Windows 11 has two different ways to decide which alerts deserve attention. App priority controls the order of notifications inside Notification Center, while Do Not Disturb priority notifications controls which apps, calls, and reminders may break through when Do Not Disturb is active. Configure both at Settings > System > Notifications; changing one does not change the other.
This guide shows the exact Windows 11 paths, explains banner and sound controls, and gives a troubleshooting sequence for alerts that are being muted or sent to Notification Center.
What notification priority means in Windows 11
Windows 11 uses the word priority for two separate settings. Understanding the distinction prevents the most common configuration mistake: setting an app to Top and expecting it to bypass Do Not Disturb. Microsoft documents app ordering and Do Not Disturb exceptions as independent controls in its Notifications and Do Not Disturb in Windows guidance.
App priority controls Notification Center order
Each app listed under Notifications from apps and other senders can have one of three levels: Top, High, or Normal. These levels change where that app’s alerts appear in Notification Center. Microsoft states that only one app can be Top priority and that High-priority notifications appear above Normal-priority notifications there. Priority is an ordering choice, not a promise that every alert will appear as a pop-up banner.
Do Not Disturb priority notifications control pass-through
Do Not Disturb has its own allow-list. Apps selected under Set priority notifications can show banners while Do Not Disturb is on. The same area lets you allow calls and reminders. An app can therefore be Top, High, or Normal for Notification Center ordering and still be blocked from banners during Do Not Disturb unless it is also selected in the Do Not Disturb priority list.
Delivery settings decide how an alert is displayed
Per-app options determine whether notifications are enabled, whether banners appear, whether alerts are kept in Notification Center, whether content is hidden on the lock screen, and whether a sound plays. Those presentation controls remain separate from both ordering and Do Not Disturb pass-through.
| Control | Where to change it | What it changes | What it does not change |
|---|---|---|---|
| Top, High, Normal | Settings > System > Notifications > select an app | Order of that app’s notifications in Notification Center | Whether the app can bypass Do Not Disturb or show banners |
| Do Not Disturb priority notifications | Settings > System > Notifications > Set priority notifications | Which apps, calls, and reminders may show banners while Do Not Disturb is active | The app’s normal order in Notification Center |
| Banner, sound, lock-screen, and Notification Center options | The selected app’s notification page | How an enabled notification is presented | Its Top, High, or Normal ranking and Do Not Disturb membership |
| Automatic Do Not Disturb conditions | Settings > System > Notifications > Turn on do not disturb automatically | When Do Not Disturb switches on by itself | Which apps are allowed once the mode is active |
Set an app to Top, High, or Normal priority
Use this procedure when you want to reorganize the Notification Center feed, without changing which notifications can interrupt you during Do Not Disturb.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Open Start, then select Settings.
- Choose System in the Settings sidebar.
- Select Notifications.
- Scroll to Notifications from apps and other senders and select the app you want to configure.
- Review the app’s notification controls before changing its priority. You can turn notifications on or off, control banner display, keep or remove alerts from Notification Center, hide notification content on the lock screen, enable or disable sound, and select the priority level.
- Under the priority control, choose Top, High, or Normal. Windows applies the change immediately; there is no separate Save button.
Choosing the three levels
- Top: reserve this for the one app whose notifications should occupy the highest position in Notification Center. Windows permits only one Top-priority app, so assigning Top to another app can replace the previous Top selection.
- High: use for several important apps that should be listed above routine alerts. High affects their position relative to Normal notifications; it does not make them Do Not Disturb exceptions.
- Normal: leave routine or lower-urgency apps at the standard position.
These are the complete documented app-priority choices. Windows 11 does not expose a rule builder for arbitrary categories, custom numeric weights, time-based app rankings, or per-keyword priority through this page.

Allow selected apps, calls, and reminders during Do Not Disturb
To let specific alerts break through Do Not Disturb, configure its priority-notification list rather than changing the app’s Top, High, or Normal setting.
- Open Settings from the Start menu.
- Go to System > Notifications.
- Select Set priority notifications.
- Under Calls and reminders, select the categories you want to permit while Do Not Disturb is active.
- Under Apps, select Add apps, then choose each app that should be allowed through.
- Close Settings. The allow-list is used the next time Do Not Disturb is active and remains configured until you remove an item.
Think of this list as a pass-through gate. An app placed here may display a banner during Do Not Disturb, subject to its own notification being enabled. Its Top, High, or Normal setting still determines its ordinary position in Notification Center when Do Not Disturb is off.
What happens to apps that are not allowed
Microsoft documents that, with Do Not Disturb enabled, banners are limited to alarms, reminders, and the apps you choose. Other notifications are sent directly to Notification Center instead of appearing as banners. They are not deleted: open Notification Center to review them after they arrive.

Control banners, sounds, and lock-screen visibility for an app
If an app is enabled but appears to be silent, inspect its individual notification page. Return to Settings > System > Notifications, select the app under Notifications from apps and other senders, and check each presentation option.
- Notifications: the master switch must be on for the app to deliver alerts.
- Show notification banners: controls the transient pop-up that appears on the desktop. An app can have a high Notification Center ranking while banners are disabled.
- Show notifications in Notification Center: controls whether the alert is retained in the notification feed. If this is off, the app will not be available there even when its priority is Top or High.
- Hide content when notifications are on lock screen: protects the message text while still allowing a notification indicator.
- Play a sound when a notification arrives: controls audio feedback independently of banners and ranking.
- Priority: sets Top, High, or Normal for the app’s position in Notification Center.
Do Not Disturb can further change what you see at the moment an alert arrives. Consequently, banner visibility should always be diagnosed separately from app priority.
Check whether Do Not Disturb is active or turning on automatically
Before changing an app’s settings, verify that Windows has not enabled Do Not Disturb. Open Notification Center by selecting the clock or notification bell on the taskbar, or press Windows key + N. The Do Not Disturb control there lets you turn the mode on or off manually.

Windows can also enable the mode without a manual toggle. To inspect those triggers, open Settings > System > Notifications, expand Turn on do not disturb automatically, and review each condition. Microsoft lists these possible conditions:
- A configured time schedule.
- When displays are being duplicated.
- While gaming.
- When an app is being used in full-screen mode.
- During the first hour after a Windows feature update.
Disable or adjust a condition only if it conflicts with how you work. For example, a full-screen presentation or game may intentionally suppress banners, while the first-hour-after-update setting can explain an unexpected change immediately following a feature update. After changing a condition, test the affected app in the same situation that previously caused the missing alert.
Understand Notification Center when banners are suppressed
Notification Center is the holding area for alerts that do not appear as desktop banners. When Do Not Disturb is active, most notifications go there by design. A missing banner therefore does not necessarily mean the notification was lost.
- Select the clock or notification bell on the taskbar, or press Windows key + N.
- Review the notification list for the app or sender.
- If the alert is present, decide whether it should be allowed through Do Not Disturb or whether its banner setting should be enabled.
- If it is absent, return to the app’s page under Notifications from apps and other senders and verify that notifications and Notification Center display are enabled.
Muted notifications remain reviewable in Notification Center while Do Not Disturb is on. Turning the mode off changes future delivery; it does not retroactively turn every previously muted item into a banner.
How Focus changes notification behavior
Starting a Focus session turns on Do Not Disturb. Focus settings can include the session duration, showing a timer in the Clock app, hiding taskbar badges and flashing, and turning on Do Not Disturb. If Do Not Disturb was already active before the Focus session began, Microsoft says it remains on after the session ends. This matters when a session appears to be over but alerts are still being suppressed.

When troubleshooting after Focus, open Notification Center and check the Do Not Disturb state first. Then inspect Turn on do not disturb automatically and the app’s own notification page. Focus does not convert an app’s Top, High, or Normal ranking into a Do Not Disturb exception.

Practical configurations for common needs
One critical app, several important apps, and routine updates
Assign Top to the single app that should be easiest to find in Notification Center. Set several other important apps to High and leave routine senders at Normal. Separately, add only the apps that must interrupt you to Set priority notifications. This keeps the feed organized without allowing every High-priority alert to break through quiet periods.
Quiet work sessions with emergency exceptions
Enable Do Not Disturb during your work schedule or another automatic condition, then add the chosen emergency app under Set priority notifications. Check Calls and reminders if those categories also need to display banners. Keep banner and sound options enabled for the allowed app so the exception is actually noticeable.
Full-screen presentations or games
If alerts disappear only while an app is full-screen or while gaming, inspect the corresponding automatic Do Not Disturb condition. Decide whether that suppression is desirable. If it is not, turn off the relevant automatic trigger, then test banners with the app’s own banner setting enabled.

The app does not show any alert
- Open Settings > System > Notifications and select the app.
- Confirm that the app’s notification switch is on.
- Confirm that Show notifications in Notification Center is enabled if you expect to find the message there.
- Check whether Do Not Disturb is active in Notification Center.
- Expand Turn on do not disturb automatically and look for a schedule, display duplication, gaming, full-screen use, or the first hour after a feature update.
The notification is in Notification Center but no banner appeared
Check Show notification banners for that app. If Do Not Disturb is active, add the app under Set priority notifications > Apps > Add apps if it should be allowed to show a banner. Top or High priority alone cannot override Do Not Disturb.
The banner appears but there is no sound
On the app’s notification page, verify Play a sound when a notification arrives. Sound is an independent delivery option, so changing Top, High, or Normal will not restore audio.

The alert is visible but its text is hidden on the lock screen
Review the app’s lock-screen content option. Hiding content is a privacy setting and does not indicate that the app’s priority or Do Not Disturb configuration is wrong.

Important limits and version scope
Windows 11’s built-in interface provides three app-priority levels, not a programmable rules engine. You cannot create arbitrary priority categories from this Settings page, and setting an app to Top does not automatically add it to the Do Not Disturb allow-list.
The documented paths in this guide follow Windows 11. Microsoft’s support material covers Windows 11 and Windows 10, but Windows 10 support ended on October 14, 2025. Labels or behavior outside the Windows 11 Settings path may therefore differ on an unsupported Windows 10 installation.
