Use VICE (Versatile Commodore Emulator) as the core of a Commodore 64 development and test setup. Install it from the official project package or your operating system’s package manager, verify that its C64 ROM and support files are found, then choose x64 for fast interactive work or x64sc when raster timing, interrupts, or peripheral behavior matters. VICE’s terminal monitor, deterministic disk-image loading, memory and register inspection, breakpoints, and scripting make it suitable for both debugging and regression tests, while hardware-dependent behavior still needs a check on a real or compatible machine.

What a C64 simulator does for development

VICE emulates the C64 and related Commodore systems, including a 6502/6510 CPU implementation with documented and undocumented opcodes. Its design aims for cycle-accurate timing, which is important for software that depends on raster lines, interrupt cadence, video registers, or peripheral timing. It is an emulator rather than a complete electrical replica: an emulated program can be highly faithful while still differing from a particular C64 board revision, analog video path, physical joystick, or accessory.

For everyday work, keep two launch profiles. The x64 target favors speed and responsive editing. The x64sc target favors accuracy and is the safer choice for timing-sensitive validation. Switching between them lets you avoid slowing every edit-run cycle while retaining a stricter pass before release.

Requirements and installation

Install VICE

  1. Obtain VICE from the official project package or from your host operating system’s package manager.
  2. Keep the executable available from a terminal. VICE writes useful diagnostic information there, and its monitor normally appears in that terminal window.
  3. Install the C64 system files that match your VICE distribution. A usable installation needs machine ROMs as well as keyboard maps, palette files, romsets, and hotkey files.
  4. Start with the package’s documented search locations. VICE searches user and installation directories, so a file copied into an arbitrary project folder may not be found until you configure a search path or place it in one of those locations.

The exact package name and graphical launcher differ by operating system, but the verification procedure is the same: launch the C64 target from a terminal and confirm that the normal C64 startup screen appears before loading your own program.

Project-specific toolchain requirements

A command-driven workflow documented by Project64 uses Python 3.11 or newer, VICE 3.5 or newer, the x64sc executable, VICE’s petcat utility, and cc65 for its assembly examples. Those versions describe that workflow; they are not a universal minimum version for every VICE installation or every C64 project.

Component Purpose Scope of the requirement
VICE C64 emulation, monitor, disk-image support Required for the simulator setup
x64 Fast C64 target for interactive development Recommended for the edit-run loop
x64sc Accuracy-focused C64 target Recommended for timing-sensitive tests
Python 3.11+ Runs the Project64 command workflow Required by that workflow
VICE 3.5+ Provides the Project64-tested emulator tools Required by that workflow
petcat Converts or handles C64 BASIC source in the documented workflow Required by that workflow
cc65 Assembler/compiler toolchain for the documented examples Needed for those assembly examples

Choose the correct VICE target

Target Best use Trade-off
x64 Fast interactive editing, ordinary BASIC or assembly runs, quick manual checks Less appropriate when a test depends on exact cycle or raster behavior
x64sc Raster effects, interrupt timing, cycle-sensitive code, and peripheral tests Slower than x64 during repeated interactive runs

Do not treat the fast target as a substitute for timing validation. A program can pass a functional check in x64 and still fail when exact cycle timing is part of its behavior. Conversely, running every edit through x64sc can make development unnecessarily slow.

Verify the base installation before adding a project

  1. Open a terminal in which the VICE executable is available.
  2. Launch x64 for a quick boot check, or launch x64sc if your first test is timing-sensitive.
  3. Watch the terminal for startup diagnostics and confirm that the emulator window shows the standard C64 boot screen.
  4. If the boot screen does not appear, stop and correct the ROM or support-file search path before troubleshooting your source code.
  5. Close the emulator and repeat the boot with the other target so both development profiles are known to work.

This separates emulator installation failures from program failures. A missing ROM, keyboard map, palette, romset, or hotkey file can look like a broken application if you begin by loading a project immediately.

Run a first smoke test

Use a very small known-good BASIC or assembly program. The smoke test should prove five things: VICE boots, the source converts or assembles, the program reaches its entry point, screen output is readable, and a memory read returns the expected bytes.

Command-driven example

The following sequence illustrates the Project64-style workflow. Adapt paths and command names to the local toolchain:

c64 session start --model c64
c64 run tests/programs/hello-basic/program.bas
c64 screen
c64 mem read '$0400' 64
c64 break add start
c64 wait --break
c64 step 5
c64 reg
c64 continue
  1. c64 session start --model c64 creates a C64 session rather than relying on a previously running emulator.
  2. c64 run loads the BASIC or assembly source through the configured conversion or build step.
  3. c64 screen captures the visible result so a test can check text or pixels.
  4. c64 mem read '$0400' 64 reads 64 bytes beginning at the C64 screen-memory address used by the example.
  5. c64 break add start adds a symbolic breakpoint when the build has emitted a matching label.
  6. c64 wait --break lets execution run until that breakpoint is reached.
  7. c64 step 5 executes five single-step operations, after which c64 reg records register state.
  8. c64 continue resumes execution for the remainder of the check.

If your source does not emit a symbol named start, set a breakpoint on an address or on a label that your assembler exports. A smoke test is useful only when its expected screen bytes, memory bytes, and entry point are explicit.

Load PRG and D64 files

PRG or BASIC program

Use the emulator’s autostart facility or the command wrapper’s run operation to load a PRG or BASIC source. Start from a clean session so a previous memory image or drive state cannot mask a loading problem. After loading, verify both the visible screen and at least one known memory location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

D64 disk image

VICE supports attaching disk images at launch. Attach the deterministic .d64 image before starting the test, then boot or autostart the program from that image. The invocation tools also support filesystem-based drive emulation for raw CBM or P00 files.

Windows loading options

On Windows, you can drag a disk image onto the emulator or use File → Autostart disk/tape image. The menu route is useful for a one-off manual check; scripted attachment is preferable for repeatable tests because it records the exact image and options.

Warp mode

Warp mode accelerates loading. Enable it only when elapsed loading time is irrelevant to the assertion. Disable it for timing tests, loader measurements, raster-sensitive code, or any test whose result depends on real-time behavior.

Use the built-in monitor for debugging

VICE’s monitor can inspect memory and registers, disassemble and assemble machine code, set breakpoints, and define triggers. Keep the emulator attached to a terminal so monitor commands and diagnostics remain visible and can be captured with other test artifacts.

Breakpoints and stepping

  • Set a symbolic breakpoint at a label emitted by your assembler when possible; symbols are more stable than hard-coded addresses when code layout changes.
  • Run until the breakpoint, inspect registers and selected memory, then single-step across the instruction sequence that failed.
  • Use triggers when a condition must be observed rather than a single address reached.
  • Record the breakpoint name or address, register dump, relevant memory range, and screen state with the test result.

Bank-aware memory inspection

A C64’s visible memory changes with the active memory configuration. The monitor therefore exposes bank-aware address spaces. When a read appears inconsistent with what the program displays, first verify which bank and memory configuration are active; otherwise you may be examining a different underlying byte than the CPU or video hardware is currently using.

IDE integration

C64 Studio can provide an IDE workflow when configured to use VICE. Its integration supports exec, store, and load breakpoints, allowing source navigation and emulator state to be coordinated. Keep the same emulator target and ROM configuration in the IDE profile as in command-line tests so a successful interactive session reproduces in automation.

Build a repeatable development and regression loop

A reliable loop makes every run disposable and records enough state to explain a failure:

  1. Assemble or compile the current source revision.
  2. Launch a clean VICE session rather than reusing an emulator left at an unknown address or drive state.
  3. Attach a deterministic disk image, if the program uses disk data.
  4. Select x64 for fast functional development or x64sc for timing-sensitive validation.
  5. Run to a breakpoint, completion marker, or other explicit stopping condition.
  6. Inspect screen text or pixels, selected memory ranges, and registers.
  7. Save terminal logs, screenshots, memory dumps, and emulator options with the result.

Project64 demonstrates this style of command-driven execution with VICE and cc65. The important property is not the wrapper’s name; it is that the same source, image, emulator settings, and assertions can be run again without manual state left over from a previous session.

Pin the variables that affect reproducibility

  • Source revision and build configuration
  • VICE version and selected target (x64 or x64sc)
  • C64 ROM files and their locations
  • Disk-image filename and exact contents
  • PAL or NTSC region setting
  • Enabled peripherals and joystick configuration
  • Warp-mode state
  • Breakpoint, memory-range, register, and screen assertions

Record these values beside every result. A failure that cannot identify its emulator model, ROM set, timing mode, and region is difficult to reproduce even when the source is unchanged.

Automate checks from the terminal

The terminal-oriented monitor and command wrappers make scripted runs practical: a script can start a session, load a program or image, wait for a breakpoint, read memory, capture registers, and save screen evidence. This supports continuous or batch regression testing without manually clicking through each run.

Whether a run is truly headless depends on the wrapper and the host display environment. The documented workflow establishes command-driven control and evidence capture; it does not by itself guarantee that every operating-system package can create a windowless session. Treat display setup as part of the test environment and verify it on the machine that will execute the tests.

Validate timing, region, and hardware-dependent behavior

PAL and NTSC

PAL and NTSC configurations can change frame and raster timing. Choose the region your software targets and keep that choice fixed in the test configuration. If the program supports both, run separate suites and label their expected timing and screen results accordingly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Peripherals and analog output

VICE is valuable for software development, but the available information does not establish perfect equivalence for every C64 board revision, analog video path, physical joystick, or peripheral. Code that depends on those details must be exercised on a real C64 or compatible hardware before release. Keep the emulator pass as an earlier, repeatable software check rather than treating it as the final hardware certification.

What to record for a hardware comparison

  • Emulator model and target executable
  • VICE version and ROM set
  • PAL or NTSC region
  • Enabled drives, joysticks, and other peripherals
  • Timing mode and whether warp mode was enabled
  • Observed screen, memory, and register evidence

Troubleshoot common setup failures

Symptom Likely area Action
No normal C64 boot screen ROM or support-file discovery Check machine ROMs, keyboard maps, palette files, romsets, hotkey files, and VICE’s user and installation search paths.
Program loads but screen output is wrong Source conversion, memory state, or region Run from a clean session, verify the build step, inspect the expected screen-memory bytes, and confirm PAL/NTSC selection.
Breakpoint name is not recognized Missing or mismatched symbol Rebuild with symbols and use the emitted label, or set an address breakpoint.
Memory value conflicts with what the program displays Active bank or memory configuration Use the monitor’s bank-aware address space and inspect the currently selected configuration.
Disk test is slow Normal emulated loading Use warp mode only when elapsed time is not an assertion; turn it off for timing tests.
Works in the emulator but fails on a C64 Hardware-specific behavior Compare ROM set, region, peripherals, and timing settings, then reproduce the behavior on physical or compatible hardware.
Interactive run passes but regression run differs Dirty emulator state or unpinned inputs Start a clean session and pin source revision, disk image, ROM files, target, region, and enabled peripherals.

A practical project checklist

  • VICE launches from a terminal and displays a C64 boot screen.
  • Both x64 and x64sc profiles are available.
  • ROMs and support files are in documented search paths.
  • A known-good BASIC or assembly smoke test passes.
  • PRG and D64 loading procedures are documented for your platform.
  • The build emits symbols needed by breakpoints.
  • Monitor captures include registers, memory, and screen evidence.
  • Regression runs use clean sessions and deterministic disk images.
  • PAL/NTSC, ROM set, emulator target, timing mode, and peripherals are recorded.
  • Hardware-dependent behavior has a separate real-machine validation step.

Bottom line

Install VICE, prove the base C64 boot works, and then build tests around clean, scripted sessions. Use x64 to keep development fast and x64sc for timing-sensitive validation. The monitor supplies the evidence needed to debug CPU state, memory, and execution flow, while pinned images and configuration make regressions repeatable. Finish with hardware checks whenever the behavior depends on a particular C64 board, analog display chain, joystick, or peripheral.
