A workable startup hybrid-work policy defines where people may work, when they must be available, how decisions are made, and how safety, security, expenses, performance, and fairness are handled. Start with the work your business must perform rather than copying a fixed office-day rule. Assess each role, consult employees, document individual arrangements, check contracts and local requirements, and set a date or trigger for review.
This is a policy-design framework, not legal advice for a particular country. Employment, health and safety, privacy, monitoring, tax, insurance, and expense obligations depend on where the company and its employees are located. Identify every relevant location and obtain local advice before adoption.
1. Decide what “hybrid” means for your startup
Do not begin with “everyone works in the office two days a week.” No source establishes one best cadence for startups. The right model depends on the tasks, customer commitments, equipment, collaboration needs, employee circumstances, security conditions, contracts, and local rules.
Map the work before choosing the schedule
List the activities each team performs and the conditions each activity requires. For example, a hardware test may require a controlled workspace, while documentation may be completed from home. Customer visits, confidential board meetings, laboratory work, and certain production tasks may require a particular location. Conversely, individual analysis or focused writing may not.

- Note coverage requirements across time zones, support hours, launches, and incident response.
- Record security, privacy, and data-residency constraints for each type of work.
- Ask what accessibility or caregiving circumstances may affect an employee’s ability to use a particular location or schedule.
Choose from defined arrangements
Describe the arrangements the startup actually supports. Acas recommends stating the available arrangements and the limits the organization generally follows while still considering requests outside them.
| Arrangement | How it works | Questions to resolve |
|---|---|---|
| Main office with occasional home working | The office is the normal work location; home days are agreed in advance or used when defined conditions apply. | Which roles qualify? How much notice is needed? Which meetings require attendance? |
| Planned split between home and office | An employee has a recurring pattern, such as specified office collaboration days and remote days. | What happens during launches, customer visits, or team changes? Can the pattern be varied temporarily? |
| Primarily remote with scheduled office attendance | The employee works remotely most of the time and attends for onboarding, planning, training, or other stated events. | Where is the approved remote location? Who pays travel? What notice is reasonable? |
| Approved coworking or alternative site | Work takes place somewhere other than home or the company office. | Is privacy adequate? Is the network secure? Who approves the site and cost? |
| Role-specific or temporary exception | A time-limited arrangement responds to a project, health, family, accessibility, or other individual circumstance. | What evidence or information is needed, who decides, and when is it reviewed? |
State locations and attendance expectations
List the countries, states, provinces, or other locations from which employees may work, and require approval before a move or a new regular work location. Explain the business reason for required attendance—such as equipment access, customer work, training, or team planning—rather than presenting attendance as a measure of loyalty.
Define whether attendance is a minimum, a planned pattern, or event-based. Say who can require a temporary change and how much notice is normally provided. Avoid implying that an informal practice is a permanent contractual entitlement.
2. Create a fair eligibility and request process
Employees should be able to understand how a request is assessed and what happens after they submit it. Apply role-related criteria consistently; do not let a manager’s personal preference determine eligibility.
Set objective assessment criteria
- Can the essential duties be performed effectively from the proposed location?
- Are required equipment, systems, connectivity, and customer access available?
- Can the team maintain coverage, handoffs, and necessary collaboration?
- Can confidential information be protected in the proposed environment?
- Can the workstation and working conditions be made safe?
- Would the arrangement conflict with an employment contract, insurance condition, tax rule, or other local requirement?
- What administrative or cost burden would the arrangement create, and is that burden proportionate to the business need?
Specify the request workflow
- Submit a written request. Provide the proposed location, days or hours, start date, expected duration, role duties affected, equipment needs, and any accessibility or other circumstances the employee wants considered.
- Acknowledge receipt. Name the responsible manager or people lead and give an expected decision date.
- Assess the work and conditions. Consult the employee, relevant team members, security or safety leads, and finance or legal advisers where needed.
- Record the decision. Approve, modify, defer, or decline the request with the operational reasons and any conditions.
- Offer a review route. Explain how the employee can ask for reconsideration, provide new information, or request a review after a trial.
State how disability-related requests and other individual circumstances will be considered separately from the ordinary business-suitability test. The Acas Code gives a UK-specific example: employers must consult an employee before refusing a statutory flexible-working request, and disability-related reasonable-adjustment duties must also be considered. Do not apply those legal rules automatically in another jurisdiction.
3. Consult, document, and review the policy
Consult before launch
Share a draft with employees and, where applicable, their representatives. Ask about role requirements, commuting and accessibility barriers, collaboration failures, safety concerns, equipment, and privacy. HSE guidance emphasizes consultation about substantial changes affecting health and safety; consultation also exposes operational problems that a leadership-only draft can miss.

Check contracts and related policies
Review employment contracts and handbooks for workplace, hours, travel, expense, confidentiality, monitoring, and management terms. Acas advises checking whether a policy change affects contract terms. Obtain local advice before changing a contractual workplace or schedule.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteDocument each agreed arrangement
For each employee, record the approved locations, expected attendance, core availability, communication expectations, equipment, expense treatment, security conditions, review date, and the process for temporary changes. If a formal contract amendment is not required, put the agreed arrangement in writing anyway. Tell employees which policy version applies and where the current copy is stored.
Use a review date or trigger
Choose a date or event that starts a review, such as the end of a pilot, a material change in the business, a team reorganization, a new office, a security incident, or a change in an employee’s circumstances. Name the reviewer and specify the evidence they will consider: service coverage, missed handoffs, safety reports, employee feedback, costs, and objective performance results. A trial can create a structured evaluation period, but the cited guidance does not prescribe a universal trial length.
4. Cover health, safety, and the home workspace
Acas guidance states: “You should carry out a risk assessment before approving any request for working from home or hybrid working.” Present this as Acas guidance, not as a universal legal quotation. HSE says an employer has the same health and safety responsibilities for a home worker as for a worker at the workplace. Local law may define the details differently.
Define the assessment process
- Ask the employee to complete a home or remote-work checklist covering the desk, chair, screen, lighting, electrical supply, trip hazards, ventilation, emergency arrangements, and ability to take breaks.
- Provide guidance or training on workstation setup, safe equipment use, manual handling, and reporting discomfort or hazards.
- Decide how an assessment will be performed: self-assessment, video review, in-person visit where lawful and necessary, or another documented method.
- Record identified controls, the person responsible for each correction, and a date for rechecking.
- Stop or change the arrangement if a material risk cannot be controlled, and explain the alternative work option.
Employer access to a home should be limited to a stated purpose—such as setup, maintenance, or a safety assessment—arranged with reasonable notice and handled consistently with privacy and local law. Tell employees how to report a change in their workspace or wellbeing.
Address ergonomic and psychosocial risks
The European Agency for Safety and Health at Work’s 20 June 2024 publication identifies ergonomic and psychosocial risks in remote and hybrid work and emphasizes clear policy, education, and training. Your policy can mention an adjustable ergonomic office chair as one possible workstation item, but it is not universally required, suitable for every worker, or endorsed as a particular product. Base any provision on an individualized assessment.

5. Set day-to-day operating rules
Hours and core availability
State normal working hours, time-zone assumptions, required overlap or core availability, rules for changing hours, and how overtime or on-call work is authorized. Distinguish availability from constant online presence. Explain how employees record time where local wage-and-hour rules require it.
Communication and meetings
- Name the approved channels for urgent incidents, routine coordination, documentation, and confidential matters.
- Set a reasonable response expectation for each channel rather than one universal instant-response rule.
- Publish meeting norms: agendas, accessible materials, remote participation, recording restrictions, and decisions captured in a shared location.
- Use an “online” status to show availability only if the organization explains its meaning and does not treat it as a performance score.
- Define handoff information, ownership, and escalation when teammates work different hours.
Alternative work locations
Say whether coworking spaces, libraries, cafés, or other public locations are permitted. Require a private setting for confidential calls, screen protection, approved connectivity, and no use of unapproved public computers. If a location cannot meet the security or safety conditions, the employee must use an approved site.
6. Explain equipment, expenses, insurance, and moves
Equipment and expenses
List what the startup supplies, what it reimburses, spending limits if any, and the approval and receipt process. Cover computers, monitors, peripherals, connectivity, furniture, travel to required office events, coworking fees, and repair or replacement responsibilities. Distinguish one-time equipment from recurring expenses and state what happens when employment ends.

Insurance and household checks
Explain what the company’s insurance covers and what it does not. Acas advises addressing relevant mortgage, lease, and home-insurance checks; adapt that guidance to the employee’s location and the company’s insurance arrangements rather than treating UK guidance as a worldwide legal rule. Tell employees whether they must notify a landlord, insurer, or other party, and who pays any required cost.
Moving or working from a new location
Require written approval before a remote employee moves or begins working regularly from another jurisdiction. A move can affect payroll, tax, immigration, employment law, insurance, data access, and the employer’s registration obligations. State that approval is not automatic and identify the information needed: address and country, dates, expected duration, role impact, and confirmation that the workspace and security controls remain suitable.
7. Manage performance, wellbeing, and development consistently
Use outcomes and agreed objectives
Managers should set clear deliverables, quality standards, deadlines, decision rights, and check-in points for every employee. Acas gives assessing the quality of work rather than time spent at a desk as an example. Define evidence that fits the role—completed milestones, defect rates, customer outcomes, reliability, or documented decisions—without assuming that every job has the same metric.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Hold regular one-to-ones and include a route for raising isolation, workload, or wellbeing concerns. A remote employee should not have to be physically present to receive feedback or support.
Protect equal access to opportunity
Include remote staff in training, mentoring, promotion processes, important meetings, and informal information flows. Publish development opportunities in shared channels, provide equivalent remote participation, and audit who receives high-visibility assignments. Managers should document decisions so proximity does not become an unspoken selection criterion.
Be transparent about monitoring
If electronic monitoring is used, describe what is collected, why, when, who can access it, retention, and how employees can raise a concern. Do not introduce monitoring through a vague statement that the company may “track activity.” Ontario provides a jurisdiction-specific example of written-policy requirements for electronic monitoring that apply at home, in the workplace, or in a hybrid arrangement; verify the rules wherever employees work.
8. Protect information and privacy
Write practical security requirements
- Use company-managed devices and approved software for company and customer information.
- Require strong authentication, screen locking, updates, encryption, and secure storage.
- State whether personal devices are allowed and, if so, what controls and remote-wipe conditions apply.
- Prohibit confidential conversations where others can overhear and require appropriate screen positioning in public places.
- Explain approved networks, virtual private network requirements where applicable, removable-media rules, and restrictions on shared household accounts.
- Provide a simple route and deadline for reporting a lost device, suspected compromise, misdirected message, or other security incident.
Limit data collection
Identify the information the startup needs for scheduling, safety, expenses, security, and performance, and avoid collecting more than necessary. Explain the purpose, access, retention, and deletion of employee information. Privacy obligations are location-dependent. Philippines National Privacy Commission guidance in PHE Bulletin No. 14 discusses transparency, legitimate purpose, proportionality, data minimization, and safeguards in a specific pandemic-related public-health context; it should not be treated as a current universal employee-monitoring rule.
9. Compare arrangements with one decision framework
When a manager evaluates a request, use the same written questions for every role. The sources support assessing the following dimensions but do not rank them or identify a universally winning model.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →| Decision dimension | Evidence to review | Possible control |
|---|---|---|
| Role and task suitability | Essential duties, equipment, customer access, and collaboration needs | Limit remote days for specific tasks; schedule required on-site events |
| Employee circumstances and accessibility | Information the employee chooses to provide, accessibility barriers, and caring or health-related needs | Individual adjustment, altered hours, accessible location, or additional review |
| Security and privacy | Data sensitivity, network, physical privacy, device management, and incident response | Approved location, managed device, restricted data, or secure office work |
| Home-workstation safety | Assessment results, hazards, ergonomics, and wellbeing concerns | Controls, equipment, training, or a different work location |
| Contract and local-law constraints | Workplace and hours clauses, payroll, tax, immigration, safety, privacy, and monitoring rules | Local review, contract amendment, or location restriction |
| Administrative and cost burden | Travel, equipment, coworking, management, and support costs | Budget approval, standard equipment, or a time-limited trial |
10. Roll out the policy without creating two classes of employee
- Assign ownership. Name the policy owner, decision makers, safety contact, security contact, and escalation route.
- Inventory locations and roles. Record where each employee works and which role criteria apply.
- Draft the policy and request form. Include the rules, exceptions, review process, and links to related policies in the company’s internal knowledge base.
- Consult and revise. Invite feedback, document material changes, and address safety concerns before launch.
- Check contracts and local requirements. Review each employee location before approving a recurring arrangement.
- Run assessments and issue equipment. Complete the safety and security checks, record controls, and confirm expense approvals.
- Train managers. Use examples to show how to apply eligibility criteria, document decisions, measure outcomes, and handle exceptions.
- Publish and acknowledge. Give employees the effective date, current version, request route, and contact for questions.
- Review evidence. At the stated date or trigger, examine service results, safety, security, cost, inclusion, and feedback; then communicate any change with its effective date.
11. Troubleshoot common policy failures
“The policy says hybrid, but every manager applies it differently.”
Replace broad language with role criteria, a standard request form, named decision makers, written reasons, and an escalation route. Audit decisions periodically for inconsistent treatment.

Frequently Asked Questions
Should a startup require the same number of office days for every employee?
No. Choose attendance from role tasks, collaboration, customer and equipment needs, employee circumstances, security, safety, contracts, local rules, and support costs. The available guidance does not establish a universal office-day number.
Can a hybrid policy replace an employment contract?
Not automatically. Check whether workplace, hours, travel, or management terms are contractual in each relevant jurisdiction. Put each agreed arrangement in writing and obtain local advice before changing a contract.
What should happen when a manager rejects a hybrid request?
The manager should apply the published criteria, consult the employee where required, record operational reasons, explain conditions that might change the decision, and provide the stated review or appeal route.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIs an ergonomic chair legally required for home workers?
The cited safety guidance supports assessing individual workstation risks; it does not make one chair type a universal requirement. Provide or reimburse equipment when your assessment and applicable rules require or justify it.
How often should a startup review its hybrid-work policy?
Set a date or trigger in the policy, such as the end of a pilot, a material business change, a security incident, or a change in circumstances. Review the evidence specified in the policy and communicate any revision with its effective date.
