A literal php.ini normally configures an entire PHP installation, not one application folder. For a directory-specific setting, use a .user.ini file when the site runs through CGI, FastCGI, or PHP-FPM; use .htaccess when PHP is loaded as an Apache module. PHP reads .user.ini files from the requested script directory and its parent directories, but only directives permitted at the per-directory level can be changed. The default reread interval is 300 seconds, so a correct edit can appear ineffective for up to five minutes.
Choose the per-directory method that matches your PHP SAPI
The web server interface (SAPI) determines which file can override PHP settings. Confirm this before creating a configuration file: a .user.ini is intended for CGI/FastCGI processing, including PHP-FPM, while an Apache-module installation uses Apache configuration, commonly .htaccess, for the same directory-level effect.

Do not assume that the command-line PHP installation represents the web application. CLI and web SAPIs can load different configuration files and scan directories, so every verification must use the same request path that serves the application.
Before you create a file
Identify the directory that owns the scripts
Choose the document directory containing the PHP scripts that need the override. A file in /var/www/example/app/, for example, is intended for requests whose scripts are in that directory or in directories covered by PHP’s per-directory scan. Put the file beside the application code rather than in an unrelated home directory or in the web server’s global configuration directory.

Confirm the SAPI
Ask the hosting administrator, inspect the server’s PHP integration, or use a temporary diagnostic request to determine whether the application is served by PHP-FPM/FastCGI or by an Apache PHP module. If the application uses PHP-FPM, proceed with .user.ini. If PHP is an Apache module, follow the .htaccess section below. A file intended for one SAPI may simply be ignored by another.
Check whether per-directory scanning is enabled
PHP’s default user_ini.filename is .user.ini. An administrator can change that filename or disable scanning entirely by setting the value to an empty string. If your file is ignored even though its name and location are correct, ask the administrator for the active user_ini.filename and whether user-INI scanning is enabled.

- Open the application directory. Use the filesystem directory that contains the scripts requiring different limits or behavior.
- Create a plain-text file with the active user-INI filename. With the default PHP configuration, the exact filename is
.user.ini, including the leading dot and no additional extension. Do not createuser.ini.txtor a file namedphp.iniand expect it to be discovered as a user file. - Add one supported directive per line. For example:
; /var/www/example/app/.user.ini memory_limit = 256M upload_max_filesize = 20M post_max_size = 24M max_input_vars = 2000The values above are examples of directory-level settings. The documented changeability classification includes
post_max_size,upload_max_filesize, andmax_input_varsasINI_PERDIRdirectives. - Save the file with permissions the PHP worker can read. The account running PHP-FPM or the FastCGI worker must be able to read the file. Keep the file owned and permissioned according to the deployment’s normal application policy; making it writable by every web user is unnecessary.
- Prevent direct downloads. A web server that serves dotfiles as ordinary text could expose settings, paths, or other operational information. Configure the server to deny direct requests for
.user.iniand verify that requesting the filename does not return its contents. - Wait for PHP to reread the file, or reload the worker. The default
user_ini.cache_ttlis 300 seconds (5 minutes). A PHP-FPM reload or an equivalent worker restart can cause the configuration to be reread sooner when that operation is appropriate for the hosting environment. - Verify through the application’s web request. Create a temporary PHP script in the target directory containing
echo ini_get('memory_limit');, request it through the same URL and PHP handler as the application, and confirm the returned value. Remove the diagnostic script immediately after testing.
Understand directory inheritance and file discovery
For a request, PHP starts looking for the user-INI file in the directory containing the requested script and then walks upward toward the document root. This lets one file cover a whole application tree while allowing a deeper directory to have its own configuration when the deployment places another user-INI file there. The scan is separate from the main php.ini process-start configuration and from the directory of extension INI files.

The practical consequence is that location matters. A file placed one level above the scripts can affect them if that directory is on the upward path; a file placed in a sibling directory cannot. Keep related overrides close to the code they govern, and test a URL whose script really resides under that path.
Know which directives a per-directory file can change
PHP classifies directives by the context in which they may be changed. A .user.ini accepts directives marked INI_ALL, INI_PERDIR, or INI_USER. Settings marked INI_SYSTEM, along with directives that are restricted to the main configuration, will not work there.

Loading or enabling an extension remains an administrator operation. A user-INI file is not a replacement for the installation’s main php.ini, extension configuration, or PHP-FPM pool policy.
Use .htaccess when PHP is an Apache module
If PHP runs inside Apache as a module, the PHP manual directs you to use .htaccess for the per-directory effect rather than .user.ini. Put the file in the Apache directory whose requests need the override, and use the php_value or php_flag form supported by that PHP and Apache configuration.

A typical deployment may use a form such as php_value memory_limit 256M, but the exact directives that Apache accepts, their placement, and whether overrides are enabled are environment-specific. Check the deployment’s supported syntax, make the change in a controlled directory, and test a request before applying it broadly. If Apache reports an invalid directive or a 500 error, remove the line and have the administrator confirm the module and override policy.
Do not use the Apache-module procedure merely because a site has Apache in front of PHP-FPM. In that arrangement Apache is a proxy or web server and PHP is still processed by FastCGI/PHP-FPM, so the relevant per-directory file is normally .user.ini.
Manage rules centrally with host and path sections
CGI/FastCGI installations that need centrally managed exceptions can place optional sections in the main php.ini. A host section matches a named host, while a path section matches scripts from a filesystem path:

auto_prepend_file = security.php[HOST=dev.example.com] applies its directives to that host. [PATH=/var/www/example/secure] applies its directives to scripts from the specified path. Match the exact host name or filesystem path used by the request; a spelling difference or an unexpected virtual-host name prevents the section from applying.

These sections are centrally administered and are read as part of the main configuration process, not as a per-application file. They cannot set extension or zend_extension. Use them when an administrator needs one controlled policy for multiple applications; use .user.ini when an individual application needs an allowed directory-level override.
How PHP discovers its main configuration
The main php.ini is read when PHP starts. Server-module SAPIs read it when the web server starts, while CGI and CLI read it for each invocation. PHP can also scan an additional directory of .ini files, loading those files alphabetically. The PHP_INI_SCAN_DIR environment setting can override or augment the compiled scan directory.

This startup and scan behavior is distinct from the upward search for .user.ini. It explains why a command-line check can show one configuration path while the web application uses another. Run php --ini to inspect the CLI context, but treat that output as separate evidence rather than proof of what the web SAPI loaded.
Verify the setting without confusing CLI and web results
- Test the web path first. Put a temporary script in the directory affected by the user-INI file and print the specific value with
ini_get(), such asini_get('memory_limit'). - Request it through the real handler. Use the same virtual host, URL path, reverse proxy, and PHP-FPM or FastCGI pool used by the application.
- Account for caching. If the old value appears, wait for the 300-second default interval or reload the relevant PHP workers, then test again.
- Compare CLI separately. Use
php --iniwhen diagnosing command-line scripts, but do not use a CLI value to declare the web override successful. - Delete diagnostics. Remove the temporary script after confirming the result so it cannot disclose configuration details.
Troubleshoot an ignored per-directory setting
The file is named incorrectly
Check the exact spelling, capitalization, leading dot, and absence of a second extension. Unless the administrator changed user_ini.filename, PHP expects .user.ini. Also confirm that scanning was not disabled by setting that option to an empty string.

The application is using the wrong SAPI
A .user.ini is for CGI/FastCGI processing. If PHP is an Apache module, move the setting to the supported .htaccess form. Conversely, if Apache is forwarding requests to PHP-FPM, troubleshoot the FPM request and keep the setting in .user.ini rather than relying on module directives.
The directive is not permitted at directory level
Check the directive’s changeability classification. Only INI_ALL, INI_PERDIR, and INI_USER settings belong in a user-INI file. An INI_SYSTEM setting, extension loader, or other main-configuration-only option requires administrator control.
The cache interval has not elapsed
Remember that the documented default for user_ini.cache_ttl is 300 seconds. Editing the file and immediately refreshing the page can therefore show the previous value. Wait the full interval or arrange an appropriate PHP worker reload.
The PHP worker cannot read the file
Inspect ownership and permissions for the PHP-FPM or FastCGI account, and verify that the file is in the directory actually used by the requested script. A readable file in the wrong branch of the filesystem does not affect the request.
The test is being run from CLI
Use a web request for a web setting. CLI and web SAPIs may load different php.ini files and different additional scan directories. A successful php --ini result only describes the CLI process.
A host or path section does not match
For central sections, compare the exact incoming host name and the exact filesystem path with the values in [HOST=...] and [PATH=...]. Also confirm that the rule is in the main php.ini used by the relevant SAPI and that it does not attempt to set extension or zend_extension.

Requesting a user-INI filename should never expose its contents. Add an explicit server denial for the file and test from an unauthenticated browser or HTTP client. If the server already returned the file, rotate any sensitive values that may have been disclosed and correct the web-server rule.
