Scaling telecom manufacturing beyond assembly means building the engineering, testing, workforce, and supplier capabilities that let a factory industrialize products reliably—not simply adding machines or floor space. Start by stabilizing production and understanding its constraints; then build process engineering and new-product introduction (NPI), connect factory teams with design and R&D, and add automation or deeper development work as demand, skills, capital, and supply-chain readiness justify it. Ericsson’s Texas factory and Nokia’s Oulu campus illustrate two different ways to make that progression.
What changes when a telecom manufacturer moves beyond assembly?
Assembly is one point in a wider capability stack. A manufacturer taking on more advanced work may add surface-mount board production, test and packaging, manufacturing engineering, and preparation of new products for repeatable mass production. At a still deeper level, factory teams can work closely with product design and research and development (R&D), even when those groups are located elsewhere. The aim is to move from executing a defined build to helping make products manufacturable, testable, and scalable.
That progression does not require every company to own product design, semiconductor development, or a research campus. A factory can take on higher-value industrialization and engineering responsibilities while product architecture and intellectual property remain elsewhere. The appropriate boundary depends on customer requirements, the company’s strategy, its technical workforce, and the investments it can sustain. There is no universal facility size, spending threshold, or timeline that guarantees the transition.
It is useful to distinguish more volume from more capability. More volume means producing more units through an existing process. More capability means being able to introduce products, control more of the process, diagnose problems, validate performance, and coordinate changes with design teams and suppliers. Volume may be a reason to invest, but it does not by itself show that the organization is ready to take on development or NPI responsibilities.

Choose the operating model before choosing the building
There are at least two workable organizational patterns. Nokia’s Oulu example is an integrated campus combining R&D, radio labs, testing, and manufacturing. Ericsson’s Texas example links a factory to product-design and chip-development teams at other locations. These are examples, not a ranking: a manufacturer can deepen technical collaboration without colocating every function, while a campus model requires a strong reason to bring capabilities together.
| Decision area | Integrated campus model | Distributed-team model |
|---|---|---|
| How teams connect | R&D, labs, testing, and manufacturing share a campus. | Factory engineers coordinate with design and development teams at other sites. |
| Example in the cited company announcements | Nokia’s Oulu campus in Finland. | Ericsson’s Texas factory, whose engineers work with product design in Ottawa and products use chips designed in Austin. |
| What to plan for | Shared facilities and close day-to-day contact across functions. | Clear interfaces, communication routines, and access to expertise across locations. |
The organizational choice should follow the work. If product qualification depends on frequent lab access or fast collaboration between design and production, proximity may help. If specialist teams already operate elsewhere, a distributed model can still connect them to manufacturing; the work needs defined handoffs and shared information rather than an assumption that distance makes collaboration impossible. The examples do not establish which arrangement costs less or produces better results in general.
Assess the current factory before expanding its remit
A capability plan should begin with the factory’s present performance and responsibilities. Otherwise, a company can invest in advanced equipment while underlying quality, process control, or supplier issues continue to limit output. Map the product journey from incoming material through production, test, packaging, and delivery, and identify which organization owns each step and each decision.
Recommended Free Tools
- Production control: Are work instructions, process settings, and change controls defined well enough to produce consistently across shifts?
- Quality and test: Where in the process are defects detected? What does the existing test coverage establish, and what problems escape to later stages or customers?
- Engineering: Who diagnoses recurring process problems, approves manufacturing changes, and translates design revisions into factory instructions?
- Product introduction: How are new or revised products transferred into production, and which steps still depend on informal knowledge?
- Suppliers: Which components or subassemblies come from hardware suppliers, which work is performed by final-assembly suppliers, and where does a supplier issue affect delivery or qualification?
- People and customer commitments: Which technical skills are available today, and what delivery, quality, traceability, or qualification requirements have customers set?
Use the assessment to separate capability gaps from capacity gaps. A line may be running out of capacity even though its process is stable; it may instead have unused capacity but too many quality escapes or lengthy product introductions. Those conditions call for different responses. Capture a baseline that makes the constraint visible before proposing a capital project.
Build process engineering and NPI as the bridge to development
Manufacturing engineering and NPI turn a product design into a process that can be run, tested, and improved repeatedly. This is often the most practical bridge between assembly and deeper technology work: engineers at the factory can contribute to manufacturability and process readiness without the business first taking responsibility for every part of product design.

Nokia describes NPI at Oulu as part of a broader combination of R&D, radio labs, testing, and manufacturing. Ericsson’s Texas facility provides another capability example: the company reports surface-mount technology, final assembly, testing, packaging, and engineering support. Together, these examples show that a production site can extend beyond final assembly in more than one way; they do not prescribe a single sequence or set of equipment for every product.
Make the introduction process explicit
- Define the product and process handoff. Agree which design information, specifications, test requirements, and revision details production needs before a build begins. Identify who can resolve a design question and who approves a process change.
- Prepare the production route. Document the intended sequence of operations, the necessary equipment and materials, and the controls operators need. Identify where engineering review is required rather than leaving critical decisions to informal workarounds.
- Plan verification and testing. Decide what evidence will demonstrate that the process and test approach meet product and customer requirements. Match test coverage to the product and risk; the company examples do not provide a universal test specification.
- Run the introduction with visible issue ownership. Record process problems, assign them to the right production, design, or supplier owner, and track their resolution before treating the process as ready for routine builds.
- Transfer learning into controlled production. Update instructions, training, and approved process documentation when an issue is resolved so that improvements are repeatable rather than held only in an individual engineer’s memory.
These steps are a recommended management approach, not a reported Ericsson or Nokia procedure. Their purpose is to make the handoff auditable: the company should be able to explain what was introduced, how it was checked, which issues remain, and who is responsible for them.
Connect factory engineering with product design and R&D
Factory participation in product development depends on a working connection between people who design a product and people who build and test it. That connection can be on one campus or distributed across locations. Ericsson reports that its Texas factory engineers work with the product design team in Ottawa and that products made there use chips designed in Austin. It is a concrete example of distributed collaboration across manufacturing, product design, and chip development.
For a manufacturer building this connection, establish practical interfaces rather than relying on occasional escalation. Decide which production or test problems should reach design, what information accompanies them, who can authorize a response, and how a design change is communicated back to manufacturing. Include supplier input where the issue depends on a component or external process. These are operating recommendations; the cited company examples do not publish a common collaboration protocol.
- Give factory engineers a defined route to raise manufacturability and test concerns during product development.
- Make design revisions and their production impact visible to the teams responsible for process instructions and qualification.
- Share issue status and decisions across sites so the factory does not act on an outdated design or an unapproved workaround.
- Bring production and supplier constraints into discussions early enough to inform industrialization decisions.
The value of the connection is not that every factory engineer becomes a product designer. It is that production knowledge can inform design and design decisions can reach production in a controlled way. As responsibility grows, the company can decide whether to add further development work based on customer demand and demonstrated capability.

Develop people alongside the process
Advanced equipment and wider engineering responsibilities require people who can operate, maintain, test, and improve the process. Hiring experienced staff is one route; training existing workers and creating internal advancement paths is another. Ericsson says it developed training for workers without manufacturing experience and that more than half of its current supervisors and team leads began as entry-level line workers. That is a company-reported example, not a general benchmark or a promise that the same progression will occur elsewhere.
Translate the capability plan into roles and skills. For example, a site that adds process engineering needs people able to document and troubleshoot processes; expanded test responsibilities require relevant test expertise; NPI requires coordination across engineering, production, quality, and suppliers. Define the skills that matter for the company’s own products instead of assuming that a new job title or equipment purchase creates capability by itself.
Make training part of the operating system
- Identify which roles are needed for the next capability stage, and distinguish skills that can be developed internally from those that need external recruitment or partnership.
- Build training around the actual equipment, work instructions, quality controls, and escalation routes employees will use.
- Provide a path from entry-level production work into technical or supervisory roles where business needs and individual readiness align.
- Review whether employees can perform the required work in practice; attendance at training alone does not establish operational readiness.
Nokia describes Oulu as working alongside universities, startups, and technology companies, illustrating a partnership-based ecosystem around an advanced manufacturing site. A manufacturer can consider technical institutions and other partners when internal recruitment or training capacity is limited, but the specific partnership model must fit its location and skill needs.
Develop suppliers as part of the capability plan
A factory’s capability depends in part on the organizations supplying its components, hardware, or final assembly. Nokia distinguishes final-assembly suppliers from hardware suppliers and describes supplier development and learning as enablers. That distinction matters when mapping responsibility: a company may control its own production process while depending on suppliers for upstream hardware or downstream assembly.
Assess critical suppliers alongside internal operations. Identify which inputs affect product qualification or delivery, how changes or quality problems are communicated, and whether a supplier can support the planned product and process requirements. Supplier development may involve clearer specifications, shared learning, or closer coordination, but the appropriate action depends on the particular supplier relationship. Nokia’s supplier information is not a recommendation of any specific provider.

Resilience also needs to be treated realistically. A 2022 U.S. Department of Commerce assessment warned that specialized information and communications technology (ICT) supply chains can be difficult and costly to restructure. That is a reason to evaluate supplier dependencies and alternatives carefully, not evidence that any particular reshoring or sourcing change will be quick, affordable, or successful. The cited assessment is dated, so it should not be read as a current map of individual suppliers or market conditions.
Stage investment around a demonstrated need
Do not treat a factory expansion, automation program, lab, or new development function as a capability plan by itself. First identify the production or qualification constraint, the customer or business need behind it, and the skills and supplier readiness required to address it. Then assess whether the investment solves that constraint and whether the organization can operate and maintain what it adds.
Published company investment figures show the scale of particular commitments but cannot be used as a template for another manufacturer. In 2024, Ericsson announced an additional $50 million investment in its Texas smart factory after an initial $100 million investment. The company also reported the expanded Lewisville facility at 300,000 square feet with more than 500 employees. These are Ericsson’s reported figures for that facility, not a recommended budget, staffing ratio, or return expectation for another site.
In 2025, Nokia announced a planned multiyear U.S. investment of $4 billion, including around $3.5 billion in R&D and about $500 million in manufacturing and R&D capital expenditures. Those amounts describe announced plans; the announcement does not establish that all planned spending has been completed. They also relate to Nokia’s U.S. investment plan, not a cost estimate for establishing an Oulu-style campus.

The available company examples do not establish a general return on investment, time-to-capability, or staffing requirement for moving beyond assembly. Build the investment case from the site’s own demand, qualification requirements, constraints, people, and supplier dependencies instead of deriving a target from another company’s spend.

Automate where the process and business case are ready
Automation can support operational improvement, but it should follow a clear process need. Identify the task or bottleneck to improve, confirm that the process is sufficiently controlled to benefit from automation, and ensure the workforce can operate and maintain the resulting system. Automation that is disconnected from process engineering and training may add complexity without addressing the main constraint.
Ericsson reports that its Texas factory achieved 2.2 times improved output per employee compared with a similar site without the described automation and Fourth Industrial Revolution improvements. The company does not state a year for this comparison on the cited supply-chain page. Treat the figure as a company-reported comparison for that facility and comparator—not as an expected gain, industry benchmark, or forecast for a different factory.
Ericsson also described its most complex board as 16 times more complex than most laptop circuit boards in its 2024 account of the Texas factory. This comparison applies to the company’s most complex board, not all telecom products, and should not be used as a general measure of how difficult telecom manufacturing is. The useful lesson for planning is to tie equipment and process decisions to the actual product and production demands at the site.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Measure whether capability is actually increasing
Track a small set of measures tied to the transition the company is attempting. The following are recommended management measures, not figures reported by Ericsson or Nokia. Establish definitions and a baseline first, then review results consistently; a number without an agreed definition can make comparisons misleading.
- Quality and yield: Track whether conforming output improves and where defects are found in the process.
- Introduction readiness: Measure how long it takes to prepare a product or revision for production, using consistent start and finish points.
- Delivery performance: Monitor whether production meets the commitments relevant to customers.
- Test and qualification: Track completion of required test and qualification work, and the issues that prevent a product or process from being accepted.
- Supplier resilience: Monitor critical dependencies and the status of supplier issues that could affect production or qualification.
- Skills progression: Record whether employees develop and demonstrate the capabilities needed for the next operating stage.
- Customer acceptance: Review whether delivered products and production changes meet the relevant customer requirements.
Measures should match the capability being added. If the objective is stronger NPI, a general output measure alone will not show whether product introductions are more controlled. If the objective is supplier resilience, a factory productivity figure will not show whether a critical dependency has been addressed. Use evidence that distinguishes a real capability gain from a one-time increase in volume.
A practical sequence for moving beyond assembly
- Stabilize the current operation. Map production, quality, test, and supplier responsibilities; document the most important process gaps and establish baseline measures.
- Select the next capability based on a real constraint. Choose a focused step—such as stronger process engineering, expanded test, or a more disciplined product introduction—based on customer needs and the factory’s current gaps.
- Assign ownership and build skills. Name the teams responsible for process, product, supplier, and qualification decisions. Train or recruit for the work before depending on it in routine production.
- Connect the factory to design and suppliers. Establish information and decision paths across sites, functions, and supplier boundaries so that production issues and changes reach the right owners.
- Validate the process and capture learning. Check that the new capability works for the product and customer requirements, and incorporate resolved issues into controlled processes and training.
- Expand only when the case is clear. Consider additional labs, automation, or deeper technology development when demand, readiness, and the investment case support them.
This sequence is a synthesis of the company examples and operating considerations, not a universal formula. Some manufacturers may already have mature production and be ready to develop NPI or design collaboration early; others need to improve basic control first. The sequence should be adapted to the business’s actual starting point.
Common mistakes that slow the transition
- Equating square footage or headcount with technical depth. A larger facility is not proof of stronger engineering, test, or product-introduction capability.
- Buying automation before defining the bottleneck. Specify what the investment is meant to improve and whether the underlying process and workforce are ready.
- Leaving factory input until after design is fixed. Create a route for production and test concerns to reach product teams while changes can still be considered.
- Assuming all development must be onsite. Ericsson’s distributed links show that factory engineering can connect with design and chip-development teams elsewhere.
- Ignoring supplier readiness. Internal process improvements cannot by themselves resolve a dependency on a supplier that cannot meet requirements or support a change.
- Copying another company’s investment or productivity figure. Ericsson’s reported investments and output comparison describe its facilities and conditions, not a transferable budget or guaranteed result.
- Calling training complete because a course was delivered. Confirm that employees can perform the work and escalate problems correctly in the actual production environment.
What the company examples do—and do not—establish
Ericsson and Nokia illustrate real operating choices: a distributed link between manufacturing, design, and chip development; an integrated campus joining R&D, labs, testing, and production; multiple factory capabilities beyond assembly; and workforce development as part of manufacturing growth. The company announcements and pages are useful examples of those approaches, but their figures and descriptions are company-reported.

They do not establish a universal path, a standard investment level, a guaranteed productivity increase, or a fixed schedule for reaching advanced development. A telecom manufacturer should use the examples to identify possible capabilities and organizational patterns, then decide what to build from its own product requirements, customers, workforce, suppliers, and constraints.
