Use the WAF to stop abusive automation, not robots.txt. Protect a site by combining narrow, risk-based bot rules with independently verified crawler identities. A User-Agent value such as Googlebot is only a claim: it can be forged. Verify the source IP with reverse DNS or the crawler operator’s published IP ranges, then exclude only those verified crawlers from challenge or block actions. Use robots.txt to express crawl preferences, noindex to control indexing, and authentication to protect private content.
This separation prevents the two most common failures: letting spoofed bots through because their headers look familiar, and challenging genuine search crawlers until important pages return errors or disappear from normal crawling.
Start with four controls that solve different problems
Bot protection becomes predictable when each control has one job. Do not use a crawl directive as a security mechanism, or a WAF exception as an indexing directive.
| Control | What it does | What it does not do |
|---|---|---|
| WAF and bot rules | Challenge, rate-limit, or block suspicious requests based on signals such as path, rate, geography, reputation, and verified-bot status. | They do not decide whether an accessible URL belongs in a search index. |
robots.txt |
Requests that compliant crawlers avoid selected URLs or slow their request rate. | It does not enforce access control, stop hostile clients, or guarantee that a URL will be absent from search results. |
noindex |
Tells search engines not to index an otherwise accessible page, when the crawler can fetch the directive. | It does not make a page private and cannot be reliably seen if the page is blocked from crawling. |
| Authentication and authorization | Requires credentials or server-side permission before serving private content. | It is not a substitute for rate limiting or abuse detection on public routes. |
Google Search Central describes robots.txt as a file that tells crawlers which URLs they may access. That is a voluntary protocol for compliant crawlers, not a lock on the door. A login, access policy, or equivalent server-side authorization is the control for confidential material.

Define what should remain public
Before changing a rule, make a path inventory. Mark the pages and assets that search engines should be able to fetch, and separately list routes that must never be public.
Public crawl targets
- Canonical HTML pages that are intended to appear in search.
- Images, stylesheets, JavaScript, and other resources needed to render those pages.
- XML sitemaps and other deliberately public discovery files.
- Public APIs or feeds that the site explicitly wants indexed or consumed, with their own rate limits.
Private or high-risk routes
- Login, password reset, account, and administrator paths.
- Checkout, payment, order-management, and other transaction endpoints.
- Private APIs, internal dashboards, staging hosts, and diagnostic interfaces.
- Any URL containing personal, contractual, or otherwise confidential information.
Put genuinely private resources behind authentication or another server-side authorization layer. Disallowing a path in robots.txt may reduce compliant crawling, but it does not stop a malicious client from requesting the URL and does not erase a URL that a search engine learns from links.
Inspect existing traffic and controls first
Bot failures are often caused by an interaction between several systems. Review the current WAF rules, managed bot settings, rate limits, origin firewall, CDN configuration, and server logs before adding an exception.

- Which paths receive the most automated requests?
- Are requests being challenged, denied, rate-limited, or failing at the origin?
- What status codes and response times do suspected crawlers receive?
- Do errors cluster by country, IP range, ASN, path, method, or request rate?
- Are legitimate crawlers receiving a challenge page, a redirect loop, a 403, a 429, or a 5xx response?
Capture a baseline before changing policy. A sudden drop in crawler fetches after a WAF deployment is not proof that the rule is working; it may indicate that the rule is blocking the pages you need indexed.

Never allow a crawler from its User-Agent alone
A User-Agent header is easily copied. A hostile script can announce itself as Googlebot, Bingbot, or any other crawler while coming from an unrelated network. Treat the header as a hint for investigation, not as proof for an allowlist.
Verify a claimed Googlebot request
- Record the source IP address of the request at the edge or origin. Make sure you are using the actual client address after your proxy’s trusted-header processing, not an arbitrary header supplied by the client.
- Perform a reverse DNS lookup on that source IP and check that the resulting hostname belongs to the relevant Google crawler domain.
- Perform a forward lookup on the hostname and confirm that it resolves back to the original source IP. This forward-confirmation step helps prevent a misleading reverse record.
- Alternatively, match the source address against Google’s currently published Googlebot IP ranges.
- Apply the result only to the specific request class and action you intend to exempt. Do not turn a temporary verification result into a permanent, unrestricted origin allowlist.
Google’s official guidance identifies reverse DNS or a match against its published Googlebot IP ranges as the best ways to verify that a request actually comes from Googlebot. Recheck the operator’s documentation when ranges or verification procedures change.
Do not split mobile and desktop Googlebot in robots.txt
Googlebot has smartphone and desktop variants, but both use the same product token in robots.txt. The file cannot selectively allow one variant and block the other. Google primarily indexes the mobile version for most sites, so make the mobile experience crawlable and equivalent in the content that matters.

A safe rule normally has three parts: the traffic it matches, the action it takes, and the verified-bot exceptions that are allowed to bypass that action. Keep those parts explicit so a change to one does not silently broaden another.

Choose an action proportional to the signal
- Observe or log: Use for a new signal whose false-positive rate is unknown.
- Rate-limit: Use when requests are excessive but individual requests are not clearly malicious.
- Managed challenge: Use when you need an additional proof of browser or client legitimacy and can tolerate non-browser clients being interrupted.
- Block: Reserve for traffic with a strong, well-tested abuse signal or a route that should not be publicly reachable.
Do not apply a blanket challenge to every request that is not on a static allowlist. Search crawlers fetch many resources, may not execute an interactive challenge, and can be mistaken for automation even when their identity is genuine.
Exclude verified crawlers from challenge actions
Many edge providers expose a field for recognized or verified good bots. Use that field as an exception to a challenge rule, while still applying separate policy to crawler purpose and request behavior. A recognized bot signal should not be treated as permission to access private routes.
Cloudflare’s documented example challenges selected traffic while excluding its known-bot signal. The illustrative expression is:

The countries in that expression are only examples; they are not a general recommendation to challenge requests from the United States or Mexico. The transferable design is “match the threat condition, then exclude the provider’s recognized good-bot signal.” Field names and evaluation order differ across WAF products, so translate the logic rather than copying the expression into another provider.
Permit only the crawler purpose you need
Verification answers “who operates this crawler?” It does not answer “should this crawler perform this job on my site?” Cloudflare’s current verified-bot taxonomy distinguishes Search from other purposes such as training, data collection, SEO, and monitoring. A crawler can be verifiable and still be outside your policy.
- Allow Search crawlers on public, indexable paths when that supports your publishing goal.
- Review training, data-collection, SEO, and monitoring categories against your terms, capacity, and legal or contractual requirements.
- Apply stricter rate limits or path restrictions to permitted categories that do not need full-site access.
- Keep private and transactional paths protected even when a client is a verified bot.
Write robots.txt for crawl management, not secrecy
Use robots.txt to reduce unnecessary fetching and to communicate which public URLs compliant crawlers should skip. Keep it aligned with your WAF policy: a path you intend search engines to crawl should not be accidentally disallowed, and a disallowed path should not be assumed to be confidential.

Example crawl policy
User-agent: *
Disallow: /account/
Disallow: /checkout/
Disallow: /internal-search/
Sitemap: https://example.com/sitemap.xml
This example expresses a preference to compliant crawlers. It does not authenticate users, stop a hostile scraper, or guarantee that a disallowed URL will not appear in search results. Replace the example host with your own canonical sitemap location; do not expose a sitemap that lists private URLs.

Choose the right indexing control
- For an accessible page that should not appear in Google’s index, use an appropriate
noindexdirective and leave the page fetchable long enough for crawlers to see it. - For confidential material, require authentication or equivalent authorization. Do not combine a robots block with the assumption that secrets are protected.
- For a page that should be indexed, keep it accessible, return a successful response, and ensure the WAF does not interrupt the crawler before it can fetch the content.
A robots block and an indexing directive have different effects. A blocked URL may still be listed if a search engine discovers it elsewhere; blocking the fetch can also prevent the crawler from seeing a later noindex instruction.
Implement the protection in a controlled sequence
- Map routes and owners. Label public indexable pages, public non-indexable resources, authenticated areas, and sensitive APIs. Record which team owns each exception.
- Export a baseline. Save current WAF expressions, rate limits, bot settings, response codes, crawler traffic, and origin error rates so you can compare after deployment.
- Publish or correct robots.txt. Disallow only paths that compliant crawlers should avoid. Remove rules that accidentally cover public CSS, JavaScript, images, canonical pages, or sitemaps.
- Separate private access. Add authentication or server-side authorization to every route that contains confidential data. Test it without relying on a crawler directive.
- Define verification logic. For Googlebot claims, use reverse DNS with forward confirmation or Google’s published IP ranges. For other crawlers, follow that operator’s own verification method; do not infer legitimacy from a name in the header.
- Create a logging-only WAF rule. Match the traffic pattern you intend to control and record which requests would be affected, including verified-bot status and path.
- Add narrow actions. Rate-limit or challenge suspicious traffic, and explicitly exempt verified search crawlers from that action where they need access. Keep sensitive paths protected by their own authorization rule.
- Deploy gradually. Start with a limited path set, geography, or traffic segment that reflects the actual threat. Avoid broad country rules unless your threat model justifies them.
- Verify from both sides. Check WAF events and origin logs for crawler responses, then request representative public pages as an ordinary user. Confirm that private routes still require credentials.
- Promote, document, and review. Record the rule’s purpose, owner, verification method, rollback step, and date. Revisit it when the provider changes bot fields or when crawler behavior changes.
Test for false positives before enforcing blocks
Use a representative URL set
Test a homepage, a deep content page, a paginated or filtered page, an image or asset-heavy page, the sitemap, and a route that must remain private. Include both mobile and desktop rendering paths even though they share the same Googlebot robots token.
Check the response that a crawler actually receives
- Successful content response: The crawler can fetch the page and evaluate its directives.
- Challenge page or challenge redirect: Many crawlers cannot complete an interactive browser challenge; exempt verified crawlers if the path is intended for them.
- 403 or other denial: The rule is blocking access. Confirm that the source identity was verified and that the path really should be restricted.
- 429: A rate limit may be too low for a legitimate crawl burst. Tune it using observed request patterns rather than removing limits globally.
- 5xx or timeout: The request may be reaching an overloaded origin, a proxy integration may be failing, or a new rule may be causing a loop. Investigate the edge and origin logs together.
After enforcement, compare WAF events with server logs. A verified-bot exception that exists in the rule but never appears in logs may be using the wrong field, executing after the challenge action, or observing a proxy address rather than the crawler’s source address.
Troubleshoot the common failure modes
| Symptom | Likely cause | Correction |
|---|---|---|
| Requests with a Googlebot header are allowed, but abuse continues. | The rule trusts a spoofable header. | Verify the source IP with reverse and forward DNS checks or published Googlebot ranges, then base the exception on the verified result. |
| Legitimate pages return a challenge to search crawlers. | The challenge runs before the verified-bot exclusion, or the provider’s recognized-bot field is not populated for that request. | Inspect rule order and event fields, test the provider’s verification signal, and exempt only verified crawlers on intended public paths. |
| A URL is absent from crawling but still appears in search results. | robots.txt was used as an indexing or removal control. |
Make the page fetchable and use noindex for an accessible page, or require authentication for private content. |
| Private information is discovered despite a disallow rule. | The resource was never protected server-side. | Add authentication or authorization and remove sensitive URLs from public discovery files. |
| One verified crawler can reach every endpoint. | Bot identity was treated as a universal allowlist. | Scope the exception by path, method, rate, and crawler purpose; keep account, checkout, and private API controls separate. |
| Traffic from a broad country rule is challenged unexpectedly. | The geographic condition was copied without a threat-based reason. | Replace it with a signal supported by your logs, or narrow the paths and action. Geographic examples are not universal policy. |
Choose a WAF configuration using these criteria
Current plan entitlements and pricing vary, so verify them with the provider before committing. Compare the security behavior and operational controls rather than selecting a product solely because it labels traffic as “good bots.”
| Criterion | What to verify |
|---|---|
| Identity validation | Does the service use reverse DNS, published IP lists, cryptographic signatures, or another documented method? Can you see why a request was classified as verified? |
| Exception handling | Can a rule exclude verified search crawlers from a challenge or block without bypassing unrelated protections? |
| Rule precision | Can actions vary by URL path, HTTP method, rate, geography, reputation, and crawler purpose? |
| Observability | Are WAF events, crawler classifications, challenge outcomes, and origin responses available for review and export? |
| Safe deployment | Can rules run in log or preview mode, be versioned, and be rolled back quickly? |
| Feature availability | Is the required verified-bot field, rate control, and logging detail included in the plan serving your site? |
Cloudflare describes a Verified bot as one that identifies itself honestly and behaves non-abusively. Its stated verification methods include a cryptographic Web Bot Auth signature, a published IP list paired with a stable user-agent, or reverse DNS; its behavior criteria include honoring robots.txt and maintaining reasonable request rates. These are provider-specific classifications. For another crawler or provider, use that operator’s documented verification requirements instead of assuming the same signal applies.
Operate the rules after launch
Bot policy is not a one-time switch. Crawlers change infrastructure, providers revise classification fields, and your URL structure evolves.
Quick Recap
- Review WAF events and origin logs on a regular schedule, with extra attention after rule or site releases.
- Track challenge, denial, rate-limit, and server-error responses for representative public pages.
- Re-test Googlebot verification when Google changes its published ranges or documentation.
- Audit new routes so account, checkout, private API, and staging paths do not inherit a public exception accidentally.
- Review verified-bot categories. Search access may be appropriate while training, data collection, SEO, or monitoring access requires a separate decision.
- Keep a tested rollback for every enforcement change and record the rule owner and rationale.
Deployment checklist
- Public indexable URLs are listed and tested.
- Private routes require authentication or equivalent authorization.
robots.txtcontains crawl preferences only and does not claim to protect secrets.noindexis used for accessible pages that should stay out of the index.- No allow rule trusts a
User-Agentstring by itself. - Googlebot claims are verified by reverse DNS with forward confirmation or published Googlebot IP ranges.
- WAF exceptions are narrow, ordered correctly, and limited to intended paths and actions.
- Verified crawler purpose is considered; “verified” is not an automatic license for every bot category.
- Rules were observed before enforcement and can be rolled back.
- Post-deployment logs show successful crawler responses and no unexpected challenge, denial, or origin-error spike.
