It describes unavoidable additional fees added later in the purchase process as “drip pricing.” This UK-specific guidance concerns how prices are presented; it is not a test for whether an item price was personalized. Read the CMA and GOV.UK summary.

In the United States, an FTC release in August 2026 announced a draft enforcement policy statement on personalized pricing and invited public comment. The release said the FTC does not have authority to ban personalized pricing in all circumstances, while undisclosed use of personal data to set prices may violate the FTC Act or other laws the agency enforces. Its comment deadline was September 18, 2026. The announcement is a draft-policy notice, not a final rule or blanket ban, and it does not establish the later disposition of the draft. Laws and guidance differ by jurisdiction and may change. Read the FTC’s August 2026 announcement.
In that August 2026 announcement, FTC Chairman Andrew Ferguson said, “When consumers see a listed price, they expect it to be same price that everyone else sees, not the retailer’s estimate of how much they are willing to pay based on their personal data.” That is a policy viewpoint quoted in an announcement, not a legal standard. In January 2025, then-FTC Chair Lina M. Khan said initial staff findings showed that retailers frequently use personal information to set targeted, tailored prices, citing location and demographics as well as mouse movements on a webpage. Her statement describes the agency’s initial staff findings; it is not a quantified finding about all retailers. Read Khan’s statement in the FTC release.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Private browsing and VPNs: useful comparison conditions, not a fix
The FTC’s August 2026 announcement mentions a VPN or private browsing session among steps an informed consumer might take to avoid higher personalized prices. It does not provide an efficacy test showing that either method reliably detects, prevents or lowers such prices. You can use a private session or another device as an optional comparison condition, but do not assume that a different result proves personalization—or that a matching result rules it out.
These comparisons are only meaningful when the offer remains comparable. A VPN may affect apparent location, and a private session may not have the same account, membership or coupon eligibility as a signed-in session. Record those differences and avoid attributing a price change to browsing history when several conditions changed together.

- The price changed over time, but you have no matched comparison: you have observed a price change. A sale, inventory shift, market update or other ordinary condition could explain it.
- Two shoppers or sessions see different totals, but delivery or account conditions differ: first separate item price from tax, shipping, membership and coupon effects. You do not yet have a like-for-like comparison.
- The same listing appears to show a persistent difference under closely matched conditions: document the observations and ask the retailer for an explanation. This is stronger reason to investigate, but it still does not reveal the pricing mechanism or prove use of personal data.
- A fee appears only near the end of checkout: record where it appears and whether it is unavoidable. That raises a price-transparency question distinct from whether the item price was individualized.
Even a well-kept comparison cannot show what data a retailer or intermediary processed, whether an algorithm changed the price, or whether the difference would have appeared for another shopper. The official studies describe market practices and study observations; they do not validate an individual shopper’s screen comparison as proof.

Frequently Asked Questions
Does a changing online price prove that a retailer is using personalized pricing?
No. A price change may reflect a sale, supply or demand, inventory, timing or another market condition. Even a persistent difference is a reason to investigate, not proof that personal data caused it.
How can I compare the same product at different prices fairly?
Match the exact product and variant, seller, quantity, condition, account or membership status, coupon eligibility, stock, delivery destination and method. Record the time, displayed price, discounts, shipping, taxes if shown and checkout total at the same stage of purchase.
Will private browsing or a VPN reveal or prevent personalized prices?
Not reliably. The FTC’s August 2026 announcement mentions them as possible consumer steps but provides no test showing they detect, prevent or lower personalized prices. Treat them only as optional comparison conditions, and record that they may change account or location details.
What is the difference between personalized pricing and a hidden fee?
Personalized pricing means consumers may receive different prices based on personal data or inferences about willingness to pay. An unavoidable charge added late in checkout is a price-transparency issue; UK CMA guidance calls that drip pricing. One does not establish the other.
How common is personalized pricing across online retailers?
The cited official studies do not establish a current market-wide prevalence figure. The FTC’s January 2025 release reported intermediaries working with at least 250 clients, not 250 retailers proven to charge individualized prices. The European Commission’s 2018 results are specific to its study and observed cases.
The Bottom Line
Bottom line: A price difference is a clue, not proof of personalized pricing. Match the exact offer and purchase conditions, record the full total and repeat the comparison while changing one condition at a time. If an unexplained difference persists, keep the records and ask the retailer—but do not treat a screen comparison as a conclusive test.
