You can turn a paper document into a PDF with a phone’s scanning feature or a connected scanner. Capture every page, correct the crop and orientation, then save the scan as a PDF. If you need to search, select, or copy words in the document, use OCR; an image-only scan does not necessarily contain searchable text.
Choose a scanning method
For a few pages, a phone is usually the simplest option. A connected scanner is useful for recurring batches, especially if its model supports an automatic document feeder or duplex scanning. Choose based on how much paper you handle, where you want files saved, whether you need OCR, and the balance between image quality and file size.
- Phone: Convenient for occasional documents and lets you review and correct pages before saving.
- Connected scanner: Can suit larger batches; feeder and two-sided capture depend on the scanner’s capabilities and instructions.
Scan paper to PDF with a phone
Android: Google Drive
- Open the Google Drive app and tap the camera or scan control.
- Position the page in view and capture it.
- Review the detected edges. Adjust the crop or rotation, and use available cleanup or filter options if needed.
- For a multi-page document, add each page to the same scan. Retake or delete pages that are unclear or out of order.
- Name the file, choose PDF as the format, select a Drive folder, and save.
Google’s documented Android workflow also offers JPG. Choose PDF when you want the pages packaged as a document. Google describes its document scans as searchable PDFs; the web version of Drive does not provide this mobile scanning workflow. See Google Drive’s Android scanning instructions.

Adobe Scan
Adobe Scan can capture paper or use existing images to create PDFs, and it applies OCR to turn image text into searchable text. It is one option rather than a requirement: built-in phone scanning tools may be sufficient for a straightforward scan. See Adobe Scan’s document-scanning guide.
Scan with a connected scanner in Acrobat
- Connect the scanner and open Acrobat’s scan workflow. Select the scanner and choose the appropriate capture settings.
- Choose front-side capture or both sides if the scanner supports duplex scanning.
- Set image quality with file size in mind: higher quality can increase the PDF’s size.
- Choose whether the scan creates a new PDF, appends to an existing PDF, or creates multiple files.
- If you need searchable or selectable text, enable Recognize Text (OCR), then choose the language and output settings that fit the document.
- Save the PDF and inspect the pages for missing content, incorrect orientation, or poor cropping.
Acrobat also offers an optional PDF/A-1b setting for archival workflows. Feeder and flatbed operation depends on the scanner model; consult its manual for loading and multi-page instructions. Both-side scanning is only available when the scanner supports it. Adobe’s Acrobat scanning guide was last updated April 30, 2026.

Decide whether the PDF needs OCR
A scan may consist only of page images inside a PDF. That can be enough for viewing and sharing, but it may not let you find, select, or copy the words. OCR recognizes text in those images and adds a text layer where supported. Adobe describes the feature as: “Recognize Text (OCR): Convert text images into searchable, selectable text.”
Enable OCR when you need to search the document or work with its text. Check the finished file by trying to select or search a word. OCR results can vary with the source page and scan; the cited product instructions do not establish a specific accuracy rate, so review important text against the paper original.
