Secure data-center receiving by treating the loading dock as a security boundary, not a clerical stop. A dependable process links five controls: restrict and separate receiving areas; verify every person and shipment before access; record each custody transfer; reconcile deliveries with purchasing and asset records; and review exceptions through vendor-risk and insider-risk processes. Together, these controls protect equipment, preserve evidence, and make an unexplained handoff visible before it becomes an inventory or integrity failure.

The approach below adapts control objectives in the Cybersecurity and Infrastructure Security Agency (CISA) Chain of Custody and Critical Infrastructure Systems guidance (as of August 2023). It is operational guidance, not a legal or compliance determination. Adjust it for your facility risk assessment, jurisdiction, contracts, insurance conditions, privacy and labor rules, and the equipment you receive.

Why receiving is a security boundary

Incoming servers, network devices, storage systems, spare parts, cryptographic equipment, and removable media are exposed during a short period when several trust relationships meet: a supplier ships an item, a carrier presents it, a receiving employee accepts it, and internal systems create the official record. If any handoff is unverified or undocumented, the organization may lose more than the item itself.

CISA describes the consequence this way: “A break in the chain of custody occurring due to a non-validated organization or bad actor gaining custody or access increases the risk that the integrity or reliability of the asset cannot be restored.” A device that remains physically present can still be suspect if seals were broken, serial numbers changed, firmware media substituted, or an unauthorized person had access.

Receiving controls therefore have to cover both physical and electronic access. The physical side includes loading bays, cages, staging shelves, keys, badges, escorts, and delivery vehicles. The electronic side includes purchase orders, advance-shipment notices, warehouse or inventory records, asset databases, visitor records, camera or door events where lawfully used, and transaction logs. A process that secures the door but allows anyone to alter the receiving record still has a custody gap.

Start with a documented threat model

Before choosing scanners, cameras, seals, or software, identify what can go wrong at your site and which control should detect it. Include deliberate theft, collusion, diversion, substitution, tampering, and mistakes that create an opportunity for fraud.

Typical receiving scenarios to assess

  • An unexpected shipment is accepted because the carrier appears familiar.
  • A legitimate delivery is left in an unsupervised area or taken to the wrong building.
  • The packing list shows a different quantity, model, or serial number from the purchase order.
  • A seal, carton, pallet, or tamper indicator is damaged but the discrepancy is not recorded.
  • An employee or contractor hands equipment to another person without an entry in the custody log.
  • A receiving user changes an inventory record to conceal a missing item.
  • A supplier’s temporary worker receives broader facility or system access than the contract requires.

For each scenario, name the asset at risk, the authorized roles, the evidence that should exist, the person who must be notified, and the decision that stops further movement. This turns a general anti-theft objective into testable controls.

Design receiving and loading zones

Use a designated receiving or loading area with boundaries that are obvious to employees, carriers, and visitors. The site risk assessment should determine whether the area needs a separate room, a caged section, a controlled vestibule, or another layout. Separating delivery activity from sensitive operational spaces is an implementation choice, not a universal CISA mandate, but physical separation reduces the number of people who can approach live equipment.

Define the physical boundary

  • Publish which doors, bays, lanes, shelves, and staging locations are approved for deliveries.
  • Mark a transition point where custody passes from the carrier to your organization.
  • Keep data halls, network rooms, spare-parts stores, and media repositories outside the normal delivery path.
  • Provide a lockable, access-controlled holding location for items awaiting inspection or reconciliation.
  • Control keys, badges, remote-door functions, and temporary credentials; remove them when a role or contract ends.
  • Set a rule for vehicles and drivers: where they may park, unload, wait, and leave after handoff.

Limit entry to people whose job requires it. A driver may need access to a dock and an escort, while a receiving specialist may need the staging area and inventory application but not a server room. Least privilege should apply to doors and systems together.

Plan for exceptions

Document what happens when a normal bay is unavailable, a shipment arrives outside staffed hours, or weather forces a different unloading point. The alternate location should have an identified custodian, a temporary access list, and a way to record the same evidence as the primary site. Do not let an emergency route become an unmonitored permanent shortcut.

Authorize the shipment before it arrives

Receiving staff should be able to distinguish an expected delivery from an unverified one before opening a carton. Purchasing or the responsible business owner should provide an order reference, supplier name, carrier details when known, destination, expected quantity, and any serial-number or configuration requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Match the arrival to an expected order. Search the approved purchase order, transfer order, or return authorization. If no record exists, place the item in the exception path rather than accepting it as ordinary stock.
  2. Verify the supplier and carrier contact. Use contact information already held by the organization, not a phone number supplied only on an unexpected label. Confirm the delivery location and the person authorized to receive it.
  3. Prepare the access list. Tell the dock or security desk which employees, contractors, and escorts may enter for this delivery, and for what time window.
  4. Define acceptance criteria. Identify required quantities, part numbers, serial numbers, condition, seals, documentation, and any special handling or chain-of-custody requirement.
  5. Record changes. If the supplier changes a carrier, route, quantity, or delivery date, update the expected record and notify the receiving team before arrival.

These steps are practical implementations of CISA guidance on inventories, transaction logs, access controls, and custody. They are not a single checklist prescribed by CISA.

Use a repeatable handoff procedure

At the dock, one named employee should own the handoff until the item is secured or formally transferred. A second person can verify high-impact equipment when the risk assessment calls for separation of duties.

  1. Identify the person. Check the carrier’s identification and delivery reference against the expected record. Follow local privacy and visitor-management rules; collect only the personal data needed for security and accountability.
  2. Confirm the location. Ensure the driver is at the approved bay and is not redirected to a data hall, office, or other sensitive area without authorization.
  3. Inspect before acceptance. Note carton count, pallet condition, visible damage, labels, seals, and tamper indicators. Photographing condition may be appropriate if policy and privacy rules permit.
  4. Compare documents. Match the packing list and shipping label to the purchase or transfer record. Do not treat a matching box count as proof that model and serial identifiers are correct.
  5. Capture identifiers. Record asset tag, serial number, manufacturer and model, quantity, shipment or tracking reference, purchase-order reference, and destination.
  6. Record the custody event. Log who presented the shipment, who accepted it, the date and time, location, condition, and any escort or second verifier.
  7. Quarantine exceptions. Move unexplained, damaged, unsealed, overage, shortage, or misdirected items to the controlled holding location. Do not install, connect, repackage, or release them while the discrepancy is unresolved.
  8. Complete the next handoff. When the item goes to a warehouse, staging team, technician, or data-hall custodian, both parties acknowledge the transfer and its time.

An electronic form can enforce required fields, but a paper fallback is necessary for outages. Enter the paper record into the authoritative system promptly and preserve the original according to your records policy.

Build a custody and access record that can be reconciled

Use one consistent log or linked records rather than separate notes that cannot be compared. The goal is to answer who, what, when, where, why, and under whose authority without collecting unnecessary personal information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Record element What to capture Why it matters
Shipment identity Supplier, carrier, tracking or bill-of-lading reference, purchase or transfer order Connects the physical delivery to an authorized transaction
Asset identity Manufacturer, model, serial number, asset tag, quantity and destination Distinguishes the received item from a similar substitute
Condition Packaging, seals, visible damage, missing labels and photographs where permitted Preserves evidence of tampering or handling before acceptance
People and roles Carrier representative, receiving employee, verifier, escort and next custodian Shows each custody transfer without granting unnecessary personal-data access
Access event Area, door or system used, date and time, authorization basis and duration when relevant Allows physical and electronic activity to be compared
Exception Discrepancy description, photographs or documents, owner, escalation and disposition Prevents unresolved anomalies from disappearing into routine inventory

Protect the log itself. Restrict who can create, edit, approve, export, and delete entries; retain an audit trail for changes; and prevent a receiving user from silently rewriting a completed handoff. Synchronize clocks used by access-control, inventory, and receiving systems so timestamps can be compared.

Reconcile the delivery against authoritative records

Receiving is complete only after the physical item and the electronic records agree, or an exception has an owner. Reconciliation should connect the purchase record, shipment documents, receiving transaction, inventory record, asset register, and—where relevant—configuration or disposal records.

Perform the reconciliation

  1. Compare quantity and item identity with the purchase or transfer order.
  2. Verify serial numbers, asset tags, and destination against the asset register.
  3. Check that the receiving user, time, and location are consistent with access records.
  4. Confirm that the item’s status is appropriate: received, quarantined, awaiting inspection, installed, returned, or another approved state.
  5. Assign every mismatch to a named owner with a due date and escalation path.

Escalate unexplained differences in quantity, identity, packaging, seals, destination, or timing under the organization’s incident process. A shortage may be theft, a split shipment, a documentation error, or a carrier loss; the log should preserve the facts while those possibilities are investigated. Do not “correct” the inventory first and investigate later, because that can destroy the trail needed to determine what happened.

Control supplier, carrier, and contractor access

Outside organizations create risk in proportion to the physical or logical access they receive. CISA’s vendor-assessment material emphasizes evaluating that access rather than treating every supplier as equivalent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions for a proportionate vendor review

  • Which facilities, systems, records, and equipment can the supplier or carrier access?
  • Which named contacts are approved to schedule, deliver, collect, or service equipment?
  • Does the contract require identification, escorting, confidentiality, incident notification, and return or destruction of records?
  • How are subcontractors and temporary workers approved and removed?
  • What evidence of delivery, custody, and discrepancy handling must the supplier provide?
  • How will access be changed when the scope, personnel, route, or relationship changes?

Apply stronger verification and supervision to vendors who enter controlled areas, handle high-value or sensitive devices, or can alter inventory or service records. Keep supplier access separate from employee permissions where possible, and review dormant accounts and badges. A vendor review does not replace receiving controls; it establishes who may participate in them.

Address insider fraud with layered controls

Insider risk includes employees, contractors, temporary staff, and supplier personnel who misuse authorized access or bypass procedures. No single background check, camera, approval, or software alert is sufficient. CISA’s insider-threat resources point to a combination of mitigation guidance, reporting channels, awareness, and employment-screening resources.

Use role-based authorization

Define separate roles for ordering, receiving, inventory adjustment, asset custody, and investigation. Where staffing permits, require two-person verification for high-value, sensitive, or unusually configured equipment. Give each role only the doors, applications, fields, and actions needed for its duties, and review access after transfers, leave, disciplinary changes, or contract termination.

Monitor activity without creating uncontrolled surveillance

Review receiving transactions, inventory adjustments, badge events, visitor records, and other relevant logs for gaps or unusual combinations, such as repeated after-hours access, serial-number edits after acceptance, or a pattern of undocumented handoffs. Define who reviews which records, how often, and how a concern becomes an investigation. Follow privacy, labor, employment, and legal requirements when collecting or correlating personal information.

Make reporting usable

Provide a confidential route for staff and contractors to report pressure to skip checks, suspected collusion, missing equipment, altered records, or retaliation. Tell personnel what to report, who receives it, and what immediate safety or evidence-preservation steps apply. Awareness training should use receiving examples rather than generic security slogans.

Review exceptions and activity routinely

Routine review is the control that turns records into detection. CISA recommends reviewing logs for gaps and monitoring transactions and access-control processes. Set a cadence appropriate to risk: a high-risk facility may review open exceptions and privileged changes every operating day, while lower-risk records may follow a different schedule approved by the risk owner.

Review queues should include

  • Deliveries without an expected order or approved exception.
  • Quantity, serial-number, seal, packaging, or destination mismatches.
  • Receiving events with missing verifier, escort, timestamp, or custody acknowledgment.
  • Inventory edits made after acceptance or by a user without the required role.
  • After-hours, repeated, or unusually long access to receiving areas.
  • Open discrepancies past their assigned due date.
  • Supplier personnel or accounts whose authorization has expired or changed.

Preserve the original records and the investigation’s decisions. Corrective action may include inventory correction, access removal, supplier notification, carrier claim, incident response, or disciplinary action under established procedures. Do not allow the person who created a disputed record to be the sole approver of its resolution.

Set a records and privacy policy

Receiving logs, visitor information, access events, purchase records, and investigation notes may have different retention, access, and disposal requirements. The available CISA guidance supports preserving records needed to establish custody and review gaps, but it does not prescribe one universal retention period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Have legal, privacy, records-management, procurement, and security owners define retention by record type and applicable obligation. Document who may retrieve records, how exports are protected, how corrections are made, and how records are securely disposed of at the end of the approved period. Minimize personal data: use a role or unique worker identifier where it provides accountability without retaining unnecessary identity details.

Exercise the process before an incident

Tabletop exercises expose handoff and escalation gaps without putting equipment at risk. Run scenarios such as an unexpected delivery, a truck arriving at the wrong location, a missing item, a packing-list mismatch, damaged seals, a delivery during an access-system outage, or an employee attempting an undocumented handoff.

For each exercise, require participants to identify the authorized decision-maker, the quarantine location, the records to preserve, the systems to check, the supplier or carrier contact, and the conditions for release. Record the time taken to identify the discrepancy and whether the custody trail is complete. Fix unclear ownership, missing fields, inaccessible logs, and conflicting procedures, then repeat the scenario after changes are made.

Use standards as tailoring pointers

CISA’s 2025 vendor-supply-chain template excerpt cross-references NIST SP 800-53 Revision 5 control PE-16, “Delivery and Removal,” and ISO/IEC 27001 Annex A.11.1.6, “Delivery and loading areas.” These references can help map receiving practices to an existing security program, but verify the current editions, scope, and organizational applicability before using them for a formal claim of compliance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CISA’s 2025 threat-scenario material also discusses operational insider-threat programs and supplier staffing risk. Use it to test whether your program covers nonemployees and temporary workers, not just permanent staff. The control objective remains the same: authorized access, observable activity, reliable reporting, and an investigation path.

A practical implementation sequence

  1. Assign ownership. Name the security, facilities, procurement, inventory, IT, HR, privacy, and legal stakeholders who approve the workflow.
  2. Map the current flow. Trace an item from supplier order through dock, staging, inspection, inventory, installation, return, or disposal.
  3. Close the largest custody gaps first. Start with uncontrolled doors, undocumented handoffs, shared accounts, missing serial numbers, and records that cannot be reconciled.
  4. Publish the standard procedure. Include expected-delivery verification, identity checks, inspection, quarantine, handoff acknowledgment, reconciliation, and escalation.
  5. Configure least privilege. Align badges, visitor permissions, inventory roles, purchase approvals, and audit rights with job functions.
  6. Connect the evidence. Make shipment, purchase, asset, access, and exception references searchable across the systems that need them.
  7. Establish review and reporting. Set owners and schedules for exception queues, log-gap checks, supplier access reviews, and insider-risk reports.
  8. Exercise and improve. Test normal and emergency deliveries, document failures, and update the procedure after organizational or supplier changes.

Measure completion and quality rather than chasing a cosmetic score. Useful internal indicators include the share of deliveries with complete custody fields, unresolved discrepancies by age, access reviews completed on schedule, inventory records reconciled after receipt, and exercise findings closed by their owners. Define each measure, its reporting period, and its data source so it cannot be interpreted differently from month to month.

What a secure receiving process achieves

A secure dock does not depend on trusting a familiar driver, an experienced employee, or a single technology. It makes authorization visible before access, records every transfer, preserves the evidence needed to investigate, and connects physical equipment to purchasing and asset data. When a discrepancy occurs, the organization can quarantine the item, identify the last validated custodian, limit further access, and investigate without guessing where the chain failed.
