If you cannot select words in a scanned PDF, or searches miss text that is plainly visible, the file probably contains page images without a reliable text layer. Run optical character recognition (OCR) to create selectable, searchable text, then verify every important result against the page image. Adobe Acrobat provides a guided workflow; OCRmyPDF provides a free, local and scriptable alternative built on Tesseract.
Why a scanned PDF may not be searchable
A PDF can look exactly like a typed document while containing no characters that a search engine can read. A paper document scanned to PDF is commonly stored as one image per page. Adobe describes this situation plainly: a scanned paper PDF contains image data rather than searchable text. The letters you see are pixels, not text objects.
OCR changes that structure. An OCR engine examines each page image, recognizes likely characters and words, and adds an invisible text layer over the image. The original page remains visible, while the new layer supplies text for selection, copying and searching. OCRmyPDF describes its purpose as adding an OCR text layer to scanned PDFs so they can be searched. Tesseract can also produce searchable PDF pages containing the image and a hidden text layer when its PDF configuration is used.

OCR is a recognition estimate, not a perfect transcription. A clear page can still produce a wrong character, a missing word, a bad line break or a misplaced reading order. Treat the OCR layer as an index for finding pages. For names, numbers, dates, citations, legal wording, financial amounts and negations such as “not,” inspect the scanned image before relying on the text.

First check whether the PDF already has usable text
Do this quick test before processing the entire file:
- Open the PDF in your normal reader.
- Drag across a word that is clearly visible. If individual letters highlight, the page has at least some text objects.
- Copy the selection and paste it into a plain-text editor. Read the result; a selectable layer may exist but be badly recognized or in the wrong reading order.
- Search for a distinctive word that is easy to see, such as a heading, unusual surname or long technical term.
- Try several pages, including a page with ordinary body text and one with a table or unusual layout.
If nothing can be selected and the search returns no result, treat the document as image-only. If selection works but obvious words are absent, the existing OCR layer is defective and should be repaired rather than trusted.
Choose the right OCR approach

Use Acrobat when you want the shortest guided path and visual review in one application. Use OCRmyPDF when you need a free local workflow, repeatability or deliberate control over an existing text layer. Neither option removes the need to check critical text against the image.
Make a scanned PDF searchable in Acrobat
Run OCR on the file
- Open the scanned PDF in Acrobat.
- Choose All tools > Scan & OCR.
- Select In this file.
- Set the page range. For a first attempt, process the whole document; for troubleshooting, start with a small range that includes a representative page.
- Choose the recognition language used by the document. Language selection is part of Acrobat’s OCR dialog and strongly affects character recognition.
- Select Recognize Text and wait for processing to finish.
- Save the result as a new file so the untouched scan remains available for comparison and recovery.
After recognition, test selection and search on several pages. Acrobat creates a searchable text layer while retaining the scanned page image. Review the output and correct errors or rerun OCR with adjusted settings when the result is not useful.
Improve an Acrobat result
- Correct the language: Select the language that matches the document rather than leaving a generic or wrong-language setting.
- Improve the image first: Straighten crooked pages, remove noise and increase contrast where the scan is faint. Acrobat’s scan workflow includes image enhancement and automatic straightening before recognition.
- Limit the page range: Test a clean page and a difficult page separately. This makes it easier to identify whether a particular layout is causing failures.
- Rerun rather than stacking layers: If an old hidden layer is wrong, remove or replace it through a fresh recognition pass instead of assuming a second layer will fix the first.

Let OCRmyPDF skip pages that already contain text
Use skip mode when a document may contain a mixture of born-digital pages and image-only pages, and you want to leave existing text alone:

It is not a repair for pages whose existing OCR is wrong, because those pages are deliberately left unchanged.
Redo an existing OCR layer
When searches miss words that are plainly visible because the hidden layer is faulty, use redo mode:
ocrmypdf --redo-ocr input.pdf repaired-output.pdfRedo mode removes an old invisible OCR layer and recognizes the page again while preserving the scanned appearance. It is the targeted choice for a document with an existing but unreliable OCR layer.
Force OCR on all content
Use force mode when the file has mixed or troublesome content and you are prepared to rasterize and recognize everything:

It can help when embedded text, unusual objects or a failed prior process prevent normal OCR, but it may alter how selectable content is represented. Keep the original and compare the output before replacing it in a records system.

Process a smaller range while troubleshooting
Start with a few representative pages when a long file fails or takes too long. OCRmyPDF supports page selection through its command-line options; consult the installed version’s help output for the exact page-range syntax, then expand the range after a successful test. A small test also exposes language, layout and image-quality problems without forcing you to wait for the entire document.
Repair inaccurate OCR systematically
Confirm that the error is in the hidden layer
Search for a visible word, select the result and copy it. If the copied characters differ from the page image, the OCR layer—not the PDF viewer’s search function—is the problem. If the word is absent but nearby words are correct, the engine may have merged, split or rejected it.
Choose between redo and force
- Redo: Use first when a normal scanned page has an old or defective invisible OCR layer. It replaces that layer without intentionally rasterizing every element again.
- Force: Use when existing text or mixed content interferes with recognition and you accept a full rasterize-and-OCR pass.
- Skip: Use only when existing text is trustworthy and you want OCR applied to pages that lack text.
Prepare the image before recognition
Recognition improves when characters have clear boundaries. Straighten skewed pages, remove speckles and background noise, and raise contrast when the scan is pale. Check that letters are not clipped at the edge. Adobe’s scan workflow includes enhancement and automatic straightening; OCRmyPDF documents deskewing, cleaning and downsampling controls for more deliberate processing.
Do not change every image option at once. Make one adjustment, process a short page range and compare the copied text with the image. An aggressive cleanup can erase punctuation or thin strokes that the OCR engine needs.
Handle difficult layouts carefully
Columns, tables, marginal notes, stamps and captions can confuse reading order. OCRmyPDF documents page-segmentation controls, but its documentation cautions that changing segmentation settings can make ordinary pages worse. Use a special layout setting only when the page structure justifies it, and test it on the actual troublesome pages.
For a multi-column page, search may find the right words but copy them in an unexpected order. For a table, numbers may be recognized correctly yet appear as a continuous stream rather than aligned cells. The page image remains the authority for relationships between rows, columns and annotations.

Search effectively when OCR is imperfect
Once OCR has been added, search is usually the fastest way to locate a page, but exact spelling is not always reliable. Try a deliberate set of variants:
- Replace likely zero/letter confusions, such as
0andO, or1,Iand lowercasel. - Search both a hyphenated and an unhyphenated form when a word crosses a line break.
- Try a distinctive fragment instead of the full name or long phrase.
- Search a shorter stem when OCR may have added or omitted an ending.
- Test alternate punctuation and spacing, especially around initials, decimal points and dates.
- Search for a nearby heading or repeated term when the exact target is being misread.
When a result appears, inspect the page image and surrounding lines. A hit can be close to the intended word but represent a different character sequence. For critical work, record the page number and verify the original image manually.

Check for password restrictions
A PDF can be readable on screen yet restrict copying or text extraction. Confirm that the file is not password-protected in a way that blocks processing. Obtain the authorized password or an unrestricted copy before attempting OCR; do not bypass access controls on a document you are not permitted to process.
Check for corruption
Try opening the file in another compatible PDF viewer and saving a verified copy. If pages fail to render, images are blank or the OCR tool reports structural errors, the problem may be a corrupt PDF rather than missing text. Recover a clean export from the source scanner or document system when possible.
Reduce the page range
Process a short range containing one ordinary page. If that succeeds, add pages in groups until the failing page is identified. A single malformed page, oversized image or unusual object can stop a full-document job even when most pages are usable.

Try another language or layout setting
Recognition language must match the document. A wrong language can turn common words into unrelated characters. For pages with columns, tables or marginal material, test a layout setting suited to that page rather than applying it indiscriminately to the whole file.

Accept the limits of the source
Handwriting, decorative lettering, stamps, severe blur and heavily damaged pages may not produce useful OCR. The tools provide recognition controls but do not promise perfect results for these cases. Browse the page images visually, transcribe the required passage manually or obtain a better scan. If only a few fields matter, manual transcription of those fields can be safer than trying to make every page machine-readable.
Verify OCR before using the document as evidence
Use this checklist whenever accuracy matters:
- Search for several words from different pages, not just the first heading.
- Compare copied text with the image for names, numbers, dates, units and symbols.
- Check negations and qualifiers such as “not,” “less than,” “subject to” and “approximately.”
- Inspect footnotes, superscripts, subscripts and punctuation that are easy to lose.
- Review columns and tables visually to confirm reading order and row relationships.
- Keep the original image-only PDF and the OCR output together, with clear filenames and version notes.
- For legal, medical, financial or compliance use, require a human review by someone qualified to interpret the document.
A searchable layer improves discovery; it does not change the evidentiary status of the underlying scan. If the OCR and image disagree, use the image as the authoritative source and correct the extracted text only in a controlled copy.
Acrobat or OCRmyPDF: which workflow fits?
Choose Acrobat when guided controls matter
Acrobat is the practical choice when a user needs a visible, menu-driven process: open the PDF, select All tools > Scan & OCR > In this file, choose pages and language, then select Recognize Text. It is suitable for occasional jobs, visual checking and teams already licensed for the application. Acrobat also documents batch recognition for multiple files. The license is commercial, and the applicable edition and price are not established here.

Choose OCRmyPDF when repeatability and local processing matter
OCRmyPDF is better suited to a free local workflow, scripted batches and deliberate repair choices. Its skip, redo and force modes make the treatment of existing text explicit. Because processing occurs locally, files can remain on the machine under your control, subject to your operating-system and organizational security practices. Installation, command-line use and maintenance are trade-offs for that control.
Use Tesseract directly only for a narrow pipeline
Tesseract’s PDF configuration can produce searchable PDF pages containing the source image and hidden text. A direct Tesseract pipeline may be useful when you already have image files and need low-level control, but OCRmyPDF handles common PDF concerns around retaining pages and adding a text layer. In either case, inspect the output rather than assuming a successful command means accurate recognition.
A practical decision path
- No text can be selected: run OCR on a copy using Acrobat or OCRmyPDF.
- Text exists and looks accurate: test distinctive searches; use skip mode for mixed files if only image-only pages need recognition.
- Text exists but searches miss visible words: redo OCR, then test again.
- Existing content prevents useful recognition: use force OCR on a copy and compare the result with the original.
- Only certain pages fail: process a small range, correct image or language settings, and expand gradually.
- Handwriting, severe blur or complex marks remain unreadable: manually transcribe the needed material or obtain a better scan.
- The result will support a consequential decision: verify every material value against the page image and retain the original.
What “searchable” should mean after processing
A successful job lets you select a word, copy a sensible approximation and locate common terms across the document. It does not guarantee perfect spelling, clean reading order or reliable table extraction. Searchable OCR is therefore best understood as a navigation layer: it helps you find the relevant page quickly, while the scanned image supplies the exact wording and visual context.
