Secure connected factory equipment as operational technology (OT), not as ordinary office IT. Begin with a risk assessment that maps controllers, workstations, networks, remote-access paths and process dependencies; then reduce unnecessary connectivity, tightly govern accounts and changes, monitor for integrity problems, and rehearse containment and recovery. Every safeguard must preserve the equipment’s required safety, uptime, reliability and deterministic performance.
What counts as connected factory equipment?
Operational technology is programmable hardware and software that monitors or controls a physical process. In a factory, that can include programmable logic controllers (PLCs), supervisory control and data acquisition (SCADA) servers, distributed control systems, robot cells, industrial PCs, human-machine interfaces (HMIs), safety controllers, sensors, historians, engineering workstations, network switches and gateways. Supporting systems become part of the security problem when they can send commands, change logic, transfer files or provide a route into production.
NIST’s Guide to Operational Technology (OT) Security, Special Publication 800-82 Revision 3, published in September 2023, supersedes Revision 2 and addresses OT topologies, threats, vulnerabilities and countermeasures. OT security differs from office security because a compromised device can alter a physical process, damage equipment, produce unsafe conditions, create defective products or stop a line. A control that is sensible for a laptop can be unsafe or unavailable for a legacy controller.

Why connectivity changes the risk
Linking production systems to enterprise applications can improve scheduling, quality reporting, maintenance and traceability. Cloud services, supplier support and remote engineering can shorten response times. The same links create additional paths for credential theft, malware, unauthorized logic changes and integrity attacks. NIST’s manufacturing guidance describes manufacturing as the “second-most-targeted industry” in its 2022 publication; that is NIST’s characterization at that time, not a current universal ranking or an independently verified incident rate.
Do not assume that an air gap exists merely because a controller has no direct internet address. Portable engineering laptops, removable media, shared credentials, vendor modems, wireless bridges, historians and dual-homed servers can carry risk across zones. The objective is not to disconnect every system. It is to make each necessary connection explicit, limited, authenticated, monitored and recoverable.
Build a risk-based picture before choosing controls
NIST’s manufacturing practice guide, SP 1800-10 (published in 2022), recommends identifying capabilities appropriate to assessed risk. Use that principle to decide which safeguards fit a particular plant instead of buying a generic “industrial security” stack.
1. Inventory assets and communication paths
Record each controller, HMI, SCADA or DCS server, engineering workstation, safety system, historian, jump host, switch, firewall, wireless device, remote-access appliance and vendor connection. Capture manufacturer and model, firmware or operating-system version, owner, physical location, process served, maintenance window, support status and backup method. Passive discovery is preferable on fragile networks; active scanning can disrupt older devices and should be approved and tested first.
Map who communicates with whom and why. Include production-to-enterprise data flows, engineering-file transfers, authentication dependencies, time services, DNS, backup traffic, remote-support tunnels and connections to building or utility systems. Mark every path that can write to a controller or safety-related system, not just paths that carry data out.
2. Rank consequences, not just vulnerabilities
For each asset or process, ask what could happen if commands, configuration or availability were compromised. Consider:
- People and safety: Could a change defeat an interlock, alter a hazardous motion or prevent an alarm?
- Production: How long could the line be stopped, and are there bottlenecks or single points of failure?
- Quality and traceability: Could altered recipes, set points or timestamps create a recall or regulatory problem?
- Environment and equipment: Could pressure, temperature, speed or chemical handling move outside safe limits?
- Recovery: Do you have a known-good controller program, firmware, configuration and spare hardware, and can operators run safely while systems are restored?
Use the answers to set protection priorities. A device with an old operating system may deserve urgent compensating controls if it controls a high-consequence process, while a low-impact monitoring terminal may be handled differently. Document assumptions and have operations, engineering, safety and security jointly approve the resulting risk treatment.

Reduce unnecessary exposure between IT and OT
Review every required connection
Create a written allow-list of business applications and services that must exchange information with production. Remove obsolete routes, unused protocols, default management interfaces and direct internet access. Where data only needs to leave OT, design the flow so enterprise systems cannot initiate arbitrary commands back into the control zone. Do not copy an architecture from another plant without checking its process, vendor and safety constraints.
Use zones and conduits proportionate to risk
Separate safety systems, basic control, supervisory systems, manufacturing operations management, enterprise services and third-party access according to the process. Enforce boundaries with firewalls or other controlled conduits that restrict source, destination, direction, protocol and, where practical, command function. A segmented network is not secure if all zones share administrator credentials or if a maintenance laptop can bridge them.
Place broker or jump services in a controlled intermediary zone rather than exposing PLCs or HMIs directly to the internet. Permit only the sessions and times required for a task. Log boundary decisions and review them after equipment, suppliers or production processes change.
Do not confuse isolation with safety
Some controllers must communicate continuously to maintain a process. A sudden firewall rule, authentication dependency or inspection delay can itself cause an outage. Test segmentation and failover with operations before enforcement, define safe fallback behavior, and keep a documented emergency method for isolating a compromised segment without creating an unsafe state.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsGovern identities, remote access and privileged work
Use named, least-privilege accounts
Assign individual accounts to employees and contractors wherever the equipment supports them. Eliminate shared administrator passwords; where a legacy device requires a shared account, place the credential under controlled custody, record its use and change it when personnel or vendors change. Grant only the functions and systems needed for a role. Separate everyday accounts from engineering and administrative accounts, and review memberships regularly.
Make remote access temporary and observable
Remote support should have a documented business reason, an owner who approves it, a defined start and end time, and a named technician. Terminate dormant tunnels and disable vendor access when work is complete. Require strong authentication appropriate to the environment, ideally with a second factor at the access gateway, while ensuring the method remains available during a plant emergency and does not break a safety-critical sequence.
Route remote sessions through a controlled jump host or equivalent gateway. Record connection time, user, source, destination, commands or screen activity where technically and legally appropriate. Do not allow a vendor to connect directly to a PLC from an unmanaged personal device. CISA’s ICS Recommended Practices collection includes guidance on remote access and defense in depth; the exact design must be adapted to the site’s equipment and support contracts.

Control removable media and portable engineering computers
Use an approved process for USB drives and laptops entering production. Scan media on a dedicated staging system, verify its owner and purpose, keep a transfer log, and remove files after the approved task. Maintain hardened engineering images and prevent automatic execution where the platform allows. If a controller cannot run endpoint software, compensate with network restrictions, offline backups, physical control and procedural checks.
Recommended Free Tools
Control software, logic and configuration changes
Use application allowlisting where it fits
Application allowlisting can prevent unauthorized executables on HMIs, servers and engineering workstations. Establish the approved baseline during a known-good state, account for signed updates and maintenance tools, and test the policy in audit mode before blocking. It may not be compatible with every legacy controller or vendor service; treat it as a risk-based capability, not a universal requirement.
Verify file and controller integrity
Use file-integrity checking for operating-system files, recipes, engineering projects and configuration stores where the platform permits. Keep cryptographic hashes or equivalent records in protected storage and alert on unexpected changes. For PLC and robot logic, preserve versioned project files, compare uploads with the approved baseline and require a second person to review safety-relevant modifications. Integrity monitoring detects a change; it does not prove that the change is malicious or guarantee that every attack will be seen.
Run a formal change process
Every planned change should identify the affected asset and process, reason for the change, risk to safety and production, test evidence, approver, implementation window, backup and rollback method. Operations and safety personnel should validate engineering changes, not only the person who wrote the code.
- Describe the requested change and the systems, logic, firmware or rules it touches.
- Check vendor support, dependencies, licensing, authentication and communications requirements.
- Back up the current program, configuration, certificates, licenses and network rules; verify that the backup can be restored.
- Test in a laboratory, simulator or maintenance environment that represents the production version.
- Obtain operations, engineering, safety and security approval for the planned window and rollback trigger.
- Implement with a named technician, record actual changes and monitor the process for abnormal behavior.
- Validate alarms, interlocks, quality checks, communications and recovery; close the record only after evidence is attached.
Patch and maintain OT deliberately
Patching a workstation is not the same as patching a controller. Before an update, check whether the vendor supports it on the exact model and firmware combination, whether dependent software will still communicate, whether the change affects timing or safety certification, and how much downtime is available. Obtain release notes and test results from the vendor when possible.
Use a maintenance register that records asset, current version, proposed version, vulnerability addressed, vendor status, test result, approval, installation date and rollback plan. Prioritize based on exploitability and process consequence, not simply on the age of a bulletin. If a critical update cannot be installed, document compensating measures such as removing a route, restricting an account, disabling a service, increasing monitoring or adding physical controls.
Schedule updates during a controlled outage, maintain a tested image or configuration backup, and keep a way to restore the previous version. CISA’s ICS Recommended Practices index covers patch management and antivirus updating; its topical documents should be read alongside the equipment vendor’s instructions and the plant’s safety procedures.

Antivirus or endpoint detection can help on supported Windows or Linux-based HMIs and servers. Do not deploy signatures, scans or agents blindly on real-time controllers. Test resource consumption and startup behavior, define exclusions narrowly, and ensure that an outage of the security tool cannot halt a safe process.
Monitor for abnormal behavior and integrity loss
Monitoring should answer three questions: what changed, what is behaving unexpectedly, and who needs to act? Collect authentication events, firewall decisions, remote-session records, engineering downloads, controller mode changes, program transfers, alarm changes, file-integrity alerts and relevant process values. Synchronize clocks where the process allows so investigators can correlate events.

Tune baselines around planned maintenance, recipe changes and seasonal production; otherwise normal work will create noise. Route high-consequence alerts to people who understand both cybersecurity and process operations.
Retain logs long enough to support the plant’s incident, legal and quality requirements. Protect copies from alteration and test that they can be retrieved during an outage. Monitoring is a way to notice and investigate unexpected activity, not a promise that every attack will be detected.
Prepare to contain an attack without endangering people
Define decision authority in advance
Write down who can declare an OT incident, who can order a network isolation, who has authority to stop a line, and who communicates with emergency services, suppliers, customers and regulators. Include plant operations, control engineers, safety, information security, facilities, legal and communications. Keep a paper or offline copy available if corporate systems are unavailable.
Use process-safe containment playbooks
For scenarios such as ransomware on an engineering workstation, unauthorized PLC logic, a compromised vendor account or loss of a historian, specify observable triggers and safe actions. A playbook might isolate a jump host, revoke a session, block a conduit, switch to manual operation, preserve volatile evidence or move to a validated backup controller. It must state what not to disconnect: removing a safety communication link or time source without understanding the process can create a hazard.
Preserve evidence while restoring control
Record the time line, affected assets, alarms, operator observations, network changes and actions taken. Preserve relevant logs, disk images and controller projects in a way that maintains chain of custody. Coordinate forensic work with production and safety so evidence collection does not delay a necessary safe shutdown.

Design and test recovery
Prevention and detection cannot eliminate all risk. NIST recovery work for manufacturing addresses reporting, log review, analysis, handling and response, and emphasizes that defense in depth does not remove every threat. Recovery planning should cover the minimum safe operating state as well as full production.
- Known-good data: Keep offline or otherwise protected copies of PLC logic, HMI projects, recipes, historian configurations, firewall rules, certificates, licenses and operating-system images.
- Hardware readiness: Identify compatible spare controllers, drives, network equipment and engineering laptops; record firmware and licensing prerequisites.
- Manual procedures: Document how operators maintain a safe state if supervisory screens, network services or automatic control are unavailable.
- Restoration order: Define dependencies and sequence recovery from safety and basic control through supervisory, manufacturing and enterprise services.
- Validation: Test restored logic, interlocks, alarms, communications, timestamps, quality records and access controls before returning to normal production.
Exercise these procedures with operations and safety personnel. A tabletop can reveal missing contacts and decisions; a controlled technical test can show whether a backup actually boots and whether a restored controller communicates with its process. Record findings, assign owners and retest after major equipment or architecture changes.
Use standards and guidance without treating them as a checklist
| Resource | What it contributes | How to apply it |
|---|---|---|
| NIST SP 800-82 Rev. 3 (September 2023) | OT architectures, threats, vulnerabilities and countermeasures, with attention to safety, reliability and performance. | Use it to frame the plant’s OT risk assessment and evaluate controls against process constraints. |
| NIST SP 1800-10 (2022) | A manufacturing practice guide with example architectures and capabilities such as behavioral anomaly detection, application allowlisting, file-integrity checking, change control, and user authentication and authorization. | Use the examples to compare capability fit; they are not proof that every legacy controller supports every control. |
| CISA ICS Recommended Practices | An index of topic-specific material covering defense in depth, patch management, remote access, antivirus updates, incident response and forensics. | Use the relevant practice documents to build site procedures, then validate them with vendors and operations. |
| ISA/IEC 62443 family | Industrial automation and control-system security concepts at policy, system and component levels. | Check the current edition and applicable parts for the organization, suppliers and project lifecycle. |
Standards do not replace a plant-specific hazard analysis, legal review or vendor compatibility assessment. Individual ISA/IEC 62443 parts, jurisdictional obligations and architecture decisions require situation-specific review.

A practical implementation sequence
- Establish ownership. Name an OT security lead and a cross-functional group including operations, engineering, safety, IT, maintenance and key suppliers.
- Map the environment. Build the asset, dependency, data-flow and remote-access inventory, using passive methods where active discovery could be disruptive.
- Score consequences. Rank process, safety, quality, environmental and recovery impact, then identify the highest-priority zones and assets.
- Close obvious exposure. Remove unnecessary internet paths, disable unused services, retire stale accounts and restrict vendor tunnels.
- Implement controlled access. Move users to named accounts, least privilege, approved jump services, strong authentication and session logging where supported.
- Protect change and integrity. Establish backups, version control, approvals, allowlisting or integrity checks where compatible, and a tested rollback process.
- Patch by risk. Test updates, schedule safe windows, document exceptions and apply compensating controls when a vendor-supported patch is unavailable.
- Deploy useful monitoring. Collect the events needed for investigation, baseline normal behavior and route alerts to people who can judge process impact.
- Write and exercise response plans. Define safe containment, evidence handling, communications and restoration order; test both tabletop and technical recovery.
- Measure and improve. Track inventory coverage, unresolved high-consequence paths, stale accounts, backup restore tests, patch exceptions, alert response and exercise findings. Reassess after production, supplier or architecture changes.
Common mistakes and safer alternatives
| Mistake | Why it fails | Safer alternative |
|---|---|---|
| Applying office-IT controls unchanged | Authentication, scanning or updates can disrupt deterministic control or safety functions. | Test each control against timing, fail-safe behavior, vendor support and recovery requirements. |
| Assuming an air gap is permanent | Portable media, maintenance laptops and vendor links can bridge networks. | Inventory and govern every physical and logical transfer path. |
| Buying a tool before assessing risk | Coverage, compatibility and maintenance burden vary by plant and legacy platform. | Define consequences and required capabilities first, then compare approaches. |
| Leaving remote access always on | Stolen credentials or an unattended tunnel provide a ready route into OT. | Use named, approved, time-limited sessions through a controlled gateway and review logs. |
| Backing up without restoring | A file that cannot boot, load licenses or communicate is not a recovery plan. | Perform scheduled, documented restoration tests and keep compatible spares. |
| Relying only on prevention | Authorized accounts, supply-chain events and unknown vulnerabilities can bypass barriers. | Combine prevention with monitoring, response and tested recovery. |
How to compare security approaches for a real plant
When evaluating a firewall design, monitoring platform, access method or maintenance process, compare the options on the same questions:
- Does it fit the equipment models, protocols, firmware and process timing?
- What is the effect on safety, uptime, reliability, quality and operator workload?
- Can the vendor support it on legacy assets, and what happens when support ends?
- Does it cover the specific risk: access, unauthorized change, data or file integrity, abnormal behavior, or recovery?
- How difficult is deployment, tuning, patching and ongoing evidence collection?
- Can the plant operate safely if the security component fails or loses connectivity?
- What logs, backups, skills and supplier commitments are required to recover?
Prefer the option that reduces the assessed risk with the least unacceptable effect on the process. A technically powerful control that operators bypass, vendors cannot support or the plant cannot restore is not a durable security improvement.
Questions to settle with your team and suppliers
- Which systems can write to a controller, safety device or recipe, and why?
- Which remote sessions are currently possible, who approves them and how are they terminated?
- What is the last verified, known-good backup for each high-consequence controller?
- Which assets cannot be patched, monitored or authenticated, and what compensating controls protect them?
- How will operators keep people and equipment safe if enterprise identity, DNS, the historian or the control network is unavailable?
- When did the plant last test a restoration with the actual firmware, licenses, spares and engineering tools required?
Bottom line
Connected factory equipment is safest when security is treated as an OT risk-management program shared by engineering, operations, safety and security. Map the process and its dependencies, remove unjustified paths, control identities and changes, patch and monitor deliberately, and practice a recovery that returns the plant to a known-good, safe state. Use NIST, CISA and ISA/IEC guidance to inform decisions, but validate every measure against the specific equipment and consequences in your facility.
