Use several independent controls, not one “token limit,” to keep an AI application predictable. A request-level output ceiling limits one generation; a model’s context window limits the total prompt-and-response working set; rate limits control traffic over time; and spend limits control tracked monetary usage. Configure all four, then add application-level budgets for users, tenants, workflows, and agent runs.

The safest design measures real input, cached-input, output, reasoning, tool, retry, and parallel-completion usage; reserves budget before sending work; reconciles the reservation to provider-reported usage; and leaves headroom for delayed enforcement. Provider alerts are useful warnings, but they are not always a real-time financial shutoff.

Token limits, context windows, rate limits, and spend limits are different controls

A token budget answers “How large may this request or response be?” A spending limit answers “How much tracked money may this account, project, or workspace use?” Confusing them is a common cause of runaway costs and unexplained errors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Control What it limits Typical scope What it cannot do
Output-token ceiling The maximum generated output for one call Request and endpoint It does not cap a month’s spend, retries, tool calls, or other users’ traffic
Context window Prompt, conversation, retrieved text, tool results, and generated tokens that fit in the model’s working context Model and request It does not enforce a monetary allowance
Rate limit Requests or tokens processed during a time window Project, account, workspace, or model, depending on provider It does not guarantee a monthly cost ceiling
Spend limit Tracked monetary usage over a billing period or rolling window Project, organization, workspace, or billing account It may not stop traffic instantly, and it does not allocate a fair share to each customer

OpenAI states this distinction directly: “These request-size limits are separate from API rate limits and monthly usage or spend limits.” A request can therefore be valid in size but rejected for throughput, approved usage, prepaid balance, or configured spend.

Why a response cap does not equal a bill cap

Suppose one request allows 2,000 output tokens. Ten parallel calls can still generate up to 20,000 output tokens, and an agent that retries five times can multiply that amount again. Input tokens, cached-input pricing, hidden reasoning tokens, tool calls, and non-token billable features can add cost even when the visible answer is short.

Context windows need their own policy

Every model has a finite context and output capacity. Long system instructions, repeated conversation history, oversized retrieval results, and verbose tool payloads consume that capacity before the model writes an answer. If input growth is the problem, lower retrieval size, summarize old turns, remove repeated instructions, or select a model with a larger context. Increasing an output ceiling will not solve a context overflow.

Set a request-level token budget correctly

Start with the endpoint and model you actually call. Output-field names and maximums are not universal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Chat Completions

For the OpenAI Chat Completions endpoint, use max_completion_tokens. Set it to the largest useful answer for that feature, not the model’s absolute maximum. A short classification, extraction, or UI label should have a much smaller ceiling than a report-writing workflow.

{
  "model": "your-selected-model",
  "messages": [
    {"role": "system", "content": "Return valid JSON only."},
    {"role": "user", "content": "Classify this support ticket."}
  ],
  "max_completion_tokens": 300
}

Responses

For the OpenAI Responses endpoint, use max_output_tokens. Keep the setting with the code that selects the endpoint so a later migration cannot silently drop the cap.

{
  "model": "your-selected-model",
  "input": "Summarize the incident in five bullet points.",
  "max_output_tokens": 500
}

Reasoning models require headroom

Reasoning models may consume tokens for internal reasoning as well as the visible answer. The output allowance must leave room for both. If a response is unexpectedly truncated despite a seemingly generous visible-answer target, increase the allowance only after checking the model’s documented reasoning and context behavior; otherwise reduce prompt size or task complexity.

Choose a useful ceiling, then enforce a second application ceiling

The provider field is a last-resort request bound. Your application should also reject or revise a request whose estimated cost exceeds the feature’s policy. For example, an “email subject” feature might reserve 100 output tokens, while a document analysis feature might reserve 2,000. Keep these product policies separate from provider maximums so they remain understandable when models change.

Estimate cost from measured workloads

List prices alone are insufficient. Providers can charge different rates for input, cached input, output, and non-token capabilities. Tokenizers also differ, so two models given the same characters can consume different token counts. A model with a lower price per million tokens can cost more for a task if it uses more tokens, generates more reasoning, or requires more retries.

Build a workload matrix

Create representative normal, high-input, long-output, tool-heavy, and failure cases. For each case record:

  • Provider, model, endpoint, and region or account tier when relevant.
  • Input tokens and cached-input tokens separately.
  • Visible output tokens and any reported reasoning-token usage.
  • Tool calls, image or audio units, batch operations, or other non-token billable units.
  • Number of retries, parallel completions, agent turns, and fallback-model calls.
  • Latency, completion quality, truncation, and task success—not just token totals.

Include endpoints that return multiple completions: one user request can create several billable outputs. Calculate both per-call cost and end-to-end task cost, because retries and orchestration often dominate the final bill.

Use reservations rather than optimistic balances

Before dispatch, estimate the maximum plausible cost of the call and reserve that amount against the user, tenant, workflow, or agent-run budget. After the provider returns usage, replace the reservation with actual measured cost. If a request fails after partial processing, reconcile the provider’s usage record instead of assuming the call was free. Keep a margin for in-flight requests and delayed usage reporting; the exact percentage is a product decision, not a provider guarantee.

Provider controls at a glance

Provider Request and usage constraints Monetary controls Operational caveat
OpenAI API Model- and endpoint-specific context/output limits; Chat Completions uses max_completion_tokens, Responses uses max_output_tokens. Monthly spend alerts and optional enforced organization or project hard limits. The organization-assigned approved usage limit is separate. Hard enforcement is not instantaneous. A request can return a 429 for an organization or project spend-limit error, and recorded spend can slightly exceed the configured value.
Gemini API Requests per minute, input tokens per minute, requests per day, and model-dependent limits, generally applied per project. Spend-based rate limits can operate over a rolling ten-minute window. Billing-account and project monthly caps. Documented billing-account figures are Free: not available; Tier 1: $250; Tier 2: $2,000; Tier 3: $20,000–$100,000. Project caps are experimental in the cited documentation. Processing can lag about ten minutes, and long-running batch or agent work may overrun. Billing-account spend aggregates linked projects.
Claude Platform Live request and token rate-limit headers show remaining amounts and reset times; workspace scope may apply. Documentation describes configurable API and workspace spend limits. Actual allowances vary by model, tier, and workspace. Read response headers and the current console limits rather than relying on a headline number.

These figures and labels can change with account tier, model, region, billing arrangement, and provider policy. Match scope and billing period before comparing caps.

Configure provider-side alerts and hard limits

OpenAI

Use spend alerts for early notification and an enforced organization or project limit where a stop is appropriate. An alert is only a notification; it does not block calls. An enforced limit can produce a 429 after tracked spend reaches the configured amount, but enforcement is delayed enough that a small excess is possible. OpenAI documents this explicitly: “Enforcement is not instantaneous, so recorded spend can slightly exceed the configured amount.”

Do not confuse a configured hard limit with the organization’s approved usage limit. The approved limit is an account entitlement; the hard limit is a control you configure. Applying both project and organization controls can provide defense in depth, but neither replaces per-tenant accounting in your application.

Gemini

Gemini documents monthly caps at billing-account and project scope. The billing-account cap covers linked projects, while a project cap is narrower. The documented billing-account tiers are $250 for Tier 1, $2,000 for Tier 2, and $20,000–$100,000 for Tier 3; Free is listed as not available for that cap. Verify the current console because tier availability and amounts can change.

Project-cap data processing may take around ten minutes. The documentation warns: “Long-running tasks like batch mode completions and agent sessions may incur overages beyond your project spend cap.” Treat a project cap as a delayed guardrail, not an exact real-time circuit breaker.

Claude Platform

Use the current API or workspace spend controls described in the platform console, then inspect the headers returned on every response. Header names include anthropic-ratelimit-requests-remaining, anthropic-ratelimit-tokens-remaining, input and output token remaining values, and corresponding reset timestamps. These values reveal which constraint is closest to exhaustion for the specific workspace and model.

Design application-level budgets for users and workflows

Provider controls protect the account. They do not decide how much of that account each customer, feature, or agent run may consume. Implement that policy in your service.

1. Define the budget unit

Choose one or more boundaries: request, user, tenant, feature, agent run, project, or organization. A per-request output cap cannot enforce a monthly customer allowance, and a provider-wide cap cannot ensure fairness among application users. Store the budget period, currency, provider, model, and policy version with each reservation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Admit work only when budget is available

Estimate worst-case cost before making the upstream call. Atomically reserve it against the selected budget. If the reservation would exceed the allowance, return a clear product response such as “monthly analysis allowance reached” instead of sending the request and hoping a provider cap catches it.

3. Bound every multiplier

  • Maximum output tokens per call.
  • Maximum model calls per workflow.
  • Maximum tool and agent turns.
  • Maximum retries and backoff attempts.
  • Maximum concurrent calls per tenant and globally.
  • Maximum retrieved text and conversation history included in a prompt.

Set independent limits for each multiplier. A low output ceiling does not protect against an unbounded retry loop or parallel fan-out.

4. Reconcile actual usage

When a response arrives, record provider-reported input, cached-input, output, reasoning, and other billable units. Release unused reservation or charge the measured amount. Reconcile delayed usage events and failed calls, and mark records whose cost is provisional.

5. Provide graceful degradation

When a budget is exhausted, stop optional work first: postpone batch jobs, summarize instead of regenerating, switch to a cheaper approved model only if quality permits, or ask the user to wait for the next period. Never silently remove safety checks or continue retrying a billing rejection.

Understand Gemini’s rate limits separately from its spend caps

Gemini can limit requests per minute (RPM), input tokens per minute (TPM), requests per day (RPD), and other model- or tier-dependent dimensions. The documentation says, “Rate limits are applied per project, not per API key.” Multiple keys in one project therefore share the same project allowance.

Gemini also documents spend-based rate limits over a rolling ten-minute window: $10 for Tier 1, $50 for Tier 2, and $200 for Tier 3, subject to account history and applicability. These are throughput constraints, not monthly billing caps. A request can be under the monthly cap and still receive 429 RESOURCE_EXHAUSTED because it arrived too quickly or consumed too many input tokens.

Diagnose 429, quota, and insufficient-balance failures

Read the provider’s error code and response metadata before changing a token setting.

OpenAI error classes

  • organization_usage_limit_exceeded: the approved organization usage ceiling was reached.
  • organization_spend_limit_exceeded: a configured organization hard spend control was reached.
  • project_spend_limit_exceeded: a configured project hard spend control was reached.
  • credit_balance_exhausted: prepaid credits are gone.
  • Request or token rate-limit errors: throughput was exceeded, which is different from the billing classes above.

Retrying a billing-limit error without changing the relevant limit or restoring balance will not help. A throughput error may recover after the documented reset interval; reduce concurrency and request rate while waiting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Gemini errors

429 RESOURCE_EXHAUSTED generally indicates a rate or quota condition. Reduce expensive request frequency, lower concurrent traffic, wait for the reset window, and request a limit increase only when routine usage justifies it. Inspect AI Studio for the current model- and tier-specific values.

Claude headers

Compare remaining request and token values with their reset timestamps. If request capacity remains but token capacity is nearly zero, shorten prompts or reduce output. If both are healthy but a call is rejected, inspect workspace spend settings and the provider’s current error body.

Test limits before production traffic

  1. Create a staging project or workspace with non-production credentials.
  2. Send a request near the intended output ceiling and confirm truncation or completion behavior.
  3. Exercise oversized prompts to verify context-window handling.
  4. Generate parallel calls and retries to test application reservations and concurrency limits.
  5. Trigger an alert and confirm who receives it and how quickly.
  6. Verify hard-cap scope: project, organization, workspace, or billing account.
  7. Measure the delay between usage generation, dashboard reporting, and enforcement.
  8. Confirm reset behavior at the end of a rate or billing period.
  9. Test graceful degradation when the application budget is exhausted.
  10. Log the provider, model, endpoint, usage fields, error code, and request identifier while excluding API keys and sensitive prompt content.

Run this test again after changing models, account tiers, billing arrangements, or orchestration logic. Limits are operational settings, not permanent guarantees.

Deployment checklist

  • Document the context and output limits for every model and endpoint you use.
  • Set max_completion_tokens or max_output_tokens on every eligible request.
  • Account for reasoning tokens, cached input, tools, parallel completions, and retries.
  • Measure representative workloads before selecting a model on price alone.
  • Configure provider alerts and hard limits at the narrowest useful scope.
  • Implement per-user, tenant, feature, and workflow reservations in your own service.
  • Cap loops, retries, agent turns, tool calls, and concurrency.
  • Keep a margin for in-flight requests and delayed provider reporting.
  • Classify errors before retrying; billing failures and throughput failures need different responses.
  • Re-test propagation, overage, and reset behavior whenever provider settings change.

What a robust policy looks like

A production policy might combine a 1,000-token request ceiling for a support reply, a 20-call maximum for one agent run, a tenant reservation based on worst-case input plus output, a project-level provider cap, and an organization alert. The exact values depend on your workload. The important property is separation: request limits control individual generations, rate limits control traffic, provider spend controls limit account exposure, and application budgets enforce fairness and product economics.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because provider enforcement and reporting can lag, treat every external cap as one layer in a defense-in-depth system. The application should decide whether work is affordable before dispatch, observe actual usage afterward, and stop or degrade work deliberately when the allowance is gone.
