Start with the agent’s actual tasks, then grant only the identity, action, and resource each task requires. Slack enforces this mainly through OAuth scopes attached to either a bot or a user token. Teams combines app capabilities, resource-specific consent (RSC), and Microsoft Graph permissions, where delegated access represents a signed-in user and application access represents the agent itself. A written inventory, a narrow first grant, and recurring reviews are more reliable than approving a broad permission set and trying to contain it later.

What least privilege means for a tool-using agent

Least privilege is a design constraint, not a single switch. For every tool an agent can call, define five boundaries:

  • Action: the exact operation, such as sending a chat message, reading a channel, or changing an administrative setting.
  • Data: the messages, files, profile fields, or metadata the operation exposes.
  • Resource: the channel, team, chat, meeting, user, or tenant in which the action is allowed.
  • Identity: whether the call runs as the app, as a bot, or as a signed-in person.
  • Execution mode: whether a user is present to approve each action or the agent runs autonomously.

Grant a permission only when a current feature needs it. Do not add access for a possible future capability, and do not treat a successful installation as evidence that the agent is safely bounded. The agent may also have credentials for databases, ticketing systems, or cloud resources, so Slack or Teams controls are only one layer of its authority.

Neither platform’s permission model guarantees safe behavior. Tenant policy, app capabilities, token handling, prompt design, and additional tools can change the effective risk. The goal is to make every granted capability intentional, explainable, and removable.

Build a task-to-permission inventory first

Write the inventory before opening an OAuth or admin-consent screen. Slack’s least-privilege guidance recommends listing current scopes, assigning each scope to a feature, removing scopes with no feature, and checking whether a narrower scope exists. Its summary is direct: “request only what you actively use.”

  1. List user-visible features. Describe what the agent does now, not what a roadmap might require. Examples include replying in a conversation, posting a status update, or reading messages to prepare a response.
  2. Record the exact operation. Separate read, write, delete, sharing, and administrative actions. “Manage Teams” is not an adequate description; name the specific operation and resource.
  3. Identify the data and resource boundary. State whether the feature needs one chat, selected teams, a meeting, a user’s data, or organization-wide data.
  4. Choose the execution identity. Mark whether the agent acts as its own bot or app, acts for a signed-in user, or must run without a user.
  5. Describe the denial behavior. Write what the feature should do if the permission is withheld: disable the feature, ask the user to perform the action, or return a clear error.
  6. Assign an owner and review date. The feature owner explains why the grant exists; the security or platform owner verifies that it remains necessary.

For each proposed permission, keep a record containing the feature name, API or capability, data exposed, resource scope, identity context, whether the call is autonomous, the consequence of denial, the approving owner, and the date of the next review. This record becomes the test plan for installation and later audits.

Slack: narrow OAuth scopes and choose the right token identity

Slack scopes authorize particular API actions or data access. The scope reference is the authority for matching an API method to a grant: Slack’s scope reference. Slack separates bot scopes from user scopes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Bot scopes authorize the app’s bot user. The bot has its own identity and should be the default when the feature does not need to impersonate a person.
  • User scopes let the app act on behalf of the person who authorized it. They are appropriate only when the feature genuinely depends on that person’s identity or access.

Slack’s detailed least-privilege advice is available in “Less is more: a Slack approach to scopes”. Prefer a bot token when it can perform the task, then request the narrowest scope that covers the required API method and data. A user token is not a convenient substitute for designing a smaller bot grant; it changes whose authority the call represents.

Configure a Slack app in a narrow sequence

  1. Translate each inventory row into an API requirement. Confirm the method and data returned, then look up its current scope in the Slack reference. Avoid selecting a broad scope because it is familiar or because a sample app used it.
  2. Separate bot and user grants. Put a permission in the bot set when the bot identity is sufficient. Put it in the user set only when the signed-in person’s identity or access is part of the feature’s contract.
  3. Request scopes through the OAuth installation flow. Present only the scopes used by the current build. Remove permissions left over from prototypes, test workspaces, or abandoned features.
  4. Install with the smallest list and exercise every feature. Test successful calls and deliberate denials. Confirm that a feature fails closed rather than silently switching to another token or broader endpoint.
  5. Document the mapping. For each scope, record the feature, API method, identity, data, and owner. Keep the record with the app configuration so a later change can be reviewed.
  6. Reauthorize after changes. Adding permissions to an existing token requires authorization again. Communicate the reason for the change and obtain the needed approval through the normal OAuth flow.

Slack review checks

  • Compare every requested scope with a live feature; delete scopes that have no current feature.
  • Check whether a narrower scope is available before accepting a broad one.
  • Verify that a user scope is not being used where the bot identity can complete the operation.
  • Retest with the reduced list in a non-production workspace before deployment.
  • Remember that scopes remain with the app until it is uninstalled or the scopes are revoked; removing code that once used a scope does not remove the grant by itself.

The practical test is simple: if an approver asks why a scope exists, the answer should name one current feature and the consequence of withholding it. “We might need it later” is a reason to defer the grant, not to approve it.

Teams: evaluate capabilities, RSC, and Graph permissions separately

Teams has more than one permission layer. Microsoft’s Teams app permissions and consent documentation explains that an app’s capabilities can provide basic behavior at installation, while Microsoft Graph and other explicit permissions follow their own consent process. A bot or messaging extension can therefore have useful behavior even when an administrator is looking only at a Graph consent screen.

Inventory the app’s capabilities separately from its explicit grants. Review what data flows through the capability as well as the permission name. Microsoft notes, for example, that bot messages and channel lists can leave the corporate network. That is a data-flow decision for security reviewers even when the feature looks like ordinary chat.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use resource-specific consent for bounded Teams access

Resource-specific consent (RSC) is the preferred boundary when the agent needs a particular team, chat, meeting, or user resource rather than an organization-wide grant. RSC permissions are declared in the Teams app manifest and consented to in the resource context. The app can then operate only where it has been added, rather than gaining the same access across the tenant.

  1. Define the resource in the inventory. Name the team, chat, meeting, or user context required by the feature.
  2. Add only the necessary RSC permission to the manifest. Do not include a tenant-wide Graph permission as a convenience fallback.
  3. Have the resource owner consent when the app is added. Consent is given in the relevant Teams context, not treated as a blanket approval for unrelated resources.
  4. Verify the result in Teams admin center. Review the app’s Permissions tab and confirm that the RSC list matches the manifest and the approved feature.
  5. Test outside the resource boundary. A request for a team, chat, meeting, or user where the app is not present should be denied.

RSC does not eliminate the need to inspect capabilities or other credentials. It is a resource boundary for the Teams permission it covers, not a guarantee that an agent’s separate database, cloud, or automation credentials are equally narrow.

Choose Microsoft Graph delegated or application access by execution context

Microsoft Graph permissions answer a different question from RSC: whose identity is making the call and whether a user is present.

  • Delegated permissions are for an interactive agent acting as a signed-in user. The agent can do only what the user and the granted delegated permission allow.
  • Application permissions are for an autonomous agent that must run without a signed-in user. The app acts with its own identity, so the permission can reach data beyond any one user’s session.

Microsoft’s Graph permissions best-practices guidance recommends preferring RSC or delegated access when either satisfies the requirement. Use application access only when neither model fits, and treat it as the higher-impact option because it is not bounded by a signed-in user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision procedure for Graph permissions

  1. Ask whether a user is present. If a person initiates and supervises the operation, start with delegated access.
  2. Ask whether the resource can be bounded. If the operation is limited to a team, chat, meeting, or user, evaluate RSC before an org-wide Graph grant.
  3. Confirm the exact operation. Match the feature to the current Graph permission reference; do not infer that a read permission includes sending, editing, or deleting.
  4. Escalate only when necessary. If the job must run unattended and cannot be expressed with delegated access or RSC, document why application permission is required and constrain it as tightly as the permission model permits.
  5. Plan consent and renewal. Record the administrator or resource owner who approved the grant and the trigger for re-review.

Worked example: sending a message in one chat

Suppose an agent needs only to send a response in a chat where it has been installed. Microsoft’s guidance gives a concrete contrast: use the ChatMessage.Send.Chat RSC permission instead of the broader Chat.ReadWrite delegated Graph permission when that narrower operation meets the requirement. The example is not a universal substitution; verify the permission reference for the actual API operation, resource, and app behavior.

The inventory entry should state that the feature sends a message, identify the target chat, record whether the agent is acting for a signed-in user or as an app, and specify that reading unrelated chats is not required. If the agent later needs to read conversation history, that is a new feature with a new data exposure and should trigger a separate permission review rather than silently expanding the original grant.

Cross-platform permission choices

Decision axis Slack Microsoft Teams / Microsoft Graph
Identity Bot scopes act as the app’s bot identity; user scopes act for an authorizing person. Delegated Graph access acts for a signed-in user; application access uses the app’s own identity without a signed-in user.
Resource boundary Choose the narrowest available scope for the API method and data. Prefer RSC to limit access to the team, chat, meeting, or user resource where the app is installed.
Consent and changes OAuth installation grants scopes; scope changes to an existing token require reauthorization. Graph application permissions require admin consent; RSC consent is granted by resource owners in the Teams context. Review and re-consent after permission changes.
Implicit behavior Review app features and scopes. Review both explicit Graph/RSC permissions and app capabilities that can confer basic privileges at install.
Ongoing control Audit every requested scope against a current feature. Verify or revoke Graph consent in Entra; review RSC in Teams admin center; use access packages or scoped RBAC for standardized access where useful.

Make consent understandable and changes reversible

Before approval, explain the feature, the data it touches, where the permission is used, and what users will experience if it is denied. A permission name alone is not an adequate risk explanation. Keep the inventory, manifest version, consent record, and test evidence together so reviewers can compare the requested state with the deployed state.

When a Teams app adds permissions requiring administrator approval, users cannot use the changed capability until consent is granted again. Administrators can verify granted permissions in the Microsoft Entra admin center and revoke them there. RSC grants are reviewed in the Teams resource context and Teams admin center. The procedure is documented in Microsoft’s guide to granting and managing consent for Teams app permissions.

For organizations operating several agents with similar access patterns, Microsoft Entra access packages for agent access can standardize grants through groups and assignments that can expire or be revoked. For Azure resources used by an agent, apply role-based access control at the smallest suitable scope, such as one resource instead of an entire subscription or tenant.

Operate the permissions after launch

Review on a schedule and at every feature change

Set a recurring review date for each grant, and trigger an immediate review when the agent gains a tool, changes identity handling, adds a new data source, or changes from supervised to autonomous execution. Compare the deployed Slack scopes or Teams manifest and consent records with the inventory. Remove a permission when its feature is removed, not at the next annual review.

Test denial paths

For each feature, test the smallest grant in a controlled workspace or tenant. Then deliberately remove the grant and confirm that the agent reports an understandable failure, does not retry with a broader credential, and does not expose data from another resource. Include tests for an uninstalled or unconsented Teams resource and for a Slack token that lacks a required scope.

Control identities and secrets

Store bot, user, and application credentials separately, rotate them according to your organization’s policy, and prevent a user token from being silently substituted for a bot token. Log which identity made each tool call. A least-privilege scope is still dangerous if the token is shared widely or if the agent can choose among several identities without an explicit policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and fixes

The agent asks for every available permission

Return to the inventory and map each requested scope or Graph permission to one current feature. Remove anything without a named use, then check the reference for a narrower alternative. Reinstall or reauthorize so old grants are not mistaken for the new design.

A Slack feature works only with a user token

Determine whether the operation truly requires the authorizing person’s identity. If not, redesign it around the bot identity and bot scope. If it does, document the user context and the data the person is allowing the app to access; do not broaden the user grant to compensate for an unrelated missing bot capability.

A Teams app appears to have more behavior than its consent screen shows

Inspect the app capabilities, such as a bot or messaging extension, in addition to Graph and RSC grants. Review the data flow created by those capabilities and test what the app can do immediately after installation.

An RSC-limited agent reaches the wrong place

Verify the manifest’s RSC entries, the resource in which consent was granted, and the app’s installation locations. Test a resource where the app is not added. If the feature still requires tenant-wide data, document why RSC cannot satisfy it before considering application permission.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A changed Teams permission is not taking effect

Check whether the new grant requires administrator consent or renewed resource-owner consent. Review the app in Teams admin center and the grant in Microsoft Entra, then re-consent before testing again.

The agent must run unattended

Do not automatically convert a delegated design to application access. First see whether the job can be split so a user approves the sensitive step or whether RSC can bound the resource. If application permission remains necessary, record the reason, narrow the Graph permission, restrict the agent’s other credentials, and schedule a more frequent review.

A practical approval checklist

  • Every permission maps to a current, named feature.
  • Read, write, delete, and administrative actions are documented separately.
  • The target resource and data types are explicit.
  • Slack uses a bot scope unless a user identity is required.
  • Slack scope changes have gone through reauthorization.
  • Teams capabilities were reviewed independently from Graph and RSC grants.
  • RSC was considered for team, chat, meeting, or user-level access.
  • Delegated Graph access was preferred for interactive, signed-in-user work.
  • Application access has a documented unattended-use justification.
  • Owners know what happens when a permission is denied.
  • Consent records, manifest or scope versions, and test results are retained.
  • There is a named revocation path and a next review date.

Use this checklist as a gate for installation and as a change-control record. The narrowest usable permission set is the one that supports the documented feature, fails safely when withheld, and can be removed without leaving an unexplained authorization behind.
