Do not treat an AI election answer as an authority. Treat it as a bundle of claims. Check each claim against the election authority for your jurisdiction, the original evidence, and independent fact-checking before you act on it or share it. A fluent tone, a citation, or a detector score cannot prove that an answer is accurate, current, complete, or fair.

Why an AI election answer needs extra checking

Generative AI can produce a plausible answer even when it has the wrong election year, jurisdiction, deadline, candidate, or source. It can also combine a true detail with a missing qualification, repeat an unsupported rumor, or describe an authentic video with a false date and context. The most dangerous errors are often operational: an incorrect registration rule, polling-place detail, eligibility condition, or ballot-return deadline can affect whether a person’s vote is counted.

Confidence is a presentation style, not evidence. An answer that sounds certain may be based on stale training data, a misunderstood question, an invented citation, or a real rule from a different locality. The Brennan Center for Justice advises voters not to rely on generative AI chatbots for election information and to use authoritative election sources instead. Its guidance, published May 16, 2024, is U.S.-oriented; people elsewhere should use their own country’s official electoral authority.

Bias requires a separate check. An answer may contain individually true statements yet create a distorted impression by choosing only one side’s sources, omitting relevant context, applying different standards to comparable candidates, or using stereotypes. UNESCO’s ethics guidance emphasizes transparency, fairness, and human oversight, while a UNESCO regional media declaration warns that AI can reproduce discrimination, harmful stereotypes, and information bubbles. Those are reasons to investigate an answer, not proof that every answer from a particular system is biased.

The three problems to separate: falsehood, intent, and framing

Misinformation

The North Carolina State Board of Elections describes misinformation as false rumors or misconceptions about elections. The definition concerns whether information is wrong, not whether someone intended to deceive. A chatbot can spread misinformation by repeating a mistaken claim without any human deciding to mislead voters.

Disinformation

The same state resource uses disinformation for targeted messages spread purposely to mislead voters. Intent is difficult to establish from one AI response. Unless you have evidence of a deliberate campaign, describe the observable problem—such as an unsupported or false claim—instead of accusing a person or organization of disinformation.

Bias

Bias can affect selection, emphasis, language, and omissions even when no sentence is plainly false. Look for one-sided source selection, unequal treatment of similar actors, loaded descriptions, missing counterevidence, and a narrowed range of viewpoints. A biased answer can still contain useful facts; a factually correct answer can still be framed in a misleading way.

  1. Split the response into individual claims. Separate factual statements, predictions, interpretations, and recommendations. Record every named person, date, place, deadline, election, and procedure. “The deadline is Friday,” “the candidate voted against a bill,” and “this policy will reduce prices” are three different claims requiring different evidence.
  2. Mark high-consequence claims first. Put eligibility, registration, identification, polling location, opening hours, ballot-access, signature, and return instructions at the top of your list. A wrong campaign analysis is harmful; a wrong ballot instruction can prevent voting. Verify these claims directly with the responsible election office before doing anything else.
  3. Check the jurisdiction. Identify the country, state or province, county, municipality, district, and election type. A rule can be accurate for one locality and wrong next door. A national answer may not control a state-run election, and a state rule may not answer a municipal question.
  4. Check the date and election cycle. Find the publication or update date on the source. Confirm that it applies to the current election, not a past primary, a previous law, or an old candidate list. Preserve the date beside the claim in your notes; “official” does not mean “current.”
  5. Open the underlying evidence yourself. Follow a citation to the full statute, election-office notice, court filing, transcript, recording, dataset, or contemporaneous report. Read beyond a headline or search-result snippet. A citation title can be real while failing to support the AI’s specific conclusion.
  6. Corroborate independently. Check a credible fact-checking organization or an additional independent source. The Brennan Center points readers to organizations such as PolitiFact and AP Fact Check and to fact-checkers verified by the International Fact-Checking Network. Multiple websites repeating the same wire copy or social-media post are not independent confirmation.
  7. Inspect what the answer leaves out. Ask which relevant stakeholders, dates, qualifications, or counterarguments are missing. Compare how the answer describes comparable conduct by different candidates. Note emotionally loaded words, stereotypes, and claims that present interpretation as settled fact.
  8. Label the result before sharing. Mark each claim as verified, contradicted, partly supported, opinion or prediction, or unresolved. If an important point remains unresolved, say so and do not forward it as fact. The Brennan Center recommends responsible sharing when political content may be AI-generated.

How to verify voting instructions

Use the responsible election authority, not the chatbot’s link

For registration, eligibility, polling places, early voting, absentee or postal ballots, identification, accessibility, and ballot return, open the election office’s website yourself. In the United States, the Brennan Center directs voters toward local election websites and Vote.gov; those routes do not replace the appropriate authority and do not govern other countries. Elsewhere, find the national or subnational electoral commission named in your official government information.

Match every instruction to your situation

Ask whether the instruction applies to your residence, registration status, ballot type, election date, and method of voting. A chatbot may answer “Can I vote by mail?” without knowing that eligibility, witness rules, signature requirements, or postmark deadlines differ by jurisdiction. Capture the office’s current page or notice and note when you checked it.

Resolve conflicts before acting

If an AI answer and an official source disagree, follow the election authority and contact it through a published phone number or service channel if anything remains unclear. Do not rely on a screenshot, forwarded message, or search snippet when the official page has a newer update. Keep a record of the question you asked and the exact rule you verified, especially when a deadline is close.

How to test whether an answer is biased

Examine source selection

List every source the answer uses and classify it as a primary source, reputable reporting, advocacy material, anonymous post, or unattributed assertion. Primary evidence can include an official filing, complete speech, legislation, vote record, court document, or original dataset. An answer that cites only campaign statements or only partisan commentary has not shown a balanced evidentiary base.

Check coverage and omissions

Ask what a reasonable reader would need to know to interpret the claim. Does the answer include the relevant time period, policy text, opposing evidence, uncertainty, and affected groups? Selective truth can mislead: listing a candidate’s controversial statements while omitting a correction, later clarification, or comparable statements by others can create a false overall impression without an invented sentence.

Look for unequal language

Compare descriptions of similar actions. Words such as “radical,” “strong,” “reckless,” or “common-sense” may signal evaluation rather than fact. Stereotypes about a group, region, race, religion, gender, age, or nationality deserve scrutiny. Ask the system to separate quotations, verifiable facts, interpretations, and value judgments, then verify the factual portions independently.

Test uncertainty and transparency

A careful answer identifies what it knows, what it cannot establish, the date of its sources, and the jurisdiction involved. It should not turn a poll into a prediction of the result, a disputed allegation into a fact, or a detector output into proof. UNESCO’s Recommendation on the Ethics of Artificial Intelligence, adopted in 2021 and updated on its information page September 26, 2024, describes transparency, fairness, and human oversight as foundational principles for protecting human rights and dignity.

Coverage Material context and relevant perspectives are included One-sided selection or missing qualifications
Uncertainty Fact, interpretation, prediction, and unknowns are distinguished Absolute language about disputed or future events
Media authentication Images, audio, and video are checked through provenance and reporting A detector score or confident description is treated as conclusive

Checking images, audio, video, and deepfake claims

Trace provenance before judging authenticity

Search for the earliest available upload, the original account or organization, and the date and location claimed for the recording. Compare the clip with full-length footage, official transcripts, event schedules, weather or location details, and reputable reporting. A genuine clip can still be mislabeled with the wrong person, place, date, or quotation.

Use detectors as clues, not verdicts

The Brennan Center warns that detection scores do not settle whether media is authentic. If you use a detector, choose one that explains its confidence and known error conditions instead of presenting an unexplained binary result. Check whether the tool was designed for the media type and language involved, and seek independent corroboration. Do not repeat a clip as real or fake solely because a detector produced a high or low score.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Describe unresolved media precisely

If provenance cannot be established, say “the origin and context are unverified” rather than “this is a deepfake.” If reliable reporting confirms manipulation, identify what was altered and what remains authentic. Avoid embedding or forwarding sensational material while the central claim is unresolved; circulation can make correction harder.

How to handle a viral or emotionally charged answer

Pause when a claim is surprising, frightening, flattering, or tailored to provoke anger. Emotional intensity is a reason to verify, not evidence of falsity. Check whether the wording urges immediate forwarding, attacks anyone who asks for evidence, or presents an unnamed insider as proof.

  • Copy the exact wording and preserve the original timestamp or URL in your private notes.
  • Identify the narrowest factual claim that can be checked.
  • Search for the primary document or complete recording.
  • Check an established fact-checker and an independent news organization.
  • Look for corrections, retractions, or later updates.
  • Share only the verified portion, with its date and jurisdiction, or state that it remains unverified.

Geographic and source limits to keep in mind

Election law is local. The Brennan Center’s voter guidance is designed for the United States, and the North Carolina State Board of Elections’ definitions are specific to that state. Do not present either as a worldwide rule. UNESCO’s material supplies broader international context for media literacy, election stakeholders, verification, and access to accurate information, but its practitioner guide is not a jurisdiction-by-jurisdiction voter directory.

UNESCO also offers a free online course titled Information and Elections in the Digital Era; availability can change. Its media and elections material emphasizes responsibilities shared by election bodies, media, platforms, civil society, and citizens. CISA’s “Tactics of Disinformation,” published October 18, 2022, is archived, so treat it as background rather than current agency policy.

A printable pre-share checklist

  • Have I separated the answer into individual claims?
  • Does any claim affect eligibility, registration, where to vote, when to vote, or how to return a ballot?
  • Did I verify that claim with the current election authority for my exact jurisdiction?
  • Are the source date and election year visible?
  • Did I open the original document, transcript, recording, or dataset?
  • Is there independent corroboration from a credible fact-checker or separate reporting organization?
  • What context, stakeholder, counterevidence, or viewpoint might be missing?
  • Does the language use stereotypes, loaded labels, or unequal standards?
  • Does the answer distinguish fact from interpretation, prediction, and uncertainty?
  • For media, did I check provenance and avoid treating a detector score as proof?
  • If a key point is unresolved, have I withheld it instead of amplifying it?

What a responsible AI answer should look like

A safer answer gives the election date and jurisdiction, identifies the official authority, links or names sources that can be opened, separates confirmed facts from interpretation, states when information was last checked, and acknowledges uncertainty. It invites the reader to verify high-consequence instructions directly rather than asking for trust.

An unsafe answer uses certainty without evidence, supplies an undated rule, blends several elections, cites sources that do not support its claim, hides disagreement, repeats stereotypes, or treats a media detector as an authenticity certificate. The practical response is not to guess which machine is “neutral.” It is to verify the claims, context, and provenance yourself before making a voting decision or passing the answer on.
