Set the policy as a permission boundary, not as a statement that using artificial intelligence makes testing lawful. A responsible rule set names the systems and versions that may be tested, limits methods and impact, protects people and data, provides a reliable reporting route, and commits the receiving organization to triage, remediation, and coordinated communication.
The same boundary must work for both sides: researchers need to know what they may do and how to report it, while organizations need a process that remains safe when an AI tool suggests an unexpected path, exposes sensitive data, or identifies a flaw in a third-party service.
What a responsible AI-assisted disclosure policy must accomplish
AI changes how hypotheses are generated, code is reviewed, and evidence is summarized. It does not change who owns a system, who can authorize testing, or which laws and contracts apply. A policy should therefore treat AI assistance as a method used inside an established coordinated vulnerability disclosure (CVD) process.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCISA’s federal vulnerability disclosure program (VDP) guidance describes a VDP as authorization for good-faith research and a statement of expectations for reporters. That model is useful outside federal agencies, but it is not a universal permission grant for private systems. NIST Special Publication 800-216, published in May 2023, provides a federal framework for receiving, assessing, managing, and communicating vulnerability disclosures; its stated scope is systems under federal control. The CERT/SEI guide, an evolving web edition based on its 2017 special report, explains stakeholder roles and CVD phases. CISA’s 2026 joint program guidance describes program design and possible intermediary involvement, but does not turn every public policy into a safe harbor.

AI-specific disclosure remains unsettled. Coordinated Flaw Disclosure for AI: Beyond Security Vulnerabilities, a February 2024 research preprint, proposes a framework for AI and machine-learning flaws. Treat that work as a proposal to evaluate, not as an adopted standard or evidence of any provider’s current policy.
Make authorization and scope explicit
List the assets that are actually covered
Identify every in-scope domain, application, API, model endpoint, mobile app, cloud account, version, and test environment. State whether the policy covers production, staging, open-source components maintained by the organization, and internal tools. If an asset is not listed, give researchers a way to ask for written permission before testing it.
Include exclusions in the same level of detail. Examples include employee devices, customer-managed installations, named subsidiaries, physical facilities, denial-of-service testing, and systems operated by another company. An exclusion should not be hidden in a general phrase such as “third-party infrastructure.”
Recommended Free Tools
Identify who can authorize each system
Use of a vendor’s hosted model, cloud account, SaaS application, or embedded service does not give the customer authority to test that provider’s system. The organization should identify third-party dependencies and explain whether permission must come from the organization, the provider, or both. Researchers should check contracts, published testing terms, and the target’s VDP before sending probes.
Where ownership is unclear, the safest rule is to pause and request clarification. A policy can offer a contact for scope questions and record the answer so that later testing is covered by the same authorization.
Keep security flaws distinct from broader AI safety issues
Say whether the program accepts only security vulnerabilities or also reports about harmful outputs, model behavior, data leakage, bias, misuse pathways, and other safety concerns. These categories can require different reviewers, evidence, severity criteria, and remediation owners. Combining them under one vague “AI issue” label makes triage slower and can expose sensitive material unnecessarily.

| Policy element | What to specify | Why it matters for AI-assisted work |
|---|---|---|
| Assets | Domains, services, endpoints, apps, versions, environments, and exclusions | An AI-generated test may reach a connected service that was never authorized. |
| Authority | Owner or provider that can approve testing for each asset | Customer access is not automatically permission to test a hosted model or dependency. |
| Issue types | Security vulnerabilities, model behavior, data exposure, and safety reports, with separate routes where needed | Different issues need different evidence and remediation teams. |
| Ambiguity route | A monitored contact for pre-test authorization questions | Researchers can avoid guessing when an AI suggestion crosses a boundary. |
Define permitted methods, limits, and stop conditions
Allow bounded validation
Describe the lowest-impact testing that is useful: authenticated checks on a researcher-owned account, non-destructive input validation, source review of public code, and proof-of-concept requests that do not alter records. Set rate limits, concurrency limits, account requirements, and test windows where they protect availability.
Do not assume an AI system will respect those limits. A generated script may retry aggressively, follow links into production, or combine individually harmless requests into a damaging sequence. Require human review before execution and make the human operator responsible for enforcing the policy.
Prohibit high-impact actions
Unless a separate written engagement authorizes them, prohibit denial-of-service or stress testing, destructive changes, persistence, credential theft, social engineering, physical intrusion, bulk extraction, and actions that degrade another customer’s service. Explain whether automated scanning is allowed and what maximum request rate applies.
Stop when proof is sufficient
Require researchers to stop once they can demonstrate the flaw without further access. If a test reveals personal, confidential, or regulated data, stop the relevant activity, preserve only the minimum evidence needed, and report through the designated secure channel. Do not browse unrelated records, copy a database, or ask an AI tool to summarize raw secrets.
CISA’s FAQ describes good-faith activity as following the policy, testing to investigate a flaw, disclosing consistently with the policy, and avoiding harm. It also notes that a person may conduct research in good faith and have no reportable finding. A report is valuable when it is factual and timely, not when it contains the largest possible data sample.
Set clear expectations for AI tools
Permit useful assistance without outsourcing judgment
A policy can allow AI tools to generate hypotheses, suggest test cases, explain code, identify patterns in logs, or help draft a report. Require a human to verify each material finding, reproduce the behavior where safe, and distinguish observed evidence from an AI-generated interpretation.

Ask the researcher to disclose material AI assistance when it affects reproducibility or interpretation. The disclosure need not identify a tool for every spelling correction; it should explain when an AI system generated test logic, transformed evidence, or influenced the severity assessment.
Protect secrets before they reach a model
State whether researchers may send source code, credentials, tokens, personal data, customer records, proprietary prompts, or unpublished vulnerability details to an external model provider. The default should be to remove or mask such data unless the owner has expressly authorized that transfer and the provider’s terms are acceptable.
Organizations should apply the same rule internally. Do not paste a live incident, customer transcript, or exploit artifact into a model merely because it is convenient. Provide approved redaction, local-processing, or synthetic-data options where possible.

A useful report identifies the exact inputs, account state, endpoint or model version, date and time, expected behavior, observed behavior, and impact. If an AI tool created a prompt sequence or code sample, include the relevant instructions and edits needed for another analyst to reproduce the result, after removing secrets. Mark speculative explanations as hypotheses.
Build a reporting channel that works under pressure
Offer a monitored primary route and a fallback
Provide a security contact or secure web form with clear instructions for encryption, attachments, and sensitive data. CISA notes that a web form can structure reports but should not be the sole way an organization receives notice. Publish an alternate route, such as a monitored security mailbox or emergency contact, for outages affecting the primary channel.
Tell reporters what to include:
- the affected asset, version, tenant, or model endpoint;
- a concise summary and security impact;
- reproduction steps and harmless proof-of-concept input;
- timestamps, request identifiers, and logs with secrets removed;
- the extent of any data exposure, without attaching unnecessary records;
- whether AI assistance generated or transformed material evidence; and
- safe contact details for follow-up.
Publish an acknowledgement expectation that the organization can actually meet. If the channel fails, the fallback route should preserve the original reporting date and protect the reporter from being blamed for a delivery problem.

Run triage, coordination, and remediation as one process
Use an accountable workflow
- Acknowledge receipt. Confirm that the report arrived, provide a tracking identifier, and state the next communication point.
- Validate safely. Reproduce the issue with the smallest test that confirms it. Avoid repeating any data access that is not needed.
- Assess impact. Record affected assets, confidentiality, integrity, availability, exploitability, affected users, and whether the issue involves a model, application, dependency, or process.
- Assign an owner. Name the team responsible for containment, engineering remediation, customer notification, and communication with the reporter.
- Coordinate dependencies. Contact the responsible vendor, cloud or model provider, intermediary, or downstream organization when the receiving organization cannot fix the root cause alone.
- Remediate and verify. Apply a fix or mitigation, retest it, and monitor for recurrence or exploitation.
- Communicate the outcome. Tell the reporter what can safely be shared, whether a public advisory is planned, and how future updates will be handled.
NIST SP 800-216 frames receiving, assessing, managing, and communicating disclosures as connected program functions. The CERT/SEI guidance similarly emphasizes stakeholder roles and coordination phases. A policy that promises only an inbox, without staffing and ownership, does not provide a usable disclosure process.
Handle intermediaries deliberately
An intermediary may coordinate when several vendors are affected, when the root cause is shared, or when public communication must be synchronized. State when the organization may involve one, what information it will share, and how it will protect the reporter’s identity and confidential evidence.
Set disclosure timing without an unrealistic universal deadline
Explain how the parties will decide when to publish technical details, customer notices, or a coordinated advisory. Cover ordinary remediation, delayed fixes, disputed findings, active exploitation, and imminent risk to people or critical services.
Do not promise a fixed number of days unless the organization has the staffing and authority to meet it. Instead, commit to regular status updates, explain what can delay disclosure, and identify who can approve an exception. Urgent exploitation may require temporary mitigations or an accelerated warning; a complex dependency may require coordinated release after multiple parties are ready.
The reviewed federal and CERT materials establish coordination and communication principles, not a single deadline that fits every vulnerability, country, provider, or contract.

Explain safe-harbor language and its limits
A policy may state that the organization will not pursue action for good-faith research conducted within the published scope and methods, and that it will work to resolve misunderstandings. Define “good faith” by reference to compliance, minimal impact, prompt reporting, and cooperation.

Do not state or imply that a private policy eliminates criminal, civil, contractual, regulatory, or third-party risk. The reviewed U.S. federal guidance does not resolve an individual researcher’s legal position across jurisdictions, providers, target systems, or contracts. A researcher should confirm authorization, provider terms, and applicable law before testing, especially when a third-party service is involved.
Safe-harbor language should also say what it does not cover: intentional testing of excluded systems, exceeding rate or access limits, retaining data without need, using stolen credentials, or continuing after a stop request. Those limits make the commitment credible rather than weakening it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Handle accidental out-of-scope discoveries
Give researchers a simple instruction: stop the activity that reached the unexpected asset, preserve minimal evidence, and report what happened through the stated route. Do not continue exploring to determine the full extent.
CISA’s FAQ says an accidental or incidental out-of-scope finding during authorized work may still be reported, while consciously testing an excluded system is not treated the same way under its federal guidance. That is federal policy guidance, not a universal legal determination. Your policy should describe how you will distinguish an accidental discovery from deliberate scope expansion and how you will protect evidence while the question is resolved.
Compare policy models before choosing one
The table below separates a mature CVD process from common weak patterns. It is a design comparison, not a ranking of named products or providers.
| Comparison axis | Minimum workable rule | Stronger implementation | Failure pattern to avoid |
|---|---|---|---|
| Asset and third-party scope | Named assets, versions, exclusions, and an authorization contact | Maintained inventory, owner for each dependency, and written pre-test approvals | “All company systems” language that silently includes another provider’s infrastructure |
| Testing and impact limits | Allowed methods, rate limits, prohibited actions, and stop conditions | Separate low-impact test profiles, test accounts, monitoring, and emergency stop procedures | Permitting “testing” without defining destructive or automated activity |
| Report-channel security | Monitored contact, secure attachment instructions, and fallback route | Encryption, access logging, evidence-retention rules, and staffed coverage | A form that is the only route and is not monitored |
| Acknowledgement and triage | Tracking identifier, severity assessment, owner, and status updates | Documented playbooks, escalation paths, and verification of fixes | An inbox with no response commitment or accountable team |
| Coordination and delays | Rules for vendors, intermediaries, urgent risk, and delayed remediation | Named decision makers, communication templates, and synchronized advisory planning | A fixed public-release date that cannot accommodate dependencies |
| Safe harbor | Good-faith commitment tied to scope and methods, with explicit limits | Plain-language examples, legal review, and a process for resolving scope disputes | Claiming blanket immunity or protection in every jurisdiction |
| AI-specific handling | Human review, secret-handling rules, and material-assistance disclosure | Separate security and AI-safety tracks, reproducibility requirements, and model-version records | Treating an AI-generated claim as verified evidence or sending raw customer data to a model |
Implementation plan for organizations
- Inventory authority. Map each public asset, model endpoint, cloud dependency, and service to an owner that can authorize testing.
- Choose issue categories. Decide whether security vulnerabilities and AI-safety or behavior reports share a channel or use separate queues with distinct triage criteria.
- Write the scope page. List inclusions, exclusions, versions, environments, test accounts, rate limits, and the pre-authorization contact.
- Define evidence rules. Specify redaction, encryption, retention, deletion, and what to do when sensitive data appears unexpectedly.
- Publish AI-use expectations. Permit appropriate assistance, require human verification, and state when material AI assistance must be disclosed.
- Staff the workflow. Assign acknowledgement, triage, engineering, legal, privacy, communications, and vendor-coordination responsibilities.
- Write the safe-harbor statement. Tie it to good-faith activity within scope and describe limits without promising immunity.
- Test the channel. Send controlled reports through the primary and fallback routes, verify access controls, and measure whether the right team receives them.
- Review after incidents. Update scope, contacts, stop conditions, and coordination rules when a report reveals an ambiguity.
Researcher checklist before, during, and after testing
Before testing
- Confirm the exact asset, owner, version, environment, and authorization.
- Read exclusions, rate limits, account requirements, and prohibited methods.
- Check the provider’s terms when a hosted model, cloud, or SaaS dependency is involved.
- Prepare a redaction plan and decide which AI tools, if any, are approved for the data involved.
- Create a harmless test account and define the condition that will make you stop.
During testing
- Keep requests within the published rate and access limits.
- Review AI-generated code, prompts, and commands before execution.
- Stop after sufficient proof; do not explore unrelated records.
- Stop immediately if personal, confidential, or regulated data appears.
- Record timestamps, inputs, responses, and impact without retaining unnecessary content.
When reporting
- Use the designated channel and its fallback if necessary.
- Describe what you observed, how to reproduce it safely, and the likely impact.
- State what data was exposed, in minimal form, and how you protected or deleted it.
- Disclose material AI assistance and identify which parts were independently verified.
- Keep cooperating within the policy and report any change in risk, such as active exploitation.
What this approach does—and does not—promise
A well-written policy makes authorized research easier to perform safely, gives the organization a repeatable path from report to remediation, and reduces disputes about scope and evidence. It cannot authorize a system that the publisher does not control, convert an AI suggestion into proof, or guarantee legal protection everywhere.
CISA’s guidance captures the practical standard: “It ought to be easier to report a vulnerability to your agency than it is to tweet about it.” Build the same ease into your own channel, while keeping authorization, impact limits, data protection, and coordinated communication explicit.
