You can build a private certificate authority on Debian 10 with OpenSSL, then use it to sign certificates for internal servers and distribute the CA certificate to trusted clients. Keep the root private key encrypted and restricted to administrators, include every service hostname or IP address in the certificate’s Subject Alternative Name (SAN), and deploy the complete certificate chain. The procedure below creates a small root CA, signs a server certificate, adds the CA to Debian’s system trust store, and verifies the result.

What a private certificate authority does

A certificate authority (CA) is the root of trust for a private public-key infrastructure (PKI). The CA’s private key signs certificates. A client that has been configured to trust the corresponding CA certificate can verify that a server certificate was issued by that authority and has not been altered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The private key is the authority. The CA certificate is public and is the file you distribute to clients. Never copy the CA private key to a web server, application host, container, ordinary backup directory, or client workstation. If an attacker obtains it, that attacker can issue certificates that trusted clients may accept.

Debian’s Administrator’s Handbook describes the trust model this way: applications using X.509 can check presented certificates when they know the trusted root certificates. Trust therefore has two separate requirements:

  • The service must present a certificate whose names, dates, and key usage are correct.
  • The client must have the issuing root certificate, or a chain ending at a trusted root, in its trust store.

For a lab or a small, tightly controlled network, a self-signed root CA can sign service certificates directly. For a larger environment, use the root only to sign one or more intermediate CAs. Keep the root offline or on a dedicated administration system, and let the intermediate handle routine issuance and revocation records.

Decide on the CA design before issuing certificates

Direct root signing

A direct root CA is transparent and has few moving parts. The root signs every server CSR, so the root key must be unlocked whenever a certificate is issued. This is reasonable for a one-off lab or a very small internal deployment, but it increases the number of occasions on which the most sensitive key is used.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Root plus intermediate CA

In a hierarchy, the root signs an intermediate CA certificate once. The intermediate then signs server and client certificates. Service hosts send their leaf certificate followed by the intermediate certificate; clients normally need to trust only the root. This limits routine access to the root key and provides a cleaner place for issuance, serial-number tracking, and revocation data.

Question Direct root Intermediate hierarchy
Best fit One-off lab or small, controlled network Repeated issuance, multiple administrators, or production-like PKI
Root-key exposure Root key is used for each signing operation Root is reserved for signing intermediates; intermediate signs routine certificates
Client trust Clients trust the root certificate directly Clients trust the root and receive the intermediate in the server’s chain
Bookkeeping A serial file is sufficient for a small number of certificates A CA configuration or easy-rsa provides more consistent serial, issuance, and revocation records

Requirements and installation

Use a Debian 10 host reserved for CA administration, or at least a host whose access is limited to the administrators responsible for the PKI. You need root privileges, enough secure storage for keys and certificates, and a plan for encrypted backups and recovery.

Install OpenSSL and Debian’s trust-store tooling:

sudo apt update
sudo apt install openssl ca-certificates

For a structured helper workflow, you can also install easy-rsa:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sudo apt install easy-rsa

Check the OpenSSL release installed on this particular Debian 10 system before adopting options from another guide. Keep commands compatible with that release. The raw OpenSSL method below is deliberately explicit; easy-rsa is useful when several people will issue certificates or when repeatable automation and revocation bookkeeping matter more than seeing every low-level command.

Create a protected CA workspace

Store the root key and CA records outside web, application, and ordinary operator directories. The following layout separates private keys, public certificates, and incoming CSRs:

sudo install -d -m 700 -o root -g root /etc/ca
sudo install -d -m 700 -o root -g root /etc/ca/private
sudo install -d -m 755 -o root -g root /etc/ca/certs
sudo install -d -m 755 -o root -g root /etc/ca/csr
Directory Purpose Mode
/etc/ca CA workspace 700, owned by root
/etc/ca/private CA and service private keys 700, owned by root
/etc/ca/certs Public CA and issued certificates 755, owned by root
/etc/ca/csr Certificate signing requests and extension files 755, owned by root

Back up the root key only in encrypted storage. Test that an authorised administrator can restore it without placing an unencrypted copy in a shared directory. Record the CA certificate’s SHA-256 fingerprint through a separate administrative channel so that an unexpected replacement can be detected.

Generate the encrypted root key and self-signed CA certificate

Generate a 4096-bit RSA key encrypted with AES-256. OpenSSL will prompt for a passphrase; use a passphrase that is not stored with the key.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sudo openssl genrsa -aes256 -out /etc/ca/private/ca.key.pem 4096
sudo chmod 600 /etc/ca/private/ca.key.pem

Create the self-signed root certificate. The command below requests a 10-year validity period (3,650 days); choose a shorter lifetime if your organisation’s policy requires more frequent root rotation.

sudo openssl req -x509 -new -sha256 -days 3650
  -key /etc/ca/private/ca.key.pem
  -out /etc/ca/certs/ca.cert.pem
-subj '/C=US/O=Example Organization/CN=Example Internal Root CA'
sudo chmod 644 /etc/ca/certs/ca.cert.pem

Use an organisation and CA name that will remain unambiguous if another internal CA is created later. Inspect the resulting certificate and record its fingerprint:

sudo openssl x509 -in /etc/ca/certs/ca.cert.pem -noout
  -subject -issuer -dates -fingerprint -sha256

A root certificate is self-signed, so its subject and issuer identify the same CA. The certificate may be readable by clients; the key must remain mode 600 and readable only by the administrator or tightly controlled CA process.

Create a server private key and CSR

Generate a key on the CA host for this example service. In a real deployment, generate the private key on the service host and transfer only the CSR to the CA host when policy requires that the CA never handle service private keys.

sudo openssl genrsa -out /etc/ca/private/app01.key.pem 2048
sudo chmod 600 /etc/ca/private/app01.key.pem
sudo openssl req -new -sha256
  -key /etc/ca/private/app01.key.pem
  -out /etc/ca/csr/app01.csr.pem
  -subj '/C=US/O=Example Organization/CN=app01.example.internal'

The Common Name is descriptive, but modern hostname verification relies on the Subject Alternative Name extension. List every DNS name and IP address that clients will actually use. If users connect with an alias that is absent from SAN, the certificate can fail hostname verification even when the Common Name looks correct.

Create an extension file and review it before signing:

cat > /etc/ca/csr/app01.ext <<'EOF'
basicConstraints = critical, CA:FALSE
keyUsage = critical, digitalSignature, keyEncipherment
extendedKeyUsage = serverAuth
subjectAltName = DNS:app01.example.internal,IP:192.0.2.10
EOF
sudo chmod 644 /etc/ca/csr/app01.ext
  • basicConstraints = critical, CA:FALSE prevents this leaf certificate from being treated as a CA.
  • keyUsage permits the signing and key-encipherment operations expected for this RSA TLS server key.
  • extendedKeyUsage = serverAuth limits the intended use to server authentication.
  • subjectAltName contains the DNS name and documentation-range IP address used by clients in this example. Replace them with the real names and addresses; do not add a wildcard or IP address merely for convenience.

Sign the CSR with the root CA

For a small direct-signing CA, use openssl x509 and create a serial-number file alongside the CA certificate:

sudo openssl x509 -req -sha256 -days 825
  -in /etc/ca/csr/app01.csr.pem
  -CA /etc/ca/certs/ca.cert.pem
  -CAkey /etc/ca/private/ca.key.pem
  -CAcreateserial
  -out /etc/ca/certs/app01.cert.pem
  -extfile /etc/ca/csr/app01.ext
sudo chmod 644 /etc/ca/certs/app01.cert.pem

The command requests 825 days for this leaf certificate. That is the value in this example, not a universal lifetime policy; set validity according to your renewal schedule and the clients you support. OpenSSL prompts for the encrypted root-key passphrase before signing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect the issued certificate immediately:

sudo openssl x509 -in /etc/ca/certs/app01.cert.pem -noout
  -subject -issuer -dates -ext subjectAltName

Confirm that the issuer is your intended CA, the dates are appropriate, and every operational DNS name or IP address appears in SAN. Keep the generated serial file and your issuance records. For repeated issuance, move to an OpenSSL CA configuration or easy-rsa rather than manually managing many individual serial and revocation files.

Use an intermediate CA for routine issuance

If you are building a hierarchy, create an intermediate key and CSR, then have the root sign that CSR with CA extensions that identify the intermediate as a CA. Protect the intermediate key, but keep it on the controlled issuing system rather than on every service host. Use the intermediate to sign leaf CSRs with the same kind of SAN and server-auth restrictions shown above.

When configuring a service, send the leaf certificate first and the intermediate certificate immediately after it. Do not send the root certificate as a substitute for the intermediate. Clients normally trust the root independently and use the supplied intermediate to build the chain from the leaf to that trusted root. A missing intermediate commonly produces an issuer-chain error even though the root is installed correctly.

Add the CA to Debian 10’s system trust store

Distribute only the public CA certificate, never ca.key.pem or an intermediate private key. Debian’s system trust workflow expects one PEM CA certificate with a .crt filename under /usr/local/share/ca-certificates/:

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sudo install -m 644 ca.cert.pem
  /usr/local/share/ca-certificates/example-internal-root.crt
sudo update-ca-certificates

update-ca-certificates updates the hashed certificates under /etc/ssl/certs/ and the combined bundle at /etc/ssl/certs/ca-certificates.crt. The Debian ca-certificates README and Debian’s private-CA guidance document this local-certificate path.

System trust is not universal application trust. Firefox may use its own certificate store, and Java runtimes, Python environments, containers, and application SDKs can maintain separate stores. Import the public root or intermediate into each separate store according to that application’s documented procedure, while keeping the private keys out of all of them.

Verify the certificate before putting the service into production

Verify a certificate against Debian’s bundle

sudo openssl verify
  -CAfile /etc/ssl/certs/ca-certificates.crt
  /etc/ca/certs/app01.cert.pem

A successful result means OpenSSL could build a trusted path with the supplied CA file. It does not, by itself, prove that the service is presenting the same certificate or that the hostname is correct.

Inspect the live TLS endpoint

openssl s_client -connect app01.example.internal:443
  -servername app01.example.internal
  -CAfile /etc/ssl/certs/ca-certificates.crt </dev/null

The -servername option sends the hostname through SNI, which matters when a server hosts multiple TLS names. Check the certificate chain printed by s_client, the negotiated certificate’s SAN, issuer, dates, and verification result. A successful TCP/TLS connection alone is not proof that an application will accept the certificate: the application may use another trust store, enforce a different hostname, or require a complete chain that the endpoint did not send.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a production checklist

  • The leaf certificate is within its validity period on every relevant client.
  • The issuer is the intended root or intermediate CA.
  • Every DNS name and IP address used by clients appears in SAN.
  • basicConstraints, keyUsage, and extendedKeyUsage match the service’s purpose.
  • The service has the matching private key and presents the leaf followed by any intermediate certificates.
  • Each client or application has the appropriate public root certificate in its trust store.
  • The CA fingerprint recorded by administrators matches the installed certificate.

Troubleshoot common failures

Unable to get local issuer certificate

OpenSSL reports this when it cannot find an issuer in the trust inputs supplied to verification. Confirm that the correct root is installed, that an intermediate is included when the hierarchy uses one, and that the endpoint sends the leaf followed by the intermediate. Check the exact file passed to -CAfile; a browser or runtime may be using a different store.

Hostname verification fails

Inspect SAN rather than relying on the Common Name. Add the actual DNS alias or IP address to a new CSR and issue a replacement certificate. Do not solve a naming mistake by adding an unnecessarily broad wildcard.

The CA is not accepted after installation

Confirm that the file is a single PEM certificate with a .crt extension in /usr/local/share/ca-certificates/, run sudo update-ca-certificates, and restart applications that cache trust stores. If the failing program is Firefox, Java, a container, Python environment, or an SDK with its own store, import the public CA there as well.

The signing command cannot read the key

Check ownership and mode on the private directory and key. The root key should be owned by root and mode 600. Run the signing command through an authorised administrative account and supply the key passphrase; do not weaken permissions or remove encryption to make automation work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The live service shows the wrong chain

Verify that the service configuration points to the newly issued leaf and matching private key. With an intermediate hierarchy, concatenate or configure the leaf and intermediate in the order required by the service. Re-run s_client with SNI and inspect the certificates actually sent over the network.

Operate the CA safely after setup

Protect and back up keys

  • Keep the root private key encrypted, offline, or on a tightly controlled administration host.
  • Distribute only public root and intermediate certificates.
  • Store encrypted backups separately and test restoration under controlled procedures.
  • Record the CA fingerprint in deployment documentation and investigate unexpected trust-store changes.

Plan issuance and renewal

Assign an owner for certificate requests and renewals before issuing certificates widely. Track serial numbers, subjects, SAN values, expiration dates, and the host on which each certificate is installed. The 825-day example lifetime requires a renewal calendar; do not wait for an outage to discover that an internal certificate is expiring.

Define revocation

Decide how you will revoke a certificate when a private key is exposed, a host is retired, or a name is reassigned. A structured OpenSSL CA configuration or easy-rsa keeps issuance, serials, and revocation data more consistently than ad hoc x509 commands. Ensure clients and services have a documented way to obtain current revocation information if your security policy requires it.

Retire a CA deliberately

When retiring this example root from a Debian client, remove its local file and rebuild the trust bundle:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sudo rm /usr/local/share/ca-certificates/example-internal-root.crt
sudo update-ca-certificates --fresh

Then verify that clients reject certificates signed only by the retired CA. Removing the file from one host does not remove trust from browsers, Java stores, containers, or other systems that maintain independent copies.

Raw OpenSSL or easy-rsa?

Decision factor Raw OpenSSL commands easy-rsa or a managed OpenSSL configuration
Transparency Every key, CSR, extension, and signing action is visible and easy to audit in a small lab. Workflow conventions hide some low-level steps in exchange for repeatability.
Root custody You must design your own offline-root and administrator process. Structured workflows make an intermediate and controlled issuance process easier to standardise, but key custody still remains your responsibility.
Serial and revocation bookkeeping A serial file works for a small number of certificates; manual records become error-prone as the inventory grows. Designed for repeated issuance with consistent records and revocation data.
Multiple administrators Each administrator must follow the same commands and file conventions. Repeatable commands and a defined directory structure reduce variation between operators.
Automation and client delivery You build your own scripts for requests, approvals, chain delivery, and trust distribution. More convenient for recurring issuance and automation, while clients still need the correct root or intermediate trust.

Choose raw OpenSSL for a transparent one-off lab CA. Choose a structured CA configuration or easy-rsa when certificates will be issued repeatedly, several administrators will share the work, or revocation and inventory records must be dependable.

Final pre-production checklist

  1. Confirm the root key is encrypted, mode 600, backed up in encrypted form, and unavailable to service operators.
  2. Confirm the CA certificate fingerprint through an out-of-band administrative record.
  3. Review every SAN in each CSR and remove names or addresses that are not operationally required.
  4. Verify key usage, extended key usage, issuer, serial number, and validity dates before installation.
  5. Install only public CA certificates on clients and rebuild Debian’s trust bundle.
  6. Import the CA into separate browser, runtime, container, or application stores where necessary.
  7. Configure services to present the leaf and intermediate chain in the correct order.
  8. Run both openssl verify and an SNI-aware openssl s_client check from a representative client.
  9. Document renewal ownership, serial tracking, revocation, backup restoration, and CA retirement.
