Treat a ChatGPT conversation as a safeguarding concern when it sexualizes a child, requests sexual images, encourages self-harm or dangerous acts, uses threats or blackmail, demands secrecy, or pressures the child to move to a private channel. Stay calm, check for immediate danger, preserve only safe evidence, report through the correct platform and child-protection channels, and keep supporting the child. If anyone may be hurt soon, call your local emergency number and stay with the child.
What makes a ChatGPT conversation harmful?
Harm is not limited to an obviously criminal message. A conversation becomes high risk when it pushes a child toward exploitation, injury, isolation, or loss of control. OpenAI’s teen-safety guidance identifies self-harm and suicide, sexualized roleplay, graphic or explicit material, dangerous activities and substances, body-image and disordered-eating content, and requests to keep unsafe behavior secret as areas requiring extra care.
OpenAI’s Usage Policies prohibit exploiting, endangering, or sexualizing anyone under 18. The policy states: “We report apparent child sexual abuse material and child endangerment to the National Center for Missing and Exploited Children.” A policy statement does not replace a parent’s or guardian’s response: a child can still be at risk before a platform review is complete.

Sexual exploitation and grooming
Look for sexual role-play involving a minor, requests for nude or sexual images, sexual questions framed as a secret, or an invitation to continue on another service. Grooming can look friendly at first. NCMEC describes rapport-building, pretending to be a younger person, sexual conversation or role-play, image requests, and incentives such as gifts or transportation as online-enticement tactics. Threats to publish an image, demands for money, or promises of a meeting raise the risk further.

Self-harm, suicide, and dangerous-activity coaching
High-risk content includes personalized instructions, encouragement, optimization, concealment advice, or escalation for suicide, self-injury, dangerous drug use, weapons, or violent acts. Advice that tells a child how to hide injuries, avoid detection, or keep an adult from intervening is especially concerning.
Dependency, isolation, and secrecy
Be concerned when a conversation presents the system or another person as the child’s only trustworthy relationship, discourages contact with a parent or other safe adult, or says the child must hide the chat. Pressure to delete messages, use disappearing mode, create a new account, or switch to an encrypted or private channel can indicate an attempt to remove oversight.
Harassment, coercion, and blackmail
Threats, extortion, demands for images or money, insults designed to control the child, and pressure to meet in person are safeguarding signals. A chat may also contain a blend of harms—for example, sexual requests followed by threats when the child refuses.

Read the wider pattern, not just one message
A single chat is a signal, not proof by itself. Consider the child’s circumstances and any changes around device use. NSPCC guidance highlights signs such as spending much more or much less time online, distress after using a device, secrecy about contacts, new phone numbers or accounts, withdrawal, sexualized language, and unexplained gifts.
- Ask whether the child is communicating with someone they claim not to know offline.
- Check whether a new contact knows personal details, school information, or the child’s location.
- Notice abrupt changes in sleep, eating, mood, school attendance, or willingness to use a previously ordinary device.
- Take unexplained money, gifts, travel offers, or requests for transportation seriously.
- Look for pressure to meet, send a live image, prove loyalty, or keep a relationship secret.
These signs do not establish who is behind an account or whether a specific message caused a change. They do tell you to ask open questions and assess safety rather than dismissing the concern as ordinary online experimentation.

Use a risk triage that matches the response
Choose the fastest safe route based on immediacy, harm type, evidence sensitivity, location, and the child’s ability to disclose. When in doubt, use the more protective option.

Emergency numbers and legal reporting duties depend on your country. A platform response is never a reason to delay emergency help.

1. Stabilize the child
Choose a private, calm place. Say that the child did the right thing by telling you, that they are not to blame, and that you will help. Listen before asking for detail. Use open questions such as “Can you tell me what happened?” and “What are you worried might happen next?” Avoid an interrogation, accusations, or promises that you cannot keep.
Do not punish the child for using the service or for disclosing what happened. Fear of losing a device or being blamed can drive a child back toward the person or conversation that is causing harm.
2. Check immediate danger directly
Ask plainly and calmly:
- “Is anyone threatening you right now?”
- “Has anyone asked you to meet them, and do they know where you are?”
- “Were sexual images requested, sent, or shared?”
- “Do you feel you might hurt yourself or someone else?”
- “Is anyone else in the home or nearby at risk?”
If the child may act soon, has taken something, has access to a weapon, is being held, or is about to meet someone, call local emergency services and remain with the child. In the United Kingdom, immediate danger is a 999 emergency; elsewhere use the equivalent local number. Do not leave a child alone while waiting for help.

3. Preserve useful information without creating new harm
Record the conversation link if one exists, the account or username, dates and times, the child’s factual description, and what action has already been taken. Keep an untouched copy of ordinary text if it can be stored safely. Write what you observed rather than guessing who created the account or why.
Do not forward, repost, download, or solicit sexual images of a child. Do not ask the child to resend an image “for proof.” If illegal sexual imagery may be involved, tell the reporting agency that it exists and follow its instructions for preservation. Do not confront or threaten a suspected abuser: confrontation can increase danger and may destroy evidence or investigative opportunities.
4. Report through the right routes
Use the product’s in-app report or help function for the specific conversation. Select the closest category, describe the child-safety risk, include the account identifier and timestamps, and state whether there is immediate danger. Keep the confirmation number or screenshot of the report for your records.
A platform report is only one part of safeguarding. Contact the statutory or specialist service for your jurisdiction, especially for sexual exploitation, threats, blackmail, or imminent risk.
5. Arrange qualified support
After immediate reporting, involve the people who can address the underlying harm: a safeguarding lead at school, a child-protection social worker, a clinician, a crisis service, or another qualified professional. Ask the child what would help them feel safe during the next few hours and days. Keep communication open, maintain ordinary routines where possible, and agree on who the child can contact if another message arrives.

Reporting routes by location

NCMEC’s 2025 CyberTipline report says it received 21.3 million reports and identified and escalated more than 53,000 urgent or imminent-danger reports for law-enforcement action. Those figures show why prompt, specific reporting matters; they do not mean every report will have the same facts or outcome.
Can a parent read a teen’s ChatGPT conversations?
OpenAI says a parent or guardian can link their account to a teen’s account, manage selected settings, and receive safety notifications in limited situations. Depending on the current product configuration, controls may include voice, image generation, memory, and whether chats are used for model improvement.
Parents do not normally receive the teen’s complete conversation history. Notifications are limited and do not include the transcript. Account linking therefore reduces some exposure and can surface selected safety events, but it is not a live-monitoring system and cannot reveal every risky exchange.
OpenAI also cautions that ChatGPT may produce material inappropriate for some ages. For children under 13 in educational use, adult-supervised interaction is required. Age controls and supervision should be treated as risk-reduction layers, not substitutes for a trusted adult, professional help, or emergency response.

Practical response playbooks
If the chat asks for a nude or sexual image
Tell the child not to send anything else and that they are not in trouble. Ask whether an image was already sent, whether the requester knows the child’s identity or location, and whether there has been a threat to publish it. Preserve the account and message details without copying the image, report the account and conversation, and contact the appropriate child-exploitation service. If blackmail or a meeting is involved, treat it as urgent even when the child believes the requester is a peer.

If the chat gives self-harm or suicide instructions
Move from content review to a safety assessment. Ask whether the child has a plan, access to the means, or has already acted. Remove immediate access to dangerous items when you can do so safely, stay with the child, and contact emergency or crisis services for imminent risk. Arrange a clinical assessment even if the child later says it was “just curiosity,” because personalized instructions and concealment advice can indicate escalating distress.
If someone demands secrecy or a move to another channel
Do not make the child prove the relationship or continue the conversation to gather evidence. Ask where the person wants the child to go, whether a meeting or payment was requested, and whether the child feels threatened. Keep the child with a safe adult, preserve usernames and timestamps, and report promptly. A request to use a private or encrypted channel is a risk multiplier when it follows sexual, threatening, or coercive messages.
If the content is age-inappropriate but no immediate threat is visible
Ask what the child was looking for and how the conversation made them feel. Record the relevant text, use the product’s report function, review age-appropriate settings, and set a follow-up time to check in. Escalate if the system or another person keeps returning to sexualization, secrecy, self-harm, or personal-data requests.

Reporting can be frightening. Explain what you are doing, what may happen next, and which details will be shared. Let the child choose a trusted adult to sit with them during calls or interviews when possible. Keep the conversation open without repeatedly asking for a full retelling; repeated recounting can increase distress and may interfere with a formal interview.
Coordinate with the school or youth organization only on a need-to-know basis and follow its safeguarding procedure. A clinician can address anxiety, trauma, depression, eating-disorder symptoms, or self-harm risk. Continue checking whether new accounts, messages, gifts, or threats appear. If contact must be blocked, do it in a way that does not place the child in greater immediate danger or erase information investigators may need.
Set up safer use before a problem occurs
- Link a parent or guardian account where the product supports teen supervision, and review the available controls after product updates.
- Agree that a child can show a worrying conversation without losing access to help or being automatically punished.
- Teach children never to send sexual images, passwords, live location, school details, or private contact information to a chatbot or online contact.
- Establish a simple rule: secrecy, threats, gifts, requests to meet, or pressure to switch channels should be shown to a trusted adult.
- Keep emergency numbers and local child-protection contacts accessible to every caregiver.
- Use device and network settings to reduce exposure, while explaining that filters can miss harmful material and can also produce false alarms.
- Revisit consent, privacy, and respectful online behavior as the child’s age and services change.
The safest response combines technical controls with a relationship in which a child can disclose something upsetting early. No setting can reliably detect every manipulative conversation or replace an adult who notices distress.
