You cannot open a generally available digital-euro wallet yet. As of 16 October 2026, the euro-area project has no production wallet for the public. The European Central Bank (ECB) says it aims to be ready for a possible first issuance during 2029, but only if the necessary legislation is adopted by the end of 2026. A controlled, 12-month pilot is planned for the second half of 2027. That pilot will not give the digital euro legal-tender status and is not the same as a public launch.

This guide explains what setting up and using a wallet is expected to involve, which access routes are being designed, how online and offline payments should work, and what you can and cannot do today.

What the digital-euro wallet is—and why you cannot set one up today

A digital-euro wallet would be the account and payment instrument used to hold and spend digital euros issued within the Eurosystem’s proposed scheme. It is not a cryptocurrency wallet and is not intended to replace ordinary bank accounts. A participating bank or another authorised payment service provider (PSP) would manage the account, including onboarding, authentication, funding, withdrawals, payment initiation and receipt.

The legal and technical framework is still being completed. The ECB’s target is readiness for a potential first issuance in 2029, conditional on the required regulation being adopted by the end of 2026. The date is therefore a goal, not a guaranteed launch date. Until a public launch is announced, there is no official app, account-opening page, final provider list, final holding limit or production wallet to download.

“To start using the digital euro, a user would need to set up a digital euro account via their own bank or EU payment service provider.”

European Central Bank FAQ, Q7

Who is expected to provide access?

The proposed model does not require the ECB to operate a retail app for every user. Instead, people would obtain an account through a payment service provider in the European Union. The provider would present the wallet in an existing banking channel, a dedicated application or a supported card or other instrument.

Access route How it is expected to work Who it can serve
Commercial bank or other EU PSP Open the digital-euro account through the provider’s onboarding and authentication flow; manage funding, withdrawals and payments in its interface. Customers of a participating provider.
Payment institution or electronic-money institution Use an authorised non-bank PSP for account setup and payment services. People who prefer a non-bank provider, subject to that provider participating.
Designated public entity, such as a post office Use the public entity’s supported onboarding and payment channel. People without a commercial bank account or those who do not want a bank-linked account.
Card or dedicated app supplied by a PSP Use the instrument supplied after account opening; the underlying account remains managed by the PSP. Users whose provider supports that instrument.

The final list of providers and the exact interfaces have not been published. A bank’s current mobile-banking app might eventually include digital-euro functions, but that is an implementation choice rather than a confirmed feature of every bank.

How setup is expected to work

When the service becomes available, the process should follow these stages. Labels and screens will differ by provider, so treat the paths below as the expected flow rather than final instructions for a particular app.

  1. Choose a participating provider

Start with your own bank if it participates. Otherwise look for an EU payment institution, electronic-money institution or designated public entity that offers digital-euro accounts. Check that the provider serves your country and supports the payment instrument you want to use. There is currently no definitive public provider list.

  2. Complete onboarding and authentication

The provider will carry out its customer-identification and authentication process. It is expected to create the digital-euro account, connect it to your provider profile and explain how you approve payments. The exact identity documents, authentication method and eligibility checks will be set by the provider and applicable law.

  3. Choose the way you will pay

Your provider may expose the account inside its banking app, offer a separate digital-euro app, or issue a card or another supported instrument. The European Commission also says an EU Digital Identity Wallet could be used to store digital euros. Availability of that option will depend on the final implementation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  4. Fund the account

Move euros into the digital-euro account from the linked commercial account or another supported funding source. Funding and defunding—the transfer of money back out—are part of the proposed basic services. The PSP is expected to show the available balance and confirm completed transfers.

  5. Prepare an offline balance if you need it

Offline payments require preparation while the device is connected. The ECB’s described flow has you fund the offline digital-euro account first. After that, the phone can make approved offline transfers even when mobile data or Wi-Fi is unavailable.

  6. Make a first payment

For an online purchase, select digital euro at checkout when the merchant offers it, then approve the payment in the provider’s interface. In a shop, tap the phone or other supported instrument at a compatible terminal. Transfers between people would use the same account and provider infrastructure.

How to pay with a digital-euro wallet

Online purchases

At an online checkout that accepts digital euro, choose that payment method and authenticate through your bank or PSP app, or through the provider’s dedicated digital-euro application if one is supplied. The transaction is designed to settle instantly. The merchant must support digital euro and the provider must have enabled the relevant online flow; having an account alone will not make every checkout accept it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In-store payments

At a participating shop, open the supported wallet or card function and present it to a compatible payment terminal. The proposed mobile experience uses a tap, so the terminal and the provider’s instrument must both support contactless digital-euro payments. The final terminal marks and user-interface labels have not been specified.

Person-to-person transfers

The proposed system also covers payments between individuals. You would select a recipient through the provider’s supported payment flow, enter an amount and authenticate. The recipient must have a compatible digital-euro account or instrument. Transfers can be made for any amount, subject to any harmonised holding limits that the ECB ultimately sets.

How offline payments are supposed to work

Offline capability is one of the project’s defining features. The ECB says users should be able to pay when reception is poor or absent, both in shops and between people. The important distinction is that offline spending is not an unprepared emergency mode: you must load the offline balance while connected.

  1. Connect the phone or other supported device to the provider’s service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  2. Move a chosen amount into the device’s offline digital-euro balance.

  3. At a shop, tap the phone at a compatible terminal; for a person-to-person payment, tap or otherwise connect to the recipient’s compatible device.

  4. Reconnect later so the provider can update the account state and allow further funding or withdrawals.

Exact offline balance ceilings, replenishment rules, device security controls and recovery procedures are part of the final technical implementation and have not been stated. Do not assume that every phone, terminal or card will support offline transactions at launch.

Is a digital-euro wallet free?

The proposal would make basic end-user services free. The European Commission lists opening and closing an account, checking the balance, funding and defunding, transfers and payments among the services that should not carry a user fee.

A provider could still charge for a linked commercial bank account or for optional, non-basic services. That means “free” applies to the defined basic digital-euro functions, not necessarily to every account or premium feature you use around them. Providers will publish their own terms when accounts are offered.

What privacy should users expect?

Offline payments

For an offline transaction, the payer and payee would be the parties who know the personal transaction details. The PSP would still perform compliance checks when funds are loaded into or withdrawn from the digital-euro account, but it would not receive the same personal payment detail during the offline exchange itself.

Online payments

For online payments, the Eurosystem would not be able to identify users directly. Your PSP could identify you because it must meet anti-money-laundering and other legal obligations. In practical terms, the system separates the Eurosystem’s role from the customer relationship held by the provider; it does not make online payments anonymous to the provider.

Privacy settings, retention periods and the information shown in a provider’s app will depend on the final rules and implementation. Do not interpret the proposed design as a promise that every provider will display identical records.

Holding limits, large payments and programmability

Holding limits

Payments could be made for any amount, but the ECB may impose harmonised limits on how much digital euro a person can hold. The final amount has not been set, so no current wallet-limit number is authoritative.

Waterfall and reverse-waterfall transfers

To handle a purchase larger than the wallet balance or to keep a balance under the eventual holding limit, the system is designed to support automatic transfers between the digital-euro account and a linked commercial bank account. A “waterfall” can move money into the digital-euro account when a payment needs it; a “reverse waterfall” can move excess funds back to the linked account. Whether a provider offers these controls automatically, and how you configure them, will be clear only in its final product.

Not programmable money

Public authorities would not be allowed to restrict where, when, on what or to whom you spend digital euro. The European Commission describes the digital euro as not programmable. You could still schedule recurring transfers yourself, just as you can arrange standing payments with ordinary banking services.

Do you need an NFC phone?

An NFC-enabled smartphone is a practical preparation for the mobile and offline experiences described by the ECB, because those flows use a phone tap. It is not yet a published universal requirement: the final provider may support cards or other instruments, and exact phone, operating-system, secure-element and app requirements remain to be defined.

Before launch, check four compatibility points with your chosen provider:

  • Whether your phone’s operating system and security configuration are supported.

2027 pilot versus a public wallet

Milestone What is planned What it means for you
Second half of 2027 A 12-month pilot involving the ECB and 19 national central banks, selected e-commerce businesses and everyday-service merchants. Access will be controlled and limited to selected participants; it is not general public availability.
Pilot design The beta is intended to be functionally and technically close to the draft design. It can demonstrate likely payment flows but may change before a public launch.
Pilot legal status The beta digital euro will not have legal-tender status. A pilot transaction should not be treated as proof that the public currency has launched.
Potential first issuance during 2029 The ECB’s readiness aim depends on the necessary regulation being adopted by the end of 2026. The year is conditional, not a guaranteed release date.

The ECB selected 36 PSPs for the pilot after receiving more than 50 applications. Selection for that exercise does not establish a final retail-provider list or guarantee that a selected PSP will offer accounts to everyone.

What you can do now

  1. Keep using your existing bank or payment services; there is no public digital-euro balance to fund today.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  2. Follow announcements from the ECB, the European Commission and your own PSP rather than downloading an app that claims to be the official public wallet.

  3. Check whether your phone has NFC if you want the tap-based mobile experience, while remembering that final compatibility rules are pending.

  4. When providers publish terms, compare their onboarding, supported instruments, online and offline functions, basic versus optional fees, privacy disclosures and merchant coverage.

Common setup and payment problems to expect

“My bank does not show a digital-euro option.”

That is normal before public issuance. Even after launch, only participating providers will display the option, and the final provider list has not been announced.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“I can pay online but not offline.”

Offline use requires a previously funded offline balance, a supported device or instrument and a compatible merchant or recipient device. Reconnect and fund the offline balance before trying again; if the provider does not support offline payments, use its online method instead.

“The terminal rejects my tap.”

Confirm that NFC is enabled, the provider’s wallet is unlocked or ready for payment, and the terminal accepts digital euro. A normal contactless card terminal will not necessarily support the final digital-euro flow.

“The payment exceeds my balance or holding limit.”

If waterfall functionality is available, the provider may move funds automatically from the linked commercial account. Otherwise, fund the digital-euro account first or use another payment method. The eventual harmonised holding limit is not yet known.

“I want a wallet without a commercial bank account.”

The proposed framework includes payment institutions, electronic-money institutions and designated public entities such as post offices, so a bank-linked account should not be the only route. Eligibility and availability will depend on participating providers in your country.

How to judge a provider when wallets become available

Use this checklist before accepting an account:

  • Access: Is the provider a participating bank, payment institution, electronic-money institution or designated public entity?

  • Instruments: Does it offer a banking-app flow, a dedicated app, a card, or more than one option?

  • Connectivity: Are online and offline payments both supported, and how do you preload the offline balance?

  • Costs: Which listed services are basic and free, and which linked-account or optional services carry charges?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Privacy: What information does the provider retain, and how does it explain anti-money-laundering checks?

  • Limits: What holding limit applies, and are waterfall or reverse-waterfall transfers available?

  • Compatibility: Which phones, operating systems, cards and merchant terminals work?

The answers will be provider-specific within the common legal and technical framework. Until those terms are published, any app name, fee schedule, limit or compatibility list is provisional.
