To configure spending monitoring for an OpenAI API project, open Organization settings, select the project, choose Limits, and set the monthly spend threshold and notification thresholds. You need to be an organization owner or a project owner. The project monthly spend setting is a soft threshold: OpenAI says API requests continue after usage passes it during a UTC calendar month, so it should not be treated as a hard spending cap.
What the OpenAI project spending setting does
The project control is primarily a monitoring and notification feature. You choose a monthly amount that represents the level at which you want to be warned, then configure one or more alert percentages. When tracked project usage reaches a configured percentage, project and organization owners receive a notification.
That threshold does not automatically shut down the project. OpenAI’s project-management documentation describes the monthly project spend limit as a soft threshold. Requests can therefore continue after the threshold is exceeded within the same UTC calendar month. If your requirement is “never allow another request after this amount,” do not rely on this project setting alone; use an enforced organization or project control where your account provides one, and understand that enforcement is not instantaneous.

Who can change project spend settings
OpenAI identifies organization owners and project owners as the roles that can manage project spend settings. Before looking for the control, confirm that you are working in the correct organization and that your role has one of those permissions.
- Organization owner: can manage settings for the organization and its projects, subject to the controls available on the account.
- Project owner: can manage the spend settings for the relevant project.
- Other project members: may be able to view or use the project without being able to change its spending configuration.
If the Limits page is missing or read-only, verify the selected organization, the selected project, and your role before assuming that billing is malfunctioning. Account interfaces can expose different options, so the exact controls shown may vary.
How to set an OpenAI API project spending threshold
- Sign in to the API Platform. Use the organization that owns the API project whose usage you want to monitor.
- Open organization settings. The project controls are managed from the organization-level settings area rather than from an individual API request or model page.
- Select the project. Choose the specific project you want to configure. A limit set for one project is not automatically a limit for every project in the organization.
- Open Limits. The documented project page includes a monthly spend limit, notification threshold settings, and model-usage settings.
- Enter the monthly spend threshold. Treat this amount as a monitoring target for the project’s usage during a UTC calendar month. Record what the amount represents in your internal budget documentation, especially if several teams share the project.
- Save the setting. Confirm that the value displayed after saving is the value you intended and that you edited the correct project.
The important operational qualification is attached to the number: the project threshold is not a guaranteed stop point. Usage can pass it, and API traffic can continue, before any separate enforced control blocks requests.
How project usage alerts work
The default alert
Creating a project spend limit creates a default alert at 100% of that limit. For example, if the configured project threshold is your monthly target, the 100% alert corresponds to reaching that target. It is a notification event, not a request-blocking action.
Additional notification levels
You can add additional thresholds so that owners are warned before the default 100% point. A lower early-warning percentage can give a team time to investigate an unexpected increase, rotate credentials, pause an optional workload, or change a deployment plan. The available percentages and labels are set in the Limits page; do not assume that an alert percentage is an enforcement percentage.
Who receives the messages
In the project-alert flow described by OpenAI, organization owners and project owners receive the notifications. The documented flow does not provide a recipient-customization option, so do not assume that you can route these alerts to an arbitrary email address, chat channel, or individual contributor from this setting.

What an alert means
An alert says that tracked usage has reached the configured level for the project and reporting period. It does not, by itself, prove that a single endpoint, user, or model caused the increase. Use the Usage Dashboard to identify which project activity contributed to the amount before changing limits or disabling traffic.
Will a project budget alert stop API requests?
No. The project monthly spend setting is a soft threshold according to OpenAI’s project-management documentation. Requests continue after usage exceeds the project threshold during the UTC calendar month. The alert is therefore best understood as a budget signal for people and automation that you operate outside the setting.
If you need a stronger financial boundary, first identify which enforced control is available to your organization. OpenAI’s troubleshooting material distinguishes organization spend controls and project spend controls from the soft project threshold described above. Even an enforced control may not stop traffic at the exact cent: OpenAI notes that tracked spend can slightly exceed a configured amount because usage changes and enforcement are not instantaneous. No exact propagation time or overshoot bound is specified, so leave operational margin rather than promising a precise cutoff.
For high-risk workloads, combine the platform setting with controls you own, such as application-level quotas, per-customer budgets, concurrency limits, emergency disable switches, and monitoring that can revoke or rotate credentials. Those measures are outside the project alert setting and must be designed and tested separately.
Where to inspect API usage by project
- Open the Usage Dashboard. Use the dashboard associated with the organization whose billing activity you need to inspect.
- Select the organization. The organization selector determines which account’s usage is being reported.
- Choose the reporting period. Pick the date range that covers the alert or suspected increase.
- Use the project selector. Filter to one project, select multiple projects where supported, or view all project data to understand the organization-wide picture.
- Interpret timestamps in UTC. Dashboard data is displayed in UTC. Convert local deployment times to UTC before deciding whether a spike belongs to the same calendar month as the configured threshold.
The dashboard’s project selector is a reporting filter. It is separate from the project you selected while editing Limits, so verify the project name again when moving between configuration and reporting screens.
When investigating an alert, compare the alert’s project with the dashboard filter, then widen the view to all projects if the organization total appears inconsistent with the single-project number. This separates a local project increase from a broader organization-level change.

Spend limits, usage limits, credits and rate limits are different
A message containing “quota,” “billing,” or “limit” does not identify the cause by itself. OpenAI documents several independent mechanisms. The scope, trigger, and effect differ as follows:

A rate limit can be reached while monthly spending is low, and prepaid credits can be exhausted even when a project alert has not fired. Diagnose the mechanism named by the returned error instead of treating every “quota” response as a budget alert.
Diagnosing billing and quota errors
Start with the exact error code from the API response, logs, or the client library’s error object. OpenAI’s troubleshooting guidance lists separate codes for several conditions:

The code is more useful than a generic message such as “insufficient quota.” Once you identify the cause, verify that the request is using the intended organization and project. A credential or environment variable that points to another project can make the dashboard and the failing request appear unrelated.
If the code is an organization usage-limit error
Inspect the organization’s approved usage limit rather than changing only the project’s monthly alert threshold. A project notification setting cannot raise an organization-wide approved limit.
If the code is an organization or project spend-limit error
Review the relevant enforced control, then compare its scope with the project selected by the request. Allow for non-instantaneous enforcement; a small amount of tracked usage beyond the configured amount is possible, and OpenAI does not publish an exact delay or overshoot amount for this behavior.

If the code indicates exhausted credits
Check the prepaid balance. Increasing a project alert threshold does not replenish credits and does not resolve a balance-exhaustion error.

If the response is a rate-limit error
Investigate request-per-time or token-per-time throughput limits. Reducing concurrency, smoothing traffic, or changing the workload may address a rate limit, whereas changing a monthly spend threshold addresses a different problem.
How to investigate an unexpected alert
- Record the notification details. Note the organization, project name, threshold percentage, and the time shown in the message.
- Convert the event to UTC. The dashboard uses UTC, so align the alert with the dashboard’s calendar boundaries before comparing daily or monthly totals.
- Open the Usage Dashboard for the same organization. Start with the project named in the notification and the period around the alert.
- Broaden the project view if necessary. Compare the individual project with multiple-project or all-project data to find organization-wide changes.
- Check deployment and credential changes. Look for a new production release, batch job, retry loop, exposed key, or unexpected project assignment in your own logs.
- Classify any API failures by error code. Separate a spend-control block from exhausted credits, approved usage limits, and rate limits.
- Choose a response that matches the cause. Pause or constrain the workload, correct the project assignment, replenish credits, or address the applicable organization control rather than simply raising the soft alert.
Designing useful thresholds
A single 100% notification is often too late for investigation, even though it is created automatically with the project limit. Add earlier notification levels when a team needs time to react. The right percentages depend on how quickly the workload can spend money and how much review time is available; the platform does not supply a universal percentage recommendation.
- Fast-spending batch jobs: use an early warning because a job can consume the remaining budget before a person reads the alert.
- Steady production traffic: compare the dashboard’s UTC monthly trend with the expected run rate and investigate deviations before the configured target.
- Shared projects: document which teams and services use the project so an owner can identify the responsible workload quickly.
- Multiple environments: consider separate projects for development, staging, and production when you need their usage and alerts to remain distinguishable.
Keep an internal record of the threshold’s currency, the month it applies to, the owner responsible for responding, and the action to take at each alert level. The platform notification does not encode your team’s incident procedure.

Assuming the soft threshold is a hard cap
Symptom: API calls continue after the configured monthly amount is exceeded.
Fix: Treat the project setting as an alerting target. Use an applicable enforced organization or project control, plus application safeguards, when blocking is required.
Editing the wrong project
Symptom: The dashboard or request behavior does not match the value you changed.
Fix: Recheck the organization and project in both the Limits page and the Usage Dashboard. The reporting selector does not automatically follow the project selected elsewhere.

Reading local time as the billing month
Symptom: A usage total appears to fall in a different month from the alert.
Fix: Reconcile dates in UTC, which is the time basis used for the dashboard and the project monthly period.
Expecting customizable alert recipients
Symptom: A team tries to route project alerts to a custom address or chat destination from the documented setting.
Fix: The described project-alert flow sends notifications to organization and project owners. Use a separate monitoring or forwarding process if additional recipients are required.
Changing a spend threshold to solve a rate-limit error
Symptom: Requests fail even though the monthly budget appears available.
Fix: Inspect whether the failure is caused by request or token throughput. Monthly spending and rate limits measure different dimensions.

Symptom: Actual tracked spend is slightly above an enforced setting.
Fix: Account for propagation and enforcement delay. OpenAI does not state an exact overshoot bound, so maintain a safety margin and do not advertise a precise cutoff.
Operational checklist
- Confirm that an organization owner or project owner is making the change.
- Verify the organization and project before opening Limits.
- Set the monthly project amount as a monitoring target, not a guaranteed stop.
- Confirm that the automatic 100% alert exists after creating the project limit.
- Add earlier notification thresholds when the workload needs response time.
- Know that organization and project owners receive the documented project alerts.
- Use the Usage Dashboard’s project selector to inspect one project, several projects, or all project data.
- Interpret dashboard dates in UTC.
- Save the exact API error code when a request fails.
- Distinguish approved organization usage limits, enforced spend controls, prepaid credits, and request or token rate limits.
- Leave margin around any enforced spend control because enforcement is not instantaneous.
Key decisions before you rely on an alert
Decide whether your requirement is notification or prevention. If you only need owners to know that a project is approaching a budget target, the Limits page’s monthly threshold and alert percentages provide that signal. If you must block additional traffic, verify that an enforced organization or project control is available and test the behavior with the margin appropriate to your workload.
Next, decide whether the project is the right accounting boundary. A single shared project makes management simpler but can make attribution harder. Separate projects can make dashboard filtering and ownership clearer, provided your team can maintain the additional project structure.
Finally, define the response to each alert before production traffic depends on it. The platform can notify owners, but your application still needs a way to identify the caller, stop or reduce optional work, and recover from a genuine quota, credit, or rate-limit failure.
