The most reliable approach is layered: create a parent-managed child account, apply age and content restrictions, require approval for downloads and purchases, set time and communication limits, lock the settings with a parent-only PIN, and repeat the setup on every device and service your child uses. No single switch covers a phone, browser, console, streaming profile and social app at once.
Use the instructions below for Apple devices, Android and Chromebooks, Windows and Xbox, game consoles, browsers, video services and social apps. Then test the child view and review the controls after major software or age changes.
What parental controls can—and cannot—block
Parental controls are account and device safeguards that reduce a child’s exposure to material or interactions unsuitable for their age. Depending on the platform, they can filter search and recommendations, restrict apps and games by rating, require approval for downloads and purchases, limit screen time, control communication and location sharing, and lock a device during scheduled hours.

“Harmful content” is not one universal list. Categories differ by a child’s age, the service, and the jurisdiction. Ofcom’s online-safety materials discuss age-inappropriate content and controls for search, recommendations, apps, purchases and communication. UK online-safety policy separately treats content harmful to children as a regulatory category. A rating or filter that is appropriate for one age group may be too permissive or too restrictive for another.

Controls are guardrails, not a guarantee. A child can encounter a gap through an adult profile, a second browser, a new game account, a console, a friend’s device or an app with its own feed. Filters can also miss context, slang or newly uploaded material. Combine technical restrictions with family rules and teach the child how to block, report and leave an unsafe interaction.
Prepare before changing any settings
Inventory every place the child can go online
Write down each phone, tablet, Chromebook, computer, game console and television or streaming profile. Add every browser, search engine, video service, social app, messaging account and game-network account. Note whether the device is personally assigned to the child or shared with adults. This inventory prevents the common mistake of securing a phone while leaving an unrestricted browser or console available.
Use a child account managed by an adult
Sign in as the parent and create or select the child account offered by the platform. Apple uses Family Sharing and Screen Time; Google uses Family Link; Microsoft uses Family Safety. A separate child profile keeps the adult’s purchases, private messages and unrestricted recommendations out of the child’s view and makes the controls enforceable.

Decide which services are allowed, what ratings are acceptable, when devices are put away, and which adults may contact the child. Explain that the restrictions are safety settings rather than a way to read every private conversation. UK guidance recommends explaining limits and providing age-appropriate alternatives. The Federal Trade Commission (FTC) likewise advises discussing family rules and expectations.
Use this eight-step setup sequence
1. Create the managed child account
Start with the platform’s family-management feature rather than configuring an ordinary adult account. On an iPhone or iPad, add the child to Apple Family Sharing and use the child’s Apple Account with Screen Time. On Android or a Chromebook, enroll the child’s Google Account in Family Link. On Windows or Xbox, add the child’s Microsoft account to a family group and manage it with Family Safety.
If the child already uses an account, check its birth date, recovery email and ownership before changing settings. Do not leave the child signed in to an adult account: age filters and purchase approvals may not apply correctly.
2. Apply age and content restrictions
Choose the child’s age or the most suitable content rating, then review individual categories instead of accepting every default. Check app and game ratings, films and television ratings, music, books, websites and explicit-language options where the service provides them.

In YouTube, enable Restricted Mode on the child’s account or profile. TikTok provides a Restricted Mode and additional family controls. These service-level filters are separate from the operating system’s age rating, so enable both when the service is used.

3. Require approval for apps, downloads and purchases
Turn on parent approval for new apps and games, block unsuitable titles, and require approval for in-app purchases. Download controls and screen-time limits are usually separate settings; enabling one does not automatically enable the other. Check paid apps, subscriptions, game add-ons and virtual currency individually.
Test the arrangement with a harmless free app and a low-value purchase attempt. The child should see a request for approval, while the parent receives the request through the managed family account. Cancel the test rather than completing a real purchase.
4. Set screen-time limits and downtime
Set a daily allowance for each device or category and define a bedtime or downtime window. Use shorter limits for entertainment apps if homework, sleep or family activities have priority. A device-lock period should still allow emergency contacts or other functions you have explicitly permitted.

Check whether a limit is attached to the account, a particular device or an individual app, because the scope determines whether switching devices bypasses it.
5. Restrict communication and privacy exposure
Use the available communication controls to limit who may call, message, invite or comment. Review location-sharing permissions, camera and microphone access, public-profile settings and contact syncing. Disable public discoverability where it is not needed. Keep a small list of trusted adults whose messages should remain available during downtime.
Messaging, multiplayer games and social networks often have their own contact and privacy controls. Configure those controls inside each service instead of assuming the phone’s family setting will cover them.
6. Lock the controls against changes
Create a parent-only passcode, PIN or password that the child does not know. On a shared device, use a separate adult profile and do not save the parent’s credentials in the child’s browser. The FTC identifies PINs and separate profiles as practical ways to prevent a child from simply changing restrictions.
7. Repeat the setup on every device and service
Apply the same process to phones, tablets, computers, consoles, streaming profiles, browsers, search tools, social apps and game-network accounts. The FTC’s warning is direct: “To work best, parental controls need to be set up on all the devices your kid uses.” A restriction on an iPhone does not automatically follow the child to an Xbox, a Chromebook or a friend’s tablet.

8. Test the child view and review regularly
Switch to the child profile or use a supervised test account. Try a blocked website, an age-inappropriate app, a download request, an in-app purchase, a message from an unapproved contact and a device-lock period. Confirm that the parent receives approval requests and that permitted emergency contacts still work.
Review settings whenever the child’s age, school needs or devices change, and after major operating-system, app or game updates. Labels and available options can change between versions. The available evidence supports regular adjustment, but it does not establish that any filter is perfect.
Apple iPhone and iPad: Family Sharing and Screen Time
Set up the family relationship
Use Apple Family Sharing with the parent as organizer and the child’s Apple Account as a member. The child should not use the organizer’s account for everyday browsing or purchases. Once the family relationship is active, manage the child’s Screen Time from the parent’s device or from the child device protected by a Screen Time passcode.
Configure content, privacy and purchases
In Screen Time, review content and privacy restrictions, app-installation permissions, allowed apps, web-content filtering, ratings for media and games, and purchase settings. Turn on approval for downloads and in-app purchases. Keep the Screen Time passcode different from the device unlock code and do not disclose it.
Set communication and downtime rules
Use Screen Time communication controls to limit contacts during allowed hours and downtime. Permit trusted emergency contacts if appropriate. Set daily app limits and a scheduled downtime period, then check that limits apply to the child’s other Apple devices rather than only one iPhone or iPad.
Android phones and Chromebooks: Google Family Link
Enroll the child’s Google Account
Manage the child’s Google Account through Google Family Link. Confirm that the account is supervised and that the child is signed in with that account on every Android device and Chromebook. An unsupervised adult account on the same device can provide an unrestricted route around the rules.
Manage apps, web and Google services
Use Family Link to approve or block apps, review app activity, set age-appropriate Google Play restrictions and manage the child’s device. Configure SafeSearch and YouTube Restricted Mode as separate service settings where available. Review browser use, because a second browser or a search service outside the supervised account may not inherit the same filter.
Apply schedules and device lock
Set daily time limits, bedtime schedules and a remote device-lock period in Family Link. Check each enrolled device, including a Chromebook used for school and an Android phone used away from home. The parent account should remain the only account able to change these schedules.

Windows PCs and Xbox: Microsoft Family Safety
Add the child to a Microsoft family group
Use the child’s Microsoft account in a family group and manage it through Microsoft Family Safety. Sign the child into the intended Windows profile and Xbox account. If a console is shared, verify which account is active before testing restrictions.
Control apps, games and web content
Set age limits for apps and games, approve downloads and review activity. Apply web and search filters available to the Microsoft account, and check the browsers and game services the child actually uses. A restriction on a Windows profile does not necessarily govern a separate account inside a game or social app.
Schedule Xbox and Windows time
Set device or service time limits and downtime windows, then test a lock period on both Windows and Xbox if the child uses both. Keep the parent account separate and protected by its own credentials so the child cannot edit family settings.

Console family settings are only one layer. Configure the console’s child account, privacy and communication settings, spending approval and play-time schedule. Then open each game or network account and review voice chat, text chat, friend requests, user-generated content, reporting and blocking options.
Check PlayStation, Xbox or Google instructions for the specific console or account, because menu names and available controls vary by model, region and software version. Disable public voice or text communication when it is unnecessary, and allow contact only with known friends or approved adults. Explain how to mute, block and report another player before the child plays online.

Search and browsing
Turn on Google SafeSearch for the child’s supervised account and activate the browser’s family or restricted profile where offered. Remove unused browsers from the child’s device or protect their installation with parent approval. Check private-browsing access and alternate search engines during your test; a filter applied to one account may not cover another.
Video and recommendations
Use YouTube Restricted Mode on the child’s profile and review the profile’s age setting and watch history. Streaming services commonly have their own child profile, maturity rating and PIN; configure those controls inside the service. Recommendations can change even when a rating filter remains unchanged, so review the profile periodically.

Social and messaging apps
Enable each service’s Restricted Mode, private-account option, message controls, comment filters and mention controls when available. Review location sharing, contact syncing, public profile fields and discoverability by phone number or email. A phone-level app limit will not decide who can contact the child, so handle communication inside the app.

How to close common gaps
Shared adult devices
Create a separate child profile and keep the adult profile protected by a password. Sign out of adult browsers, shopping accounts and streaming profiles before handing over the device. Do not rely on a child mode that can be exited without a parent credential.
Second browsers and alternate accounts
List every installed browser and account, then remove or supervise duplicates. Check whether the child can add a new account, install a browser or use a guest session. If a service supports multiple profiles, apply the child rating and privacy settings to each profile the child can open.
Purchases that bypass the app store
Require approval for in-app purchases and protect saved payment methods. Review subscriptions and game-wallet balances. A child may be able to buy through a console, website or carrier billing even when mobile-app purchases are restricted, so test each payment route the inventory identifies.
Updates that change behavior
After an operating-system, browser, game or social-app update, verify the passcode, content filter, communication list, time schedule and purchase approval. Record the current settings so you can spot a reset or newly introduced profile.
Teach skills that controls cannot provide
Show the child how to recognize sexual, violent, hateful, exploitative or otherwise distressing material without asking them to describe it in detail. Practice leaving a page, closing a chat, blocking an account, reporting content and telling a trusted adult. Explain that the child will not be punished for reporting an accidental exposure or an unsafe contact.
Revisit the rules as the child matures. A rigid restriction that no longer matches schoolwork, accessibility needs or social development can encourage workarounds. The goal is a transparent set of guardrails that the child understands and can question safely.

When comparing any optional family-safety software or network filter, evaluate content and age coverage, app/download/purchase approval, screen-time and downtime controls, communication and privacy settings, coverage across devices and accounts, parent authentication and resistance to tampering, and whether the child can understand or object to the controls. No product should be judged by a single filtering feature.

A practical maintenance checklist
- Keep a current list of every device, profile, browser, console, game and social service the child can use.
- Confirm the child account, birth date and parent recovery details are correct.
- Test blocked content, app approval, purchase approval, communication limits and downtime from the child view.
- Check that the parent-only PIN or password is unknown to the child and is not saved in a child-accessible browser.
- Review location, camera, microphone, contact syncing and public-profile permissions.
- Recheck settings after major operating-system, app or game updates.
- Adjust limits as the child’s age, school requirements and independence change.
- Practice blocking, reporting and leaving harmful interactions.
In a 2026 UK Government consultation, 84% of full consultation responses strongly or somewhat agreed that parents should have control over children’s online experiences. That support does not remove the parent’s responsibility to explain the controls, check their scope and provide a safe way for the child to ask for help.
