If a grocery retailer’s website or app is unavailable, first find out whether the problem is limited to online ordering or also affects the physical branch and its tills. Check the retailer’s live notice, call the branch, or ask staff at the entrance. An online checkout failure does not by itself mean the store is closed, while an open store may still be unable to process particular payment methods.

If the branch is operating, ask which staffed tills, self-checkouts, cash options and card types are working before you fill a basket. Cash can help only at a store that is open and accepts it. A physical card and PIN may work in some offline-payment arrangements, but phone-only contactless payment is not a universal fallback.

First determine what is actually down

“The grocery store is down” can describe several different failures. The practical response depends on which system has failed:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Online ordering only: the website, mobile app, delivery scheduler or online payment page is unavailable, but the branch may be trading normally.
  • In-store checkout only: the shop is open, but some or all tills cannot complete sales.
  • Payment-network or card-authorization outage: tills may scan products while cards are declined or terminals cannot contact the issuer.
  • Power, communications or building outage: the branch may close, restrict entry or operate only a limited service.

Do not infer the branch’s status from a single error message. A failed online checkout proves only that the online path failed. Conversely, a store showing as open on a map does not prove that its tills or payment terminals are usable during a live incident.

When only online ordering is unavailable

Look for a banner in the retailer’s app or website, a service-status page, a recorded message on the store telephone line, or an announcement at the branch. If the message does not distinguish delivery, pickup and in-store sales, ask the store directly. You can usually shop normally in person if the physical operation and payment systems are functioning.

When the physical checkout may also be affected

Warning signs include a notice about a power or network failure, a queue being held at the entrance, tills displaying an error, or staff directing customers away from self-checkout. Treat the store’s current instructions as more authoritative than an old status post. Conditions can differ between branches of the same chain because each location may use different equipment, connections or contingency procedures.

A five-minute plan before you leave home

  1. Read the retailer’s current notice. Check the official app, website banner or social-status message for the date, affected services and any branch-specific instruction.
  2. Call the exact branch when possible. Ask whether it is open for walk-in grocery shopping, not merely whether online ordering is working.
  3. Ask about payment, not just opening hours. Confirm whether cash, debit, credit, staffed tills and self-checkouts are currently accepted.
  4. Take more than one payment instrument. If available, carry some cash and a physical bank card with the PIN you remember. These are conditional fallbacks, not guarantees.
  5. Plan a second open retailer. If the first branch cannot take your available payment method, another open shop may be more useful than repeatedly retrying the same failed checkout.

Do not assume an online grocery alternative will work during a wider network disruption. A delivery site may depend on the same payment processor, communications network or identity service as the failed app.

What to do when you arrive at the store

Confirm that the branch is accepting shoppers

Check the entrance notice or ask the employee controlling the queue whether the branch is open for ordinary purchases. Ask whether there are limits on basket size, product categories or the number of customers inside. If the answer is unclear, do not begin shopping until you know a usable checkout exists.

Ask precise payment questions

Use concrete questions so staff can give you the store’s current procedure:

  • “Are staffed tills operating?”
  • “Are self-checkouts operating, or should I use a staffed till?”
  • “Are cash payments accepted right now?”
  • “Are debit and credit cards working, and does the terminal require insertion and a PIN?”
  • “Is contactless or phone payment available, or is it disabled?”

Payment systems can fail selectively. A store might accept cash but not cards, cards at staffed tills but not self-checkout, or inserted cards but not tap transactions. Let staff identify the active route instead of testing every terminal yourself.

Select the checkout only after you know its method

If employees direct customers to staffed tills, follow that instruction even when a self-checkout appears powered on. A screen can be operating while its payment connection is unavailable. If only a particular lane or terminal is working, join that queue and avoid moving items through a disabled lane.

Keep your basket reversible

During an uncertain outage, choose essential items first and keep them easy to return to the shelf. Ask before opening or preparing chilled, weighed or made-to-order products. This avoids creating a full basket that cannot be paid for if the only working method fails at the end.

Fallback payment methods compared

Method Store must be open? Specific checkout must accept it? Can it work without live network authorization? What you physically need Main eligibility limits
Cash Yes Yes; the retailer must accept cash Usually the payment itself does not require card-network authorization, but the store may still need working tills, power and a way to record the sale Notes or coins in the accepted currency Retailer policy, local practice and exact change or cash-handling capability; no universal cash-acceptance rule is established here
Ordinary card transaction while systems are online Yes Yes No; the terminal normally needs an authorization path Physical card or a supported wallet, plus any required verification Issuer, network, terminal, account status and merchant connectivity
Offline card transaction Yes Yes; the merchant terminal must support the arrangement In an eligible arrangement, the card chip and terminal can approve within stored limits and send the transaction later Usually an inserted physical card and PIN Country rollout, participating issuer and merchant, card capability, terminal configuration and transaction limits
Phone or watch contactless Yes Yes Not reliably; a phone tap is not a universal outage fallback Charged device, active wallet and compatible terminal Wallet token, device state, terminal support, issuer rules and whether live services are needed
Another local payment method Yes Yes Depends on that method’s design The instrument required by the local system Country, retailer, provider, account and outage type

The table describes possibilities, not a reliability ranking. The store, issuer and local rules determine which row applies to you at that moment.

Using cash during a checkout outage

Cash is a useful contingency only when three conditions are all true: the branch is open, the checkout can record a cash sale, and the retailer accepts the currency and denominations you have. The available evidence does not establish a universal legal duty for grocery stores to accept cash, so do not treat cash as guaranteed merely because it is legal tender in your country.

Ask whether cashiers can make change and whether a cash-only lane is operating. Some branches may temporarily accept cash at staffed tills while self-checkouts remain unavailable. Others may suspend sales entirely because their tills, scales, security gates or stock systems require power or a network connection even when cash is offered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Count your cash before shopping and keep a reserve for transport or another essential purchase. If a cashier says the branch cannot accept it, do not pressure staff to override the procedure; ask which other method or nearby branch is currently supported.

What offline card payment means

An offline card transaction is not simply a normal card payment that happens to be attempted repeatedly. In an eligible setup, the chip on the physical card and the merchant terminal use rules and limits stored locally. The terminal records the approved transaction and submits it for clearing after connectivity returns. The issuer, card, terminal and merchant must all support the arrangement, and limits still apply.

The physical card and PIN matter

Many offline procedures require inserting the physical chip card and entering its PIN. A phone or watch may not provide the same offline credentials, even when it normally works for contactless purchases. If tap fails, ask the cashier whether the terminal supports offline processing and whether insertion with PIN is the approved route. Never assume that a successful tap at another shop means this terminal can do the same thing.

Sweden: arrangement effective 1 July 2026

Sveriges Riksbank says expanded offline card-payment options for essential physical retail purchases in Sweden took effect on 1 July 2026. The arrangement applies only to eligible cards issued by listed participating issuers and transactions at participating parties. Where a card has the relevant offline function, the customer inserts it and enters the PIN; the chip can authorize a purchase up to the applicable limit without contacting the acquirer or issuer. The terminal stores the transaction and forwards it when the connection returns.

Those dates and conditions are specific to Sweden and the participating organizations. They do not establish that every Swedish card, terminal or grocery store can process an offline transaction, and they say nothing about another country’s outage procedure.

Estonia: a 2026 exercise

Eesti Pank reported a one-hour crisis exercise in six shops involving Selver, Coop, Grossi Toidukaubad, Maxima, Rimi and Lidl. The exercise used physical bank cards and PINs for the tested offline card payments. The bank described the system as limited to certain amounts and a fixed network of shops. It also reported that people who relied only on contactless payment and had neither their physical card nor cash faced the biggest obstacle.

This was an exercise, not proof that every Estonian retailer, card or outage is covered. Use it to understand why carrying only a phone can leave you without a tested fallback, not as a promise that a particular branch will accept your card offline.

Mastercard’s announced European rollout

In a 2026 announcement, Mastercard said newly issued Mastercard cards across Europe are to be enabled for offline payments from February 2027, and new and replacement terminals are to support them by May 2027. The announcement describes local approval using limits stored on the card chip, followed by clearing after reconnection, and gives a €200 per-transaction limit set in advance by the cardholder’s bank.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These are announced requirements and future dates, not a current universal capability or an independent guarantee for every card and retailer. A bank may set a different limit or eligibility rule, and a store may still have a power, point-of-sale or participation problem.

If tap fails at the terminal

  1. Stop tapping. Repeated attempts can make it harder to tell which transaction, if any, the terminal recorded.
  2. Ask staff to check the terminal state. Tell them whether the screen showed “declined,” “offline,” “processing” or another message.
  3. Ask whether insertion and PIN are supported. If staff confirm that offline card processing is available for your card and this terminal, insert the physical card and follow the PIN prompt.
  4. Wait for the cashier’s instruction before trying another method. The terminal may need to cancel or complete the first attempt before a second payment is started.
  5. Keep the receipt or on-screen result. It provides the best record of whether the sale was accepted, declined or cancelled if you later need the retailer or issuer to investigate.

This cautious sequence is operational advice. The exact handling of an uncertain authorization depends on the retailer, terminal and card provider, so ask the cashier rather than assuming a charge was or was not created.

Branch-by-branch decisions when payment still fails

The store is closed

Do not wait at the entrance for online ordering to return. Check the retailer’s notice for an estimated restoration time if one is provided, then use another open retailer whose payment method you can confirm. Avoid assuming that a nearby branch shares the same outage; call it if the purchase is urgent.

The store is open but accepts only a method you do not have

Ask whether the restriction applies to every till or only a particular lane. If no supported method is available to you, leave the basket with staff and use another open shop or return after service restoration. Do not ask employees to bypass controls or hand over goods without a completed sale.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cash works but your amount is too large

Ask whether the cashier can make change and whether there is a cash limit. If not, reduce the basket to essentials, use another supported instrument if staff confirm it is working, or choose another branch. Keep enough money for your return journey and other necessities.

Your physical card is rejected

Check the terminal message with the cashier. A rejection can reflect the card’s lack of offline capability, an issuer limit, a merchant that is not participating, a disabled terminal or an unrelated account issue. Do not conclude from one rejection that every card or every till is down.

The phone wallet is your only payment method

Ask explicitly whether contactless wallets are working. If staff say no, the practical choices are to obtain an accepted physical instrument, find a cash-accepting branch, or postpone the purchase. A charged phone does not guarantee that its token, network connection or terminal authentication can operate during an outage.

How geography, issuer and limits change the answer

Offline payment is not a single worldwide feature. Before relying on it, all of these conditions must line up:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Country and rollout: a national arrangement may have a defined start date, participating organizations and a restricted merchant network.
  • Card issuer: the bank decides whether a card is eligible and what offline or per-transaction limits apply.
  • Card type: a physical chip card may have a function that a wallet token or older card does not.
  • Terminal: the merchant’s specific device must be configured to accept the transaction while disconnected.
  • Merchant participation: a retailer can opt into, limit or temporarily suspend an arrangement.
  • Transaction amount: offline approvals use limits; a purchase that exceeds one limit may require another method or a later attempt when connectivity returns.
  • Outage type: a card’s offline capability cannot make a store operate when the building is closed, power is unavailable or the point-of-sale system itself has failed.

State the country, date and arrangement whenever you describe offline payment to someone else. Sweden’s 1 July 2026 arrangement, Estonia’s 2026 exercise and Mastercard’s announced 2027 European dates are different examples, not interchangeable rules.

Why outages make payment choices confusing

A grocery purchase crosses several systems: product scanning, pricing, inventory, till software, the payment terminal, the card network, the issuer and sometimes a loyalty or age-verification service. One component can fail while another remains available. That is why a store may let you enter, scan items and print a receipt but reject a particular card, or accept cash while disabling self-checkout.

Mastercard estimated that 55 million people were unable to make digital payments during the April 2025 Spain–Portugal blackout. That figure is Mastercard’s own estimate as reported in its 2026 announcement, not an independently verified official count. Mastercard Executive Vice President of Core Payments Brice van de Walle said, “When the power or network goes down, people still need to buy food, fuel and medicine.” He also said, “We’ve seen that offline payments can make a real difference.” These statements explain the rationale for offline capability but do not guarantee that your local shop can use it.

A practical preparedness checklist

For ordinary shopping, you do not need special equipment. A small routine reduces the chance of being stranded when a service fails:

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Keep a physical bank card available and know its PIN; do not rely exclusively on a phone wallet.
  • Carry a modest amount of cash when doing so is safe and practical, while remembering that acceptance varies by retailer.
  • Save the branch’s telephone number and know the retailer’s official status page or app.
  • Keep your phone charged, but treat it as an information tool rather than a guaranteed payment instrument.
  • Know a second nearby retailer and which payment methods it normally accepts.
  • For essential medicines, infant supplies or other time-sensitive needs, ask the store about availability before travelling.

These steps improve your options without assuming that any one payment method will work in every outage.

When to wait instead of travelling

Waiting may be sensible when the retailer gives a short restoration estimate, the branch is not accepting any payment method you possess, travel would be unsafe, or the outage affects several local stores. If you do wait, check the retailer’s latest notice before setting out again; a previous “open” message may be stale, and an estimated recovery time can change.

Travel to another store when the first branch is closed, staff confirm that your available methods are unsupported, or you need groceries before restoration is likely. Confirm the alternative store’s status and payment options first so that you do not repeat the same failed trip.

Information that can change

Retailer outage procedures and payment rollouts are volatile. The factual examples above were checked on 13 October 2026; a later incident may use different tills, limits or participating organizations. For a live purchase, the branch’s current notice and staff instructions take priority over general guidance. This article does not establish a universal cash-acceptance law or the contingency procedure of any particular grocery chain.
