Start with an agent that can read approved cloud-security findings and relevant resource context, then return evidence-linked summaries and recommendations for a person to review. Do not give it write access just because you may automate remediation later. AWS describes a no-agency scope in which an agent cannot directly change an environment, and a limited-agency scope in which consequential actions require explicit human approval. Microsoft Security likewise recommends approval for high-impact actions.

The central safeguard is not a prompt telling the agent to behave. It is a system in which the agent’s identity, permissions, available tools, approval gates, and monitoring limit what it can actually do—even when its reasoning is wrong or the data it reads contains hostile instructions.

Decide what the agent is allowed to do

For a first deployment, define the agent’s job as review and recommendation, not remediation. It should retrieve findings from authorized sources, gather only the context needed to assess them, explain its reasoning with references to that evidence, and pass its proposed next steps to a human. The workflow should not expose tools that can change cloud resources.

This is a design boundary for a review use case, not a claim that every finding or cloud environment carries the same risk. Threat-model the particular finding sources, tenant boundaries, connected tools, and potential consequences. AWS recommends assessing each agentic system’s individual risk profile during design.

Choose an autonomy level deliberately

Operating model What the agent can do Suitable use Key control
Read and recommend Read approved findings and resource context; classify, summarize, and propose next steps. It cannot directly change the environment. Initial triage and analyst assistance. Keep write and remediation tools unavailable to the agent.
Limited agency Perform defined actions, but consequential actions require explicit human approval. A later, narrowly scoped workflow with a tested action policy. Make the proposed operation and its scope visible before approval; enforce the gate outside the model.
Broader autonomy Act without a person reviewing each consequential operation. Not a safe default for a cloud-finding review agent. Requires a separate risk decision and stronger controls; do not infer that it is appropriate from successful read-only trials.

AWS describes the first model as “Scope 1: No agency” and says its limited-agency Scope 2 requires explicit approval for consequential actions. These labels are AWS’s framework, not a universal industry taxonomy. The practical distinction is whether the agent can change state and who must authorize a consequential operation.

Build the boundary into identity and permissions

Give the agent its own non-human identity. Do not reuse an administrator’s login, a developer’s personal credentials, or a broad service identity that can reach unrelated environments. AWS’s security guidance calls for agent-specific identities, secure credential storage, and least-privilege authorization enforced at the infrastructure level.

  1. List the data the review actually needs. Identify the finding stores and the specific accounts, subscriptions, projects, resources, and metadata in scope. Include only the context needed to support the review.
  2. Create a dedicated identity for the agent. Keep its credentials in secure credential handling, not in prompts, code checked into a repository, or retrieved documents. Scope tokens and tool authorizations to the required workflow.
  3. Grant read permissions only. Enforce those permissions in the cloud or downstream tool system. A model’s refusal behavior or a prompt that says “do not change resources” is not an authorization control.
  4. Test the denied path. Attempt an out-of-scope read and a state-changing operation using the agent identity. Confirm that the underlying service denies them, rather than relying on the agent to decline.
  5. Review access as the workflow changes. A new finding source, data field, or tool can change what the identity needs. Add only the permissions required for the approved task.

For a workflow acting in a user’s context, avoid a standing identity that can exceed that user’s authority. Microsoft Learn identifies confused-deputy behavior as a risk and recommends on-behalf-of tokens and authorization for each action. The authorization decision should account for who requested the operation and what that requester is permitted to do.

Expose only the tools and data paths the task needs

Tools are part of the agent’s authority. Keep the initial set small and explicit: for example, narrowly scoped read operations for approved findings and resource metadata, plus a way to return a report for human review. Separate read and write capabilities. If the workflow does not need remediation, do not expose remediation tools at all.

Constrain more than the operation name. Limit the accounts or projects a query can reach, the amount of data it can return, and the operations the tool will accept. Validate inputs and intended calls in deterministic control code before execution. A tool that technically offers a read operation can still expose too much data if its query scope is unrestricted.

  • Inventory each tool: record its purpose, permissions, data sources, parameters, owner, and version.
  • Review tool descriptions and metadata: an agent may use model-readable descriptions when deciding how to call tools. Microsoft Security’s June 30, 2026 guidance recommends limiting tool access and autonomy and reviewing tool descriptions.
  • Keep data paths visible: know what is retrieved, what is passed to the model, where outputs go, and whether content is sent outside the intended environment.
  • Separate users and sessions: if the workflow retains memory, isolate it across people and sessions, preserve data provenance, validate what enters memory, and set retention rules.

AWS identifies cross-session leakage and memory poisoning as risks when agent state is not isolated and secured. Memory should not silently become a shared store of instructions or facts that can influence a different user’s review.

Treat findings and retrieved content as untrusted data

A finding is evidence to analyze, not an authority that can rewrite the agent’s instructions. Cloud resource names, tags, policy text, logs, tickets, URLs, and attached documents may contain attacker-controlled strings. A malicious or misleading instruction embedded in one of those sources can try to redirect the agent, request data, or influence tool use.

NIST describes this attack pattern as agent hijacking through indirect prompt injection: an attacker inserts malicious instructions into data an agent may ingest, potentially causing unintended harmful actions. That risk is a reason to test hostile content paths; it does not mean every finding is malicious.

Separate instructions from evidence

  • Label retrieved fields as untrusted data and preserve their source and provenance.
  • Keep system policy and workflow instructions separate from finding text and retrieved documents.
  • Do not let content from a finding change the agent’s permissions, system rules, or available tools.
  • Require the agent to ground claims in specific evidence and identify missing or conflicting evidence rather than inventing certainty.
  • Validate any intended tool call outside the model against the allowed operation, target, parameters, and identity.

Microsoft Learn recommends treating tool, retrieval, and agent outputs as untrusted and isolating instructions from data. Content inspection can add a layer of defense, but it is not a substitute for infrastructure authorization: a filter may inspect prompts and responses, while permissions and downstream policy checks determine whether an operation can actually occur.

Make human approval meaningful

In a review-only deployment, the cleanest approval policy is to provide no environment-changing tools. The human reviews the recommendation and performs any remediation through the organization’s normal, authorized process.

If the workflow later gains write capability, approval should be a control over a specific operation—not a general permission granted once to the agent. Require explicit human approval for remediation and other consequential actions, including permission changes, resource deletion, security-posture changes, external data sharing, or any operation that is difficult to reverse. Microsoft recommends human approval for high-impact actions; AWS’s limited-agency model calls for approval of consequential actions.

Show the operator what they are approving

Present the proposed action, target resource, relevant scope, supporting evidence, expected effect, and any material uncertainty. The person approving should be able to distinguish the agent’s recommendation from the evidence it cites. Do not treat an opaque “approve” button as meaningful oversight when the operator cannot inspect what will happen.

Approval should be bound to the exact proposed operation and scope. If the target, parameters, or requested action changes after review, require a new decision. The enforcement point should check the approval and operation before execution, rather than trusting the agent to remember the gate.

Define when the agent must stop

Escalate instead of improvising when evidence is missing, contradictory, or outside the approved scope; when a target cannot be identified confidently; or when a proposed action is not covered by policy. Set step and iteration limits, along with resource or time budgets. Microsoft Learn identifies runaway loops, cost, and resource exhaustion as agent risks and recommends limits on steps, iterations, and budgets.

Threat-model and test the whole workflow

Test the connected system, not only the model’s answer to a prompt. The relevant boundary includes the identity, cloud permissions, retrieval layer, tools, approval mechanism, memory, logging, and downstream services. AWS recommends threat modeling agentic systems and treating prompts as code artifacts with versioning and evaluation records.

Build a test set around likely failure paths

  • Ordinary findings with sufficient evidence, to check whether summaries and recommendations stay grounded.
  • Malformed, incomplete, or conflicting evidence, to verify that uncertainty is surfaced instead of filled in.
  • Instructions embedded in finding text, resource metadata, logs, tickets, or retrieved documents.
  • Requests for data outside the agent’s approved account, subscription, project, or user scope.
  • Changed tool descriptions or versions, to detect unexpected shifts in tool selection or behavior.
  • Attempts to invoke write tools, change permissions, delete resources, or reach an unapproved target.
  • Cross-session memory access or content that attempts to poison retained state.
  • Repeated calls, runaway loops, and excessive data or resource use.

For each case, define the expected safe outcome: refusal, a bounded read, a request for clarification, or escalation to a person. Confirm both the model behavior and the external enforcement result. A safe-sounding response is not enough if the identity can still perform an unauthorized operation.

Repeat relevant evaluations whenever prompts, models, permissions, tools, data sources, or memory behavior change. Keep configuration versions and evaluation results together so operators can trace which tested setup reached production. Route those changes through the normal review and deployment process.

What the NIST injection result does—and does not—show

NIST’s Center for AI Standards and Innovation (CAISI) reported a 57% average success rate across five injection tasks in a technical blog published in January 2025. The figure applies to the particular tasks and setup described by NIST. It is not a general estimate that 57% of agents, deployments, or attacks succeed, and it does not predict the risk of a specific cloud-security workflow.

The operational lesson is narrower: injection defenses need evaluation against the agent’s actual data and tool paths. Measure whether hostile content can change behavior or induce an unauthorized call, and verify that external permissions and approval controls still block unsafe outcomes.

Roll out in stages

  1. Document the job and boundary. State which findings and context the agent may read, what its output should contain, and which actions are out of scope.
  2. Deploy read-only. Use a dedicated identity with narrowly scoped read permissions and no remediation tools.
  3. Instrument the workflow. Record inputs, evidence, tool activity, configuration, and outputs; verify the record can support an investigation.
  4. Evaluate adversarial and ordinary cases. Test the failure paths above, including external authorization denials, before relying on the agent in operations.
  5. Review results with the people who own the risk. Cloud security, platform, and operational owners should agree on the agent’s boundaries and escalation path.
  6. Consider bounded action only as a separate change. If a later use case needs remediation, specify its allowed actions, targets, approvals, stop conditions, and monitoring before enabling write access.
