For a used Windows 10 or Windows 11 PC, the practical starting point is Reset this PC with Remove everything and, when transferring the computer, Clean data. That makes removed files harder for another person to recover, but Microsoft says its consumer erasure feature does not meet government or industry data-erasure standards. If the computer contains sensitive or regulated information, use a sanitization process appropriate to the storage device and your organization’s policy instead of treating a reset as a certified wipe.
The steps below assume Windows 10/11. For another operating system, or unusual storage hardware, follow the computer and operating-system manufacturer’s instructions.
Choose the right level of wipe first
“Wipe” can mean two different things: removing the previous user’s Windows environment so you can start over, or sanitizing storage media with an assurance level suitable for sensitive information. A Windows reset or reinstall solves the first problem. It is not automatically proof that every residual bit is unrecoverable.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Situation | Best starting point | Reason |
|---|---|---|
| Windows starts normally and you want a clean personal setup | Reset this PC | Built into Windows and available from Settings. |
| Windows will not reset successfully, or you specifically want a fresh installation | Clean installation from Microsoft installation media | Removes the existing Windows installation, applications, settings, and manufacturer customizations. |
| The computer held highly sensitive, regulated, or organizational data | A media-sanitization process selected for the drive and governing policy | A consumer reset is not a government- or industry-standard erasure result. |
For formal sanitization decisions, consult NIST SP 800-88 Rev. 2. NIST defines media sanitization as a process that makes access to target data infeasible for a given level of effort. The revision published in September 2025 supersedes Rev. 1 and bases the method and controls on information sensitivity. The computer manufacturer must also confirm what secure-sanitize capabilities the particular storage device supports.

Prepare the used PC before erasing it
Confirm the operating system and ownership
The documented procedure here is for Windows 10 and Windows 11. Establish which operating system is installed before selecting instructions. Preserve only files the current owner is authorized to retain; wiping is destructive, and a used computer may contain someone else’s information.
If ownership is unclear, resolve that first. A reset does not grant permission to copy or retain another person’s files, and a clean installation can remove evidence or records that an owner is required to preserve.
Back up authorized files
Copy important files that you are permitted to keep to storage separate from the PC. Microsoft advises backing up important files before resetting or reinstalling Windows. Open the backup and verify that the files you need are readable before starting the wipe. Do not rely on a backup that is still stored only on the computer you are about to erase.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Locate the BitLocker recovery key
If device encryption or BitLocker is enabled, find the recovery key before you begin. Microsoft notes that the key may be required when a reset is started from the Windows Recovery Environment. Do not assume you can retrieve it after the old installation has been removed.
Pause for sensitive-data review
If the PC stored health, financial, government, confidential business, or otherwise regulated information, stop at this point and identify the required sanitization method. A reset’s convenience does not supply the documentation or assurance that a policy may require. Match the process to the drive type, the sensitivity of the information, and applicable controls; confirm device-specific support with the manufacturer.
Reset Windows 10 or 11 with Remove everything
When Windows works, the built-in reset is the simplest route to a fresh setup.
- Open Settings > System > Recovery > Reset PC. Microsoft also documents starting the reset from the Windows Recovery Environment when Windows cannot be opened; that route may request the BitLocker recovery key.
- Choose Remove everything. This removes the previous user’s personal files, installed apps, and settings. Do not choose Keep my files when the purpose is to remove the previous owner’s data.
- For a computer being sold, donated, recycled, or handed to another user, enable Clean data when Windows presents that option. Microsoft describes it as making removed files harder for another person to recover. Microsoft also explicitly qualifies the feature: it is aimed at consumers and does not meet government and industry data-erasure standards.
- Select a reinstall source. Choose Cloud download for a fresh Windows copy when the local files might be corrupted or untrusted and an internet connection is available. Choose Local reinstall when using the files already on the PC is appropriate; it can be faster on a slow connection but may not include the latest updates.
- Review the summary and start the reset. Keep the computer connected to power and let the process finish. Microsoft warns that the screen can remain black for a long period; manually restarting during that stage can cause the reset to fail.
- When Windows setup appears, create your account and complete the initial configuration. Then install available updates and verify the Windows edition and its support status.
Cloud download or Local reinstall?
| Option | What Windows uses | Use it when | Trade-off |
|---|---|---|---|
| Cloud download | A fresh Windows copy downloaded over the internet | Local system files may be corrupted or untrusted, and a network connection is available | Requires downloading the installation files. |
| Local reinstall | Windows files already stored on the PC | The local installation is suitable and you want to avoid a large download | It may not include the latest updates. |
Neither choice changes the limits of the consumer Clean data feature. The source affects how Windows is reinstalled; it does not turn a reset into standards-based media sanitization.
What “Clean data” does—and does not—promise
For an ordinary handoff, Clean data is the relevant reset option because it is intended to make the removed files harder for the next user to recover. That is a practical privacy measure, not a claim that every physical remnant has been eliminated under a defined laboratory or regulatory standard.

Do not describe it as “military grade,” permanent, or standards compliant. Microsoft’s own wording is narrower: “The data erasure functionality is targeted at consumers and does not meet government and industry data erasure standards.” The assurance level required for a sensitive drive can be higher than a consumer reset provides, so use the sanitization procedure selected under your policy and the device manufacturer’s capabilities.
When a clean Windows installation is the better route
Use Microsoft’s official installation media when Reset this PC is unavailable or repeatedly fails, or when you want to replace the existing installation with a clean one. Microsoft’s guide, Reinstall Windows with the installation media, covers creating bootable media on a USB drive or DVD and starting the PC from it.
Create and boot the installation media
- Prepare Windows installation media on a suitable USB flash drive or DVD using Microsoft’s instructions. An existing suitable drive is sufficient; buying a USB drive is optional, and Microsoft supports DVD media as well.
- Start the used PC from that media. The exact boot-menu key varies by computer, so use the manufacturer’s documented boot instructions if the normal Windows boot does not give you a media option.
- When prompted, select the Windows edition that matches the device’s license.
Identify the correct disk before deleting anything
- At the disk and partition screen, identify the disk intended for Windows installation by its size and other details.
- Delete the partitions on that intended installation disk only when you are certain they contain no data you need to keep.
- Do not delete partitions on a separate internal or external disk that holds authorized files. Partition deletion erases the contents of those partitions.
- Select the resulting unallocated space and continue the installation.
A clean installation removes the existing personal files, applications, manufacturer customizations, and settings from the selected Windows installation disk. It does not make a separate disk safe to erase, and the installation USB itself is an installation tool, not a secure-erase tool.

Activation and edition requirements
The reinstalled Windows edition must match the device’s license. Microsoft says activation normally occurs online, although hardware changes can affect activation. If the edition selected during setup does not match the license, resolve that mismatch rather than assuming a later reset will fix it.
Reset versus clean install: practical decision guide
| Question | Choose Reset this PC | Choose installation media |
|---|---|---|
| Can Windows boot and open Settings? | Yes | Not required; use media if reset is unavailable or fails. |
| Do you want the easiest fresh setup? | Yes, especially with Remove everything | Useful when you want to control the installation from boot media. |
| Do you distrust or suspect corruption in local Windows files? | Use Cloud download | A clean installation is another fresh-file option. |
| Do you need standards-based sanitization assurance? | Not by itself | Not by itself; select a storage-specific sanitization process instead. |
| Must the existing Windows license be reused? | Check the edition after reset | Select the edition that matches the device’s license. |
The key decision is not simply “reset or reinstall.” For ordinary setup, choose the route that reliably produces a working fresh Windows installation. For sensitive information, the sanitization method and its assurance matter more than reinstall convenience.
Use a simple preflight checklist
- Confirm that the machine is running Windows 10 or 11, or obtain the correct instructions for another system.
- Confirm that you own the PC or have permission to erase it.
- Move only authorized files to separate storage and verify that the backup opens.
- Find the BitLocker recovery key before entering recovery mode.
- Decide whether ordinary privacy protection is enough or whether policy requires documented media sanitization.
- If using installation media, know which physical disk is the Windows disk and which disks must remain untouched.
- Check whether the PC can run a currently supported Windows version before spending time on setup.
This checklist prevents the most expensive mistakes: losing an authorized file, becoming locked out of an encrypted recovery environment, or erasing the wrong disk.
Finish the setup safely
Install updates and verify support
After either route, complete Windows setup and install available updates. Check the edition shown in Windows and whether that version is still supported. Windows 10 support ended on October 14, 2025; Microsoft says it no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10 after that date. Resetting Windows 10 does not make it a supported, security-updated operating system.

Troubleshooting the wipe
Windows cannot open
Start Reset this PC from the Windows Recovery Environment, following Microsoft’s recovery instructions. Have the BitLocker recovery key available because encrypted systems may request it there.
The reset screen stays black
Wait. Microsoft warns that a black screen can last a long time during reset. Do not manually restart the computer while the process is working; an interruption can cause reset failure.
Local reinstall reports damaged files
Restart the process and choose Cloud download if a network connection is available. Cloud download obtains a fresh Windows copy instead of relying on the local files.
Recommended Free Tools
Reset repeatedly fails
Use Microsoft installation media and perform a clean installation. Carefully identify the target disk and preserve partitions on any separate disk containing files you are authorized to keep.
The goal is regulated or highly confidential disposal
Do not keep retrying consumer reset options in search of a compliance result. Select a sanitization process based on the storage media, information sensitivity, and applicable policy, consult the device manufacturer, and retain whatever evidence your policy requires.
Common mistakes to avoid
- Choosing Keep my files when the previous owner’s data must be removed.
- Starting without an authorized backup of files that must be retained.
- Beginning a BitLocker-protected reset without locating the recovery key.
- Manually restarting because the display remains black during reset.
- Assuming Clean data is a government- or industry-standard sanitization method.
- Deleting partitions on the wrong disk during a clean installation.
- Assuming an installation USB is itself a secure-erase device.
- Installing Windows 10 without checking its post–October 14, 2025 support status.
- Assuming that a fresh Windows desktop proves that every old file is unrecoverable.
- Choosing an edition during setup without checking the device’s license.
How to securely wipe a used PC before setting it up: the short answer
Back up only authorized files, locate the BitLocker recovery key, and use Settings > System > Recovery > Reset PC > Remove everything. Enable Clean data for a normal transfer, choose Cloud download when local files are suspect, and wait without interrupting the process. If reset is unavailable or fails, reinstall Windows from official installation media after confirming the correct disk and licensed edition. For sensitive or regulated data, use a storage-specific sanitization process rather than presenting either consumer option as a standards-compliant wipe.

How do I wipe a used PC before setting it up?
On Windows 10 or 11, back up only files you are authorized to keep, locate the BitLocker recovery key, then open Settings > System > Recovery > Reset PC. Choose Remove everything and, for a normal transfer, enable Clean data. Let the reset finish without manually restarting.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIs Reset this PC enough to securely erase my files?
It is suitable for an ordinary consumer handoff when you choose Remove everything and Clean data, because Microsoft says Clean data makes removed files harder to recover. Microsoft also says the feature does not meet government or industry data-erasure standards, so it is not a certified sanitization result for sensitive or regulated data.

Should I choose Cloud download or Local reinstall?
Choose Cloud download when local Windows files may be corrupted or untrusted and an internet connection is available. Choose Local reinstall when the files already on the PC are suitable and avoiding a large download is useful. Local reinstall may not include the latest updates.
What if Windows will not start?
Start Reset this PC from the Windows Recovery Environment using Microsoft’s recovery instructions. Have the BitLocker recovery key available, because encrypted systems may request it.
Can I use a USB flash drive to securely wipe the PC?
A USB flash drive can hold Microsoft installation media for a clean Windows installation. It is an installation tool, not automatically a secure-erase device. Microsoft also supports DVD installation media, so buying a USB drive is optional if you already have suitable media.
Does deleting partitions during Windows setup securely erase the drive?
Deleting partitions removes their contents for the installation workflow, but it should not be presented as proof of standards-based sanitization. Identify the intended disk carefully and leave any separate disk containing authorized files untouched.
Will Windows activate after a clean installation?
Select the Windows edition that matches the device’s license. Microsoft says activation normally occurs online, although hardware changes can affect it.
Is a freshly reset Windows 10 PC still supported?
No. Microsoft ended Windows 10 support on October 14, 2025, including free software updates, technical assistance, and security fixes. A reset does not change that status; check whether the PC supports a currently supported Windows version.
The Bottom Line
For a normal Windows 10/11 handoff, use Remove everything and Clean data, with Cloud download when local files are suspect. Back up authorized files, locate the BitLocker key, protect separate disks, and never interrupt a black reset screen. If the data was sensitive or regulated, stop treating reset or reinstall as proof of sanitization and use a storage-specific process selected under the applicable policy and manufacturer guidance.
