Use a defense-in-depth design: authenticate the person or workload, authorize every data and tool request against current permissions, inspect information at each movement point, and log decisions well enough to investigate abuse. Do not rely on a single “block ChatGPT” rule. A practical control set covers identity, application, network, endpoint, data, and monitoring layers. Retrieval systems must preserve the requesting user’s source permissions, while agents need narrowly scoped tools, credentials, and approval gates.

The sequence below turns those principles into an implementable program for consumer and enterprise AI services, custom applications, retrieval-augmented assistants, and autonomous agents.

What the control architecture must achieve

Generative-AI risk comes from several paths: a user can paste sensitive text into a browser, an assistant can retrieve a document the user should not see, an agent can call a powerful tool, or an output can be copied to an external destination. Controls therefore need overlapping enforcement points rather than one perimeter rule.

Layer Primary controls Question it answers
Identity Phishing-resistant MFA, conditional access, device and risk signals, time-bound privilege Who is requesting access, from which device and under what risk?
Application RBAC or ABAC, tenant isolation, input sanitization, output filtering, approval workflows What may this user or workload do in this application?
Network Proxies, egress firewalls, DNS controls, and CASB inspection Where can prompts, files, and outputs travel?
Endpoint Browser and device DLP, copy/paste and download controls, managed-device requirements Can sensitive content leave a managed workstation?
Data Sensitivity labels, repository permissions, masking or tokenization, retention rules Which information may be exposed, for what purpose, and for how long?
Monitoring Decision logs, anomaly detection, override review, access recertification, incident response What happened, was it allowed, and what must be corrected?

Apply the strictest controls to privileged administration, regulated data, credentials, financial records, source code, and other information whose disclosure or alteration would cause material harm. Allow lower-friction use for public or low-risk information so security does not push useful work into unmonitored shadow tools.

1. Inventory every AI identity, connection, and export path

Start with an inventory, including approved and shadow use. Search procurement records, single sign-on logs, browser telemetry, proxy data, source repositories, cloud accounts, and developer configurations. Record each item in a register owned by a named team.

Inventory these components

  • Consumer and enterprise AI applications, model endpoints, plug-ins, browser extensions, and desktop clients.
  • Custom assistants, retrieval services, orchestration code, agent runtimes, and service principals.
  • Connected repositories, databases, file shares, ticket systems, messaging systems, and business tools.
  • Every tool an agent can invoke, including read, write, delete, send, purchase, or administrative operations.
  • Prompt, response, file-upload, download, clipboard, API, webhook, and export routes.

Assign ownership and limits

For each entry, document the business purpose, owner, geography, data classification, retention period, permitted users, permitted actions, and approved operating environment. Treat nonhuman identities as workloads: remove unused accounts, eliminate broad inherited roles, rotate credentials, and prefer managed or workload identities. Microsoft Entra guidance specifically calls for identifying nonhuman accounts, trimming roles to least privilege, and using managed or workload identities.

Mark unapproved applications as either candidates for onboarding or prohibited destinations. A prohibition without detection and a safe replacement usually creates an undocumented bypass, so pair restrictions with an approved workflow that meets the same business need.

2. Authorize the user and the resource at every boundary

Authorization must be evaluated against both the requester and the resource. An application’s ability to read a repository is not permission for the model to receive every document in it. Use role-based access control (RBAC), attribute-based access control (ABAC), or both, and repeat the decision at retrieval, tool invocation, and export boundaries.

Retrieval authorization flow

  1. Authenticate the human or workload and establish the current session, device, and risk context.
  2. Resolve the user’s current groups, roles, attributes, tenant, and data-region constraints.
  3. Filter candidate documents or records using the source system’s permissions and sensitivity policy.
  4. Re-check authorization immediately before sending context to the model; do not trust a stale index or cached entitlement.
  5. Apply masking, tokenization, or field-level filtering when the task does not require raw values.
  6. Log the user, resource identifiers, policy decision, model or agent, and result without retaining more prompt content than policy and law permit.

Microsoft Purview documentation states that supported AI applications use existing tenant permissions so data is not returned to users who lack access; sensitivity labels provide an additional protection layer. Validate that behavior for every connector and custom integration rather than assuming all connectors enforce it identically.

Tool and export authorization

Make a separate policy decision when an agent calls a tool and again when a result leaves the controlled environment. A user who may read a record may not be allowed to update it, send it externally, or export a complete dataset. Separate read and write credentials, use distinct scopes, and require a fresh check when the target, amount, recipient, or classification changes.

NIST SP 800-210 describes cloud access-control guidance for IaaS, PaaS, and SaaS, including RBAC and ABAC concepts. AWS guidance for agentic AI emphasizes aligning authorization systems with the organization’s data-governance framework. Use those concepts to map business roles and data policies to concrete API scopes.

3. Protect identities, sessions, and privileged access

Require phishing-resistant multifactor authentication for privileged roles and for sensitive AI applications. Add conditional policies based on identity risk, device compliance, location, network, and application sensitivity. Microsoft describes Conditional Access as an “if-then policy engine” and says it brings signals together to make decisions and enforce organizational policies.

Recommended identity controls

  • Require phishing-resistant MFA for administrators, developers who can change prompts or tools, and users handling restricted data.
  • Block or step up authentication for noncompliant, jailbroken, unmanaged, or high-risk devices.
  • Use separate human administrator accounts instead of granting administrative rights to daily identities.
  • Use eligible, time-bound privileged assignments with approval and automatic expiration.
  • Run periodic access reviews for users, service principals, agents, connectors, and repository groups.
  • Revoke sessions, tokens, and connected applications when a person changes role or leaves.

Keep agent and service-principal identities separate from human accounts. A workload should receive only the permissions needed for its defined task, not the permissions of its developer or the broad role of the user who deployed it.

4. Classify and minimize data before the model sees it

Apply sensitivity labels or an equivalent classification scheme to documents, records, messages, and datasets. Remediate overshared repositories before connecting them to retrieval. A retrieval layer cannot compensate for an access-control list that already grants everyone access.

Reduce exposure in the processing pipeline

  • Mask or tokenize personally identifiable information, payment data, credentials, and proprietary fields when their raw values are unnecessary.
  • Pass only the fields and document sections required for the task; avoid sending whole files by default.
  • Use separate indexes or tenants for different geographic, regulatory, or business boundaries.
  • Set retention and deletion rules for prompts, uploads, retrieved context, outputs, embeddings, and audit records.
  • Prevent secrets, private keys, and session tokens from entering prompts through automated secret scanning and input validation.

Labels should travel with content where the platform supports them, and downstream actions should honor the highest applicable classification. Test behavior after conversion, summarization, export, and connector synchronization because those transitions can otherwise strip metadata.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Build DLP rules around the complete information journey

DLP should inspect more than the prompt box. Cover prompts, file uploads, retrieved context, generated outputs, copy and paste, downloads, browser destinations, API calls, and exports. Match the response to the risk: warn for an explainable low-risk event, require justification for a moderate event, and block or quarantine a high-risk transfer.

Inspection point Example signal Possible response
Prompt text Payment-card numbers, credentials, regulated identifiers, or confidential project names Warn, redact, or block; record the rule and user justification
File upload Restricted spreadsheet or labeled design document Block upload or allow only to an approved tenant and model
Retrieved context Document exceeds the user’s classification clearance Remove the item, stop generation, and alert on a policy failure
Generated output Secrets, personal data, or a large extract of source content Redact, hold for review, or prevent delivery
Clipboard and browser Pasting sensitive data into an external AI site Warn or block at the endpoint; offer an approved alternative
Download or export Bulk result sent to personal storage or an external recipient Require approval, encrypt, quarantine, or block

Microsoft documents Endpoint DLP policies that can warn or block sharing sensitive information with third-party generative-AI sites in a browser, such as pasting payment-card data into ChatGPT. Configure detection for structured identifiers, labels, exact-data matches, dictionaries, and volume thresholds, then test false positives with representative work.

Controls for unmanaged or consumer services

For services outside organizational control, AWS recommends proxies, egress firewalls, DLP, and CASB inspection. These controls can identify destinations and prevent obvious transfers, but AWS also cautions that network controls are not airtight: users may connect through networks outside organizational control, alternate devices, or encrypted channels. Pair network enforcement with endpoint policy, identity restrictions, training, and data minimization.

6. Enforce least privilege for agents and high-impact actions

An agent combines model-generated decisions with real permissions, so constrain both the available tools and the consequences of each call.

Agent design checklist

  • Allowlist tools explicitly; deny all tools not required for the stated task.
  • Give each tool a narrow scope, tenant, record type, and rate limit.
  • Use separate credentials for read, create, update, delete, send, and administrative operations.
  • Require human approval for irreversible, external, financial, legal, or high-volume actions.
  • Set transaction limits, destination allowlists, and expiry times for elevated capabilities.
  • Sanitize inputs so retrieved instructions cannot silently change the agent’s policy or tool target.
  • Filter outputs for secrets, prohibited content, and unauthorized records before delivery.

When downstream controls are weak, AWS recommends a deterministic broker that can inspect prompts, apply policy, and require adaptive authentication before high-risk data changes. The broker should make the final allow or deny decision independently of the model and should emit an auditable record for every tool call.

7. Log decisions, detect abuse, and respond

Logging is part of the control design. Capture sign-ins, policy evaluations, retrievals, tool calls, exports, DLP events, overrides, connector changes, and administrative actions. Include timestamps, identity, device or workload, application, resource, policy version, decision, and destination. Store enough context to investigate while limiting retention of sensitive prompt text according to policy and law.

Useful detections

  • Unusual prompt or upload volume, especially sudden bulk activity.
  • Repeated policy overrides, failed DLP checks, or attempts to use blocked destinations.
  • Privilege escalation, new service principals, changed connector scopes, or disabled logging.
  • Access to repositories outside a user’s normal role, geography, or working pattern.
  • Large exports, unusual tool sequences, or attempts to exfiltrate secrets.

Define an incident path before enabling sensitive connectors: contain the account or workload, revoke tokens, disable the connector or tool, preserve relevant logs, determine what data was exposed, notify required stakeholders, remediate permissions, and document the policy change. Review entitlements and connected data on a recurring schedule, not only after an incident.

Choosing controls by deployment pattern

Deployment Most important enforcement points Authorization challenge Practical emphasis
Consumer SaaS Identity, endpoint, browser, network The provider may not expose tenant-level controls or source-permission integration Block or warn on sensitive transfers, restrict unmanaged use, and provide an approved alternative
Enterprise SaaS Identity, application, data, endpoint Connector and tenant settings must preserve repository permissions Use conditional access, labels, DLP, retention, audit logs, and access reviews
Custom application Application, data, identity, monitoring Developers must implement authorization at retrieval, tool, and export boundaries Centralize policy checks, test connectors, and separate service identities
Agent platform Application, tool broker, identity, monitoring Model output must not become authority to perform an action Allowlist tools, narrow scopes, approval gates, deterministic brokering, and transaction limits

Compare an option using deployment scope, data sensitivity, authorization granularity, enforcement point, ability to preserve source permissions, logging and review quality, user friction and override handling, geographic and regulatory fit, and operational cost. A control that scores well on one axis can still be unsuitable if it cannot enforce the required boundary.

Roll out in controlled stages

  1. Establish policy tiers. Define public, internal, confidential, restricted, and regulated data classes, with permitted AI uses and prohibited destinations for each.
  2. Pilot visibility first. Inventory applications and identities, enable audit-only logging, and measure legitimate workflows before blocking.
  3. Fix permissions. Remove overshared repositories, unused roles, stale service principals, and broad agent scopes.
  4. Enable identity conditions. Apply MFA, device compliance, risk-based access, and time-bound privilege to administrators and sensitive applications.
  5. Deploy graduated DLP. Start with warnings and user education, add justification and approval, then block high-confidence high-risk transfers.
  6. Connect retrieval and tools. Test user-context authorization, field masking, tool allowlists, approval gates, and export checks with synthetic and representative data.
  7. Exercise response. Simulate a leaked credential, unauthorized retrieval, blocked upload, malicious prompt injection, and agent overreach; verify containment and evidence collection.
  8. Review continuously. Reassess policies after model, connector, organizational, or regulatory changes and recertify access on a defined cadence.

Common failures and how to correct them

“We blocked the AI website, so the risk is solved.”

Blocking one domain does not address alternate services, APIs, personal devices, copied outputs, or an internal agent with excessive permissions. Extend controls to identity, endpoint, data, and application layers, and monitor for bypass attempts.

“The index already filtered documents.”

Indexes become stale when group membership or labels change. Re-check the user’s current rights at retrieval and before export, and remove or quarantine stale index entries.

“The agent runs as the user, so it is safe.”

User impersonation can still grant excessive write or export capability. Separate read and write scopes, restrict tools, set transaction limits, and require approval for consequential actions.

“We log prompts forever for safety.”

Indefinite prompt retention can create another sensitive repository. Retain the minimum content and duration needed for security, legal, and operational purposes; prefer hashes, labels, resource identifiers, and policy outcomes when full text is unnecessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Every event is blocked.”

Universal blocking encourages shadow use and creates alert fatigue. Use risk-based warnings, justification, approvals, and blocks, then review overrides for patterns that indicate either abuse or an impractical rule.

Governance, training, and regulatory alignment

Publish clear rules for acceptable AI use, prohibited data, approved applications, retention, human review, and incident reporting. Train staff to recognize sensitive content, prompt-injection attempts, unsafe uploads, and misleading outputs. Provide an approved assistant or workflow for common tasks so employees have a usable secure path.

Federal guidance in 15 U.S.C. Chapter 119 recommends risk-based limits on specific generative-AI services, safeguards for low-risk use, staff training, appropriate vendor terms, confidentiality and data-protection measures, and controls to prevent misuse. Map those expectations to your sector obligations, contractual commitments, and the geography in which data and users operate. Document exceptions, their expiry dates, compensating controls, and accountable approvers.

NIST’s COSAiS describes implementation-focused control overlays for AI system components and use cases, including adapting and using generative-AI assistants and large language models. Use an overlay approach to connect general security controls to the particular model, connector, agent, and data flow being deployed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Least privilege for generative AI is a repeated decision, not a one-time setting: authenticate the requester, evaluate the requester’s current rights against each resource, minimize and label data, constrain tools and credentials, inspect every movement point, and record the decision. Layering those controls lets organizations permit useful AI work while making unauthorized retrieval, exfiltration, and high-impact agent actions difficult to perform and easier to detect.
