Size an AI training cluster from the equipment and workload outward—not from a rack-count rule. First define the training envelope and inventory the exact servers, accelerators, networking, storage, and support systems. Then calculate simultaneous electrical demand, add conversion and distribution losses within a clearly stated facility boundary, convert the resulting heat load into a cooling concept that matches rack density and equipment limits, and verify utility, water, space, redundancy, and code constraints before buying long-lead equipment. The result is planning guidance; final capacities require the selected equipment specifications, site conditions, resilience criteria, and applicable local codes.

What “sizing” means for an AI training cluster

A useful design has two linked answers: how much electrical power the IT system can draw in each operating scenario, and how the facility will remove the heat produced by that power. A rack-level number by itself cannot answer either question. Two clusters with the same rack count may have very different accelerator counts, memory configurations, network fabrics, storage systems, utilization patterns, and growth plans.

Keep three boundaries separate in every calculation:

  • IT load: power delivered to compute, networking, storage, management, and other installed IT devices.
  • Facility load: IT load plus electrical-conversion and distribution losses, cooling equipment, pumps, fans, controls, lighting, and other infrastructure included in your chosen boundary.
  • Utility requirement: the service and site capacity needed to support the facility load, including the operating and resilience assumptions agreed with the owner and utility.

Power and cooling must be designed together. A higher-density rack can reduce floor area while increasing busway, breaker, connector, airflow, coolant, heat-rejection, and maintenance requirements. Conversely, a cooling architecture with substantial pump or chiller power changes the electrical load it must serve.

How do I define the workload and design envelope?

Write down the assumptions before selecting a plant or distribution architecture. Preserve the assumptions in a versioned design basis so they can be revisited when hardware, software, or the expansion schedule changes.

Describe the training workload

  • Model type, parameter scale, precision modes, and expected training and checkpointing behavior.
  • Target cluster size now, the largest planned phase, and the expansion horizon.
  • Expected concurrency: how many jobs can run at once and whether jobs can be paused or migrated.
  • Operating profile: normal sustained training, scheduled peaks, idle periods, maintenance windows, and startup or shutdown transients.
  • Network and storage behavior, including data-ingest bursts and checkpoint traffic that may not track average accelerator utilization.

Define normal, peak, and transient scenarios. A peak may be a sustained all-accelerator run; a transient may occur during boot, firmware updates, or simultaneous job starts. Do not quietly substitute a utilization percentage or diversity factor unless the equipment vendor and engineering team have documented and accepted it.

Set environmental and expansion assumptions

Record the site elevation, outdoor design temperatures, humidity range, water availability and quality, allowable IT inlet conditions, operating hours, maintenance philosophy, and future rack or power expansion. These inputs affect both cooling selection and the utility interface.

Build an exact IT load inventory

Use manufacturer electrical specifications for the precise equipment configuration you intend to deploy. Capture nameplate limits separately from expected operating demand; a nameplate is a protective and connection limit, not proof of real consumption, while an average reading is not a safe design maximum.

Inventory item Record for each model and configuration Why it matters
Compute servers and accelerators Quantity, input voltage and phase, connector or busbar requirements, rated maximum, supported power modes, and thermal limits Determines rack power, branch-circuit design, heat release, and compatibility with air or liquid cooling
Network fabric Switch count, optics or transceiver type, port population, power range, and topology High-radix fabrics can add substantial load and heat outside the compute chassis
Storage and data services Drive enclosures, controllers, metadata servers, access switches, and peak I/O behavior Storage may have a different duty cycle and cooling location than training nodes
Management and support systems Control-plane servers, consoles, security appliances, monitoring, and out-of-band equipment These loads remain present when training is idle and must be included in facility planning
Rack and power hardware Power shelves, busways, rack distribution units, fans, and conversion stages These devices create losses and may impose voltage, current, or maintenance constraints

For each design scenario, sum the simultaneous load of the equipment that can operate at that point in the plan. Keep a worksheet that shows quantity, specification source, scenario, phase, voltage, and whether each value is a limit or an expected operating point. If a value is not available, mark it as unknown and resolve it with the manufacturer rather than filling the gap with a generic rack allowance.

Translate IT load into facility electrical capacity

Follow the complete power path

Map power from the utility service to the final device input: service entrance, switchgear, transformers, generators or other backup sources, uninterruptible power systems where used, distribution boards, busways, rack distribution, power shelves, and server power supplies. At each stage, identify efficiency, voltage, phase, thermal rating, fault duty, bypass behavior, and maintenance requirements.

The facility design must cover the selected operating scenario plus the losses of the conversion and distribution equipment inside the boundary. Do not apply a universal multiplier: the consulted engineering guidance establishes the need for an integrated calculation but does not establish one reserve percentage or one IT-to-facility factor for every project.

Separate capacity, energy, and operating current

  • Capacity: the maximum kW, kVA, current, and short-circuit duty that equipment and conductors must safely support.
  • Energy: kWh consumed over time, which affects utility cost, fuel duration, heat rejection, and sustainability reporting.
  • Operating current: the phase-by-phase current under the actual voltage, power factor, harmonics, and load balance.

Specify voltage and phase at every interface. A kW total without voltage, power factor, phase balance, and transient behavior cannot determine breaker, conductor, transformer, or switchgear sizes. The electrical engineer must also check coordination, arc-flash constraints, grounding, selective protection, harmonic performance, and code requirements.

Use PUE as a measured boundary, not a design shortcut

Power usage effectiveness (PUE) is the ratio of total facility energy to IT equipment energy for a defined boundary and period. It is useful for tracking performance when the boundary, weather, operating state, and metering are explicit. It is not a guaranteed result and not a substitute for calculating each conversion stage, cooling component, and reserve mode. Do not promise a target PUE or claim a fixed percentage of facility energy for cooling without project measurements and stated conditions.

Convert electrical demand into heat

Nearly all electrical power consumed by IT equipment eventually becomes heat inside the data-center environment. For planning, treat the specified electrical input of each device as a corresponding thermal load, then add heat from power-conversion equipment, fans, pumps, lighting, and occupants that fall inside the room or cooling boundary. The thermal engineer must account for where that heat is released: in the rack, in a power room, in a liquid loop, or outdoors.

Build a heat map by room and by rack, not only a site total. Identify hot spots, airflow paths, service clearances, containment boundaries, and the location of network and storage equipment. A facility can have adequate total cooling capacity while still failing because one row, rack, or heat exchanger exceeds its local limit.

When does an AI cluster need liquid cooling?

There is no universal kW-per-rack crossover. The U.S. Department of Energy’s 2024 data-center guide uses deployments above 125 kW per compute rack as a historical high-performance-computing example, not as a mandatory threshold. Actual requirements depend on the equipment thermal envelope, rack arrangement, climate, air-distribution capability, coolant temperatures, water resources, and the manufacturer’s approved installation method.

Liquid cooling becomes a serious candidate when the selected equipment cannot maintain its specified inlet or component temperatures with practical airflow, when rack heat density exceeds the air system’s delivery or return capability, or when the facility needs a more efficient path to reject heat. It may still be unsuitable if the equipment is not liquid-ready, the site lacks the required water or heat-rejection infrastructure, or maintenance and leak-control objectives cannot be met.

Understand the ASHRAE liquid-cooling classes

The DOE guide lists ASHRAE liquid-cooling classes W17, W27, W32, W40, W45, and W+. These labels identify liquid temperature ranges; they do not independently size a cooling plant, specify a flow rate, or prove that a particular server can operate in that class. Match the class to the exact server, cold plate, manifold, heat exchanger, control range, and facility loop documented by the equipment and cooling vendors.

Cooling approach Where heat is captured Key checks before selection
Air cooling Room air carries heat to computer-room air handlers or similar equipment Rack density, supply temperature, airflow volume, containment, fan power, and hot-spot control
Rear-door heat exchanger A rack-mounted door removes heat from exhaust air Rack compatibility, door pressure drop, water temperature, service access, and residual room load
Direct-to-chip liquid Cold plates capture heat at processors and other supported components Manufacturer-approved hardware, coolant chemistry, flow control, leak detection, quick disconnects, and distribution units
Immersion or other specialized liquid systems Heat is transferred directly through a dielectric fluid or specialized enclosure Equipment warranty, fluid management, service process, material compatibility, fire protection, and recovery procedures

Check the complete liquid loop

Specify supply and return temperatures, allowable temperature rise, flow-control range, pressure limits, filtration, water chemistry, expansion volume, pumps, heat exchangers, controls, leak detection, isolation, and drain or refill procedures. Confirm whether the IT equipment accepts facility water directly or requires a technology-cooling loop separated by a heat exchanger. Verify the full path to the heat-rejection system under normal, peak, and maintenance conditions.

Design air cooling where it remains practical

Air-cooled portions of an AI cluster need disciplined airflow management even when some racks use liquid. Establish the allowable server inlet range from the equipment documentation, then design supply delivery, return paths, containment, blanking panels, cable openings, and floor or overhead distribution around the rack layout. Check fan energy, recirculation, bypass airflow, acoustics, and the effect of partially populated racks.

Mixed architectures require special attention. A row may contain direct-to-chip racks, air-cooled storage, and network cabinets with different inlet requirements. Separate or zone the systems when their temperature, humidity, or service conditions conflict, and model the transition between liquid-cooled and air-cooled loads rather than assigning the entire room one average density.

Compare cooling alternatives against the project constraints

Use a decision matrix with the owner and engineering team. Capacity alone is not enough.

Criterion Questions to answer
Equipment compatibility Is the exact server configuration approved? Does adopting liquid cooling affect warranty, service tooling, or replacement inventory?
Heat density Can the approach remove the peak rack and component heat without exceeding inlet, coolant, or heat-exchanger limits?
Electrical parasitic load What power do fans, pumps, chillers, cooling towers, dry coolers, controls, and heat exchangers draw in each scenario?
Water and climate Is water available at the required quality and continuity? How do outdoor temperature, humidity, freeze risk, and drought restrictions affect operation?
Maintenance and reliability Can filters, pumps, valves, manifolds, and heat exchangers be isolated and serviced without taking the training fabric offline?
Expandability Can additional racks, coolant distribution units, electrical feeders, and heat-rejection modules be added without a major outage?

Verify utility and site readiness before committing

  • Available service capacity today and after the planned expansion phases.
  • Interconnection studies, queue position, approval milestones, and energization date.
  • Substation capacity, feeder configuration, fault level, voltage stability, and ownership boundaries.
  • Transformer, switchgear, protection, generator, UPS, and busway lead times.
  • Site space, clearances, transport routes, noise limits, fuel or water storage, and access for replacement equipment.
  • Applicable planning, environmental, electrical, fire, water, and building codes in the project’s jurisdiction.

Long-lead transformers and switchgear can control the schedule even when servers are available. Reserve space and connection points for the next expansion phase, but do not count future capacity as commissioned capacity until the utility, protection, cooling, and controls are actually installed and tested.

Set resilience and maintenance objectives explicitly

Choose the redundancy concept with the owner: for example, the number of independent capacity modules, what can be removed for maintenance, and the recovery time expected after a failure. Labels such as N, N+1, or 2N describe an arrangement only after the boundaries and failure scenarios are defined. A redundant chiller does not compensate for a single utility feeder, and dual power paths do not guarantee cooling if both paths share one heat-rejection bottleneck.

Document which loads must survive a utility interruption, how training jobs are checkpointed, whether a controlled shutdown is acceptable, and how operators will isolate a leaking liquid loop or failed electrical section. Validate these assumptions with a failure-mode and maintenance plan rather than relying on a diagram label.

A practical end-to-end sizing workflow

  1. Freeze the design envelope. Record workload, cluster phases, normal and peak operation, transients, environmental conditions, and expansion dates.
  2. Inventory exact equipment. Obtain current manufacturer data for compute, networking, storage, power shelves, and support systems. Separate nameplate limits from expected operating values.
  3. Calculate simultaneous IT scenarios. Sum the equipment that can operate together for normal, peak, startup, and maintenance cases. Preserve every assumption.
  4. Map the power path. Add conversion and distribution losses within the declared boundary; check voltage, phase, power factor, harmonics, protection, and thermal ratings.
  5. Map heat by room and rack. Convert the selected electrical inputs into thermal loads and locate where each load is released.
  6. Select a cooling concept. Compare air, rear-door, direct-to-chip, immersion, or hybrid approaches against density, equipment approval, coolant conditions, climate, water, parasitic power, maintenance, and expansion.
  7. Check utility and site constraints. Confirm service capacity, interconnection timing, substation context, long-lead equipment, structural and spatial limits, and code requirements.
  8. Define resilience. Agree on redundancy, maintenance, outage, recovery, and job-protection objectives, then test the design against credible failures.
  9. Compare alternatives. Evaluate total electrical demand, heat rejection, water use, operating conditions, reliability, serviceability, and future expansion—not just first cost or rack density.
  10. Commission and validate. Test electrical loading, controls, airflow or coolant temperatures, alarms, failover, metering, and operating sequences against the documented assumptions and applicable requirements.

Common sizing mistakes and their fixes

Starting with a generic rack density

Problem: A benchmark is applied before the server and workload list exists. Fix: Build the equipment inventory and simultaneous-load scenarios first; use density only as a resulting constraint and comparison metric.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing nameplate power with operating demand

Problem: Nameplate limits are treated as measured consumption, or an average reading is used as a maximum. Fix: Keep both values, state the scenario for each, and obtain vendor guidance for power-mode and transient behavior.

Applying one facility multiplier

Problem: A single percentage is used to cover every loss, reserve, and cooling mode. Fix: model each conversion, distribution, cooling, and reserve component inside an explicit boundary.

Choosing liquid cooling by headline kW

Problem: A rack figure is treated as a universal threshold. Fix: check component limits, supported coolant temperatures, manifold and heat-exchanger design, climate, water, service process, and the actual rack layout.

Ignoring non-compute loads

Problem: Networking, storage, management, pumps, fans, and power electronics disappear from the estimate. Fix: inventory every device and place its heat in the correct room or loop.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving utility work until late

Problem: Servers are ordered before service capacity, interconnection timing, transformers, and switchgear are confirmed. Fix: run utility and substation checks in parallel with the IT concept and track long-lead procurement milestones.

Standards and design references to use carefully

The ASHRAE, NEMA, and PNNL AI Data Center Energy Performance Framework, announced June 10, 2026, provides guidance across planning, design, construction, operation, and retrofit. It states that it does not supersede codes or standards, so local requirements and the equipment documentation remain controlling.

ASHRAE material on site planning, tools and standards, energy and thermal efficiency, and integrated design addresses utility infrastructure, air management, cooling architecture, and the coupling of power and thermal decisions. The U.S. Department of Energy Federal Energy Management Program’s Best Practices Guide for Energy-Efficient Data Center Design was published July 26, 2024 and covers IT systems, environmental conditions, air management, cooling, electrical systems, heat recovery, and efficiency metrics. Its liquid-cooling discussion includes the W17 through W+ classes and the historical example of racks above 125 kW.

A vendor deployment guide can provide the detailed dimensions, temperatures, connections, and operating limits for one platform. For example, NVIDIA’s DGX SuperPOD: Data Center Design Featuring NVIDIA DGX H100 Systems, document DG-11301-001 v4 (2023), is a platform-specific planning reference, not a general sizing standard. Use such documents alongside current local codes, utility requirements, and sealed engineering calculations.

“No design guide can offer ‘the most energy-efficient’ data center design, but these guidelines can provide efficiency benefits for a wide variety of data center scenarios.” — U.S. Department of Energy Federal Energy Management Program, Best Practices Guide for Energy-Efficient Data Center Design, published July 26, 2024.

What the final design package should contain

  • A dated design-basis document with workload, equipment, environmental, expansion, and resilience assumptions.
  • Equipment schedules showing source, quantity, electrical limits, expected scenarios, thermal output, and cooling compatibility.
  • One-line electrical diagrams, load summaries, voltage and phase schedules, protection studies, and utility correspondence.
  • Room, rack, airflow, coolant-loop, heat-rejection, water, and controls calculations.
  • A comparison matrix for cooling and electrical alternatives, including parasitic power, maintenance, water, reliability, and expandability.
  • Commissioning scripts that test normal, peak, transient, maintenance, failover, alarm, and recovery conditions.
  • An assumptions register that identifies what must be rechecked when hardware or workload plans change.

The Bottom Line

Start with the exact AI workload and equipment list, calculate simultaneous IT and facility loads through the complete power path, and choose air or liquid cooling from rack-level heat, equipment limits, climate, and site resources. Confirm utility capacity, interconnection timing, long-lead electrical gear, resilience objectives, and local codes before committing. No generic rack threshold or PUE target can replace those project-specific calculations.
