Use a full-page capture and a PDF, but do not treat either file as the whole evidence package. Record the exact URL, page title, publisher or account, visible publication date, your system time, collector identity and access conditions. Preserve the page’s HTML and related files when feasible, hash every file, and keep an access log on clean, controlled storage. The Berkeley Protocol (Human Rights Center, UC Berkeley and UN OHCHR, 2020) and ICC/Eurojust guidance both distinguish a convenient screenshot from preservation suitable for later verification.
What a screenshot and PDF can—and cannot—show
A full-page screenshot records how a page appeared at a particular moment, including its heading, text, images and surrounding context. A PDF preserves a paginated rendering that is easy to review or share. Neither format alone proves who authored the page, that its claims are true, that the page was not altered before you captured it, or that the alleged events occurred.
ICC/Eurojust guidance states that a minimum online-item capture should include the target URL, the HTML source code, and a screen or full-page capture with the date and time shown from the collector’s system. It also calls for collection details such as the collector’s name, IP address where appropriate, and collection start and end times. The guidance warns that material with potential probative value should be downloaded or recorded with related information and assigned a hash, rather than retained only as an image.

Courts and accountability bodies apply their own rules. The ICC technical protocol permits original electronic formats and searchable PDFs when accompanying metadata is supplied, but local requirements can differ. Consult qualified counsel or an evidence specialist before publishing, transferring or relying on a collection.

Prepare an evidence folder before opening the page
Synchronize the clock
Set the collection computer to a reliable Network Time Protocol source. Note the time zone and whether daylight-saving rules apply. Do not edit the computer clock to make a timestamp look convenient.
Create a case identifier and log
Make a new case folder on clean, dedicated media. Start a readme or log before capture. Record:
- Case identifier and collector’s full name or assigned identifier.
- Device and operating-system details, browser name and version, and capture-tool version.
- Collection start and end timestamps, including time zone.
- Network or IP details where appropriate and lawful.
- The reason the page may matter and any known safety concerns.
Record page context first
Before saving anything, write down the page title, exact URL, publisher or account, visible publication or update date, and whether access required a login, subscription, geolocation, a special user agent or other condition. Note redirects and the URL that finally rendered. If the page contains personal data, identify what must be redacted in copies while retaining an unaltered original in restricted storage.

- Open the URL in the documented access conditions. Use a normal browser session unless the case requires another documented path. Do not interact with comments, forms or links that could alter the page unless that interaction is part of the question being investigated.
- Wait for the page to finish rendering. Scroll through once so lazy-loaded images and text appear. Record any failed images, blocked scripts, consent dialogs or bot checks in the log instead of silently dismissing them.
- Capture the entire page. Use the browser’s built-in full-page screenshot command or a capture tool. Ensure the output includes the header, relevant material and enough surrounding context to identify the page. If the page is extremely long, make a second capture of the relevant section and note the relationship between files.
- Preserve the original output. Do not crop, annotate or recompress the evidence copy. Create working copies for highlights or redactions.
- Update the log immediately. Record the filename, dimensions, format, capture time, URL and any visible date or clock shown in the image.
A viewport-only image can omit headings, navigation and later text. A full-page image is more complete visually, but it still represents a rendered view rather than the site’s native data.
Export a PDF without replacing the native material
- Open the browser print dialog.
- Choose Save as PDF (or the equivalent system PDF printer).
- Enable headers and footers when they show the URL, page number or date; record which settings you used.
- Check the resulting PDF page by page. Look for missing images, clipped columns, blank pages, substituted fonts and content hidden behind overlays.
- Save the PDF as a new, immutable file and log its filename and creation time.
A PDF is a rendered view for review and sharing. Keep the screenshot, URL, HTML and associated information as separate files; do not present the PDF as a replacement for native web material.
Save HTML and related files when feasible
Use the browser’s “Save page” function or an approved downloader to retain the HTML source and associated resources. If a site blocks downloading, record that fact and preserve the accessible source or response instead of bypassing an access control. Keep the original directory structure and note whether external stylesheets, scripts, fonts or images were unavailable. A saved HTML file may render differently later, so retain the screenshot and PDF made at collection time.

Hash every collected file
A cryptographic hash lets you demonstrate that a file later matches the file you collected. It does not establish that the page was truthful or that the file was authentic before collection.

Get-FileHash .page.html -Algorithm SHA256Store the resulting manifest with the files, then verify hashes after copying to backup media. Never edit an original after hashing; make a working copy and hash that separately if an alteration is necessary.
Use clean storage and maintain chain of custody
Store the collection on new or clean external storage such as a dedicated hard drive or SSD, with at least one controlled backup. Restrict write access to the evidence directory. For every copy, access, export or transfer, log:
- Who performed the action and their role.
- Date, time and time zone.
- Source and destination media or system.
- Filename and SHA-256 hash before and after transfer.
- Purpose, such as review, disclosure or backup.
Berkeley’s guidance treats authentication, hearsay, provenance or chain of custody, and preservation as distinct issues. A complete log addresses provenance; it does not cure an unreliable source or prove the allegation.

Corroborate the page and protect people
Compare the captured page with independent reporting, archived copies, geolocation, imagery, witness accounts or other appropriate material. Record disagreements instead of selecting only matching evidence. Preserve the original URL and access path so another investigator can understand what you saw.

Collection can expose victims, witnesses, bystanders and account owners. Before publishing or transferring files, check applicable law, website terms, privacy obligations and the risks to affected communities. Minimize unnecessary personal data in shared copies, but retain an unaltered original under access control when lawful and necessary.

Troubleshooting and failure handling
The page is blank or partly rendered
Wait for network idle, scroll to trigger lazy loading, and record the failure. Try a fresh documented session without extensions. If an automated capture reports a blank page or failed load, retain the verdict headers, do not treat the output as evidence of page content, and make a browser capture if the page is legitimately accessible.

Capture the page as encountered first and record the obstruction. For a clean review copy, dismiss it without changing substantive content, then capture again and retain both files if the distinction matters. Images or text are missing in the full-page image
Check lazy-loading behavior, increase the wait condition, capture the relevant element separately, and compare the image with the PDF and HTML. Log every missing resource rather than filling gaps by editing the image.
The PDF has clipped columns or blank pages
Change paper size, margins, orientation or page ranges; print a test copy; and retain the settings in the log. Keep the screenshot and native files even when the PDF looks correct.
The hash changes after copying
Compare file sizes and transfer method, then recalculate the hash from the untouched source. If it still differs, quarantine the copy, record the discrepancy and use a verified backup. Do not overwrite the original.

A page requires login or geolocation
Record the account or location conditions without exposing credentials. Collect only where you have authorization, preserve the access path and time, and state that the result may not be reproducible to an investigator without the same lawful access.

Should I put the collection time visibly on the screenshot?
Yes, when your capture method can show the system date and time without obscuring page content. Also keep the timestamp in the log because an on-image clock can be cropped or misread.

Is a hash a digital signature?
No. A hash is an integrity check for a particular file. It does not identify the author, establish truth, or prove who possessed the file before you hashed it.
Can I redact names before giving a file to a journalist or court?
Create a redacted derivative and preserve the unaltered original under restricted access when lawful. Hash and label both versions, and document who made the redaction, when and why.
