Set up WooCommerce shipping by first confirming the store location, then creating geographic shipping zones in WooCommerce > Settings > Shipping > Shipping zones. Add Flat Rate, Free Shipping, or Local Pickup methods to each zone, arrange zones from most specific to most general, and test a complete checkout with addresses from every zone.
WooCommerce assigns each customer to one zone—the first zone in the list that matches the entered shipping address. That ordering, rather than the number of zones you create, is the most common reason a customer sees the wrong rate.
How WooCommerce shipping zones work
A shipping zone is a geographic area to which you ship products. A zone can cover a continent, country, state or province, city, or a set of postcodes. Customers see only the methods configured for the one zone that matches their shipping address.
One address matches one zone
WooCommerce evaluates zones in list order and stops at the first match. It does not combine methods from every zone that contains an address. For example, an address in Toronto might match a Toronto postcode zone, an Ontario zone, a Canada zone, and a Rest of the world zone. If the Canada zone appears first, the more specific Ontario and Toronto settings will never be used for that customer.

Put narrow zones before broad zones
Use this practical order:
- City or postcode-pattern zones
- State or province zones
- Country zones
- Rest of the world
Move a zone with the up and down controls in the Shipping zones list. Recheck the order whenever you add a new country-wide or global zone; a broad zone placed above a narrow one can silently change checkout rates.
Check the store settings before creating zones
WooCommerce uses the store address and selling settings as the starting point for shipping calculations. Before adding methods, open WooCommerce > Settings > General and verify the store location, selling locations, and shipping locations. A wrong country or state here can make a zone appear irrelevant or cause tax and destination assumptions to be wrong.

- Decide whether you sell to all countries, selected countries, or only the countries represented by your zones.
- Decide whether customers enter a shipping address at checkout and whether the store allows shipping to a billing address.
- Have your intended customer-facing method names, prices, tax treatment, and postcode patterns ready.
These settings do not create rates by themselves; they make sure the zones you create correspond to the locations your store actually serves.
Create a shipping zone
- Go to WooCommerce > Settings > Shipping > Shipping zones.
- Select Add zone.
- Enter a descriptive name, such as Downtown same-day, Ontario, Canada, or International. The name helps you administer the store; customers generally see the names of methods inside the zone.
- Choose the countries, states or provinces, or continent that belong in the zone.
- If the zone should cover only selected locations, enable the postcode restriction and enter the supported postcode patterns. Use the format WooCommerce accepts for your store’s country, and include every pattern you actually service.
- Select Add shipping method, choose a method, and configure it.
- Save the method, then save the zone.
- Return to the zone list and place this zone above any broader zone that could also match.
Repeat the process for each geographic rule. A matching zone with no enabled methods behaves differently from a zone with a zero-cost method: the former can produce a no-shipping-available message, while the latter offers an explicit free option.
Choose the right built-in shipping method

You can add more than one method to a zone. For example, a Canada zone might offer Flat Rate and Free Shipping over a threshold, while a nearby pickup zone offers Local Pickup and a separate delivery rate.

Configure Flat Rate shipping
Set the visible name and tax status
Open the zone, select the Flat Rate method, and enter the method name customers should understand, such as Standard delivery or Ontario parcel shipping. Choose the tax status that matches your store’s tax setup. The tax-status choice controls whether WooCommerce applies tax to the shipping charge; it does not determine the geographic zone.
Enter the base cost
The base cost is the charge for the cart before any additional per-item or shipping-class costs. Enter a monetary value in the store currency. A base cost of $0.00 can be intentional when class costs supply the charge. Leaving the base blank can also be useful when your configuration is designed to charge only through shipping classes, provided you verify the resulting checkout total.
Add item and class costs only when needed
Flat Rate can apply additional costs per item and costs associated with shipping classes. Decide whether your business model is:
- Per order: one base charge regardless of item count.
- Per item: an additional amount for each quantity in the cart.
- By product group: different costs for products assigned to different shipping classes.
- Combined: a base handling charge plus item or class charges.
Keep the customer-facing name specific enough that the shopper can distinguish methods, but do not place internal calculation notes in the label. Save the method and test carts containing one item, multiple quantities, and products from every class you use.
Use shipping classes for different product costs
Shipping classes group products with similar shipping characteristics. They do not calculate a rate on their own. A class affects checkout only after you assign products to it and enter class costs in a shipping method such as Flat Rate.

Create a class
- Open WooCommerce > Settings > Shipping > Classes.
- Select Add shipping class.
- Give it a clear name, such as Small parcel, Bulky item, or Fragile, and add a description if it will help other administrators.
- Save the class.
Assign products
Edit a product, open its shipping settings, choose the appropriate shipping class, and update the product. Assign every product that needs a special cost; products without a class use the method’s standard rate.
Enter class costs in Flat Rate
Return to the relevant zone, edit Flat Rate, and enter a cost for each class. Repeat this for every zone whose price differs. A class cost in one zone does not carry over to another zone. If you add a new class later, revisit each Flat Rate method and decide whether that class should have its own charge or use the standard rate.
Test mixed carts carefully. A cart containing products from several classes can produce a different total than a cart containing one class. Confirm that the resulting behavior matches your packing and handling process before publishing the rate.
Offer free shipping above a minimum order
- Open the zone in WooCommerce > Settings > Shipping > Shipping zones.
- Select Add shipping method and choose Free Shipping.
- Set the customer-facing name, such as Free standard delivery.
- Choose the requirement: no requirement, a valid free-shipping coupon, or a minimum order amount.
- If you choose a minimum, enter the threshold displayed in the method settings.
- Save the method and test carts below, exactly at, and above the threshold.
Free Shipping is a method in its own right. It does not automatically remove a Flat Rate method unless the store’s shipping-method display setting is configured to hide other rates when free shipping is available. If shoppers should be able to choose paid expedited delivery even after qualifying for free standard delivery, verify that this global behavior does not hide the paid method.

Set up Local Pickup
- Create or open the zone that should offer pickup. This may be a postcode-limited local zone or a wider zone if every customer in it can collect orders.
- Select Add shipping method and choose Local Pickup.
- Set a clear name, such as Collect from our store, and choose the appropriate tax status.
- Enter a cart-wide pickup cost if pickup is not free. Leave the cost at zero when collection has no charge.
- Save the method and test checkout with an address inside the pickup zone.
If pickup does not appear, inspect zone order first. A broader country or Rest of the world zone above the local zone can capture the address before WooCommerce reaches the pickup zone. Also confirm that the local zone contains a method and that the entered postcode matches its restriction.
Designing rates for common store models

Use separate zones when the destination changes the price or available method. Use shipping classes when the product changes the price within the same destination. You may need both: a bulky class can have one cost in the domestic zone and another in an international zone.
Test rates before customers place orders
Use a logged-out browser or a test customer account so saved addresses do not mask problems. For each zone, run a checkout using an address that is definitely inside the zone and another that is just outside its boundary.

- Confirm the expected method name, amount, and tax treatment.
- Test an empty or minimal cart, a multiple-quantity cart, and a mixed shipping-class cart.
- Test carts below and above each free-shipping threshold.
- Check that pickup appears only where intended.
- Change the address during checkout and verify that the method and amount recalculate.
- Place a test order and confirm the shipping line in the order details, email, and payment total.
Record a few representative addresses and expected totals as a regression checklist. Re-run them after changing zone order, classes, taxes, currency, checkout extensions, or product shipping data.

The wrong rate appears
- Look at the customer’s exact shipping address, including country, state or province, and postcode.
- Open the shipping-zone list and identify every zone that could match that address.
- Move the narrowest matching zone above broader zones.
- Confirm the method and its cost in that zone, including any class cost.
- Clear or bypass cached shipping calculations by enabling shipping debug mode, then recalculate checkout.
WooCommerce’s debug mode can show which zone matched and bypass the shipping-rate cache. Use it while diagnosing the issue, then disable it if you do not want debugging information visible to customers.

No shipping is available
- Make sure the address is inside a zone you actually serve.
- Check that the matching zone has at least one enabled shipping method.
- Verify that a postcode restriction was entered in the expected format and includes the customer’s postcode.
- Confirm that the store’s shipping locations allow the customer’s country.
- Check that the product is not missing required shipping data for your configuration.
A zone can match successfully and still show no shipping if it contains no methods. Adding a method, rather than merely creating the zone, is required.
Free Shipping hides another method
Review the store’s global shipping-method display behavior. Some configurations hide other methods when Free Shipping is available. If customers must be able to select a paid faster service as well as free standard delivery, adjust that setting and test a qualifying cart again.

Check that Local Pickup is enabled in the matching zone, that its cost and tax status are saved, and that the zone sits above overlapping country or global zones. Re-enter the address and use shipping debug mode to confirm which zone WooCommerce selected.
The amount is not what you expected
Review the Flat Rate base cost, per-item cost, shipping-class costs, product assignments, and tax status as one calculation. A base charge can be intentionally zero when class costs provide the charge, but an accidental blank or zero can also make shipping appear free. Test one product from each class and then a mixed cart to identify which component changes the total.
Live carrier rates and shipping labels
Core WooCommerce shipping methods are configuration-based. They do not include live carrier-rate calculations or label printing. If the store must quote current carrier prices or print USPS, UPS, DHL, or another carrier’s labels, evaluate a compatible WooCommerce shipping extension or service and verify its current compatibility, supported destinations, and pricing before installing it.
Keep the distinction clear for customers and staff: a Flat Rate is a rule you maintain, while a live-rate integration obtains a quote from a carrier. An extension may also change package dimensions, weight requirements, tax behavior, or checkout performance, so retest every zone and shipping class after enabling one.
