A masterless Puppet setup runs puppet apply locally on each Ubuntu node. Each run compiles the catalog from a manifest, enforces the declared state, writes a report, and exits; there is no Puppet server process, inbound listener, or automatic connection to a primary server. You supply the code, modules, secrets, scheduling, and reporting path yourself.
What “masterless Puppet” means
In a conventional Puppet deployment, nodes contact a primary server for catalogs and commonly use centralized mechanisms for scheduling, code distribution, and reporting. In a masterless deployment, every node has the Puppet agent package, manifests, modules, and any required data locally. You invoke puppet apply on that node.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Puppet describes puppet apply as “the standalone Puppet execution tool” for applying individual manifests. It compiles a catalog, applies the resources in that catalog, writes a report, and exits. It is a foreground, one-shot command rather than a daemon or service. By default it neither initiates outbound network connections nor accepts inbound connections.
This design is useful when nodes are isolated, when you want a small operational footprint, or when an existing CI, image-building, or configuration-distribution process already exists. It also moves several responsibilities that a primary server would normally provide onto your own automation.

Masterless versus a primary-server design
The following comparison describes the operational consequences of the two models. The masterless column reflects the documented behavior of puppet apply; the remaining differences are practical consequences of where compilation and distribution occur.
| Operational area | Masterless Puppet | Primary-server Puppet |
|---|---|---|
| Catalog compilation | Each node compiles its own catalog from local code and data. | A primary server normally compiles catalogs for nodes. |
| Execution | A scheduled or manually started puppet apply run executes in the foreground and exits. |
Nodes commonly run an agent that contacts the primary according to the server-side or agent schedule. |
| Network exposure | No Puppet listener is required, and the command does not contact a primary server by default. | Nodes and the primary require network reachability for catalog and report traffic. |
| Code distribution | You distribute manifests, modules, and data through Git, packages, images, configuration management, or another mechanism. | The primary commonly serves the selected environment and module tree. |
| Scheduling | You choose cron, a systemd timer, CI, or another scheduler. | Scheduling is normally part of the agent/primary operating model. |
| Reporting | Reports remain local unless you collect or forward them. | Central services can aggregate node reports. |
| Secrets | Every node must have access to the secrets or data its local manifest needs. | Secret retrieval and access controls can be centralized, depending on the wider design. |
| Fleet scale | Simple for a small or disconnected fleet, but distribution and observability become your responsibility as the fleet grows. | Central orchestration is often easier to coordinate across many nodes, at the cost of server infrastructure and network dependence. |
Check Ubuntu and architecture support first
Puppet’s current supported-agent table lists Ubuntu 22.04, 24.04, and 26.04 package targets. The table shows both x86_64 and ARM architectures for the listed releases. Confirm the node’s exact release and architecture before downloading a package.
| Ubuntu release listed by Puppet | Architectures shown |
|---|---|
| 22.04 | x86_64, ARM |
| 24.04 | x86_64, ARM |
| 26.04 | x86_64, ARM |
On each node, record the release and architecture that your package process will target. Use Puppet’s current installation guidance to obtain the matching agent package. Pin the Puppet package version you deploy so that a repository refresh or image rebuild does not silently change the runtime. Where your security policy requires it, verify the package signature before installation.
Choose a repeatable node layout
A practical local environment keeps the production manifest and modules in one predictable tree:
/etc/puppetlabs/code/environments/production/
├── manifests/
│ └── site.pp
└── modules/
The main manifest in this example is /etc/puppetlabs/code/environments/production/manifests/site.pp. Place modules beside it in the modules/ directory, and keep the complete tree in version control. Distribute the same commit, package version, or image revision to every node that is intended to run the same configuration.
You can use additional environments if your release process needs them, but make the environment and module tree explicit in automation. A node should be able to answer three questions before a run starts: which code revision is installed, which module versions are present, and which manifest path will be executed.

- Identify the Ubuntu release and CPU architecture.
- Obtain the Puppet agent package that matches both values from Puppet’s current installation guidance.
- Verify the package signature if required by your security or change-control process.
- Install the package with Ubuntu’s package manager and pin the version selected for your fleet.
- Confirm that the
puppetcommand is available to the account that will run the configuration job. If your installation places binaries in a vendor-specific directory, include that directory in the automation user’sPATH.
Do not mix package versions casually between nodes that share a manifest and module lock. A controlled version policy makes a catalog change easier to attribute to code rather than to an unnoticed Puppet upgrade.

Build and distribute the code tree
Create the directories
Create the environment and module directories with permissions that allow the Puppet execution account to read them while preventing unauthorized edits. Keep the directory under source control outside the node, then deploy a reviewed revision to the node.
Select a distribution method
Masterless Puppet does not distribute its own code. Common choices include a Git checkout performed by a deployment job, a release tarball, an operating-system package, or an immutable machine image. The method is yours; the important property is that the manifest and modules arrive as a known, reproducible revision.
Install modules on online nodes
For a node that can reach the Puppet Forge, install a module with:
puppet module install <author>-<module>
The command installs the Forge module and its dependencies into the first modulepath directory by default. Confirm where that directory is before relying on the default, especially when more than one environment or module tree exists.
Prepare offline nodes
An offline node cannot resolve Forge dependencies during installation. Move the module tarball to the node and install every dependency manually. Test the complete dependency closure before exporting the bundle: a module that exists without one of its required dependencies can fail only when the manifest reaches the dependent class.
Keep the module versions alongside the manifest revision in source control or in the release metadata. Rebuilding an offline bundle from unpinned “latest” dependencies makes the same node difficult to reproduce later.
Make modulepath behavior explicit
Puppet uses settings such as basemodulepath and the selected environment to locate modules and data, while the main manifest is supplied on the command line or with -e. When diagnosing module loading, pass an explicit modulepath:

--modulepath=/etc/puppetlabs/code/environments/production/modules
On Unix, the modulepath is an ordered, colon-separated list. If the same module name exists in more than one directory, Puppet loads the copy from the earlier directory. That ordering can explain why a newly installed module appears to have no effect.
For example, a diagnostic command with two module trees would look like this:
sudo puppet apply
--modulepath=/srv/puppet/modules:/etc/puppetlabs/code/environments/production/modules
/etc/puppetlabs/code/environments/production/manifests/site.pp
Use the shortest modulepath that accurately represents the release. Remove stale copies rather than relying on precedence to hide them.
Write the main manifest
Start with a small manifest that declares an observable package and file state:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems# /etc/puppetlabs/code/environments/production/manifests/site.pp
package { 'nginx':
ensure => installed,
}
file { '/etc/motd':
ensure => file,
content => "Managed by masterless Puppetn",
}
The package resource requests that nginx be installed. The file resource ensures that /etc/motd exists as a file with the specified content. Expand the manifest gradually, adding classes and relationships only after the first resources behave as expected.
Keep node-specific values in data that is versioned and deployed with the node’s release. Since there is no primary server compiling a catalog for you, the local execution must have every value, module, and dependency required to produce a complete catalog.
Preview a run safely with noop mode
Before enforcing changes, run Puppet in no-op mode. This compiles the catalog and reports the changes it intends to make without applying them:

After reviewing the preview, run the same command without --noop:
sudo puppet apply

Add --detailed-exitcodes in scripts and timers so automation can distinguish a successful run that changed resources from one that found the node already in the desired state:

Schedule one-shot runs
Because puppet apply exits after one execution and never runs as a daemon or service, you need an external scheduler. Cron, a systemd timer, a CI runner, or an image/deployment pipeline can all start the command.
Cron
A cron entry can call a wrapper script that performs the update, runs puppet apply, records the detailed exit code, and sends failures to your existing alerting system. Keep the full manifest and modulepath in the script rather than depending on an interactive shell’s working directory.

Systemd timer
A systemd timer is useful when you want journal logs, dependency ordering, and explicit service state. Create a oneshot service whose ExecStart is the enforcement command, then create a timer that starts that service at the interval your change policy permits. Enable the timer, inspect its next run, and test the service manually before relying on the schedule.
CI or deployment orchestration
For fleets managed through a pipeline, distribute a versioned code bundle first, then invoke puppet apply on each target. Use --noop as a review stage where practical, and stop or quarantine targets that return failure codes. A pipeline can also collect reports centrally even though Puppet itself is running locally.
Distribute changes without a Puppet primary
Every release must answer the following sequence:
- Build or select the manifest revision.
- Resolve and pin module versions, including dependencies.
- Package or copy the complete environment tree.
- Deploy that tree to the target node.
- Verify the expected paths and permissions.
- Run
puppet apply --noopand review the planned resources. - Enforce the revision and capture the detailed exit code and report.
Do not update a module on a live node independently of the manifest revision that expects it. In a masterless environment, code distribution and configuration enforcement are separate actions; your release process must make their order explicit.
Handle secrets and local data deliberately
Local execution means that each node needs access to every secret or data value its manifest requires. Decide whether those values arrive through an operating-system secret store, a protected file, an injected environment, or another approved mechanism. Restrict read permissions and avoid committing plaintext credentials to the manifest or module tree.
Keep secret delivery in the same deployment plan as the manifest revision. A node that receives code first and secrets later may fail compilation or enforcement; a node that retains an old secret after a code change may converge to an unintended state.
Troubleshoot the common failure points
The command cannot find a module
- Pass the intended
--modulepathexplicitly. - Check that the module directory is beside the environment’s manifest tree and is readable by the execution account.
- Inspect modulepath order when duplicate module names exist; the earlier directory wins.
- For offline installations, verify that every dependency was transferred and installed.
The preview proposes unexpected changes
- Confirm that the node received the intended code revision.
- Check for an older copy of the same module earlier in the modulepath.
- Review data files and node-specific values.
- Keep
--noopenabled until package, file, service, and command changes are understood.
An offline node fails during installation
- Build the module bundle on a connected system.
- Include the module tarball and all required dependencies.
- Transfer the bundle through your approved offline process.
- Install the dependencies before running the manifest.
Automation reports a failure but the terminal output is incomplete
- Use
--detailed-exitcodes. - Capture standard output and standard error.
- Store the Puppet report with the node, code revision, module versions, and run timestamp.
- Alert on failure codes 1, 4, and 6, while treating code 2 as a successful change.
A node is running a different Puppet package
Compare the installed package version with the fleet’s pinned version and confirm the Ubuntu release and architecture. Reconcile the package through the same controlled distribution process used for the rest of the environment, then repeat the no-op review.

- Ensure each node can securely access the secrets and data its manifest needs.
When masterless Puppet is the right fit
Choose this model when local control, low network dependence, or disconnected operation matters more than centralized orchestration. It is straightforward for a small fleet, appliance-like systems, and environments where an existing release pipeline already distributes immutable configuration bundles.
Reconsider it when you need one service to coordinate a large and frequently changing fleet, centrally collect reports without building that plumbing yourself, or keep sensitive data away from individual nodes. A primary-server design can provide those capabilities, but it introduces server infrastructure and network dependencies that masterless execution avoids.
The essential implementation is small: install a pinned Puppet agent, distribute a complete environment, run puppet apply locally, preview with --noop, enforce with detailed exit codes, and provide your own scheduler, distribution channel, reporting, and secret handling. Treat those surrounding mechanisms as first-class parts of the design rather than assuming Puppet will supply them.
