RocketMod permissions are configured in the permissions file generated for your specific Unturned server instance. In the legacy RocketMod workflow, enable or install RocketMod, start the server once so it creates its Rocket directory, stop the server, then edit Servers/<server-name>/Rocket/Permissions.config.xml. Define a default group, add groups and SteamID64 members, and place each command’s exact registered permission node in that group’s <Permissions> section. Rocket groups do not replace Unturned’s separate Adminlist.dat administration settings.

Before you edit anything: identify the RocketMod build

The original RocketMod/Rocket.Unturned repository is archived. Its README states, “We, Sven Mawby (fr34kyn01535) and Enes Sadık Özbek (Trojaner) stopped maintaining RocketMod.” The archived project is the RocketMod implementation for Unturned 3, so compatibility with a current Unturned server is not automatic. Confirm the Unturned version, Rocket module, and any maintained fork or distribution used by your host before changing production files.

Rocket distributions do not all use the same permissions format. The legacy implementation generates Permissions.config.xml; some newer third-party references instead describe permissions.xml and groups.xml, with elements such as <Parent>, wildcard permissions, and negation. Those layouts are not interchangeable. Always use the root element, namespaces, element names, and attributes in the file generated by the build actually installed on your server.

How RocketMod permissions work

Rocket parses the command requested by a player, resolves the command registered by Rocket or by a plugin, and asks its permissions provider whether that player may execute it. A command’s chat display name is not necessarily its permission node. For example, the archived CommandTphere implementation declares the permission string Rocket.Unturned.Tphere. A plugin may similarly use a namespaced node such as myplugin.use.

Permissions are assigned through groups. Each group has an ID, a display name, members, and permission entries. Players without another assignment receive the group named by <DefaultGroup>. A SteamID64 belongs in the member element required by your generated schema; do not substitute a character name, short Steam ID, or in-game nickname.

Install or enable RocketMod and generate the files

Self-hosted server

Install the Rocket module in the module location supported by your Unturned server distribution. Follow the module’s installation method rather than copying files from an unrelated build. Start the server and allow it to finish a normal boot. Rocket should create its directory and configuration files, including Rocket.config.xml and Permissions.config.xml in the legacy workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Managed server

If your host provides RocketMod as a panel option, enable it for the particular server instance, then start that instance once. Some panels expose the generated files through a file manager; others require FTP or a support-assisted configuration change. Confirm in the console that Rocket loaded before looking for the permissions file.

Stop before editing

Stop the server before making a broad XML edit. Download or copy the generated permissions file first. That backup preserves the vendor’s exact schema, namespace declarations, encoding, and default entries, so you can restore a known-good version if Rocket rejects a change.

Find the correct permissions file

For the legacy layout, the usual path is:

Servers/<server-name>/Rocket/Permissions.config.xml

The path is relative to the server instance directory, not necessarily the root of a machine that runs several instances. If the file is absent, start the server once after enabling Rocket and check that the Rocket module loaded. Do not create a blank file with a guessed root element: Rocket may ignore it or fail XML loading.

When documentation tells you to edit permissions.xml or groups.xml, first compare that documentation with the file your server generated. A newer fork can use a materially different schema from the archived implementation. Copy the structure of your installed template and change values inside that structure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the legacy XML structure

A representative legacy file looks like this:

<RocketPermissions>
  <DefaultGroup>default</DefaultGroup>
  <Groups>
    <Group>
      <Id>default</Id>
      <DisplayName>Default</DisplayName>
      <Members />
      <Permissions>
        <Permission Cooldown="0">home</Permission>
        <Permission Cooldown="0">tpa</Permission>
      </Permissions>
    </Group>
  </Groups>
</RocketPermissions>

This is an illustrative legacy structure, not a universal template. Preserve any namespace, attributes, or additional elements already present in your generated file. The available command nodes depend on Rocket and the plugins installed on your server. Community examples include home, tpa, tpa.accept, tpa.deny, and plugin-specific kit nodes.

Configure a default group and privilege tiers

Set the default group

Change <DefaultGroup> to the exact <Id> of the group intended for players who have no other assignment. The comparison is against the group ID, not its display name. If the ID is default, the value must be default even when the display name is “Players.”

Create additional groups

Add more <Group> entries using unique IDs. A practical separation is a regular-player group, a moderator group, and a small administrator group. Give ordinary players only the commands they need. Put moderation nodes in the moderator group and high-impact capabilities—such as bans, server control, item spawning, or unrestricted teleportation—in a tightly controlled administrator group.

There is no universal safe command list because plugins define their own nodes and effects. Read each installed plugin’s permission documentation and review what a node actually permits before assigning it.

Add SteamID64 members

Place each player’s 64-bit Steam identifier in the member element required by the generated schema. Hosting documentation describes Rocket permissions as mapping Steam IDs to groups. Verify every digit: a typo can silently leave a player in the default group or deny the intended access. Keep a private record that maps your internal staff role to each SteamID64, but do not publish those identifiers unnecessarily.

Add exact command and plugin permission nodes

Find the node in the command’s source, plugin documentation, or generated help information. Enter it exactly, including capitalization, punctuation, and namespace where the installed build requires those distinctions. If a plugin documents myplugin.use, adding only use does not grant that permission. Likewise, a chat command shown as /tphere may check Rocket.Unturned.Tphere, not the text tphere.

Do not infer a node from a command’s display label. The registered command is the authority used by Rocket’s permission check. If the command belongs to a plugin, the plugin DLL must load before Rocket can register and authorize it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A complete setup procedure

  1. Check compatibility. Record the Unturned version, Rocket module or fork, and the plugin versions used by the instance. Treat the archived RocketMod implementation as legacy and verify that it supports your build.
  2. Enable or install RocketMod. Use the module location supported by your self-hosted distribution or enable RocketMod in the managed-host panel.
  3. Boot once. Start the instance and wait for Rocket to generate its directory and configuration files. Confirm a successful module load in the console.
  4. Stop the instance. Never make a large XML edit while the server is writing the same file.
  5. Back up the generated file. Keep an untouched copy of Permissions.config.xml (or the filename your build generated).
  6. Open the generated file. In the legacy layout, use Servers/<server-name>/Rocket/Permissions.config.xml. Preserve its root, namespaces, and element spelling.
  7. Set DefaultGroup. Use the ID of the group for unassigned players.
  8. Create groups. Give each group a unique ID and a clear display name. Keep privilege tiers narrow.
  9. Add members. Put verified SteamID64 values in the generated member structure for the appropriate group.
  10. Add nodes. Insert the exact registered permission strings in each group’s <Permissions> section. Include any required cooldown attributes from the template.
  11. Validate the XML. Check that every opening tag has a matching closing tag, quotes are paired, and required namespaces remain unchanged. Make one logical change at a time.
  12. Save without changing encoding. Keep the encoding and line-ending behavior expected by the generated file where your editor allows that choice.
  13. Start and inspect logs. Look for XML parsing errors, module-load failures, and plugin registration messages before testing with a player account.
  14. Test each tier. Confirm a default-group player can run only intended commands, a moderator receives its additional nodes, and an administrator receives the restricted commands.

Reload versus restart

Some community instructions recommend /rocket reload for minor permission edits after the server is running. Reload behavior depends on the Rocket build and on each plugin. In one archived implementation, the general reload-all operation was disabled while individual plugin reload operations remained available. Therefore, use the reload command documented by your installed distribution only when you know that it reloads the permissions provider and affected plugin. A full restart is the safer response to an uncertain reload, a schema change, or a plugin that caches permissions.

After any reload or restart, inspect the console and test the actual command. A successful reload message does not prove that a plugin registered its command or that the player was assigned to the intended group.

Rocket permissions and Unturned administration are separate

Adminlist.dat (or the equivalent vanilla owner/admin setting) is managed by Unturned, not by Rocket’s group file. A player can be a vanilla server administrator and still lack a Rocket plugin node. Conversely, a player can belong to a Rocket group without having the vanilla privileges required by a game command. Configure both systems when the workflow depends on both: use Rocket groups for Rocket and plugin authorization, and use Unturned’s administration mechanism for vanilla permissions.

Troubleshooting by symptom

The Rocket folder or permissions file is missing

  • Confirm RocketMod is enabled for this specific server instance, not merely installed elsewhere on the machine.
  • Start the instance once and wait for a complete boot.
  • Check the console for a module-load error and verify the host panel’s supported module location.
  • Look under the instance’s Servers/<server-name>/Rocket directory rather than a different server’s directory.

The XML will not load

  • Restore the untouched generated template.
  • Compare the root element, namespaces, tag names, and attributes against the backup.
  • Check closing tags, quotation marks, and special characters in text values.
  • Reapply one change at a time, restarting after each valid edit.

A player receives “permission denied”

  • Verify the player’s SteamID64 digit by digit.
  • Confirm the player is listed in the intended group and that the group ID matches the configured default or assignment.
  • Check the exact node registered by the command or plugin, including case and namespace.
  • Confirm the plugin that owns the command loaded successfully.
  • Restart if the plugin or permissions provider may be caching assignments.

The command is unknown

  • Check that the owning plugin DLL is present and loaded.
  • Confirm the command belongs to the Rocket or plugin build installed on this server.
  • On Linux, check path and filename case. A case mismatch in a plugin folder or DLL name can prevent loading even when the XML permissions are correct.

It works on Windows but not Linux

Linux paths are case-sensitive. Compare the plugin directory and DLL names character for character with the names expected by the loader. Correcting case can resolve a missing command without changing the permissions file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reload appears to do nothing

Reload support differs among Rocket builds and plugins. Read the console output, verify that the permissions provider and affected plugin reported a reload, then restart the server and test again. Do not assume that a command accepted by the console reloaded every component.

Two guides show different filenames or XML

Prefer the file and schema generated by your installed build. The archived legacy implementation and newer references describe different layouts; copying a newer permissions.xml/groups.xml example into a legacy Permissions.config.xml file can make the parser reject the configuration.

Choosing an implementation or hosting arrangement

If you are deciding between self-hosting, managed hosting, and a maintained RocketMod fork, compare the parts that affect permissions rather than choosing by branding:

Decision point Questions to answer
Unturned compatibility Does the module or fork support the exact current Unturned build?
Schema support Does it generate and document the same permissions filename and XML layout you plan to maintain?
Backup and rollback Can you download the generated file, restore a previous version, and recover from a malformed edit?
Plugin and reload behavior Are your plugins supported, and is permissions reload documented for this build?
Linux behavior Are plugin paths and DLL names handled with the required case sensitivity?
Migration effort Can existing groups, SteamID64 members, and nodes be converted without losing restrictions?

A managed host can simplify module installation and backups, while self-hosting gives direct control over files and restarts. A maintained fork may be necessary for a newer Unturned build, but migration is not just a filename change: verify its parser, inheritance rules, wildcard behavior, and plugin compatibility before importing legacy groups.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operational practices that prevent lockouts

  • Keep one untouched template and dated backups of every production change.
  • Make permission changes during a maintenance window with console access available.
  • Use a test account for each privilege tier before granting the group to staff.
  • Document the node, plugin version, intended role, and date for every high-impact permission.
  • Review staff membership when a role changes; removing a SteamID64 from a group is as important as adding one.
  • Limit powerful commands and review plugin documentation rather than assuming that similarly named nodes have similar effects.

What a successful configuration looks like

Rocket loads without XML or module errors, the intended default group is applied to an unassigned test account, each SteamID64 resolves to the expected group, and every tested command succeeds or fails according to the exact node assigned. Vanilla commands that depend on Unturned administration also work only after the corresponding Adminlist.dat setting is configured. If any one of those checks fails, diagnose the implementation, schema, membership, node, plugin loading, and vanilla administration layers separately instead of repeatedly editing the same XML line.
