If a prediction-market trade, price move, or promotion seems suspicious, preserve what you can lawfully observe, describe the conduct without declaring guilt, and report it through a verified official channel. Start with the venue’s support, compliance, or market-integrity contact. For a venue operating within the U.S. Commodity Futures Trading Commission (CFTC) framework, possible routes also include the broker, designated contract market, National Futures Association (NFA), CFTC, and—when the facts and eligibility fit—an official whistleblower program.

A sudden price change or unusually successful trader is not proof of insider trading or manipulation. The useful report is specific: which contract, what happened, when it happened, what records show, and why the timing, access, influence, or communications concern you.

What suspicious activity means in a prediction market

Prediction-market contracts settle according to stated future events. The CFTC describes event contracts that can use yes-or-no outcomes, multiple choices, or ranges, with the contract terms determining how settlement is decided. Prices generally reflect traders’ perceived probability of an outcome; an order book may show bids and asks. That means a price is a market signal, not a verified forecast and not, by itself, evidence of misconduct.

Suspicious activity is conduct that may warrant review for a rule breach, market abuse, fraud, or a conflict involving information or influence. You are reporting an observation for an exchange, regulator, or other official team to investigate. You are not required to prove a violation before making a good-faith report, and you should not describe an unproven allegation as an established fact.

Rules and customer protections depend on the venue, contract, registration status, and jurisdiction. Confirm the exchange’s current rulebook and the contract’s settlement language before deciding which authority is relevant. The CFTC’s customer guidance is available at Understanding Prediction Markets and Event Contracts.

Warning signs worth documenting

Each sign below is a reason to preserve facts and request review, not a conclusion that a trader committed a crime or violated a rule.

Possible material nonpublic information

Concern is stronger when trading appears connected to a person’s confidential job, access, or advance knowledge of an event. CFTC enforcement leadership has discussed insider-trading concerns in terms of material nonpublic information that was misappropriated and a duty owed to the information’s source. A trader’s own analysis, public research, or ordinary knowledge is not automatically misappropriated information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the observable connection rather than guessing at a person’s motive. For example, you might record that a public trade appeared shortly before an announcement and that a publicly identifiable participant held a role with potential access. Do not state that the person used inside information unless an official investigation establishes that fact.

Possible manipulation or abusive trading

Market-integrity concerns include apparent attempts to distort a price, disrupt orderly trading, or create misleading activity. The CFTC has discussed spoofing, disruptive trading during a closing period, and wash trading as examples of market abuse. In practical terms, preserve visible patterns such as orders that appear designed to create a false impression and then disappear, coordinated-looking transactions, or activity concentrated around a settlement or closing period. You normally will not have the exchange’s complete order and audit records, so describe only what your screen, export, or account history actually shows.

Trading by someone who can influence the outcome

A person who can affect the underlying event may create a conflict or manipulation concern. CFTC enforcement commentary uses sports-injury contracts to illustrate both information and influence risks. The relevant observation could be a participant’s apparent official role, access to a decision, or ability to affect an event covered by the contract. Influence alone does not prove an improper trade; it explains why the activity deserves review.

Fraud, impersonation, and counterfeit channels

Be cautious of promises of large or guaranteed payoffs, free money, celebrity endorsements, glowing reviews, or approaches from people you recently met online. These are warning signs identified in CFTC customer materials. A counterfeit app or website can also capture credentials or deposits. Use app links reached from the exchange’s verified website rather than an unsolicited advertisement or message, and save the suspicious link or message as evidence without interacting further.

Why an unusual price or winning streak is not enough

Prediction markets can move when new public information arrives, when liquidity is thin, or when traders revise their probability estimates. A large volume spike, a trade that later wins, or a well-timed order can therefore have an innocent explanation. The CFTC explains that price movement does not reveal why a trade occurred. Your report should separate three things: what was visible, what inference it suggests, and what remains unknown.

This distinction protects the integrity of the report and reduces the risk of spreading a false accusation.

Preserve evidence before you report

Collect only records you are lawfully entitled to access. Preserve original files and keep a separate working copy if you need to mark up screenshots. Do not attempt to obtain another user’s private account data, bypass access controls, or alter exchange records.

  1. Identify the venue. Record the platform name, the official website or app address you used, and whether you reached it through a verified source.
  2. Capture the contract. Save the exact contract title and any displayed identifier. Download or screenshot the rules and settlement terms, including the event definition, cutoff time, settlement source, and treatment of ambiguous outcomes.
  3. Fix the timeline. Write the date, approximate time, and time zone for each relevant event: your observation, the order or trade, a public announcement, a message, and settlement if it has occurred. Keep the sequence in chronological order.
  4. Preserve visible trading details. Save screenshots or exports showing price, displayed volume, bid and ask, order status, fills, and account activity that you can lawfully view. Keep the original filename and metadata where possible.
  5. Save related public material. Retain links to news, official statements, public posts, or correspondence that explains why the timing or conduct concerns you. Record when you accessed each item because online material can change.
  6. Write a factual explanation. State what you saw, why it appears unusual, what connection or timing matters, and what you cannot establish. Do not claim to possess exchange surveillance data unless you actually received it.
  7. Protect personal information. Include only the private details an official channel requests. Redact unrelated account numbers, identity documents, addresses, or other people’s private data from material that is not needed to assess the conduct.
  8. Keep a submission copy. Save the completed form, attachments, date submitted, destination URL, and confirmation number or case reference.

The CFTC says customers should receive transparent information about trading rules and contract terms, including how settlement is decided. Those documents help a reviewer understand whether the activity you observed falls within a particular market rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the venue and jurisdiction first

Do not assume that every website or app offering event contracts is supervised in the same way. A venue may be a registered U.S. entity, an unregistered service, or an offshore operation outside the practical reach of U.S. customer protections. The CFTC cautions that customers using unregistered entities operating outside the United States may have little or no protection.

Use the venue’s own website to find its legal name, registration disclosures, rulebook, support address, and compliance or market-integrity contact. Treat search advertisements, social-media profiles, and unsolicited messages as unverified until they lead back to the official site. The registration status and applicable rules can change, so check them at the time you report.

Choose the right reporting route

Several channels can be appropriate. They serve different purposes, and you can explain in your submission if you have already contacted another channel.

Route Who handles it Primary purpose Useful material Jurisdiction or verification point
Venue support, compliance, or market-integrity contact The exchange or designated contract market Review under the platform’s rules, account procedures, and surveillance process Venue and contract identifiers, timestamps, displayed orders or trades, screenshots, and the rule or settlement clause involved Find the contact through the venue’s official website and consult the current rulebook
Broker or designated contract market complaint Your broker or the designated contract market named by the venue Customer complaint and possible market-rule review Your account relationship, contract details, chronology, observable conduct, and supporting records The CFTC identifies these as routes for complaints involving applicable regulated markets
NFA complaint National Futures Association Complaint handling within the NFA’s applicable regulatory role Identifying information for the firm or person, transaction details, dates, communications, and a clear description of the issue Confirm that the firm or activity falls within the NFA’s relevant scope
CFTC tip or complaint Commodity Futures Trading Commission Agency information about potential violations or market concerns Neutral narrative, venue and contract information, timeline, observable conduct, and original records Use the official CFTC submission page: Submit a Tip
Whistleblower submission The CFTC whistleblower program Information that may support a successful enforcement action Detailed nonpublic information you are permitted to provide, supporting documents, and any required program disclosures Incentives and protections depend on the program rules and individual eligibility; review the official Whistleblower.gov materials

These routes are not interchangeable. A venue can address its own rulebook and account process; a regulator can assess information within its statutory authority. The CFTC’s customer guidance lists complaints to a broker, designated contract market, NFA, and CFTC as available routes for applicable markets.

Step-by-step: report through the venue

  1. Open the official venue website by typing its known address or using a bookmark you created from a verified source.
  2. Locate the support, compliance, surveillance, or market-integrity page. Read whether the venue has a specific form for suspicious orders, manipulation, fraud, or impersonation.
  3. Attach the contract rules and settlement terms relevant to your concern, along with the unedited screenshots or exports that show what was visible to you.
  4. Use a neutral subject such as Request for review of activity in [contract identifier] rather than accusing a named user of a crime.
  5. Ask the venue to review the activity and preserve relevant records. Do not demand a particular enforcement outcome.
  6. Save the confirmation and any follow-up request. Reply through the same verified channel, not through a new address supplied in an unsolicited message.

  3. Give a time-zone-labeled chronology. Distinguish your own observation from a public source and from an inference.

  5. Explain what evidence is attached and what you do not know. Do not imply that the agency has access to files you did not submit.
  6. Provide contact details you are comfortable using so the agency can seek clarification, then retain the confirmation or reference number.

If you believe the information may qualify for a whistleblower submission, read the program’s current requirements before selecting that route. The CFTC’s customer guidance notes that whistleblowers may receive incentives for information leading to successful enforcement actions, but eligibility and protections depend on the applicable rules.

How to write a clear, neutral report

A reviewer should be able to reconstruct the event without reading your assumptions as facts. Use plain language and identify the source of each important detail.

On [date and time, including time zone], I observed [specific public order, trade, price, volume, or statement] in [contract title and identifier] on [venue]. I am concerned because [specific timing, access, relationship, or apparent influence]. The information I can verify is [list the records]. I do not know whether the activity violated a rule. I have attached [screenshots, exports, contract terms, links, and correspondence] and request a review.

Replace each bracketed item with a concrete fact before submitting. If you suspect impersonation, include the exact message, sender address, domain, or app link and explain how it differed from the venue’s official channel. If you suspect manipulation, identify the visible sequence and the time window rather than labeling it spoofing or wash trading unless you are quoting a rule or describing a reviewer’s conclusion.

Common mistakes and safer alternatives

  • Mistake: posting an accusation publicly. Use an official channel first and avoid publishing names, account handles, or personal information while a report is under review.
  • Mistake: treating the winning side as proof. A successful trade can result from public information, analysis, or chance. Report the timing and evidence, not the outcome alone.
  • Mistake: forwarding private data broadly. Send sensitive material only when the verified recipient requests it and the information is relevant.
  • Mistake: relying on a copied contact address. Navigate from the venue’s official website or the CFTC’s official domain and check the address bar before uploading files.
  • Mistake: editing originals. Preserve the original screenshot or export, then make a separate redacted copy if the form requires it.
  • Mistake: assuming a regulator handles every offshore dispute. Confirm registration and jurisdiction; an unregistered or offshore service may not provide the protections or remedies associated with a regulated U.S. market.
  • Mistake: overstating legal conclusions. Say that conduct may warrant review and identify the applicable rule or concern, rather than declaring that someone committed insider trading or fraud.

What happens after submission

A venue or agency may request clarification, additional files, account information, or permission to contact you. Keep your chronology and originals available, and respond through the same verified case channel. Do not try to investigate another customer by accessing restricted systems or contacting people under false pretenses.

You may not receive a detailed outcome. A market operator can limit disclosures about surveillance, account actions, or another person’s information. Lack of a public response does not establish that a report was ignored, and a confirmation message does not mean a violation has been found.

Current oversight context

The CFTC’s customer-facing guidance says regulated exchanges must establish and enforce rules and monitor trading for anomalies and abuses, including insider trading. In remarks on enforcement priorities, CFTC enforcement leadership also discussed insider trading in prediction markets, manipulation, and abusive practices. Those remarks describe enforcement priorities; they do not replace the governing statute, a venue’s rulebook, or individualized legal advice. The speech is available at CFTC Enforcement Priorities, Insider Trading in the Prediction Markets, and Cooperation with the CFTC.

On September 29, 2026, the House Committee on Oversight and Government Reform said it was continuing an inquiry into identity verification and efforts to detect suspicious activity on online prediction-market platforms. The committee release describes an ongoing congressional inquiry, not a finding that a named platform violated the law. Read the release at Comer Continues Investigation into Insider Trading on Online Prediction Market Platforms.
