Treat an unexpected WhatsApp message promising an income-tax refund as suspicious. Do not reply, tap its links, open attachments, scan its codes, or provide identity, tax, bank, card, or payment details. Verify any claimed refund by independently opening your tax authority’s official website or taxpayer account. Then use the authority’s published fraud-reporting channel. If you already shared information, contact the tax authority and any affected bank or payment provider through independently verified contact details and follow their identity-theft instructions.
Why a WhatsApp tax-refund message is a warning sign
Scammers use a plausible financial benefit to make an unexpected message feel urgent and legitimate. A typical message says that a refund, rebate, credit, or overpayment is waiting and asks you to confirm information, pay a small “processing” charge, or follow a link to receive the money. The Internal Revenue Service (IRS) identifies several common indicators: unexpected contact, rushed or threatening language, refund or credit offers, and requests for personal or financial information.
A message can look professional and still be fraudulent. A copied government logo, an official-sounding sender name, a familiar-looking web address, or details such as your name does not prove that the sender is a tax agency. Caller-ID and account names can be spoofed, and a criminal may have obtained basic personal information elsewhere.

Legitimate tax refunds normally appear through the filing and payment systems used in your country. A surprise WhatsApp offer that you did not expect, especially one unrelated to a return you filed, is a strong reason to stop and verify independently.

Pressure, threats, and artificial deadlines
Messages that demand action “today,” threaten a fine or arrest, or claim your refund will disappear unless you respond immediately are designed to prevent careful checking. The Dutch Tax Administration specifically lists threats of fines and urgent action as warning signs.
Requests for secrets or payment
Be suspicious of requests for passwords, one-time verification codes, tax-account credentials, identity-document numbers, full card details, bank logins, or a fee to unlock a refund. The request may arrive in the first message or only after you click a link and begin a conversation.
A channel the agency says it does not use
Contact rules are country-specific. HM Revenue & Customs (HMRC) says it will not tell people about a tax rebate or penalty, or request personal or payment information, in messages including WhatsApp. The Canada Revenue Agency (CRA) says it does not use text or instant messaging such as WhatsApp. The Dutch Tax Administration says it does not send payment requests through WhatsApp or SMS, ask for personal details in a message, or threaten fines or urgent action. These policies are examples, not a universal rule for every tax authority; check your own authority’s current contact policy.
How to check whether the claimed refund is real
Use a channel that the message did not provide. The message cannot be used to authenticate itself.

- Stop interaction. Do not answer, click, open an attachment, scan a QR code, call a number in the message, or continue a chat with the sender.
- Record the claim without opening its links. Note the sender number, stated refund amount, deadline, and any bank account or website mentioned. Preserve a screenshot if the authority may request one, but avoid capturing unrelated private conversations.
- Open the tax authority’s site or app independently. Type the known address yourself, use a bookmark you created previously, or find the authority through a trusted government directory. Do not use a search advertisement or a link supplied in the WhatsApp message.
- Sign in through the normal taxpayer route. Check your filing status, notices, refund history, and secure messages. A genuine refund should be explainable in that account or through a verified contact route.
- Use an independently obtained telephone number or secure-message service if the account is unclear. Ask whether the claimed refund exists and how the agency wants suspicious messages reported. Do not use a number printed in the WhatsApp message.
- Stop if verification fails. The absence of a refund in your official account, an unfamiliar deadline, or a request for information the authority does not normally require is enough reason not to proceed.
The U.S. Federal Trade Commission also advises people not to use a link in an unexpected tax-refund message. Independent navigation protects you from a fake login page even when the message’s wording appears credible.
What to do with the message before reporting it
Preserve only useful evidence
Keep the message long enough to follow your authority’s reporting instructions. A screenshot may be required. Record the sender’s number, the exact wording, any website or bank details, and the pressure or threat used. The Dutch Tax Administration specifically asks for a screenshot, sender number, and any bank account or website mentioned.
Protect your own information
Do not forward the message to friends or coworkers as a warning if the screenshot exposes your tax number, address, account details, or other private data. Redact those details or describe the warning without redistributing the original. Send evidence to the official reporting channel instead.
Do not “test” the sender
Replying can confirm that your number is active and may invite more manipulation. Do not negotiate, ask for proof, or send a harmless-looking response. Once you have preserved the evidence needed for a report, follow your authority’s instructions about deleting the message.

How to report a fake WhatsApp tax message
Reporting routes differ by jurisdiction. Start at your tax authority’s independently opened official site and follow its current phishing, fraud, or impersonation instructions. Addresses and procedures can change, so confirm them before sending evidence.

For any other country, search for the tax authority’s official fraud or phishing page by navigating to the government site yourself. A tax authority may distinguish between phishing, identity theft, payment fraud, and impersonation, so select the category that matches what happened.
A safe reporting sequence for any country
- Verify the destination. Confirm that you are on the tax authority’s genuine government site or inside its official taxpayer account.
- Read the evidence requirements. Some agencies request a screenshot; others also want the sender number, a bank account, a website, or the exact message text.
- Submit through the published channel. Use the form, secure mailbox, or email address listed on that official page. Do not invent a variation of the address or use a contact supplied by the sender.
- Explain what happened accurately. State whether you only received the message, clicked a link, entered credentials, sent money, or disclosed identity information. Include dates and times if requested.
- Follow the authority’s post-reporting instruction. HMRC and the Dutch Tax Administration instruct reporters to delete messages after submitting the requested evidence. Other authorities may ask you to retain evidence, so follow the local instruction rather than applying another country’s process.
- Keep the report confirmation. Save a case number or confirmation in a secure place in case the authority or your bank needs it during follow-up.
If you clicked the link or shared information
Act according to what you did; do not wait for the sender to contact you again.

You clicked but entered nothing
Close the page. Do not download anything or grant browser permissions. Report the message, then update the device and browser if updates are available. If a file downloaded automatically, do not open it; seek help from your device’s security support or a qualified technician.

You entered a password or one-time code
From a device and connection you trust, change the exposed password through the real tax authority or email provider site. Change it anywhere else you reused it, and enable multifactor authentication where offered. Contact the tax authority’s security or fraud team and explain that credentials or a verification code were disclosed. A one-time code can be enough for an attacker to complete a login attempt, so report it even if no money has left your account.
You shared bank, card, or payment details
Call the bank, card issuer, or payment service using a number from its official site, card, or statement. Explain that the details were given to a tax-refund scam and ask what to freeze, replace, monitor, or dispute. Do not call a number in the WhatsApp message. Tell the tax authority through its official security or fraud channel as well.
You disclosed identity or tax information
Contact the tax authority’s identity-theft or fraud team promptly and follow its instructions. HMRC directs people who gave personal information in response to a suspicious message to contact its security team. IRS guidance directs people who suspect fraud or stolen information to its fraud and identity-theft resources. Keep a record of what you disclosed, when, and to whom.

You sent money
Contact the payment provider immediately and ask whether the transfer can be stopped or recalled. Report the incident to the tax authority and the appropriate law-enforcement or consumer-protection service in your country. Speed matters, but do not pay an additional “recovery” fee to anyone promising to retrieve the money.

How genuine tax contact differs by country
There is no worldwide rule that every tax authority uses or avoids WhatsApp. The relevant question is what your own authority says it does, for which purpose, and what information it requests. One agency may use an online account and postal mail while another may offer a verified messaging service; a policy can also change.
- United Kingdom: HMRC’s stated policy is a clear mismatch for a WhatsApp rebate, penalty, or personal-information request.
- Netherlands: A WhatsApp or SMS payment request, personal-detail request, or threat of an urgent fine conflicts with the Dutch Tax Administration’s warning.
- Canada: A supposed CRA refund or credit through WhatsApp conflicts with the CRA’s statement that it does not use text or instant messaging.
- United States: Use IRS account information and current IRS reporting guidance; do not infer a WhatsApp-specific procedure from the email route for suspicious email or text messages.
- India: Follow the Income Tax Department’s current impersonation and phishing instructions rather than replying to the sender or opening an attachment.
These examples show why copying a contact address from a foreign article can misroute sensitive evidence. Always use the authority responsible for your return, residence, or tax account.
Common mistakes that make the scam worse
- Clicking to “check” the refund: the page may be a credential-harvesting site.
- Calling the number provided: a criminal can keep you on the phone while another person attempts account or payment fraud.
- Sending a small fee: a low amount can be the first step in repeated demands or a test of your payment account.
- Assuming a logo proves authenticity: logos, names, and language are easy to copy.
- Forwarding an unredacted screenshot: it can expose your own personal data to additional people.
- Deleting immediately without checking reporting instructions: some authorities request evidence before deletion.
- Using another country’s reporting address: the message may never reach the authority that can protect your account.
A quick decision checklist
- Was the contact unexpected?
- Does it promise a refund, rebate, or credit you did not verify in your official account?
- Does it create urgency, threaten a penalty, or impose a short deadline?
- Does it ask for identity, tax, login, card, bank, or payment information?
- Does your tax authority say it does not use WhatsApp, SMS, or instant messaging for this purpose?
- Does it direct you to a link, attachment, QR code, or phone number?
One “yes” warrants independent verification. Several “yes” answers are a strong indication that you should not interact and should report the message.

Submitting a report helps the tax authority identify impersonation campaigns and may let it warn other taxpayers, but a report is not a guarantee that money or data will be recovered. Continue with account, bank, and identity-theft follow-up when you disclosed information. Keep official correspondence and report confirmations, watch for additional suspicious contact, and treat later messages claiming to be “investigators” or “refund recovery agents” with the same caution.
The safest pattern is consistent: verify outside the message, report through the responsible authority’s current published process, and escalate immediately when credentials, identity details, or money were exposed.
