Give an AI coding agent only the identity, tools, files, network paths and credentials required for its assigned task—and put a person between the agent and consequential changes. Enforce those limits in identity and access management, the agent platform, the execution sandbox and the backend services; do not rely on the agent’s prompt to obey them.
This guide presents a platform-aware process for doing that. It covers repository and cloud permissions, MCP tool servers, local and cloud sandboxes, command approval, credentials, review, logging and ongoing access checks. Product controls differ by edition and can change, so use the vendor-specific sections as implementation patterns rather than universal defaults.
What least privilege means for an AI coding agent
Least privilege is the practice of granting an identity only the access needed for a defined job, for only as long as that job requires it. For an AI agent, “access” is broader than an IAM role. It includes the functions the model can call, the files and repositories it can read or change, the environment in which commands execute, the network destinations it can reach, the credentials it can see and the actions that require human approval.
NIST describes the key distinction this way: “Some tools may enable read-only actions, while others enable (“write”) actions that impact state.” That sentence appears in NIST’s August 5, 2025 article Lessons Learned from the Consortium: Tool Use in Agent Systems. The same permission can be relatively safe in an isolated test workspace and dangerous in a production-connected environment, so evaluate the permission and the environment together.

Three action classes to classify
| Class | Typical coding-agent examples | Default treatment |
|---|---|---|
| Read-only | List files, read source, inspect logs, run a static analysis command | Usually automatable inside an approved workspace, with sensitive paths excluded |
| Constrained write | Edit files on a feature branch, update a test fixture, create a pull request | Permit only in bounded repositories and branches; require review before merge |
| Write with material impact | Merge to a protected branch, change infrastructure, rotate secrets, deploy, delete data | Separate permission and explicit human approval; often keep unavailable to the agent |
“Read-only” does not mean harmless: source code can contain secrets, personal data or proprietary algorithms. Conversely, a constrained write can be useful when the workspace, branch and test gates are tightly bounded. Classifying the operation first prevents a vague instruction such as “help with the repository” from becoming an all-purpose credential.
Map the boundaries before granting access
Start with one workflow, not a general-purpose agent. Write down the task, its acceptance criteria and the maximum impact of a mistake. Then inventory every resource the task might touch.
Task and resource inventory
- Files: name the repository, directories and file types required. Mark secrets, production configuration, generated credentials and unrelated repositories as excluded.
- Services: identify issue tracking, artifact storage, CI, cloud APIs, databases and package registries. Record whether each integration is read-only, constrained-write or write.
- Tools: list the exact functions, commands and MCP resources the agent needs. Include the arguments that should be rejected, such as a deployment target outside a test account.
- Data: classify source, logs, customer data and credentials. Decide whether the agent needs the full value, a redacted view or only a derived result.
- Success checks: define tests, linters, reviewers and rollback steps that must pass before a change is accepted.
Turn this inventory into a short permission specification. If a requirement cannot be expressed as a resource, operation and boundary, it is not ready for an automatic grant.
Recommended Free Tools
Example: a pull-request agent
| Resource | Required access | Explicitly excluded |
|---|---|---|
| Feature repository | Read source; write only to a newly created feature branch; open a pull request | Protected branches, repository settings, branch deletion |
| CI system | Read status and logs for the pull request; request a test run | Change workflow definitions, approve its own checks, cancel unrelated jobs |
| Package registry | Read approved packages | Publish, delete or alter packages |
| Cloud account | No production access; optional read-only access to a test account | Deployment, IAM, secret-management and billing operations |
| Network | Approved source-control, package and documentation endpoints | Arbitrary outbound connections and private network segments |
Build a distinct agent identity
Never make an agent indistinguishable from the developer who launched it. Google Cloud’s MCP security guidance recommends a dedicated service account for each unique agent or application, minimal IAM roles and separation of duties when an agent needs different classes of resources. Apply the same design principle in other platforms: an agent identity should be identifiable in logs and revocable without disabling a person’s account.
Identity design steps
- Create one identity per workflow or trust boundary. A pull-request agent, release assistant and incident investigator should not share one broad token. Split identities when their data or impact differs.
- Grant task-specific roles. Start with the smallest repository, cloud-project and service roles that satisfy the inventory. Prefer a narrowly scoped custom role when a built-in role includes unnecessary operations.
- Separate duties. Keep code editing, production deployment, secret administration and approval in different identities. An agent may prepare a deployment plan while a human or separate release identity performs the deployment.
- Make credentials short-lived and revocable. Issue access only for the run or job where feasible. Store long-lived secrets outside the model context and rotate or revoke them when the workflow changes.
- Tag and audit the identity. Include the workflow name, environment and owner in identity metadata so actions can be traced to a responsible team.
Do not assume that an identity boundary fixes a tool boundary. A service account with a narrow cloud role can still expose sensitive information if an MCP server offers an unrestricted query function. Enforce both layers.
Expose only the tools and operations the task needs
Tool choice is an authorization decision. Disable integrations the workflow does not use, then allow specific tools and operations rather than an entire category such as “terminal” or “database.” GitHub Copilot documentation describes controls for allowing or denying tools and specific tool permissions. Google’s MCP guidance similarly recommends function, table and resource allowlists.

Enforce allowlists in more than one place
- Agent configuration: expose only the approved tools to the model.
- Orchestrator: reject unapproved function names, arguments, resources and destinations before dispatch.
- Backend or MCP server: enforce authorization again at the service boundary. Do not trust a natural-language instruction or a model-generated parameter.
- Data layer: use database views, row filters or redaction so a permitted query cannot return unrelated records.
Google warns against dynamic tools that silently add capabilities. Require a reviewed change when a server registers a new function, table or resource. Log the effective tool set for every run so you can see what the agent could actually call, not only what a prompt said it should call.

Place deployment, deletion, secret-management, IAM, billing and production-write functions behind a separate approval boundary. A useful pattern is “plan then apply”: the agent can produce a command or change set, while a human or a narrowly scoped release process executes it after inspection. If a workflow genuinely needs an automatic write, constrain the target, allowed arguments, rate and time window, and provide a tested rollback.
Constrain the execution environment
Run the agent where a mistaken command has a small blast radius. Bound filesystem access to the working area, restrict outbound network traffic where feasible and prevent unnecessary system capabilities. Keep the agent away from a developer’s home directory, browser profile, SSH keys, cloud credential files and unrelated repositories.
Filesystem and repository controls
- Use a fresh checkout or ephemeral workspace for each run when practical.
- Mount only the repository and tool cache directories required for the task.
- Make sensitive paths unavailable rather than merely telling the model not to read them.
- Protect the default and release branches with server-side rules; do not rely on a local branch name.
- Limit write access to the feature branch or generated patch directory.
Network controls
- Allow only source-control, package, documentation and test endpoints required by the workflow.
- Block access to internal production networks and metadata services unless a documented task requires them.
- Use an egress proxy or firewall policy that records destination and identity.
- Pin package sources where possible and treat instructions fetched from external content as untrusted input.
Local and cloud sandbox choices
GitHub documents a local sandbox that can restrict filesystem access, network connectivity and system capabilities. Its documentation says local sandboxing is off by default; without it, commands run with the user’s machine access. The same documentation describes a cloud sandbox as an isolated, ephemeral Linux environment and labels that capability public preview in the surfaced materials. Availability, defaults and plan requirements can change, so verify the controls in the Copilot surface and plan your team uses.
A cloud sandbox can reduce exposure to a developer workstation, but it is not automatically safe: repository contents, network routes, mounted credentials and service integrations still determine the effective boundary. A local sandbox may be appropriate for trusted internal code when administrators can enforce its policy; an ephemeral cloud environment may be preferable for untrusted branches or repeatable CI jobs.
Protect credentials and sensitive data
The safest credential for an agent is one it never receives. Remove secrets from prompts, environment dumps, shell history and tool responses. If a task requires authentication, provide a narrowly scoped, short-lived credential through the runtime’s secret mechanism and restrict its audience and operations.

Credential handling checklist
- Use workload identity or an equivalent short-lived token instead of a developer’s personal token.
- Scope tokens to one repository, project, operation and time window.
- Redact secrets from logs, error messages and model-visible tool output.
- Prevent access to credential files, browser cookies, SSH agents and cloud metadata endpoints unless explicitly required.
- Rotate or revoke the token after a suspected prompt injection, unexpected tool call or environment compromise.
- Test that a failed command does not print the secret in its retry or diagnostic output.
Prompt injection can arrive through a README, issue, pull request or web page. Treat repository and fetched text as data, not authority. The tool and backend policy must reject an instruction that attempts to expand permissions, exfiltrate files or change the destination of an operation.
Set an approval boundary for consequential actions
Automation is most useful when the agent can iterate on low-impact work without waiting, while a person controls actions that are expensive, public or difficult to reverse. Define the boundary before enabling the agent.
Actions that normally need approval
- Merge to a protected branch or modify branch protections.
- Deploy to staging or production, especially when the change alters infrastructure or data.
- Change IAM roles, firewall rules, secret stores, billing settings or retention policies.
- Delete files, repositories, cloud resources, database records or packages.
- Send external messages, publish artifacts or access regulated or customer data.
Require the approver to see the proposed diff or command, target environment, affected resources, test results and rollback method. Approval should be bound to that exact change; a modified command should require a new approval.
Command execution modes
Google’s developer-tool documentation describes policies for terminal auto-execution, including review and sandbox options, as well as controls for access outside designated working folders and browser restrictions. These are product-specific settings, not universal defaults. Choose a review mode for commands that can alter state, and use a sandbox mode for exploratory execution when the tool supports it. Treat browser access as another network tool with its own allowlist.
Review, test and merge generated changes
An agent’s successful completion message is not evidence that a change is correct or safe. GitHub advises reviewing and testing agent output before merging. Make those checks independent of the model’s own report.
- Inspect the complete diff, including generated files, configuration and dependency changes.
- Check that the diff stays within the declared repository paths and task scope.
- Run formatting, static analysis, unit tests and security checks in a controlled environment.
- Review dependency additions, license implications and network or permission changes.
- Ask an owner of the affected component to approve the pull request.
- Merge only through protected-branch rules after required checks pass.
For infrastructure or data migrations, require a plan, a dry run and a tested rollback. Keep the apply step unavailable to the coding agent unless the risk assessment explicitly allows it.

Monitor behavior and revisit access
Least privilege decays as repositories, tools and workflows change. Log identity, run, prompt or task identifier, tool name, arguments, target resource, result, approval and relevant network destination. Capture denied calls as well as successful ones; repeated denials can reveal a missing requirement or an attempted boundary crossing.

- A new MCP server, plugin, repository, cloud project or browser integration is connected.
- A tool adds or changes a function, table, resource or default permission.
- The agent’s task changes from read-only analysis to editing, deployment or data access.
- A credential, sandbox image, operating system or runtime version changes.
- A prompt-injection attempt, unexpected network call, secret exposure or policy denial occurs.
- Ownership, compliance requirements or the production impact of the workflow changes.
The sources do not prescribe one review cadence. Set a cadence based on deployment risk and change frequency—for example, review high-impact workflows whenever an integration changes and schedule a periodic review for stable, low-impact workflows. Remove grants that the inventory no longer justifies.

Google Cloud agents and MCP servers
Use a dedicated service account for each distinct agent or application, grant only the IAM roles needed for its task and separate identities when duties differ. Define function, table and resource allowlists in the orchestrator and MCP backend. Disable dynamic tool registration unless a reviewed process can authorize every new capability. Keep production deployment and secret administration outside the coding identity, and log service-account actions for audit.
These recommendations describe Google Cloud’s security guidance as an implementation example. They do not imply that a particular cloud architecture, agent framework or MCP server automatically enforces every boundary; verify each layer in your deployment.
GitHub Copilot environments
GitHub’s documentation describes controls for local filesystem, network and system access, plus tool allow or deny settings. Because local sandboxing is documented as off by default, confirm that it is enabled and understand what remains accessible when it is not. The documented cloud sandbox is isolated and ephemeral and is marked public preview in the referenced materials; check current availability, administrator settings and plan limitations before depending on it.

Compare implementation options by control, not brand
| Control axis | Questions to answer |
|---|---|
| Filesystem and repository scope | Can the runtime mount only the working directory? Are protected branches and unrelated repositories inaccessible server-side? |
| Network reach | Can outbound destinations be allowlisted and logged? Are internal networks and metadata services blocked? |
| Credential exposure | Are short-lived tokens injected without entering model context, shell history or logs? |
| Tool granularity | Can administrators allow individual tools, functions, tables, resources and arguments? |
| Isolation model | Is execution local, containerized or cloud-hosted? Is the workspace ephemeral and what persists between runs? |
| Approval controls | Can commands, merges, deployments and other consequential actions require explicit approval? |
| Audit visibility | Are identity, tool calls, targets, denials, approvals and network activity available for review? |
| Defaults and administration | Are protections enabled by default, or must an administrator configure them for every project and user? |
There is no universal winner on these axes. Select the arrangement that lets your team enforce the required boundaries and demonstrate them in logs and tests.
Common failure modes and fixes
The agent uses a developer’s full account
Symptom: a command can read unrelated repositories, personal files or production credentials. Fix: run under a dedicated identity and isolated workspace; revoke inherited tokens and test access from a clean environment.
A prompt says “do not access production,” but the tool can
Symptom: the model is instructed to avoid production while the backend accepts production resource names. Fix: enforce environment and resource allowlists in the orchestrator and service, and remove production credentials from the runtime.
A new MCP function appears without review
Symptom: the server dynamically registers a write or export function. Fix: disable dynamic registration or require an authenticated, reviewed change that updates the allowlist and audit record.
Sandboxing is assumed but disabled
Symptom: commands execute with workstation access or can reach unrestricted network destinations. Fix: verify the effective setting for the user, plan and runtime; fail closed when the required sandbox is unavailable.
The agent approves its own change
Symptom: an automated identity can merge, deploy and modify the checks that supposedly protect the change. Fix: separate editing, approval and deployment identities, enforce protected-branch rules and require an independent human or release process.
Logs contain secrets
Symptom: command output, stack traces or tool responses expose tokens. Fix: redact at the tool and logging layers, suppress sensitive environment variables and rotate any credential that appeared.
