Give an AI agent a constrained wallet, not access to your treasury. Enforce a per-transaction limit, a cumulative daily or rolling-window budget, approved assets, recipients, contracts and networks, an expiry time, and immediate revocation at the wallet, signer or policy-module layer. Add human approval for new recipients, risky contracts, unusual amounts and policy changes. The model may propose a payment, but the component that signs the transaction must enforce whether it is allowed.

This guide explains how to build that control system, how the main implementation patterns differ, and how to verify and revoke an agent’s authority without relying on a prompt such as “never spend more than X.”

Why a prompt is not a spending limit

An instruction in a system prompt can influence an agent’s decision, but it is not a cryptographic boundary. A compromised model, prompt injection, malicious tool result or software bug can cause the agent to request a transaction that violates the instruction. If the same signing key can approve that request, the limit has failed.

The enforceable boundary must sit at the signer, wallet policy module, smart account or delegated allowance. The policy component should reject an out-of-scope transaction before signing, rather than asking the language model to self-police. This separation is also reflected in the International Monetary Fund’s April 2026 note, which treats intent and orchestration as separate from control, authorization and settlement.

Use a separate agent wallet or smart account funded only for the task. Keeping it distinct from the main treasury limits the damage if a policy is misconfigured or credentials are exposed. The agent should never hold an unrestricted key to the treasury.

Controls every agent-payment policy should contain

Amount limits alone are insufficient. A payment can be small but still dangerous if it uses an unapproved token, chain, contract or recipient. Configure all of the following in the enforcement layer.

Control What it limits How to apply it What happens when it fails
Per-transaction maximum The largest value one signed transaction may transfer or swap Set a maximum value in the wallet, smart-account policy or mandate Reject the transaction or route it to a human approver
Cumulative budget Total value over a day or another defined window Track all successful and pending transactions against a daily or rolling budget Reject once the budget is exhausted; do not reset merely because the model retries
Asset allowlist Which tokens the agent may spend or receive Allow specific token contracts, such as a designated USDC contract on one chain Deny unapproved assets, even when the amount is within the cap
Recipient allowlist Which destination addresses may receive funds Store exact addresses and, where supported, require approval for a first payment Escalate a new address instead of silently adding it
Contract allowlist and blocklist Which smart contracts the agent may call Permit known payment or swap contracts and explicitly block high-risk contracts Reject calls to blocked or unknown contracts
Network scope Which blockchains the agent may use Bind the mandate to named networks; do not infer a network from a token symbol Reject a transaction on an unapproved chain
Validity window When the authority starts and expires Set start and expiry timestamps or a short-lived session Reject requests outside the window
Approval escalation Which events require a human decision Define conditions for first-time recipients, risky contracts, unusual amounts and policy changes Pause before signing until an authorized person confirms
Revocation How authority is cancelled Provide an owner-controlled revoke action and an emergency procedure Invalidate the mandate or delegated allowance immediately
Audit trail What the agent requested and what the signer executed Record requests, policy decisions, approvals, signatures and transaction hashes in an append-only log Make investigation possible even if the agent process is compromised

Use both a per-transaction maximum and a cumulative budget. A transaction cap limits one event; it does not stop many individually permitted payments from draining the wallet over a day.

How to cap an agent’s daily USDC spending

Yes, a daily USDC cap is possible when the wallet or policy system supports both token scoping and a cumulative value window. The cap is not a property of the word “USDC” in a prompt; it is a rule attached to the specific USDC token contract on the approved network.

  1. Identify the exact asset. Record the token contract address and network. Treat USDC on different networks as separate assets unless your policy system deliberately groups them.
  2. Set the cumulative window. Configure the maximum total value the agent may spend during each day or rolling period. The policy engine must count executed and, where appropriate, reserved transactions so retries cannot oversubscribe the budget.
  3. Add a per-transaction ceiling. A daily allowance without a transaction ceiling permits one large payment. Keep both limits in the same policy.
  4. Restrict destinations and contracts. A USDC transfer to an approved payroll address is different from a USDC approval or swap against an unknown contract.
  5. Define reset and expiry behavior. Specify the time zone or timestamp used for a daily reset, and set an overall mandate expiry so an abandoned agent does not retain authority indefinitely.
  6. Test rejection paths. Submit a transaction just below the limit, one that would exceed the per-transaction cap, and a sequence that would exceed the cumulative budget. Confirm that the signer—not the model—rejects each invalid case.

The sources do not establish a universal dollar amount that is safe for every agent. Choose the budget from the task’s actual exposure, keep the wallet separately funded, and increase authority only after observing normal behavior.

Implementation patterns and their trade-offs

There is no single wallet architecture for agent payments. The important question is where the rule is enforced and who can revoke it.

Managed MPC wallet Provider’s signing and policy service Multi-party computation; no single device or server reconstructs the complete private key Daily limits, tradable-token scope and high-risk handling are documented by Binance Out-of-policy actions are rejected or require a second confirmation; signing out is documented as a way to revoke access Binance lists BNB Smart Chain, Ethereum, Base and Solana support on its page updated October 15, 2026. Verify current coverage before deployment.
On-chain smart-account policy Smart-account validation and policy module Programmable account authorization rather than a freely usable externally owned key ERC-8196 specifies allowed actions, allowed and blocked contracts, maximum value per transaction, optional maximum value per day, and start and expiry timestamps Rules are cryptographically enforced; policy changes should require an owner or separate administrator ERC-8196 calls for an immutable, hash-chained audit trail. Actual chain support depends on the account implementation.
Delegated token allowance The token program or delegation mechanism The owner keeps custody while another account may transfer up to a specified allowance Solana delegation supports a defined token limit; use the minimum necessary allowance The owner can revoke delegation at any time Monitor transfers for unexpected activity. This pattern is asset- and chain-specific rather than a universal wallet policy.
MPC agent-payment service Provider policy engine before MPC signing Scoped, time-limited and revocable mandates with MPC signing Sardis describes natural-language spending policies, per-transaction checks and cumulative controls Its documented flow is agent request, policy engine, MPC signing, chain execution and audit record An append-only provenance ledger records the decision path; confirm supported chains and integrations for your deployment.
Signed MCP policy Signed policy evaluated for every tool call before signing Pre-authorized policy bound to selected accounts and networks Core describes policies covering accounts, networks, spend limits and recipients The agent cannot exceed or change the signed policy; changes require a new authorization Every tool call is evaluated before signing. Confirm how logs are retained and exported.

MPC reduces the chance that one server contains a complete key, but it does not decide whether a payment is appropriate. Delegation limits the amount another account can transfer, but an approved recipient can still be wrong. Smart-account policies are powerful, yet a faulty module or administrator process can still create risk. In every pattern, verify and monitor the transaction itself.

Step-by-step setup

1. Create a dedicated account

Create a wallet, smart account or token-delegated account used only by the agent. Do not reuse the address that stores treasury funds. Document the owner or administrator who can change policy and revoke authority. Fund the account with only the amount needed for the operating window, plus a deliberate allowance for network fees.

2. Write the mandate in operational terms

Translate the task into fields that a signer can evaluate:

  • Accounts the agent may use.
  • Networks and token contracts it may use.
  • Recipients and contract addresses it may call.
  • Maximum value per transaction.
  • Maximum cumulative value per day or rolling window.
  • Start time and expiry time.
  • Events that require a human approval.
  • Who may revoke the mandate and how emergency revocation is performed.

A policy that says “pay invoices” is incomplete unless it defines which invoice recipients, assets, chains, contracts and amounts qualify.

3. Put the mandate where signing occurs

Configure the wallet’s policy module, smart-account validator, delegated allowance or provider policy engine. If an MCP server or other tool layer is used, treat it as an additional gate, not a replacement for signer-side enforcement. The final signer must evaluate the actual transaction parameters after the agent has produced them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Build an approval matrix

Request condition Decision Required human check
Approved asset, recipient, contract and network; amount is within both limits Allow Normal monitoring and audit record
First payment to a recipient Require approval Confirm the address through an independent channel and verify the business purpose
Unknown or newly added contract Require approval or deny Inspect the contract, method, token approvals and risk information
Unusual amount, frequency or slippage Require approval Compare with the task’s expected pattern; do not approve solely because the daily budget remains
Unapproved asset or network Deny Change the mandate through an administrator, never through the agent’s request
Expired session or exceeded cumulative budget Deny Issue a new mandate only after reviewing the reason
Request to change policy, recipient list or limits Deny as an agent action Use a separate owner-controlled change process with its own audit entry
Suspected compromise or abnormal activity Revoke Invalidate the mandate or delegation, stop the agent and investigate logs

5. Fund and activate conservatively

Transfer only the operating balance to the agent account. Activate the shortest practical validity window for the job. If the implementation supports separate permissions for viewing balances, preparing transactions and signing, give the agent only what its workflow needs.

6. Test normal and hostile cases

  1. Execute an allowed payment to an approved recipient.
  2. Attempt a payment above the per-transaction maximum.
  3. Send several individually small requests that together exceed the cumulative window.
  4. Attempt an unapproved token, recipient, contract and network separately.
  5. Try a request after expiry and after revocation.
  6. Submit a policy-change request from the agent and confirm it cannot alter its own authority.
  7. Check that each decision, approval, signature and on-chain hash appears in the append-only log.

Use a test account and test assets where possible. A test that only exercises successful payments does not demonstrate that the boundary works.

7. Operate with continuous monitoring

Alert on rejected requests, repeated retries, new addresses, policy changes, unusual frequency, unexpected contracts and transfers that approach the cumulative limit. Review the wallet balance and transaction history independently of the agent’s own reports. Keep the log append-only and protect access to it so an attacker cannot erase evidence.

What the signer must verify before approval

Human approval is meaningful only when the reviewer sees the transaction that will actually be signed, not merely the agent’s natural-language explanation. Verify:

  • The contract address and method being called.
  • Swap parameters such as minimum received, maximum slippage and deadline when applicable.

Circle’s terms describe its Agent Wallet as using 2-of-2 MPC and state that key shares are not exposed to the agent. They also place responsibility on the user to implement spending controls, verify transaction details and agent actions, and monitor for unauthorized or unintended programmatic transactions. Circle warns that malware, prompt injection, unauthorized code execution and other vulnerabilities can expose credentials and initiate irreversible transactions. MPC therefore protects key material; it does not remove the need for transaction review.

Revocation and emergency response

Routine revocation

Revoke at the end of every task or session that does not need continuing authority. Solana’s delegation model lets the owner revoke an allowance, and the managed-wallet documentation cited above describes signing out as a way to revoke access. For a smart account, disable the validator, policy module or mandate according to the implementation’s owner-controlled procedure.

Suspected compromise

  1. Revoke the agent mandate or delegated allowance immediately.
  2. Stop the agent process and disable its tool or API credentials.
  3. Freeze or move remaining funds using the owner-controlled recovery path, if safe to do so.
  4. Review the append-only log and on-chain transactions for unauthorized approvals, recipient changes and contract calls.
  5. Rotate credentials and issue a new, narrower mandate only after identifying the failure.

Do not wait for a daily budget reset. A compromised agent can spend the remaining permitted balance before the window ends.

Common failure modes and fixes

The agent follows the prompt but still overspends

The prompt is advisory while the key is unrestricted. Move the cap into a signer policy, smart-account module or delegated allowance and remove treasury access from the agent.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Many small payments drain the wallet

Only a per-transaction cap was configured. Add a cumulative daily or rolling-window budget that counts all relevant transactions and reservations.

The correct token is sent on the wrong chain

The policy matched a symbol without binding it to a network and token contract. Allowlist the exact asset and chain pair.

A recipient address is changed through social engineering

Require approval for first-time or changed recipients, verify the address independently, and prevent the agent from editing its own allowlist.

A swap passes the amount check but calls a dangerous contract

Amount limits do not validate contract risk. Use contract allowlists and blocklists, require approval for unknown contracts and inspect calldata, slippage and approvals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agent keeps retrying after a rejection

Make rejection a terminal policy decision for that request, rate-limit retries, alert on repeated failures and ensure pending reservations cannot bypass the cumulative budget.

There is no reliable record of who approved a payment

Use an append-only, preferably hash-chained audit trail that links the agent request, policy version, human approval, signer decision and transaction hash. Export records to storage controlled separately from the agent.

Security boundaries and standards to consider

ERC-8196 describes policy fields for allowed actions, allowed and blocked contracts, maximum value per transaction, optional maximum value per day, and start and expiry timestamps. It also calls for cryptographically enforced compliance and an immutable, hash-chained audit trail. Treat those fields as a checklist when evaluating a smart-account implementation; the standard’s existence does not guarantee that every wallet or chain implements every field.

The IMF’s April 2026 analysis identifies ERC-4337 smart-contract wallets, ERC-6900 modular smart accounts and off-chain authorization mechanisms as examples of programmable controls. These mechanisms can separate orchestration from authorization, support revocation and provide auditability, but the exact guarantees depend on the deployed account, modules and administration model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Solana’s official documentation describes delegation as a middle ground: another account can transfer tokens up to a specified limit while the owner retains custody and can revoke at any time. It recommends the minimum necessary limit and monitoring for unexpected transfers. Apply that advice to each delegated token account rather than assuming one allowance protects every asset.

A practical deployment checklist

  • Separate agent wallet or smart account, funded independently from the treasury.
  • Signer- or policy-layer enforcement, not prompt-only instructions.
  • Per-transaction maximum and cumulative daily or rolling-window budget.
  • Exact token contracts, recipients, contracts and networks allowlisted.
  • Start and expiry timestamps, with short-lived authority where practical.
  • Human approval for new recipients, risky contracts, unusual amounts, high slippage and policy changes.
  • Owner-controlled emergency revocation tested before production.
  • Final review of recipient, network, asset, amount and transaction parameters.
  • Append-only audit trail covering requests, decisions, approvals, signatures and hashes.
  • Independent monitoring for retries, anomalies, unauthorized transfers and budget exhaustion.

The safest design lets the agent handle routine, low-risk payments inside a narrow mandate while a separate human-controlled layer decides anything novel or consequential. That division keeps convenience in the orchestration layer and irreversible authority in controls the model cannot reinterpret.
