Use two independent guardrails: a hard monetary budget and an approval policy that limits what an agent may execute. Set a per-user cap first, add an organization or enterprise overage stop, and require approval for sandbox bypasses, network access, credentials, destructive commands and file changes. Then route routine work to lower-cost models and review usage alerts every billing cycle.

Why a budget alone is not enough

An AI coding agent can create two different kinds of risk. The first is financial: model tokens, agent runs, code reviews and related compute can consume paid credits. The second is operational: an approved agent may modify files, run shell commands, contact external services, read credentials or ingest untrusted web content. A spending limit addresses only the first risk.

Keep the controls separate in your policy:

  • Spending controls limit credits or currency. They should include per-user limits, shared organizational limits, alerts and a hard stop.
  • Execution controls limit tools and side effects. They should define which commands, files, URLs, credentials, MCP servers and sandbox exceptions require a person to approve them.
  • Model controls limit the cost of each task by assigning inexpensive models to routine work and reserving premium models for difficult work.
  • Audit controls record prompts, approvals, tool results and network decisions so an unexpected charge or change can be traced.

A safe default is read-only analysis. Permit workspace writes only for implementation tasks, and ask for approval whenever the agent needs network access, credential use, a destructive command or a sandbox bypass. Do not make unrestricted access the default for a shared or production workspace.

Build a budget hierarchy that really stops usage

Use layered limits rather than one large pool. A user-level cap catches an individual runaway session; an organization or enterprise cap limits aggregate exposure if several users exceed expectations.

Recommended order

  1. Set a universal per-user limit. Choose a monthly amount that covers normal coding, tests and occasional agent runs. A user cap should be the first enforcement check, not merely a notification.
  2. Add scoped exceptions. Give a higher temporary limit to an incident responder or power user only when there is a documented reason. Add an expiration date so the exception cannot become a permanent bypass.
  3. Add an organization, cost-center or enterprise cap. This is the maximum overage exposure for the shared pool. Allocate separate cost centers when teams have materially different workloads.
  4. Enable the hard-stop setting. An alert is not a cap. Turn on the option that stops metered usage when the applicable limit is reached.
  5. Keep threshold alerts enabled. Use 75%, 90% and 100% notifications. The first warning gives an owner time to investigate; the second supports a decision about an exception; the final alert confirms that the stop has been reached.
  6. Review the dashboard each billing cycle. Compare spend with repository, team, model and task type. Raise limits for documented power users instead of removing guardrails for everyone.

Write down whether each limit is recurring, one-time or promotional before communicating it to users. A nominal limit with stop-usage disabled can still result in charges beyond the stated amount.

Codex: combine workspace budgets with a restrictive local policy

OpenAI documents workspace budgets and user limits for Enterprise Codex usage. When a limit is reached, the active turn may continue under fair-use rules. After that turn, the user can add credits, apply a reset, upgrade or wait. Treat the limit as protection against continuing usage, not as a guarantee that an already-running turn will terminate immediately.

Use read-only mode for analysis

For a local configuration that should not change files, set:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sandbox_mode = "read-only"

Pair it with:

approval_policy = "on-request"

on-request asks for approval when the agent needs to exceed its boundary. This combination allows inspection and reasoning while keeping writes, command execution outside the sandbox and similar exceptions behind a human decision.

Switch to workspace write only for implementation

When the task genuinely requires edits, use workspace-write for the implementation session rather than making it the permanent default. Keep approval on request for operations that can leave the workspace, expose secrets or destroy data. Before approving a request, inspect the exact command, target path, environment variables and expected output; “run tests” is lower risk than “run this script with production credentials.”

Use telemetry as an audit trail

Codex safety controls combine technical boundaries, human approval and telemetry. Telemetry can include prompts, tool-approval decisions, tool results, MCP usage and network-proxy allow or deny events. Restrict who can view this data, define retention, and use it to investigate both unexpected spending and unexpected repository changes.

GitHub Copilot: configure credits, scopes and hard stops

GitHub states that Copilot AI credits pay for chat, agents, the CLI and Spaces. In 2026, one AI credit equals $0.01 USD. Copilot Free includes 2,000 code completions per month plus a limited AI-credit allowance. A $10 paid-usage budget covers 1,000 credits. These figures are GitHub’s stated 2026 allowances and prices; they are not a promise that every plan or region has identical entitlements.

Choose the right budget scope

Copilot’s budget setup supports several scopes:

Scope What it controls When to use it
User One person’s metered usage Default first-line cap for every user
Repository Usage attributable to a repository Projects with unusually heavy agent activity
Cost center Shared spend for a team or business unit Chargeback and team-level accountability
Organization Combined usage in an organization Department-wide overage protection
Enterprise Aggregate enterprise exposure Final ceiling across organizations
Product or SKU A product or a specific metered SKU Separating agent, review or other charge types
Bundled AI-credit pool AI-credit-consuming SKUs across Copilot and related products One shared credit allowance

Turn the nominal limit into a true cap

Enable “Stop usage when budget limit is reached” on every metered product, organization, cost-center and enterprise limit. GitHub checks the applicable user-level budget first, and user-level limits are hard stops. If the shared AI-credit pool is exhausted, metered usage is charged against the most specific applicable cost-center, organization or enterprise budget. If stop usage is disabled, charges can continue beyond the nominal limit.

Roll out the policy

  1. Set the same baseline per-user budget for all users.
  2. Add an individual override for a power user or incident response, and record an expiration date.
  3. Set an organization or enterprise spending limit for aggregate overage.
  4. Enable “Stop usage when budget limit is reached” for each metered limit.
  5. Leave 75%, 90% and 100% alerts on, then review the dashboard monthly.

If a user reports that a limit did not stop charges, check which scope was actually applicable, whether the usage was metered, and whether stop usage was enabled on that scope. A product-level alert does not automatically cap a different SKU.

VS Code and Copilot: make risky actions approval-based

VS Code’s agent tool-approval interface distinguishes pre-approval (“without approval”), post-approval (“without reviewing result”) and per-tool controls. Use per-tool settings for anything that can modify state or move data outside the workspace.

Tools that should normally require approval

  • Commands that delete, overwrite, migrate or change permissions.
  • Tools that modify files outside the intended workspace or alter configuration used by deployments.
  • Access to environment variables, credential stores, SSH keys, cloud tokens or private package registries.
  • Network requests, web browsing and calls to external APIs or MCP servers.
  • Sandbox bypasses and operations that request elevated privileges.
  • Scripts that install packages, change system settings or execute generated code.

Force manual approval for a tool

Set a tool to false in chat.tools.eligibleForAutoApproval when it must always receive manual approval. Organizations can enforce manual approvals with device-management policies, preventing an individual workspace setting from silently weakening the rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review URL permissions in two stages

For URL tools, VS Code separates approval to contact a URL from approval to add the response to the chat context. A request can therefore be allowed to reach a known service while still requiring a second decision before its content is shown to the model. Keep both decisions manual for untrusted domains or data that could contain prompt-injection instructions or sensitive material.

When an approval prompt appears, inspect parameters rather than approving by tool name alone. Confirm the URL, branch, file path, command arguments, credential scope and output destination. A familiar tool can still be dangerous when its parameters are not.

Control model cost with routing rules

Model selection is a direct spending control. Anthropic states: “Opus costs several times more per turn than Sonnet, and Sonnet more than Haiku.” Use a model policy that matches capability to task complexity instead of allowing every request to use the most expensive model.

Task type Preferred tier Examples Guardrail
Mechanical Haiku or an equivalent low-cost model Renames, formatting, boilerplate and short explanations Keep the context narrow and review the diff
Normal development Sonnet or a mid-tier model Features, tests, known bugs and ordinary refactors Require approval for writes and external tools
High complexity Opus or another frontier model Difficult debugging, broad refactors and architecture decisions Set an explicit task budget and time limit

For a new task, estimate scope before selecting the model. A small rename does not justify a frontier model; a cross-cutting migration may justify one because a cheaper model could require repeated attempts. Record model overrides so an unexpectedly expensive run can be explained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for agentic code-review charges

GitHub estimates Copilot code-review consumption at $0.05–$1 USD per Lite review and $0.25–$5 USD per Balanced review in 2026. These are estimates, not fixed prices, and exclude GitHub Actions minutes. Each review has two cost components: AI credits for model interaction and Actions minutes for agentic context gathering and tool use.

Put code review on its own SKU or cost-center budget when possible. Otherwise, review activity can consume a shared pool intended for interactive coding. Track review volume, review mode and Actions usage separately from chat and agent usage.

Approval settings also affect workflow. When Copilot approvals are enabled at repository, organization and enterprise levels, Copilot can submit an approving review that satisfies a repository’s required-approval rule. A new commit dismisses that approval and requires another review. Align this feature with branch protection and human-review policy; an automated approval should not silently replace the independent review your risk model requires.

Operate the policy after rollout

Review every billing cycle

Check total spend, the number of active users, top repositories, model mix, code-review mode and blocked actions. Investigate sudden increases before raising the limit. Common causes include a loop retrying a failed test, an agent repeatedly reading a large repository, a new workflow that invokes review on every commit, or a user selecting a premium model for routine tasks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a change record for exceptions

For each temporary increase, record the owner, reason, amount, start date, expiration date and rollback condition. Remove the override when the incident or migration ends. If a team consistently needs a higher limit, move it to a dedicated cost center with its own forecast instead of granting indefinite personal exceptions.

Respond to an unexpected charge or change

  1. Pause the user, repository or organization scope that is generating the activity if the platform supports it.
  2. Inspect recent sessions, approvals, model selections, tool results and network events.
  3. Revoke exposed credentials and rotate tokens before resuming any network-enabled agent.
  4. Reproduce the smallest safe part of the task in read-only mode.
  5. Restore write or network access one tool at a time, with explicit approvals.
  6. Document the cause and adjust the relevant budget, model route or approval rule.

Common policy failures and fixes

“The alert fired, but spending continued”

The limit may be alert-only, or a more specific budget may have been applicable. Verify the scope and turn on the stop-usage option for every metered limit that is intended to cap charges.

“The agent changed files without asking”

The file tool may have been pre-approved, or a broad auto-approval rule may include it. Remove the tool from chat.tools.eligibleForAutoApproval, set it to false, and check whether a device-management policy is overriding the workspace setting.

“A URL was approved, then untrusted instructions appeared in chat”

Contact approval and context-inclusion approval are separate in VS Code. Require a second approval before adding responses from untrusted URLs to chat context, and prefer an allowlist for domains used by the project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A premium model consumed the budget on simple work”

Set a default low-cost route for mechanical tasks, make mid-tier models the normal coding choice, and require an explicit task budget for frontier-model overrides.

“Code review passed, but the branch still needed review”

A new commit dismisses Copilot’s approving review. Check branch-protection settings and require another review after every subsequent commit when independent human approval is part of the policy.

A practical default policy

  • Read-only analysis by default.
  • Workspace-write only for an identified implementation task.
  • Manual approval for sandbox bypasses, external URLs, credentials, destructive commands, file changes outside the workspace and MCP actions.
  • Per-user monthly budget with 75%, 90% and 100% alerts.
  • Organization or enterprise overage cap with stop usage enabled.
  • Low-cost model for mechanical work, mid-tier model for ordinary coding and a documented budget for frontier-model work.
  • Separate tracking for agentic code review and Actions minutes.
  • Monthly dashboard review and expiring exceptions.

This arrangement lets an agent remain useful without treating access, autonomy and spending as the same permission. Money is capped at the account level, side effects are approved at the tool level, and expensive capability is reserved for work that needs it.

Frequently Asked Questions

Should I set one shared budget or individual limits?

Set an individual limit for every user, then add a larger organization or enterprise cap. Shared-only budgets make it difficult to identify who consumed the allowance and allow one runaway session to affect everyone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a hard spending stop terminate an agent turn immediately?

Not necessarily. For Enterprise Codex, the active turn may continue under fair-use rules after a limit is reached; further use then requires credits, a reset, an upgrade or waiting. Treat hard stops as a block on subsequent usage.

What should never be auto-approved?

Keep sandbox bypasses, destructive commands, credential access, external network requests, untrusted URL context, out-of-workspace file changes and unknown MCP actions behind manual approval.

How should a team budget code-review agents?

Track Lite and Balanced review consumption separately from interactive coding, and include both AI credits and Actions minutes in the forecast. Use a dedicated SKU or cost center when the platform allows it.

When is a more expensive model economical?

Use it when a difficult debugging task, broad refactor or architecture decision is likely to require fewer failed attempts than a cheaper model. Set an explicit task budget and stop when the task exceeds its planned scope.
