Use an organization spend limit for a shared monthly ceiling across projects, or a project spend limit for traffic charged to one project. An alert only notifies you; enabling Enforce a hard limit can block affected requests after tracked spend reaches the threshold. Review activity in the API Platform Usage dashboard or Usage API, and use the Costs view or Costs endpoint when you need figures that reconcile to an invoice. Because enforcement and reporting are not instantaneous, a hard limit can be exceeded slightly before all requests are stopped.

Decide which scope should own the limit

Spend controls are managed at two scopes. The right choice depends on whether you are governing the whole organization or isolating one workload.

Control scope What it covers When to use it Who can manage it
Organization API traffic across all projects in the organization You need one shared ceiling for every project, or a central finance team owns the budget An organization owner with the required settings permission
Project Traffic billed to the selected project A team, environment, customer workload or experiment needs its own budget boundary A project owner with the required settings permission

An organization hard limit and a project hard limit can both apply to the same request. A request therefore has to remain within every enforced scope that covers it. A project limit does not replace an organization limit, and an organization limit does not provide a separate budget for each project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check your permissions first

If you cannot see the spend setting, ask an organization owner or project owner to make the change. The project-management documentation identifies organization owners and project owners as the roles that can manage project spend limits. Being able to send API requests does not by itself grant permission to edit billing controls.

Set an organization spend limit

  1. Open the API Platform and go to Organization limits.
  2. Find the Spend section and select Edit spend limit.
  3. Enter the monthly amount that should apply to the organization.
  4. Save the setting.

Use this scope when a central limit should cover API traffic from every project. Treat the amount as a monthly control, not as a per-request or daily allowance. The limit governs tracked spend associated with the organization and is separate from throughput controls such as requests-per-minute or tokens-per-minute limits.

Set a project spend limit

  1. Open the target project.
  2. Go to Project settings → Limits → Spend.
  3. Select Edit spend limit.
  4. Enter the monthly project amount.
  5. Choose whether to enable Enforce a hard limit.
  6. Save the setting.

The hard-limit choice is the behavioral decision. Without enforcement, the configured amount functions as a threshold for monitoring and alerts. With enforcement enabled, requests attributed to that project can be blocked once tracked spend reaches the limit. Confirm that the project is the one attached to the API keys and workloads you intend to govern; setting a cap on another project will not protect this traffic.

Understand alerts and hard limits

Control Effect Traffic after the threshold Best fit
Spend alert Sends a notification when configured spend reaches its threshold Continues Teams that need warning time to investigate, throttle or change a workload
Hard spend limit Enforces a block at the organization or project scope Affected API requests fail after tracked spend reaches the enforced limit Budgets where continued traffic is less acceptable than an interruption

An alert is not a cap. It gives operators a chance to intervene, but it does not stop an application that keeps sending requests. A hard limit is the option that changes the outcome from notification to blocking. The block applies to requests affected by the scope that reached its enforced threshold; unrelated projects may still be governed by their own limits unless an organization-level limit has also been reached.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OpenAI states that enforcement is not instantaneous, so recorded spend can slightly exceed the configured amount. Do not design a budget on the assumption that the final recorded value will equal the limit exactly. Leave an operational buffer when a small overage would create a financial or service problem, and build applications to handle a temporary block.

Know which quota or billing control you have hit

Several controls can produce billing-related failures, and they are not interchangeable.

  • Organization or project spend limit: A configurable monthly control that you set in the Platform. It can be a notification-only threshold or an enforced hard limit.
  • OpenAI-approved monthly usage limit: An account limit assigned by OpenAI. Reaching it is different from reaching a spend limit that an organization owner configured.
  • Rate limits: Throughput limits over time, such as request or token rates. They are not monthly budgets.
  • Prepaid credits: A separate balance condition. When no prepaid API credits remain, requests can fail with credit_balance_exhausted.

Because these controls are independent, increasing a project spend limit will not fix an exhausted prepaid balance, and waiting for a monthly spend reset will not fix a rate-limit response. Inspect the response details before changing settings.

Monitor activity in the Usage dashboard

For routine visual checks, open the API Platform’s Usage dashboard. Select the reporting period that matches the question you are investigating, then review the organization or project attribution and the available usage dimensions. Depending on the endpoint and data available for the selected period, reports can be grouped or filtered by dimensions such as project, user, API key, model and service-related categories.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical review sequence

  1. Set the date range to the period you want to understand. A monthly budget review should use the same monthly boundary as the spend control.
  2. Start at organization level to see whether total activity is approaching a shared ceiling.
  3. Break the view down by project to find which workloads account for the activity.
  4. Use model, user or API-key dimensions where available to identify a deployment, team or credential generating unexpected volume.
  5. Compare the current period with an equivalent earlier period before deciding that a spike is a new baseline.
  6. Record the report time and selected filters when handing an incident to another operator; changing the date range or grouping can change the apparent source of usage.

Usage reports are best for understanding activity: where requests came from, which project is busy and which model or credential deserves investigation. They are not automatically the authoritative invoice total.

Use the Usage API for repeatable monitoring

The organization Usage API is useful when a dashboard review is not enough. A scheduled job can retrieve usage data, apply the same project or credential filters each day, and send an internal alert before an operator notices a problem manually. The API supports optional grouping and filtering dimensions; the exact dimensions available depend on the endpoint and the data requested.

Build a useful monitoring job

  • Store the organization and project identifiers used by the job so results are not accidentally combined across environments.
  • Persist the reporting window and query filters with each result. This makes a later comparison reproducible.
  • Track both cumulative activity for the billing period and the change since the previous check. A sudden increment can matter even when the monthly total is still low.
  • Separate production, staging and experimental projects where possible. A single organization-wide number can hide an unbounded test loop.
  • Alert on trends as well as thresholds: for example, an unusual increase in one API key or model can justify investigation before a configured spend alert fires.
  • Protect the monitoring credential and give it only the access required to read usage data.

The Usage API can tell you how activity is distributed, but it does not turn an activity report into a billing statement. For money reconciliation, use the Costs data described next.

Reconcile money with Costs, not only token activity

The separate Costs endpoint and the Costs tab provide spend visibility broken down by invoice line items and project IDs. OpenAI recommends this surface when you need to reconcile API spending to the billing invoice. Usage and Costs can differ slightly because usage and spend are recorded differently.

When to use each reporting surface

Question Preferred surface Reason
Which project, user, API key or model generated activity? Usage dashboard or Usage API These views expose operational usage dimensions and filters.
What amount should be checked against billing records? Costs tab or Costs endpoint Costs is organized around invoice line items and project attribution.
Why does a usage total not exactly match a billing total? Compare both surfaces and the billing record OpenAI records usage and spend differently, so small differences can occur.

For a finance review, capture the Costs period, organization, project IDs and invoice context. Do not present a token or activity total as the final invoice amount when the Costs view is available for that reconciliation.

Create a monitoring and control routine

Spend limits work best as one part of an operating routine rather than as a single emergency switch.

Daily operational check

  • Review the Usage dashboard for the current period.
  • Look for a project, API key, user or model whose activity changed sharply.
  • Check whether any spend alert was triggered and whether the alert belongs to the organization or a project.
  • Investigate unexpected activity before raising a limit.

Weekly ownership review

  • Confirm that every production project has an owner and an intentional spend setting.
  • Verify that staging or experiment projects are not using a production project’s keys.
  • Compare Usage activity with Costs data and identify attribution differences.
  • Review whether hard enforcement is appropriate for each project, considering the effect of a blocked request on the application.

Monthly financial close

  • Use the Costs tab or Costs endpoint for the period being closed.
  • Match project IDs and invoice line items to internal cost centers.
  • Document any small difference between Usage and Costs rather than silently substituting one for the other.
  • Reset forecasts and alert thresholds for the next monthly period only after the current period has been reconciled.

Diagnose a blocked request or 429 response

A 429 status alone does not identify the cause. Inspect the API response’s error.code and the accompanying message.

Error code Meaning Action
organization_spend_limit_exceeded An enforced organization spend limit was reached. Review organization spend controls. If traffic should resume before the monthly reset, increase or remove the limit only after confirming the budget decision.
project_spend_limit_exceeded An enforced project spend limit was reached. Review that project’s spend setting and hard-limit choice. Raise or remove the limit only when the workload is authorized to spend more.
organization_usage_limit_exceeded The OpenAI-assigned monthly usage limit was reached. Review the approved account limit and request an increase if the organization needs additional capacity.
credit_balance_exhausted The organization has no prepaid API credits remaining. Add credits in API billing settings, then retry according to your application’s recovery policy.

A broader error such as insufficient_quota can also appear for billing-related failures. Use the more specific code when it is present. If the response is a rate-limit error instead, reduce request or token throughput, queue work or apply backoff; changing a monthly spend limit will not solve a throughput problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recovery sequence

  1. Log the HTTP status, error.code, request context and project attribution without exposing secrets.
  2. Check the Usage dashboard and Costs data for the same period to confirm which scope consumed the budget.
  3. Check organization and project spend settings, including whether Enforce a hard limit is enabled.
  4. Check the approved usage limit and prepaid credit balance separately.
  5. Decide whether to stop the workload, reduce its rate, wait for a reset, add credits or request a higher approved limit.
  6. After changing a setting, allow for propagation and test with a controlled request. Do not assume an update takes effect immediately.
  7. Keep retry logic bounded. Repeating the same request without fixing the relevant limit or balance does not restore access.

Plan for propagation delay and slight overage

Spend is tracked and enforcement is applied over time, not as an instantaneous transaction lock. OpenAI’s guidance says recorded spend can slightly exceed the configured amount and does not promise an exact overshoot or propagation duration. This has two practical consequences:

Side clips easily clampe the edge of desk, pass through the holes on the sides, and secure excess cables with baskets. Desk cable management supports inward or outward installation to meet your needs in different scenarios, and provides you with great convenience when collecting and organizing wires.
  • 【Rubber Pad Protects Desk】Wire organizer under desk built-in soft rubber pads on the clamp protect your desk from scratches, so you will not damage your furniture or office.
  • 【Sturdy and Beautiful】Cord management under desk is made of high-quality carbon steel and holds about 15 lbs. The wire basket has 2 holes on each side of the tray to enable your cables to pass freely. Cable baskets are suitable for desk thickness use from 0.4" to 2.4".
  • 【Space Saving & Keep Organized】Desk cable management tray holds all your power cords, outlet strips, USB hubs and computer transformers hidden from your feet, and the data cables will not enter the vacuum cleaner to keep your desk clean and tidy. Desk wire organizer is also suitable for use in the kitchen and outdoors.
  • 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
  • Do not set the limit at the absolute maximum your finance plan can tolerate; leave room for delayed recording.
  • Do not treat a recently edited limit as proof that every new request will immediately follow the new policy. Continue monitoring while the change propagates.

Applications that depend on uninterrupted service should handle spend-limit failures explicitly. Applications that depend on strict budget containment should combine a conservative hard limit with application-level throttling, queue controls and an emergency kill switch, because the platform limit alone is not instantaneous.

Handle the documentation wording difference

You may encounter a Help Center page describing a project’s monthly spend limit as a soft threshold after which requests continue. That wording conflicts with OpenAI’s newer dedicated Spend limits guide and current troubleshooting documentation, which describe project hard limits and the project_spend_limit_exceeded error. For current project behavior, follow the dedicated spend-limits documentation: a project cap can block affected requests when its hard-limit option is enabled. The older wording explains why different pages can appear to disagree; it should not be used to assume that a configured project hard limit is notification-only.

Common setup mistakes

Using an alert as a stop mechanism

An alert does not block traffic. If an automated workload can continue spending after a notification, enable hard enforcement at the scope that owns the budget or add an application-level stop.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Setting the limit on the wrong project

Project controls apply to traffic attributed to that project. Verify the project associated with the key, service account or deployment before diagnosing why a cap did not fire.

Confusing a 429 with a spend cap

Rate limits, spend limits and approved usage limits can all produce 429 responses or billing-related errors. Read error.code instead of changing settings based only on the status number.

Reconciling invoices from Usage alone

Usage is for operational attribution. Costs is the recommended source for invoice reconciliation because it uses billing-oriented line items and project IDs.

Retrying without changing the cause

Retries do not replenish prepaid credits, raise an approved usage limit or remove an enforced spend cap. Fix the identified condition first, then retry with bounded backoff.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A compact decision framework

If your priority is… Choose or review…
One budget across every project Organization spend limit
Separate budgets for teams or environments Project spend limits, with an organization ceiling if a global guardrail is also needed
Early warning without interruption Spend alert
Stopping affected traffic at a threshold Enable Enforce a hard limit
Finding where activity originates Usage dashboard or Usage API
Matching spend to an invoice Costs tab or Costs endpoint
Understanding a 429 Inspect error.code, then check the matching limit, rate condition or credit balance

Final implementation checklist

  • Choose organization or project scope based on who owns the budget.
  • Confirm an owner has permission to edit the setting.
  • Enter the monthly amount in the correct Spend screen.
  • Decide explicitly whether the project hard-limit option should be enabled.
  • Configure alerts for warning, but do not mistake them for enforcement.
  • Review Usage for attribution and trends.
  • Use Costs for invoice reconciliation.
  • Monitor both organization and project controls when both apply.
  • Leave room for delayed enforcement and slight recorded overage.
  • Log and classify error.code before responding to a 429.
  • Check approved usage limits, rate limits and prepaid credits as separate conditions.
  • Allow setting changes to propagate and keep retries bounded.
